To provide an operation guiding device, method, and program which improve a matching level between customers and a service provided by a mobile sales vehicle in terms of an operation space allowing the mobile sales vehicle to be parked.SOLUTION: An operation guiding device A includes: an operation space reservation unit 2; PD reservation units 3-1 and 3-2; an operation determination unit 10; and a display unit 33. The operation space reservation unit reserves coordinate data (X, Y) of the operation space. The PD reservation units reserve probe data (x, y, t) of a mobile sales vehicle. The operation determination unit compares the coordinate data (X1, Y1) of a specified operation space and the probe data (x1, y1, t1) of the mobile sales vehicle at a specified time point T1, and determines that the mobile sales vehicle is operating in the operation space, when the coordinates of both data match (x1=X1, y1=Y1) and the specified time point is satisfied (T1=t1).
