Abstract
This application provides a communication method and a communication device. The method includes the steps of: sending a registration request message; receiving a registration acceptance message, wherein the registration acceptance message carries initial instruction information, which instructs the terminal to send a registration completion message after the registration acceptance message has been received; and sending a registration completion message based on the registration acceptance message. The method helps ensure that the information elements in the registration acceptance message are consistent between the network side and the terminal side, thereby enabling the terminal to perform normal communication. The initial instruction information is also carried to enable the terminal to send a registration completion message. This further helps to improve system compatibility.
