This invention satisfactorily prevents another person from accessing a terminal that is in use, without reducing the band of a dedicated peer-to-peer path for the terminal that is in use. A control unit controls: processing for receiving a request by a first terminal to connect to a second terminal; and processing for, if the second terminal is in use, transmitting to the first terminal a notice that connection is not possible. For example, the control unit recognizes that the second terminal is in use on the basis of connection information stored in a storage unit, or on the basis of connection information transmitted from the first terminal and received from another network device that transmitted a request to connect to the second terminal.
