To provide a CPS having both the availability and the security taken into consideration.SOLUTION: An analyzing device includes: a first detecting unit that detects a simulation attack result from a simulation result in which a predetermined security countermeasure is applied to an evaluation subjected model obtained by modeling an evaluation subject, and then a simulation attack is given thereto; a second detecting unit that detects an availability evaluation result representing whether the simulation result is in compliance with evaluation conditions relating to the availability of the evaluation subject or not; and a comprehensively evaluating unit that generates the comprehensive evaluation results of the security countermeasure and the availability both subjected to the evaluation on the basis of the simulation attack result detected by the first detecting unit and of the availability evaluation result detected by the second detecting unit.SELECTED DRAWING: Figure 1
