[0003] The present invention relates to a method for conditional cell-to-cell handover which takes into account the signalling load and storm in non-terrestrial networks for integration of terrestrial networks and non-terrestrial networks.

[0005] In the state of the art, conditional handover (CHO) is used for terrestrial networks. However, due to the similar signal level in the middle and at the end of the cell encountered in non-terrestrial networks, it is not possible to use a CHO developed for normal terrestrial networks, for terrestrial networks. In addition, due to the fact that the cell sizes of non-terrestrial networks are very large compared to terrestrial networks, hundreds or thousands of users may want to switch between cells at the same time.

[0006] Therefore, considering the studies and the deficiencies included in the current technique, it is understood that there is need for a method for conditional cell-to- cell handover which enables to provide suggestions that will reduce the signalling load and storm created at the request of too many users at the same time since the coverage of non-terrestrial networks is too wide and which takes into account the signalling load and storm in non-terrestrial networks for integration of terrestrial networks and non-terrestrial networks.
