Claims

1. A video management device comprising: an imaging unit that captures a first video; a registration unit that registers the first video in a memory unit; a video processing unit that generates a second video by performing concealment processing on the first video; a second video transmission unit that transmits the second video to another device; and a first video transmission unit that, when a predetermined situation is detected from the first video or the second video, transmits the first video including the period during which the situation was detected to the other device.

2. A video management device as described in claim 1, further comprising a receiving unit that receives a notification indicating that a predetermined situation has been detected from the second video, and a first video sending unit that sends the first video to another device when said notification is received.

3. A video management device as described in claim 1, further comprising a detection unit that detects a predetermined situation from the first video or the second video, and a first video transmission unit that transmits the first video to another device when the situation is detected by the detection unit.

4. A video management device as described in claim 3, further comprising an inquiry unit that, when a predetermined situation is detected, inquires of another device whether or not to transmit the first video before transmitting the first video, and the first video transmission unit transmits the first video based on the response to the inquiry.

5. The video management device according to any one of claims 1 to 4, wherein the registration unit deletes the first video after a predetermined first period has elapsed since registration.

6. The video management device according to claim 5, wherein the registration unit deletes the first video transmitted to another device after a second period, which is longer than the first period, has elapsed.

7. The video management device according to claim 6, wherein the registration unit sets a flag for the first video during the period in which it was sent to another device, and deletes the first video during the period for which the flag was set after a second period has elapsed.

8. A video management device as claimed in any one of claims 1 to 7, wherein the first video contains information that is predetermined as information to be concealed, and the video processing unit applies concealment processing to the video of the area in which the predetermined information is captured.

9. The video management device according to claim 8, wherein the first video contains personal information as information to be concealed.

10. A video management device as claimed in any one of claims 1 to 9, wherein the video processing unit performs a concealment process on the video of an area in which information predetermined as information to be concealed is captured, to obscure the information to the extent that it cannot be visually recognized.

11. The video management device according to any one of claims 1 to 10, wherein the predetermined situation is a situation that is visible from the video and represents an emergency.

12. The video management device according to any one of claims 1 to 11, wherein the situation indicating an emergency is a situation indicating the occurrence of a traffic accident or an incident.

13. A video management system comprising: a video management device that manages captured video; and a server that receives video managed by the video management device, wherein the video management device comprises: an imaging unit that captures a first video; a registration unit that registers the first video in a memory unit; a video processing unit that generates a second video by applying concealment processing to the first video; a second video transmission unit that transmits the second video to another device; and a first video transmission unit that, when a predetermined situation is detected from the first video or the second video, transmits the first video including the period during which the situation was detected to the server.

14. A video management system as described in claim 13, wherein the server includes a transmitting unit that transmits a notification to the video management device indicating that a predetermined situation has been detected from the second video, the video management device includes a receiving unit that receives the notification, and the first video transmitting unit of the video management device transmits the first video to the server when the notification is received from the server.

15. A video management system as described in claim 13, wherein the video management device includes a detection unit that detects a predetermined situation from the first video or the second video, and the first video transmission unit transmits the first video to the server when the situation is detected by the detection unit.

16. A video management method comprising: capturing a first video; registering the first video in a memory unit; generating a second video by applying concealment processing to the first video; transmitting the second video to another device; and, when a predetermined situation is detected from the first video or the second video, transmitting the first video including the period during which the situation was detected to the other device.

17. The video management method according to claim 16, further comprising receiving a notification indicating that a predetermined situation has been detected from the second video, and transmitting the first video to another device when said notification is received.

18. A storage medium storing an image management program for causing a computer to execute a registration process for registering a captured first image in a storage unit, an image process for generating a second image by applying a concealment process to the first image, a second image transmission process for transmitting the second image to another device, and a first image transmission process for transmitting the first image including the period during which a predetermined situation is detected from the first image or the second image to the other device when the predetermined situation is detected from the first image or the second image.

19. A storage medium as claimed in claim 18, which stores an image management program for causing a computer to execute a receiving process for receiving a notification indicating that a predetermined situation has been detected from the second image, and for causing a first image transmitting process for transmitting the first image to another device when said notification is received.

20. A storage medium as claimed in claim 18, which stores an image management program for causing a computer to execute a detection process for detecting a predetermined situation from the first image or the second image, and for causing a first image transmission process for transmitting the first image to another device when the situation is detected in the detection process.
