[0017] Various embodiments are described with regard to a processor (e.g., baseband processor) , wireless device (e.g., a user equipment (UE) ) , or a network device. However, reference to a processor, wireless device, or network device is merely provided for illustrative purposes. The example embodiments may be utilized with any electronic component or device that may establish a wireless connection and is configured with the hardware, software, and / or firmware to exchange information and data over the wireless connection. Therefore, the processors, wireless devices, and network devices described herein are used to represent any appropriate electronic components or devices.

[0018] In order to save power, a UE may desire to power down (e.g., enter a low power state) or off as much as possible. In some cases, a UE may have a main receiver (e.g., main radio or radios, or primary radio or radios) that the UE uses for communications with a network via a network device, such as a base station. To enable high throughput communications and other benefits, such main receiver may be relatively complex, using a significant amount of power when operating to communicate with the network. As such, techniques such as discontinuous reception (DRX) may be used to allow the main receiver to sleep intermittently, for example waking up to monitor for paging, then returning to a sleep mode. However, such techniques require the main receiver to power on and off regularly, which nonetheless require significant power. In response, low power wake-up receivers (LP-WUR) have been proposed. LP-WUR designs include relatively simple hardware and signaling techniques, such that the LP-WUR may monitor for a signal indicating for the main receiver to wake up to communicate with the network. Such signals are a low power wake-up signal (LP-WUS) . Although the description herein contemplates a LP-WUR that is physically or structurally separate from a main receiver, or that includes at least some structure that is separate from the structure of a main receiver, the description herein also contemplates a radio that can be logically or functionally operated as a main receiver or, alternatively, as a LP-WUR.

[0019] As a UE moves about in the coverage area of a network device that serves the UE (aserving cell) , the UE needs to perform measurements for purposes of radio resource management (RRM) . Such measurements may include measuring reference signals transmitted both by the serving cell in which the UE is located, as well as measuring reference signals from neighboring  serving cells (e.g., serving cells provided by nearby network devices) . Reference signals may be provided in the frequency resources used by the UE to monitor for LP-WUS using the LP-WUR. The UE may measure these signals (low power synchronization signals (LP-SS) ) using the LP-WUR to determine certain signal strength or power metrics, such as a reference signal received power (RSRP) measurement, a reference signal received quality (RSRQ) measurement, a received signal strength indicator (RSSI) measurement, a signal-to-noise ratio (SNR) measurement, or a signal-to-interference-plus-noise ratio (SINR) . Similarly, the UE may use its main receiver to determine such signal strength or power metrics based on synchronization signal blocks (SSBs) transmitted by the network from serving cells and neighboring cells. The information obtained from the measurements using the LP-WUR and the main receiver may be similar or the same in some cases.

1.A baseband processor comprising a memory and configured to:determine a first measurement value based at least in part on a first set of reference signals received using a main receiver according to a first measurement configuration;determine a second measurement value based at least in part on a second set of reference signals received using a low power wake-up receiver (LP-WUR) according to a second measurement configuration;generate a combined measurement value where a scaling factor is applied to one or more of the first measurement value or the second measurement value; andtransmit a measurement report that indicates the combined measurement value.2.The baseband processor of claim 1, further configured to:determine channel state information for a communications channel based at least in part on measurements of reference signals transmitted by a network device on the communications channel between a user equipment (UE) and the network device; andselect, based at least in part on the determined channel state information, the scaling factor from a set of scaling factors.3.The baseband processor of claim 1, wherein the scaling factor is applied to the one or more of the first measurement value or the second measurement value for all measurements performed according to the first measurement configuration and the second measurement configuration.4.The baseband processor of claim 1, further configured to:determine whether a first measurement occasion of the first measurement configuration is greater than a threshold time duration from a second measurement occasion of the second measurement configuration, the combined measurement value generated based at least in part on the first measurement occasion being greater than the threshold time duration from the second measurement occasion.5.The baseband processor of claim 1, further configured to:determine that the first measurement value is below a received power threshold, the combined measurement value generated based on the second measurement value and not the first measurement value based at least in part on the first measurement value being below the received power threshold.6.The baseband processor of claim 1, further configured to:transmit an indication of a capability to generate the combined measurement value; andreceive, responsive to the indication of the capability, an indication to generate the combined measurement value by applying the scaling factor.7.The baseband processor of claim 1, further configured to:generate the combined measurement value based at least in part on the UE operating in a relatively higher power mode.8.The baseband processor of claim 1, further configured to:receive an indication that the UE is to generate the combined measurement value by applying the scaling factor.9.A method of wireless communication at a user equipment (UE) , comprising:determining a first measurement value based at least in part on a first set of reference signals received using a main receiver according to a first measurement configuration;determining a second measurement value based at least in part on a second set of reference signals received using a low power wake-up receiver (LP-WUR) according to a second measurement configuration;generating a combined measurement value where a scaling factor is applied to one or more of the first measurement value or the second measurement value; andtransmitting a measurement report that indicates the combined measurement value.10.The method of claim 9, further comprising:determining channel state information for a communications channel based at least in part on measurements of reference signals transmitted by a network device on the communications channel between the UE and the network device; andselecting, based at least in part on the determined channel state information, the scaling factor from a set of scaling factors.11.The method of claim 9, wherein the scaling factor is applied to the first measurement value and the second measurement value for all measurements performed according to the first measurement configuration and the second measurement configuration.12.The method of claim 9, further comprising:determining whether a first measurement occasion of the first measurement configuration is greater than a threshold time duration from a second measurement occasion of the second measurement configuration, the combined measurement value generated based at least in part on the first measurement occasion being less than the threshold time duration from the second measurement occasion.13.The method of claim 9, further comprising:determining that the first measurement value is below a received power threshold, the combined measurement value generated based at least in part on the first measurement value being below the received power threshold.14.The method of claim 9, further comprising:transmitting, to a network device, an indication of a capability to generate the combined measurement value; andreceiving, from the network device, an indication to generate the combined measurement value by applying the scaling factor.15.The method of claim 9, further comprising:generating the combined measurement value based at least in part on the UE operating in a relatively higher power mode.16.The method of claim 9, further comprising:receiving, from a network device, an indication that the UE is to generate the combined measurement value by applying the scaling factor.17.A user equipment (UE) , comprising:a main receiver;a low power wake-up receiver (LP-WUR) ; anda baseband processor coupled with the main receiver and the LP-WUR, and configured to cause the UE to:determine a first measurement value based at least in part on a first set of reference signals received using the main receiver according to a first measurement configuration;determine a second measurement value based at least in part on a second set of reference signals received using the LP-WUR according to a second measurement configuration;generate a combined measurement value where a scaling factor is applied to one or more of the first measurement value or the second measurement value; andtransmit a measurement report that indicates the combined measurement value.18.The UE of claim 17, wherein the baseband processor is further configured to cause the UE to:receive, via the main receiver, the first set of reference signals according to the first measurement configuration; andreceive, via the LP-WUR, the second set of reference signals according to the second measurement configuration.19.The UE of claim 17, wherein the baseband processor is further configured to cause the UE to:perform measurements of reference signals transmitted by a network device on a communications channel between the UE and the network device;determine channel state information for the communications channel based at least in part on the performed measurements; andselect, based at least in part on the determined channel state information, the scaling factor from a set of scaling factors.20.The UE of claim 17, wherein the baseband processor is further configured to cause the UE to:determine whether a first measurement occasion of the first measurement configuration is greater than a threshold time duration from a second measurement occasion of the second measurement configuration, the combined measurement value generated based at least in part on the first measurement occasion being less than the threshold time duration from the second measurement occasion.
