NES based SCell Activation and Conditional HandoverTechnical Field

[0001] The present disclosure generally relates to wireless communication, and in particular, to NES based SCell activation and conditional handover.Background

[0002] Network energy saving (NES) refers to a 5G New Radio (NR) initiative for reducing signaling and power draw for the network. NES techniques were standardized in Release 18 (Rel-18) for spatial and power domain and cell discontinuous transmission / reception (DTX / DRX) . Other techniques for additional network energy gains are being explored for Rel-19. One NES technique in development allows a first cell of the network (e.g., a primary serving cell (PCell) in a carrier aggregation (CA) deployment) to provide system information for a second cell of the network (e.g., a secondary cell (SCell) in the CA deployment) so that the second cell may operate without transmitting a synchronization signal block (SSB) for energy savings (SSB-less operation) . In one example scenario, a CA deployment may comprise more than three carriers where at least one SCell is in SSB-less operation. A quasi co-location (QCL) relationship between the cells in this scenario may be complicated and some clarification is needed.

[0017] The example embodiments may be further understood with reference to the following description and the related appended drawings, wherein like elements are provided with the same reference numerals. The example embodiments relate to operations for network energy savings (NES) and describe clarifications and enhancements for user equipment (UE) behavior in certain NES scenarios.

[0018] In some example embodiments, UE operations are described for handling a scenario where a downlink control information (DCI) message activating a NES-specific conditional handover (CHO) event is decoded by the UE prior to detecting the configuration for the NES-specific CHO event. In various example embodiments, in this scenario, the UE may drop the DCI message, store the DCI message in anticipation of receiving the configuration for the NES-specific CHO event, or trigger other UE actions. In other example embodiments, the UE may receive, in either configuration parameters or the DCI, an indication of neighbor cells that may also be turned off and / or are low priority cells so that the UE may avoid and / or deprioritize these neighbor cells in the CHO operation.

[0022] Some example embodiments are also described with reference to carrier aggregation (CA) . In CA, a UE may communicate in the downlink (DL) or uplink (UL) with multiple cells of a network to increase throughput. CA includes the UE associating with a Primary Cell (PCell) and one or more Secondary Cells (SCells) . Different band combinations of CA may be served by the PCell and SCell, e.g., the PCell may serve a first component carrier (CC) of a CA band combination (e.g., CC1) to the UE and the SCell may serve a second CC of the CA band combination (e.g., CC2) to the UE. Thus, in CA, both the PCell and the SCell are considered to be serving cells. CA mode may include multiple SCells. In some example embodiments, it may be considered that the PCell and SCell (s) are co-located, e.g., in the same general physical location (e.g., on the same cell tower) . The PCell and the SCells may be cells of different gNBs or a single gNB.

[0029] The example embodiments are further described with regard to conditional handover (CHO) . Conditional handover (CHO) relates to operations in which the network provides the UE a list of one or more target cell (s) for CHO with a corresponding configuration for these target cell (s) , which are prepared for handover in advance of the actual handover. For each target cell, the source gNB provides at least one condition for the UE to perform CHO. The condition (s) may relate to a radio quality for the source cell and / or the target cell as determined by the UE, e.g., whether the radio conditions on the current serving cell fall below a threshold RSRP / RSRQ / SINR, determine whether the radio conditions of a neighbor cell meet a threshold RSRP / RSRQ / SINR, and / or whether a differential between the radio conditions on the serving cell and the neighbor cell meet a threshold RSRP / RSRQ / SINR. The UE performs measurements on the serving / target cells and, when the condition is satisfied for a target cell, the UE starts CHO and applies the preconfigured target cell configuration immediately. With CHO, the UE is able to execute the handover process without the involvement of the source cell, e.g., even when a radio quality of the connection with the source cell has degraded such that a source cell-initiated handover is not possible.

1.An apparatus comprising processing circuitry configured to:apply first criteria for evaluating whether a conditional handover (CHO) is to be triggered, the first criteria comprising a first threshold for a value of neighbor cell measurements to trigger the CHO;detect, in downlink control information (DCI) , a first indication that a current serving cell is to enter a network energy savings (NES) mode; andwhen the first indication is detected after decoding a configuration for an NES-specific CHO, apply second criteria for evaluating whether the CHO is to be triggered, the second criteria comprising a second threshold different from the first threshold for the value of neighbor cel l measurements to trigger the CHO; orwhen the first indication is received prior to decoding the configuration for an NES-specific CHO, drop the first indication and apply the first criteria for evaluating whether the CHO is to be triggered.2.The apparatus of claim 1, wherein the processing circuitry is further configured to:after detecting the first indication, decode, based on signaling received from the current serving cell, the configuration for the NES-specific CHO;after decoding the configuration, detect, in DCI, a second indication that the current serving cell is to enter the NES mode; andapply the second criteria for CHO.3.The apparatus of claim 1, wherein the first threshold and the second threshold each correspond to a reference signal received power (RSRP) threshold, a reference signal received quality (RSRQ) threshold, or a signal to noise and interference ratio (SINR) threshold.4.An apparatus comprising processing circuitry configured to:apply first criteria for evaluating whether a conditional handover (CHO) is to be triggered, the first criteria comprising a first threshold for neighbor cell measurements to trigger the CHO;detect, in downlink control information (DCI) , a first indication that a current serving cell is to enter a network energy savings (NES) mode; andwhen the first indication is detected after decoding a configuration for an NES-specific CHO, apply second criteria for evaluating whether the CHO is to be triggered, the second criteria including a second threshold different from the first threshold for neighbor cell measurements to trigger the CHO; orwhen the first indication is received prior to decoding the configuration for the NES-specific CHO, store the first indication and apply the second criteria for evaluating whether the CHO is to be triggered after the configuration for the NES-specific CHO is decoded.5.An apparatus comprising processing circuitry configured to:decode, based on signaling received from a current serving cell, a configuration for conditional handover (CHO) including at least one neighbor cell to monitor and a configuration for a network energy savings (NES) -specific CHO;apply first criteria for evaluating whether the CHO is to be triggered, the first criteria comprising a first threshold for neighbor cell measurements to trigger the CHO;detect, in downlink control information (DCI) , an indication that the current serving cell is to enter a NES mode; andapply second criteria for evaluating whether the CHO should be triggered, the second criteria comprising a second threshold different from the first threshold for neighbor cell measurements to trigger the CHO, wherein at least one neighbor cell is skipped in evaluating the second criteria or stopped for monitoring in the CHO evaluation.6.The apparatus of claim 5, wherein the processing circuitry is further configured to:detect, in the DCI, a cell ID for the at least one neighbor cell to be skipped in evaluating the second criteria or stopped for monitoring in the CHO evaluation.7.The apparatus of claim 5, wherein the processing circuitry is further configured to:decode, in the configuration for the CHO, an indication for the at least one neighbor cell to be skipped in evaluating the second criteria or stopped for monitoring in the CHO evaluation.8.An apparatus comprising processing circuitry configured to:decode, based on signaling received from a serving cell, a configuration for carrier aggregation (CA) including at least one secondary cell (SCell) that is configured for network energy savings (NES) operations in which the SCell does not transmit a synchronization signal block (SSB) , a tracking reference signal (TRS) of the SCell being configured in a quasi-colocation (QCL) chain with respective reference signals of multiple active serving cells; andwhen the apparatus does not decode a configuration for a reference cell for determining timing and frequency information for the SCell, determine a selected one of the multiple active serving cells as the reference cell.9.The apparatus of claim 8, wherein the processing circuitry determines a root source reference signal in the QCL chain and determines the reference cell as the selected one of the multiple active serving cells transmitting the root source reference signal.10.The apparatus of claim 8, wherein the processing circuitry determines a closest active serving cell in the QCL chain as the reference cell.11.The apparatus of claim 8, wherein the processing circuitry randomly determines the reference cell.12.The apparatus of claim 8, wherein the processing circuitry determines the reference cell as the selected one of the multiple active serving cells transmitting an SSB.13.The apparatus of claim 8, wherein the processing circuitry determines a closest active serving cell having a smallest frequency distance from the SCell as the reference cell.14.The apparatus of claim 8, wherein the processing circuitry determines the serving cell configured, indicated or implied by a network as the reference cell.15.The apparatus of claim 8, wherein the SCell and the multiple active serving cells are in different frequency bands, wherein the processing circuitry is further configured to:determine a representative cell per frequency band; andconsider only the representative cells when determining the reference cell.16.The apparatus of claim 15, wherein the representative cell per frequency band are selected randomly.17.The apparatus of claim 8, wherein the SCell is configured to transmit multiple TRS, each TRS being QCLed to at least one active serving cell, wherein the processing circuitry is further configured to:consider a selected one of the multiple TRS when determining the reference cell.18.The apparatus of claim 17, wherein the selected one of the multiple TRS is associated with a physical downlink shared channel (PDSCH) or a physical downlink control channel (PDCCH) .19.The apparatus of claim 17, wherein the selected one of the multiple TRS is configured, indicated or implied by a network as an active TRS.
