[0031] A UE may perform communications (such as high priority communications) that benefit from maintaining a threshold level of reliability of a wireless communications link on which the communications are performed. For example, to perform some forms of communication, the UE may be required to maintain a connection having a certain reliability level. In one example, the UE may perform communications related to automotive safety. In the automotive context, communications related to automotive safety may carry information regarding an operational state of a vehicle, hazards encountered by or created by the vehicle, or the like. Thus, the safety of the vehicle and nearby vehicles and pedestrians may be related to the reliability of such communications. Here, the UE may be unable to maintain a specified automotive safety level in cases where the connection to the network does not maintain a reliability level corresponding to the specified automatic safety level.

[0034] Aspects of the present disclosure generally relate to cell selection or conditional handover procedures that are based on a reliability of wireless communications links that are supportable by a network node. For example, prior to selecting a network node for cell selection or a handover, the UE may determine whether the network node is capable of supporting a communication link having a certain reliability level. In one case, the network node may transmit signaling indicating a reliability level that the network node is capable of supporting. Here, the UE may determine whether to initiate the cell selection procedure or the handover procedure (e.g., the conditional handover procedure) based on whether the indicated reliability level satisfies a threshold. In another case, the UE may transmit signaling to the network node indicating a reliability level that the UE desires the network node to support. Here, the network node may transmit signaling to the UE indicating whether the network node is able to support wireless communications links having the indicated reliability. In some cases, the network node may implicitly indicate that the network node is capable of supporting the wireless communications links having the indicated reliability by refraining from transmitting signaling indicating that the network node is unable to support wireless communications links having the indicated reliability. The UE may initiate a cell selection or handover procedure (e.g., the conditional handover procedure) in cases where the network node indicates that the network node is capable of supporting wireless communications links having the indicated reliability.

[0035] Particular aspects of the subject matter described in this disclosure can be implemented to realize one or more of the following potential advantages. In some examples, by determining whether the network node is capable of supporting a communication link having a certain reliability level prior to selecting a network node for cell selection or a handover, the UE may be able to ensure that the UE’s connection to the network maintains a desired reliability level (e.g.,  over time) , thus improving a reliability of communications to and from the UE. Additionally, the UE transmitting signaling to the network node indicating the reliability level that the UE desires the network node to support, or the network node indicating whether the network node is capable of supporting wireless communications having a specified reliability, improves inter-device coordination and enables the UE to determine whether the network node is capable of supporting a communication link having a certain reliability level prior to selecting a network node for cell selection or a handover, which may improve a reliability of communications to and from the UE. In cases where the network node transmits signaling to the UE indicating whether the network node is able to support wireless communications links having the indicated reliability, the signaling may include additional information related to the communication link that the network node is able to support, which may further improve inter-device coordination. Additionally, in cases where the network node implicitly indicates whether the network node is capable of supporting the wireless communications link having the indicated reliability, signaling overhead may be reduced (e.g., as compared to cases where the network node explicitly indicates via signaling) .
