A time determination method, comprising: determining, by a terminal, a transmission time of an uplink channel or a reception time of a downlink channel under a target condition; wherein the target condition comprises at least one of the following: the downlink channel is repeatedly transmitted, and the downlink channel supports repeated transmission; the downlink channel comprises: a downlink channel that the terminal needs to receive before entering a connected state; and the uplink channel is an uplink channel corresponding to the downlink channel.

The method according to claim 1, wherein the downlink channel that the terminal needs to receive before entering the connected state comprises at least one of the following: a Message 2 Msg2 physical downlink shared channel PDSCH, a Message B MsgB PDSCH, a Message 4 Msg4 PDSCH, and a paging PDSCH.

The method according to claim 1 or 2, wherein the uplink channel corresponding to the downlink channel comprises at least one of the following: a physical uplink shared channel PUSCH scheduled by a random-access response RAR, a physical uplink control channel PUCCH for feeding back a hybrid automatic repeat request acknowledgement HARQ-ACK of Msg4, and a PUCCH for feeding back a HARQ-ACK of MsgB; wherein the RAR comprises at least one of the following: a RAR carried by Msg2 PDSCH and a RAR carried by MsgB PDSCH.

The method according to any one of claims 3 to 6, wherein in a case that the uplink channel comprises the PUSCH scheduled by the RAR, a time interval from a reception time of the RAR to the transmission time of the PUSCH scheduled by the RAR is one of the following: a first time interval plus a target time; a second time interval determined based on a first processing time; a third time interval determined based on a second processing time; or, in a case that the uplink channel comprises the PUSCH scheduled by the RAR, a minimum time interval from a reception time of the RAR to the transmission time of the PUSCH scheduled by the RAR is one of the following: a first minimum time interval plus a target time; a second minimum time interval determined based on a first processing time; and a third minimum time interval determined based on a second processing time; wherein the first processing time is a processing time for repeated transmission of the downlink channel, and the second processing time is a PUSCH processing time in a case that the downlink channel is repeatedly transmitted.
