[0020] In the current 5G NR system, the network (NW) may configure / activate frequent periodic or semi-persistent beam reporting (e.g., multiple candidate beams and corresponding L1-RSRPs) or triggers frequent aperiodic beam reporting from user equipment (UE) to timely acquire the best / preferred beam for data / control transmissions. Apparently, the current mechanism will lead to large UL resources for beam reporting and also the corresponding DL control signaling. In the meanwhile, the beam reporting may be aging due to the network cannot guarantee to timely acquire the best / preferred beam if the channel property varies dramatically. To optimize the current mechanism, it is worthwhile to support UE initiated beam report.

[0022] Beam management and reporting in a nutshell

[0023] In principle, a UE (user equipment) can be configured to carry out different measurements, in most cases with corresponding reporting to the network. In general, such a configuration of a measurement and corresponding reporting are done by means of a report configuration, in the 3GPP specifications referred to as a CSI-ReportConfig. Each resource configuration describes / indicates:

[0024] - The specific quantity or set of quantities to be reported;

[0025] - The downlink resource (s) on which measurements should be carried out in order to derive the quantity or quantities to be reported;

[0026] - How the actual reporting is to be carried out, for example, when the reporting is to be done and what uplink physical channel to use for the reporting.

[0027] A report configuration indicates a quantity or set of quantities that the UE is supposed to report. The report configuration may indicate reporting of received signal strength, such as: layer-1 reference-signal received power (L1-RSRP) , layer-1 signal-to-interference-and-noise ratio (L1-SINR) , layer-1 reference-signal received quality (L1-RSRQ) , etc. In addition, a report configuration also describes the set of downlink signals or, more generally, the set of downlink resources on which measurements should be carried out in order to derive the quantity or quantities to be reported. This is done by associating the report configuration with one or several resource sets. Measurements and corresponding reporting are in the general case carried out on a set of CSI-RS resources, CSI-IM resources or SS blocks (SSB) , where each resource is associated with a specific beam.

[0029] Periodic reporting is always done on the PUCCH (physical uplink control channel) . Thus, in the case of periodic reporting, the resource configuration also includes information about a periodically available PUCCH resource to be used for the reporting.

the new beam is an absolute value or a differential value, wherein a reported measurement RS for the new beam with an absolute quantity metric value is one with a best quality among reported measurement RSs for the new beam, wherein a reported measurement RS for the new beam with a differential value is one not with a best quality among reported measurement RSs, and wherein the differential value is equal to a difference between a measured absolute quantity metric value of a measurement RS not with a best quality for the new beam and a measured absolute quantity metric value of a measurement RS with a best quality for the new beam.21.The method of any of claims 18-20, wherein a first indicator of a measurement RS for the new beam indicates whether a reported measurement RS for the new beam has a better quality than at least one of a quality value of a current beam, an activated TCI state with an M-th best quality, or a configured quality value of at least one of the first threshold value, the second threshold value, or the third threshold value, wherein the first indicator is a 1-bit indication of each reported measurement RS for the new beam, wherein the first indicator is absent if a quantity metric value of a measurement RS for a current beam is always reported, and wherein whether a quantity metric value of a measurement RS for a current beam is always reported or not is configured by a radio resource control (RRC) signaling.22.The method of any of claims 18-21, wherein a second indicator of a measurement RS for the new beam indicates whether a reported measurement RS for the new beam satisfies a triggering condition of at least one of the first event, the second event, or the third event, and wherein the second indicator is a 1-bit indication of each reported measurement RS for the new beam.23.The method of claim 22, wherein the triggering condition of the first event is that within a time window, a number of occurrences where a quality of a measurement RS for the new beam becomes greater than a same measurement RS of a current beam by a configured threshold value is greater than or equal to a number X.24.The method of any of claims 18-23, wherein N ≥ 1 new beams are additionally reported in the UE-initiated beam reporting, and wherein at least one of the N reported new beams
