[0003] Non-Terrestrial Networks (NTN) communication can be implemented by means of satellite, high altitude platform station (HAPS) equipment and other non-terrestrial network equipment to provide communication services for terminals. In NTN communication, the distance between the terminal and the non-terrestrial network equipment such as satellite is usually far, and whether the terminal is in an open area, whether the terminal is blocked or the placement direction of the terminal has a great influence on the communication quality.

[0005] The present application provides a communication method and apparatus to solve the problem of paging failure of the terminal of the called user due to poor signal quality and the inability to connect the call in non-terrestrial network communication.

[0007] In a first aspect, a communication method is provided, which can be performed by a communication apparatus, which can be a terminal, or a module (such as a chip, chip system or circuit) in the terminal, or a module or software that can implement all or part of the functions of the terminal. The method comprises: receiving a first message, the first message being used to call the terminal through a non-terrestrial network, or to notify the terminal that there is a communication service through the non-terrestrial network; and in response to the first message, sending a second message for establishing a communication connection with the non-terrestrial network when a signal of the non-terrestrial network satisfies a first condition, the first condition comprising at least one of: a signal strength of the non-terrestrial network being greater than or equal to a first threshold; or a signal quality of the non-terrestrial network being greater than or equal to a second threshold.
