The eco-friendly buoyancy-type ecological facility controlled to ascend and descend along a river slope according to the present invention comprises: first and second guide rails (10, 20) installed at an angle on each of the facing river slopes; and a buoyancy-type passage plate that forms a passage while floating on the river water, with both left and right sides connected to the first and second guide rails so as to be able to ascend and descend. The above-mentioned buoyancy-type passageway plate includes a fence formed to protrude upward toward the upstream side of the river as one side of the buoyancy-type passageway plate, and the buoyancy-type passageway plate includes first and second lifting-type passageway plates (30, 40) with one side connected to the first and second guide rails so as to be vertically movable, and first and second rotating-type passageway plates (50, 60) with one side connected to the first and second lifting-type passageway plates so as to be rotatable to each other, wherein the first and second lifting-type passageway plates include first and second passage sections (31, 41) connected to the first and second guide rails and first and second extension sections (32, 42) extending from the first and second passage sections, and the first and second rotating-type passageway plates include first and second opening sections (52, 62) into which the first and second extension sections protruding from the first and second lifting-type passageway plates are inserted, and third and fourth passage sections (51, 61).
