[0004] The present invention relates to the technical field of foundational I Dentity infrastructures and, namely, to the field of user enrollment as the first and critical step to ensure secure and reliable population’s (e.g., voter and / or citizen) biometric registration.

[0005] BACKGROUND OF THE INVENTION

[0006] Foundational ID systems are general-purpose identity platforms designed to support all forms of ID use cases expected down the line. The Foundational ID systems such as OSIA (“Open Standards Identity APIs”), MOSIP (“Modular Open Source Identity Platform”), or Aadhaar assists Governments and other organizations implement their digital, foundational identity system in a harmonized and cost effective way.

[0007] It comprises several general steps and, among them, user enrolment is crucial. This the moment when the user’s personal data is collected and processed so that a primary document proving his / her individual identity, such as a new electronic passport (e-PP), national identity card (e-ID), driver's license or voter ID, is created. Today, for official documents, the use of biometrics and face-to-face live enrollment processes are essential.

[0008] During civil biometric enrollment process, user’s biometric data like finger-prints, iris images or face images are captured, formatting-adapted, quality-checked, associated with the user’s identity, and safely stored by the document issuer.

[0009] When the enrolled user wishes to prove his identity to perform a transaction, he / she can authenticate him / herself thanks to his / her pre-enrolled biometric data. This step is the so- called biometric authentication or verification step and, typically, this second step takes place much later in time (e.g., months, and sometimes years). This is the case for countries when Governments launch their foundational ID programs. These countries start with the mass civil biometrics enrollment phase and, then, the authentication phase is launched after many months or sometimes years. Moreover, the equipment (or even the vendor) used for the enrollment phase differs from the one used for the verification or authentication. Therefore, the authentication phase is disjointed from the enrolment phase.

[0010] These disjointed phases can give rise to a failed biometric verification at the point of authentication because, for instance, the enrolled biometrics were of low quality or were mis-captured, or there is a malfunction with the authentication or enrollment biometric devices, untested biometric authentication algorithm is used etc.

[0011] Then, it is too late to remedy the situation. In this case of general authentication failures, the recommended solution is to recall the users (e.g., citizens) to start over the enrollment process and update their biometric data. This biometric re-enrollment is a cumbersome process in itself incurring logistical costs and time.

[0012] Therefore, there is a need in the industry for a streamlined and fool-proofed enrollment process that brings greater convenience to citizens and guarantees the quality of data captured, besides saving logistical costs of re-enrollment

[0013] SUMMARY OF THE INVENTION

[0014] The present invention provides a solution for the aforementioned problems by a biometric enrollment apparatus according to claim 1 , and a related method according to claim 10. In dependent claims, preferred embodiments of the invention are defined.

[0015] The proposed solution integrates the biometric authentication step as part of the biometric enrolment step. This means that the biometric enrolment process is completed only when a successful biometric authentication of the user is performed against the just captured biometrics of the person from a preceding biometric enrollment step.

[0016] In a first inventive aspect, the invention provides a biometric enrollment apparatus for associating biometric data to a user identity, the apparatus comprising: a first capturing module comprising at least one (first) biometric data capturing device; a second capturing module comprising at least one (second) biometric data capturing device, the biometric data of this second capturing module being of the same kind as the biometric data of the first capturing module; a data processing module configured to o receive biometric data from the first capturing module, o receive biometric data from the second capturing module, o authenticating locally the biometric data from the second capturing module against the data received from the first capturing module, outputting an authentication score; wherein, only if the authentication score is above a pre-defined score, the data processing module associates the biometric data from the first capturing module to the user identity.

In prior art solutions, this information is sent to and processed by (e.g., quality check) the data processing module that executes a registration client software program. Still according to the prior art, if the quality of the captured biometrics data is considered as acceptable (according to pre-established criteria), this data is associated to the user’s identity, and forwarded to an official database for its permanent storage as a biometric template associated to the user’s identity for its future usage on authentication processes. Automatically after its forwarding to the permanent storage, the registration client software program deletes any local copy of the biometric template.

[0018] Unlike this prior art process, the present invention adds a second capturing module with second biometric data capturing device(s) allowing to capture biometric data of the same kind as the biometric data from the first capturing module. In other words, for instance, if the first capturing module comprises devices allowing to capture user’s finger-prints (e.g., a 4- 4-2 scanner, a multi-fingerprint scanner, or a ten-fingerprint scanner), the second capturing module must comprise also devices (e.g., scanners) to capture user’s finger-prints even if each respective module utilizes a different finger-print scanner. The same happens with other kinds of biometric data such as palm-print, iris, face, or voice (i.e. , speech), etc.

[0019] Therefore, right after capturing user’s biometric data through any of the first capturing device(s), and checking the quality of this data through conventional means, the user is prompted to follow on-site a biometric authentication process through some, or all of the device(s) of the second capturing module. This second biometric data is authenticated locally (i.e., by the apparatus itself) against the first biometric data just captured by the first capturing module. Only in case the data matching or authentication is affirmative (i.e., authentication score above a pre-established threshold), the first biometric data is associated to the user’s identity and forwarded for its official persistent storage as user’s biometric template. In a preferred embodiment, after associating the biometric data from the first capturing module to the user identity, the data processing module securely sends this biometric data to a database of the issuer stored at backend server.

It also eliminates the incurred cost of biometric re-enrollment of users. [0042] DETAILED DESCRIPTION OF THE INVENTION

[0043] As it will be appreciated by one skilled in the art, aspects of the present invention may be embodied either as biometric enrollment apparatus 10 or as a method to associate biometric data to a user’s identity.

[0044] In figure 1 , it is represented a flowchart of a prior art method for capturing and enrolling user’s biometric data. Depending on the issuer, this may occur through an official and preapproved biometric enrolment apparatus 10’. This biometric enrolment apparatus normally has a data processing module 5’ executing a registration client software program 6’. The operator or staff starts collecting user’s personal or biographic data that allows to uniquely identify him / her: name, surname, date of birth, gender, permanent or temporary address, a photograph, etc. This can be done from scratch or, through minimum personal data such as name, surname, and date of birth, the operator can access an issuer’s official database to collect the rest of user’s information needed for the enrollment. That is, the operator launches the registration client software program, inputs part or all the user’s biographic data, and retrieve, or not, the rest from an official issuer’s database. The amount of data locally retrieved from the issuer’s database to the biometric enrollment apparatus on the field, if any, should be minimized for privacy preserving purposes.

The kind of biometric data required to be captured depends on the ID foundational program. Sometimes, some issuers (e.g., governments) only requires user’s face and fingerprints while others may also require scanning the two iris. Claims

CLAIMS1.- A biometric enrollment apparatus (10) for associating biometric data to a user identity, the apparatus comprising: a first capturing module (1) comprising at least one biometric data capturing device (2.1 , 2.2, 2.3, 2.4); a second capturing module (3) comprising at least one biometric data capturing device (4.1 , 4.2, 4.3, 4.4), the biometric data of this second capturing module being of the same kind as the biometric data of the first capturing module (1); a data processing module (5) configured to o receive biometric data from the first capturing module, o receive biometric data from the second capturing module, o authenticating locally the biometric data from the second capturing module against the data received from the first capturing module, outputting an authentication score; wherein, only if the authentication score is above a pre-defined score, the data processing module associates the biometric data from the first capturing module to the user identity.2.- The biometric enrollment apparatus according to claim 1 , wherein the kind of biometric data captured by the first (1) and second (3) capturing modules is at least one of the following: finger-print, palm-print, iris, face, or voice.3.- The biometric enrollment apparatus according to claim 2, wherein the biometric data capturing device is at least one the following: for finger-print: a 4-4-2 scanner, a multi-fingerprint scanner, or a ten-fingerprint scanner; for palm-print: a palm-print scanner; for iris: a dual iris scanner, or a single iris scanner; for face: an RGB camera, an Infrared camera, a stereo camera, or a thermo camera; for voice: a microphone.4.- The biometric enrollment apparatus according to any of claims 1 to 3, wherein after associating the biometric data from the first capturing module to the user identity, the data processing module securely sends this biometric data to a database 9 of the issuer stored at backend server.5.- The biometric enrollment apparatus according to any of claims 1 to 4, wherein the data processing module comprises a local database 8 where the biometric data from the first capturing module is temporarily stored until the local authentication process is performed.6.- The biometric enrollment apparatus according to any of claims 1 to 5, wherein the biometric data captured with the at least one biometric data capturing device of the second capturing module is discarded after the local authentication process is performed.7.- The biometric enrollment apparatus according to any of claims 1 to 6, wherein the data processing module 5 comprises a quality check sub-module configured to assess whether the quality of the biometric data captured with the at least one biometric capturing device (2.1 , 2.2, 2.3, 2.4; 4.1 , 4.2, 4.2, 4.4) of the first (1) and / or second (3) capturing module has an acceptable quality.8.- The biometric enrollment apparatus according to any of claims 1 to 7, wherein the first (1) and second (3) capturing modules are built-in with the data processing module (5).9.- The biometric enrollment apparatus according to any of claims 1 to 8, wherein the apparatus (10) is one of the following: a mobile biometric enrolment device such as tablet, suitcase or other enrolment kit or a static biometric enrolment device such as a pod or kiosk.10.- A method to associate biometric data to a user identity, wherein the method comprises: providing a biometric enrollment apparatus according to any of claims 1 to 9; entering user personal data such as name, date of birth, and / or address; capturing, by at least one of the biometric data capturing device of the first capturing module, an enrolment biometric data of the user; capturing, by at least one biometric data capturing device of the second capturing module of the same kind as used by the first capturing module, biometric data of the user; authenticating locally, by the data processing module, the biometric data from the second capturing module against the data received from the first capturing module, outputting an authentication score; wherein, only if the authentication score is above a pre-defined score, the data processing module associates the biometric data from the first capturing module to the user identity.
