AI Technical Summary
The activation delay for cell activation in wireless communication networks is significant due to the time required for a user equipment (UE) to transition from a deactivated to an activated cell status, especially when valid measurement results for the to-be-activated cell are not available.
A terminal device receives a cell activation command and determines if conditions for reporting a Layer 3 (L3) measurement report are met. If conditions are fulfilled, the terminal device transmits an L3 measurement report with valid measurement results for a different cell to the network device, allowing for reduced activation delay.
The solution reduces the activation delay for cell activation by enabling the transmission of L3 measurement reports with valid results for other cells, thereby facilitating quicker cell state determination and activation.

Abstract
Description
LAYER 3 MEASUREMENT REPORTFIELD
[0001] Example embodiments of the present disclosure generally relate to the field of communications, and in particular, to devices, methods, apparatuses and a computer readable storage medium for transmitting a layer 3 (L3) measurement report.BACKGROUND
[0002] In the communication technology, there is a constant evolution ongoing in order to provide efficient and reliable solutions for utilizing wireless communication networks. Each new generation has its own technical challenges for handling different situations and processes that are needed to connect and serve devices connected to wireless networks. To meet the demand for wireless data traffic having increased since deployment of 4th generation (4G) communication systems, efforts have been made to develop an improved 5th generation (5G) , pre-5G, 6G communication systems or beyond.
[0003] In new radio (NR) -as in long term evolution (LTE) , a cell can be activated or deactivated. The transitions between activated and deactivated status are mainly based on medium access control (MAC) Control Elements (CE) commands from the network e.g. the cell activation / deactivation command. When the user equipment (UE) activates a deactivated cell, it takes time to transition from deactivated to activated status. Radio Access Network Working Group 4 (RAN4) in 3rd Generation Partnership Project (3GPP) defines the delay requirements within which the UE shall be able to activate a deactivated cell, upon receiving cell activation command in slot n, no later than a time period.SUMMARY

[0041] In NR, when L3 report is configured and triggered for to-be-activated Secondary Cell (SCell) via SCell activation command, the UE may not have a valid result for the SCell, and valid measurement results for other SCells might be available. As the UE would evaluate the validity of available measurement results when receiving the SCell activation command, the L3 report (if being triggered) will be ready at the time of receiving SCell activation command.
[0042] In view of the above, example embodiments of the present disclosure provide a solution for transmitting a layer 3 (L3) measurement report, for example, in order to reduce an activation delay for cell activation. In the example embodiments of the present disclosure, a terminal device may receive a cell activation command for activating a first cell from a network device. The terminal device may then determine whether at least one condition for reporting a layer 3 (L3) measurement report is fulfilled. Based on determining that the at least one condition is fulfilled, the terminal device may transmit the L3 measurement report including at least one valid measurement result for a second cell to the network device, wherein the second cell is different from the first cell. In this way, an activation delay for cell activation is reduced.
[0043] FIG. 1A illustrates an example of a network environment 100a in which example embodiments of the present disclosure can be implemented. The environment 100a may be a part of a communication network and comprise a plurality of terminal devices and network devices, such as a terminal device 110, a network device 120. As an example, the terminal device 110 may be implemented as a User Equipment (UE) or an Access Terminal (AT) , and the network device 120 may be implemented as a satellite (eNB) , or a base station (BS) . The network device 120 may transmit various data to the terminal device 110 via network environment 100.
[0044] To transmit data and / or control information, the terminal device 110 may perform communications with the network device 120. A link from the network device 120 to the terminal device 110 is referred to as a downlink (DL) , while a link from the terminal device 110 to the network device 120 is referred to as an uplink (UL) .
[0045] Although the terminal device 110 and the network device 120 are described in the communication environment 100 of FIG. 1A, embodiments of the present disclosure may equally apply to any other suitable communication devices in communication with one another. That is, embodiments of the present disclosure are not limited to the exemplary scenarios of FIG. 1A. In this regard, it is noted that although the terminal device is schematically depicted as a mobile phone and the network device 120 is schematically depicted as a satellite in FIG. 1, it is understood that these depictions are exemplary in nature without suggesting any limitation. In other embodiments, the terminal device 110 and the network device 120 may be any other communication devices, for example, any other wireless communication devices.
[0046] It is to be understood that the particular number of various communication devices and the particular number of various communication links as shown in FIG. 1A is for illustration purpose only without suggesting any limitations. The communication environment 100a may include any suitable number of communication devices and any suitable number of communication links for implementing embodiments of the present disclosure. In addition, it should be appreciated that there may be various wireless as well as wireline communications (if needed) among all of the communication devices.
[0047] FIG. 1B illustrates a measurement reporting procedure 100b related to some embodiments of the present disclosure. This procedure may be initiated after successful AS security activation. The terminal device 110 may then transmit a measurement report to the network device 120.
[0048] The terminal device 110 may set the measId to the measurement identity that triggered the measurement reporting. For each serving cell configured with servingCellMO, if the reportConfig associated with the measld that triggered the measurement reporting includes rsType and if the serving cell measurements based on the rsType included in the reportConfig that triggered the measurement report are available, the terminal device 110 may set the measResultServingCell within measResultServingMOList to include RSRP, RSRO and the available SINR of the serving cell, derived based on the rsType included in the reportConfig that triggered the measurement report.
[0049] FIG. 2 illustrates a flowchart of method according to some embodiments of the present disclosure. For the purpose of discussion, the method 200 will be described with reference to FIG. 1A. It would be appreciated that although the process flow 200 has been described referring to FIG. 1A, this process flow 200 may be likewise applied to other similar communication scenarios.
[0050] In the process flow 200, the network device 120 may transmit (205) a cell activation command 202 for activating a first cell to a terminal device to the terminal device 110. The terminal device 110 may then receive (210) the cell activation command 202 from the network device 120.
[0051] The terminal device 110 may then determine (220) whether at least one condition (i.e., one or more conditions) for reporting a layer 3 (L3) measurement report is fulfilled. In some embodiments, the terminal device 110 may determine whether at least one condition for reporting a layer 3 (L3) measurement report is fulfilled when a valid measurement result is unavailable for the first cell.
[0052] The one or more conditions may comprise that a valid measurement result is available for at least one serving cell of the terminal device 110. Additionally or alternatively, the one or more conditions can include that a valid measurement result is available for at least one non-active cell i.e. deactivated cell of the terminal device 110, and the at least one non-active cell includes the second cell. Additionally or alternatively, the one or more conditions may include that the first cell is on a frequency range 2 (FR2) band, and a valid measurement result is available for a serving cell of the terminal device 110 on the same FR2 band. Additionally or alternatively, the one or more conditions may comprise that the first cell is on a FR1 band, a valid measurement result is available for a serving cell of the terminal device 110, and the serving cell is on the (same) FR1 band and contiguous to the first cell. Additionally, or alternatively, the one or more conditions may include that the first cell is on a frequency range 2 (FR2) band, and a valid measurement result is available for a non-active cell of the terminal device 110 on the same FR2 band. Additionally, or alternatively, the one or more conditions may comprise that the first cell is on a FR1 band, a valid measurement result is available for a non-active cell of the terminal device 110, and the non-active cell is on the (same) FR1 band and contiguous to the first cell. In some embodiments, the one or more conditions may include any combination of two or more of the above-mentioned items.
[0053] Based on determining that the at least one condition is fulfilled, the terminal device 110 may transmit (225) the L3 measurement report 204 including at least one valid measurement result for a second cell to the network device 120. The network device 120 may then receive (230) the L3 measurement report 204 including the at least one valid measurement result for the second cell from the terminal device 110. The network device 120 may change an unknown state of the first cell to a known state based on receiving the L3 measurement report 204, or determine the TCI state for the first cell based on receiving the L3 measurement report 204 and proceed to activate the first cell as if it is known. In some embodiments, the network device 120 may skip at least one of an automatic gain control part or a cell search part during activation of the first cell. In some embodiments, the first cell and the second cell may be on a same frequency range 2 (FR2) band. Alternatively, or additionally, the first cell and the second cell may be on a same FR1 band and are contiguous.
[0054] Based on the L3 measurement report 204, the network device 120 may transmit (235) a transmission configuration indicator (TCI) activation command 206 indicating a TCI state associated with the determined first cell to the terminal device 110. The terminal device 110 may then receive (240) the TCI activation command 206 from the network device 120. Alternatively, or additionally, the terminal device 110 may receive information indicating the at least one condition for reporting the L3 measurement report 204 from the network device 120. Alternatively, the at least one condition for reporting the L3 measurement report can be pre-defined as default condition, and no information from the network device 120 needed.
[0055] In some embodiments, the cell activation command 202 may be used for activating a plurality of cells including the first cell, and the terminal device 110 may determine whether the at least one condition is fulfilled separately for the plurality of cells. In some embodiments, the same condition (s) can be applied for the plurality for cells. Based on determining that the at least one condition is fulfilled for at least one cell among the plurality of cells, the terminal device 110 may transmit the L3 measurement report 204 to the network device 120.
[0056] Alternatively, or additionally, based on determining that the plurality of cells are on a same frequency band, the terminal device 110 may determine whether a valid measurement result is available for at least one cell among the plurality of cells. Based on determining that a valid measurement result is available for at least one cell among the plurality of cells, the terminal device 110 may transmit the L3 measurement report to the network device 120.
[0057] In some embodiments, the cell activation command 202 may be used for activating a plurality of cells including the first cell, and the terminal device 110 may determine a set of cells, among the plurality of cells, which are on a same frequency band among the plurality of frequency bands based on determining that the plurality of cells are on a plurality of frequency bands. The terminal device 110 may then determine whether a valid measurement result is available for at least one cell among the set of cells. Based on determining that a valid measurement result is available for at least one cell among the set of cells, the terminal device 120 may transmit the L3 measurement report to the network device 130.
[0058] In some further embodiments, based on determining that none of the at least one condition is fulfilled, the terminal device 110 may prevent from transmitting the L3 measurement report to the network device 120. Alternatively, or additionally, the L3 measurement report 204 may include valid measurement results for all serving cells of the terminal device. The first cell may be a primary secondary cell (PSCell) or a secondary cell (SCell) .
[0059] FIG. 3 illustrates several examples of transmitting L3 report according to some embodiments of the present disclosure. It is noted that the process flow 300 can be deemed as a further example of the process flow 200. For example, the UE 305 may be one of the example devices of the terminal device 110. It is to be understood that these devices are described only for the purpose of illustration without suggesting any limitation as to the scope of the disclosure. This process will be described in detail as follows.
[0060] It is assumed that following examples are related to FR2 and FR1 cases when L3 report is triggered for the to-be-activated SCell, but valid L3 measurement results is not available for the SCell. As shown in FIG. 3, in a single SCell activation embodiment, a UE 305 may be configured with primary cell (PCell) 310, Cell1 (i.e. SCell1) 315, and Cell2 (i.e. SCell2) 320. Cell2 320 may be on the same FR2 band with Cell1 315 and only PCell 310 is activated.
[0061] At 302, a RRC connected mode may be established between the UE 305 and the primary cell (PCell) 310. At 304, the PCell 310 may transmit SCell configuration or additional information to the UE 305. At 306, the PCell 310 may also transmit measurement configuration ( ‘report on SCell Activation’ ) to the UE 305 indicating the UE can send L3 report after receiving the SCell activation command.
[0062] All the SCells 315 and 320 may be unknown. In other words, the UE 305 has not reported any of the valid L3 measurement results for the SCells 315 and 320 with a certain time period before SCell activation command. Therefore, network has no beam information on the SCells 315 and 320. At 308, the UE 305 may not acquire a valid L3 measurement result for SCell1 315, but it may acquire a valid L3 measurement results for SCell2 320.
[0063] At 312, the PCell 310 may transmit a SCell activation command for SCell1 315 to the UE 305. At 314, the UE 305 may evaluate L3 report conditions. According to this disclosure, for FR2, the UE 305 may transmit the report if there is at least one valid measurement result for any of the serving cells on the same band. Even if valid L3 measurement result for the to-be activated SCell is not available, but for any other SCells on the same band valid L3 report is available, all SCells on the band can benefit from the L3 results and turn to known state or proceed to cell activation procedure as if it is known (by eliminating AGC and cell search part in further steps of SCell activation) . Herein the serving cells on the same band may include active serving cells and the cells in deactivated state.
[0064] For FR1, the UE 305 may send the report if there is valid measurement result for any of the contiguous intra-band SCells. This is due to the fact if the reported measurement is for any non-contiguous intra-band or inter band cells, then the current to be-activated SCell may not benefit from the reported value in SCell activation delay reduction hence the UE may not trigger the L3 report. Otherwise, if the UE 305 has the valid L3 measurement result for a contiguous intra-band SCell, the UE 305 may share e.g. the AGC and time / frequency information between the to-be-activated SCell and its contiguous intra-band SCell hence is able to turn to known state or proceed to cell activation procedure as if it is known as well.
[0065] Alternatively, or additionally, in some embodiments, for both FR1 and FR2 bands, the UE 305 may transmit the report if there is valid measurement result for any of the serving cells, or any of the non-active serving cells (including deactivated SCells and SCells being activated) .
[0066] In this embodiment, although the UE 305 does not have valid measurement result for the to-be-activated SCell1, it may evaluate SCell2 320 is on the same FR2 band with SCell1 315. At 316, the UE 305 may determine to send L3 report for all the serving cells, such as PCell 310. The UE 305 may determine that if the valid measurement result is for an SCell on the same band. In the measurement report, the UE 305 may include SCell2 320, L3 measurement results, because it is on the same band.
[0067] At 318, the Cell1 315 becomes known to the network or can be considered as known and the AGC part may be removed. At 322, the network may determine Transmission Configuration Indication (TCI) based on the L3 report for other intra-band SCells and transmit a TCI activation command to the UE 305. At 324, the PCell 310 may transmit SP-CSI-RS activation command to the UE 305. At 326 and 328, the SCell1 315 may also transmit SP-CSI-RS activation command for channel measurement to the UE 305. At 330, when the SCell activation is completed, the UE may transmit a valid CSI report to the PCell 310.
[0068] In the another example embodiment, with the same assumption as example described above except the Cell2 320 is not on the same band as Cell1 315, the UE 305 may not report any L3 measurement results, as the reported information may not benefit SCell1 315 activation delay. The UE 305 may use legacy SCell activation.
[0069] In a further example embodiment, multiple SCell activation is assumed. If Cell1 315 and Cell2 320 are on the same band, the same procedures described in the single SCell activation embodiment may be applied in this embodiment. Thus, after the UE 305 determines both cell1 315 and cell2 320 are on the same band, all cells on the band become known and AGC part may be removed from SCell activation by reporting at least L3 measurement results of one of the cells. Thereby, L3 report enhancement may be applied to SCell activation.
[0070] In another example embodiment, if all SCells are not on the same band, the UE 305 may report only if it has the valid result for any of the SCells on one band, i.e., per-band evaluation. The UE 305 may determine different bands and assign cells to each one of this bands. Then for each band, the UE 305 may determine if there is at least one valid L3 measurement, and the UE 305 may include it to the measurement report and trigger the L3 report.
[0071] In a FR1 single SCell activation embodiment, the UE 305 may report L3 measurement results if there is valid measurement result for any of contiguous intra-band SCells. Otherwise, the UE 305 may not send any report as agreed. It is noted, in the context of this disclosure, the conditions may be used to at least determine if L3 report shall be triggered. The L3 report, if triggered, may include the measurement results of the relevant SCells, the non-active SCells, the deactivated SCells or the valid measurement results of all serving cells.
[0072] In some embodiments, the network may indicate if the UE 305 should send L3 report if considering the validity of to-be-activated SCell (s) only or considering the validity of other associated SCells. The above conditions may be also applied to multiple SCell activation. The difference is the condition is evaluated to each of the to-be-activated SCells.
[0073] The UE 305 may report if any of the serving cells has valid result. This is because including any valid results from SCells can benefit the network for updating known / unknown status of SCells. By doing so, maximum useful information is incorporated in the available measurement report which may assist network for keeping the latest update of cell status from UE measurement perspective.
[0074] In this way, the shortcoming or ambiguity regarding the necessity of not sending measurement result is addressed. If a valid L3 measurement result is unavailable for the to-be-activated SCell, the L3 report conditions described above may further clarify the current agreement. The UE 305 may send the L3 report of all serving cells if any of the conditions described above is fulfilled.
