1.An apparatus for wireless communication at a user equipment (UE) , comprising:one or more memories; andone or more processors, the one or more processors, individually or collectively and based at least in part on information stored in the one or more memories, being configured to cause the UE to:transmit capability information associated with a quantity of active resources that can be active within a slot at a same time for UE beam prediction, wherein the capability information includes a first component that indicates a first quantity of active resources within the slot that are to be measured and a second component that indicates a second quantity of active resources within the slot that are not to be measured;receive, based at least in part on transmitting the capability information, configuration information associated with one or more measurement resources; andperform a beam prediction using the one or more measurement resources.2.The apparatus of claim 1, wherein the first quantity of active resources includes a quantity of synchronization signal block (SSB) resources, channel state information (CSI) reference signal (CSI-RS) resources, or CSI interference measurement (CSI-IM) resources within the slot that are to be measured and used to derive a predicted Layer 1 (L1) reference signal received power (RSRP) , L1 signal-to-interference-plus-noise ratio (SINR) , or top quantity of resources regarding another set of SSB resources, CSI-RS resources, or virtual resources, and wherein the second quantity of active resources includes a quantity of active SSB resources, CSI-RS resources, or virtual resources within the slot that are not to be measured or monitored and that are to be used for deriving predicted L1 RSRP, L1 SINR, or top quantity of resources within the slot.3.The apparatus of claim 2, wherein the top quantity of resources are in accordance with a strength of the L1 RSRP or the L1 SINR, and wherein the virtual resources are not transmitted by a network node to the UE and include resource identifiers that are to be indicated by the UE when reporting a predicted characteristic.4.The apparatus of claim 1, wherein a resource is an active resource of the first quantity of active resources within the slot in accordance with at least one of a synchronization signal block, a channel state information reference signal, or a channel state information interference measurement being transmitted within the slot.5.The apparatus of claim 1, wherein a resource is an active resource of the second quantity of active resources within the slot in accordance with the resource being configured as a prediction target resource by a channel state information (CSI) report setting.6.The apparatus of claim 5, wherein the CSI report setting is a periodic CSI report setting, and wherein the resource is an active resource of the second quantity of active resources during a time period that starts when the CSI report setting is radio resource control (RRC) configured and that ends when the CSI report setting is released.7.The apparatus of claim 5, wherein the CSI report setting is a semi-persistent CSI report setting, and wherein the resource is an active resource of the second quantity of active resources during a time period that starts at an end of an application of a command that activates the semi-persistent CSI report setting and that ends at an end of an application of another command that deactivates the semi-persistent CSI report setting.8.The apparatus of claim 5, wherein the CSI report setting is an aperiodic CSI report setting, and wherein the resource is an active resource of the second quantity of active resources during a time period that starts at an end of a physical downlink control channel communication that includes a request to trigger the aperiodic CSI report setting and that ends at an end of a scheduled physical uplink shared channel communication that includes the aperiodic CSI report setting.9.The apparatus of claim 1, wherein a resource of the first quantity of active resources is indicated as a measurement resource in a channel state information (CSI) report setting.10.The apparatus of claim 9, wherein the resource of the first quantity of active resources is counted a number of times in the slot in accordance with the resource being active and in accordance with the resource being used to measure a corresponding number of different types of measurement quantities.11.The apparatus of claim 10, wherein the resource is counted a single time for an L1 reference signal received power (RSRP) measurement in accordance with the L1 RSRP measurement being associated with a plurality of CSI report settings.12.The apparatus of claim 10, wherein the resource is counted a single time for an L1 signal-to-interference-plus-noise ratio (SINR) measurement in accordance with a channel measurement ratio and an interference measurement ratio being identical and in accordance with the L1 SINR measurement being associated with a plurality of report settings.13.The apparatus of claim 10, wherein the resource is counted a number of times for an L1 signal-to-interference-plus-noise ratio (SINR) if there are a corresponding number of channel measurement ratios or interference measurement ratios paired with the resource for L1 SINR measurement in the slot associated with one or more CSI report settings.14.The apparatus of claim 1, wherein a resource of the second quantity of active resources is indicated as a prediction resource in a channel state information (CSI) report setting.15.The apparatus of claim 14, wherein the resource of the second quantity of active resources is counted a number of times in the slot in accordance with the resource being active and in accordance with the resource being used to predict a corresponding number of different types of measurement quantities.16.The apparatus of claim 15, wherein the resource of the second quantity of active resources is counted a single time for an L1 reference signal received power (RSRP) prediction in accordance with the RSRP prediction being associated with a plurality of CSI report settings that share measurement resources or prediction target resources.17.The apparatus of claim 15, wherein the resource of the second quantity of active resources is counted multiple times for an L1 reference signal received power (RSRP) prediction in accordance with the RSRP prediction being associated with a plurality of CSI report settings that do not share measurement resources or prediction target resources.18.The apparatus of claim 15, wherein the resource of the second quantity of active resources is counted a single time for an L1 signal-to-interference-plus-noise ratio (SINR) measurement in accordance with the SINR measurement being associated with a plurality of CSI report settings that share measurement resources or prediction target resources.19.The apparatus of claim 15, wherein the resource of the second quantity of active resources is counted multiple times for an L1 signal-to-interference-plus-noise ratio (SINR) measurement in accordance with the SINR measurement being associated with a plurality of CSI report settings that do not share measurement resources or prediction target resources.20.The apparatus of claim 15, wherein the resource of the second quantity of active resources is counted a number of times for an L1 signal-to-interference-plus-noise ratio (SINR) measurement in accordance with a corresponding number of channel measurement ratios or interference measurement ratios being paired with the resource for L1 SINR measurement in the slot.21.The apparatus of claim 1, wherein a resource of the second quantity of active resources is configured or indicated as a prediction target resource associated with a channel state information (CSI) report setting, and wherein the prediction target resource is associated with a plurality of time occasions.22.The apparatus of claim 21, wherein the resource of the second quantity of active resources is counted a single time for all of the plurality of time occasions.23.The apparatus of claim 21, wherein the resource of the second quantity of active resources is counted a single time for each time occasion of the plurality of time occasions.24.The apparatus of claim 1, wherein the one or more processors, to cause the UE to transmit the capability information, are configured to cause the UE to transmit an indication of a and a second component that indicates a second quantity of active resources within the slot that are not to be measured;receiving, based at least in part on transmitting the capability information,
