A METHOD AND DEVICES FOR ESTABILISHING A SMALL DATA TRANSMISSIONTECHNICAL FIELD

[0001] This invention relates to initiating small data transmissions in non-terrestrial networks.BACKGROUND

[0002] Terrestrial networks may not always be available. This may be due to either economic rationales, such as where the revenue does not meet the minimum threshold for profitability, or disasters such as earthquakes or floods, which may lead to a temporary outage or total destruction of the terrestrial network infrastructures that then need to be restored.

[0003] A number of potential users may wish to access a communication network providing services in these “un-served” or “underserved” areas by terrestrial networks. However, they will be prevented from doing so unless satellite access networks can provide such a service.

[0004] Example situations where it would be desirable to maintain or re-establish a connection to a communication network may include an Internet of Things, IoT, network. The IoT network may be used for Agriculture, Critical Infrastructures Metering &Control such as pipelines, and Asset Tracking / Tracing. Another example may be emergency networks for public safety and associated situations.

[0005] Furthermore, the deployment of terrestrial networks is often driven by the coverage of population centres rather than by the coverage of geographical areas. This can lead to some geographical areas where it is not possible to access the communication network services through the radio coverage of a terrestrial network.

[0006] In such cases, user equipments, UEs, whether associated with pedestrian users, or embarked on moving land mobile terrestrial platforms (e.g. a car, a coach, a truck, a train) , airborne platforms (e.g. a commercial or a private jet) or maritime platforms (e.g. a maritime vessel) can experience conditions where communications network services cannot be offered continuously by a single or a combination of terrestrial networks.

[0007] Hence there is a need for users to be provided continuous access to services granted by the communication network system, whilst moving between terrestrial and satellite networks. A smart phone may have all the necessary technical components to use the terrestrial networks or the satellite networks. However, the transition between the two is not always supported, timely, or energy efficient.

[0008] Architecture of Non-Terrestrial Networks for New Radio (NR)

[0009] FIG. 1 illustrates two examples of Non-Terrestrial Networks (NTN) providing non-terrestrial NR access to the UE 102 by means of an NTN payload 104 and an NTN Gateway 106, depicting a service link 108 between the NTN payload 104 and a UE 102, and a feeder link 110 between the NTN Gateway 106 and the NTN payload 104 and an Inter-Satellite Link (ISL) 112 between the NTN payload 104 and the other NTN payloads (not shown) .

[0010] Specifically, a transparent NTN payload is shown in FIG. 1A and a regenerative NTN payload is shown in FIG. 1B. The NTN payload 104 either transparently forwards (transparent NTN payload) or regenerates and processes (regenerative NTN payload) the radio protocol received from the UE 102 (via the service link 108) to the NTN Gateway 106 (via the feeder link 110) and vice-versa. In the present scenario, only the gNB on-board the satellite is supported for regenerative payload.

[0011] The following connectivity is supported by the NTN payload: An NTN gateway may serve multiple NTN payloads (transparent or regenerative) ; An NTN payload (transparent or regenerative) may be served by multiple NTN gateways. An NTN regenerative payload may be connected to one or multiple other NTN regenerative payloads.

[0019] According to one aspect there is provided a method for establishing a small data transmission, SDT, with a new radio, NR, non-terrestrial network, NTN, the method comprising: determining an available service time of an existing NTN connection; determining a required time allowance for completing the SDT procedure; and initiating the SDT procedure if the available service time is greater than the required time allowance.

[0045] For SDT procedure over RACH, if the UE accesses a gNB other than the last serving gNB, the UL SDT data / signalling is buffered at the receiving gNB, and then the receiving gNB triggers the Xn Interface Application Protocol (XnAP) (where Xn is the interface between the two gNBs) Retrieve UE Context procedure. The receiving gNB indicates SDT to the last serving gNB and  the last serving gNB decides whether to relocate the UE context or not. Other SDT assistance information (e.g., single packet, multiple packets) may also be provided by the receiving gNB to help the decision of UE context relocation.

[0058] There is proposed herein certain modifications to the above-described procedures such that the following issues can be dealt with. Firstly, for Quasi-Earth-fixed service links with the beams covering either one geographic area for a limited period or for Earth-moving where the coverage area slides over the Earth’s surface, if the SDT procedure is initiated just before the NTN service is about to stop it will not get completed and will be aborted abnormally. Secondly, the SDT procedure is a timer-based procedure during which the data or signalling transmissions happen. It can last for up to 4 seconds from start to finish. This is ok for the TN network with inter node signalling, but additional timing considerations are proposed for Regenerative satellite architecture with the gNB on-board with ISL. Thirdly, with a Regenerative payload the inactive UE (s) will have to be released explicitly before the disconnection due to satellites leaving the CN Area.

1.A method for establishing a small data transmission, SDT, with a new radio, NR, non-terrestrial network, NTN, the method comprising:determining an available service time of an existing NTN connection;determining a required time allowance for completing the SDT procedure; andinitiating the SDT procedure if the available service time is greater than the required time allowance.2.The method of claim 1, wherein the determining the available service time is performed by a user equipment, and the method comprises determining the required time allowance by receiving at the user equipment a broadcast SDT procedure time allowance; andcalculating by the user equipment a remaining service time of the available service time after the required time allowance has passed, wherein:if the remaining service time is greater than zero, the SDT procedure is initiated; andif the remaining time is zero or less than zero, then the user equipment does not initiate the SDT procedure.3.The method of claim 1 or 2, wherein the SDT procedure is a Mobile Originated (MO) SDT procedure.4.The method of claim 2, wherein the method comprises receiving at the user equipment a Mobile Terminated, MT, SDT paging message prior to the calculating of the remaining service time, and initiating the SDT procedure by responding to the MT SDT paging message.5.The method of claim 1, wherein the NTN connection is configured to use a transparent payload and determining the available service time is performed by a terrestrial network node, and the method comprises:determining the required time allowance by calculating by the terrestrial network node the SDT procedure length plus the round-trip time from the user equipment to the terrestrial network node;initiating the SDT procedure by transmitting an MT SDT paging via a current non-terrestrial network node of the NTN connection if the available service time is greater than the required time allowance; andinitiating the SDT procedure by transmitting an MT SDT paging via a future non-terrestrial network node of the NTN connection if the available service time is equal or less than the required time allowance.6.The method of claim 1, wherein the NTN connection is configured to use a regenerative payload and determining the available service time and required time allowance is performed by a current non-terrestrial network node, and the method comprises:initiating, by the current non-terrestrial network node, the SDT procedure by transmitting a RAN paging message with MT SDT information over an inter-satellite link to a future non-terrestrial network node and forwarding a received downlink packet.7.The method of claim 1, wherein the determining an available service time is performed by a future NTN node by acknowledging the imminent transfer of the UE from a current NTN node to the future NTN node and the determining a required time allowance is performed by the future NTN node by acknowledging that a transfer of full or partial user context information from the current non-terrestrial node to the future non-terrestrial node is required and the initiating the SDT procedure comprises transmitting a contention resolution MAC CE message to a user equipment immediately after receipt of an RRC Resume Request message.8.The method of claim 2, wherein the user equipment has received a release message from the current NTN node and a broadcast network interface signalling offset time in a cell controlled by another NTN node and the determining the required time allowance is performed by calculating the SDT procedure time allowance plus the network interface signalling offset time.9.The method of claim 7 or 8, wherein the NTN connection is configured to use a regenerative payload.10.The method of claim 1, wherein if it is determined that a current NTN node is about to no longer be available, the method comprises releasing one or more inactive user equipments from the NTN node to an idle state before the available service time is equal to or less than the required time allowance.11.The method of claim 10, wherein the UE is moved to an idle state by performing RAN paging or by explicit indication of the release in a system information block (SIB) or group paging.12.A user equipment for establishing and maintaining small data transmission, SDT, with a new radio, NR, non-terrestrial network, NTN, the user equipment configured to:determine an available service time;determine a required time allowance by receiving a broadcast time allowance; andcalculate a remaining service time of the available service time after the SDT procedure time allowance, where:if the remaining service time is greater than zero, initiate the SDT procedure; andif the remaining service time is zero or less than zero, do not initiate the SDT procedure.13.The user equipment of claim 12, wherein the user equipment is configured such that if an MT SDT paging message is received prior to calculating the remaining service time, the user equipment initiates the SDT procedure by responding to the MT SDT paging message.14.The user equipment of claim 12, wherein the user equipment is configured to:receive a release message from the current NTN node;receive a broadcast network interface signalling offset time from the NTN; anddetermine the required time allowance by calculating the SDT procedure time allowance plus the network interface signalling offset time.15.A non-terrestrial network node for establishing and maintaining a small data transmission, SDT, with a new radio, NR, non-terrestrial network, NTN, the NTN node configured to:determine an available service time of an existing NTN connection;determine a required time allowance for completing the SDT procedure; andinitiate the SDT procedure if the available service time is greater than the required time allowance by transmitting a RAN paging message with MT SDT information over an inter-satellite link to a future NTN node and forwarding a received downlink packet.16.A terrestrial network, TN, node for establishing and maintaining a small data transmission, SDT, with a new radio, NR, non-terrestrial network, NTN, configured to use transparent payloads, the network node configured to:determine an available service time of an existing NTN connection;determine a required time allowance for completing the SDT procedure by calculating an SDT procedure time allowance plus a round-trip time from the user equipment to the TN node; andinitiate the SDT procedure whereby:if the available service time is greater than the required time allowance, the TN node is configured to transmit an MT SDT paging message via a current NTN node; andif the available service time is equal or less than the required time allowance, the TN node is configured to transmit an MT SDT paging message via a future NTN node.
