Claims
1. A terminal comprising: a control unit that executes cell switching when mobility control by a lower layer fails; a transmission unit that transmits a connection re-establishment request when the cell switching is not to a candidate cell in accordance with the mobility control; and a reception unit that receives a message including an instruction to update key information used to ensure security with a network, wherein the control unit updates the key information when the update instruction is received during the cell switching.
