A network node used in a mobile communication system supporting LTM (L1 / L2 Triggered Mobility), comprising: a receiving unit that receives, from a user equipment that performs L1 measurement, which is a radio quality measurement in Layer 1 (L1), an L1 measurement report that includes the L1 measurement result and that is transmitted at least once in L1 or Layer 2 (L2) in response to a first radio quality condition that triggers a report of the L1 measurement result being satisfied; and the receiving unit receives, from the user equipment, notification information that is transmitted in L1 or L2 in response to a second radio quality condition that stops the report being satisfied and indicates that the second radio quality condition has been satisfied.
