[0003] In wireless communications such as mobile communications under the current 3rd Generation Partnership Project (3GPP) specification, there is a service requirement to enable a network operator to regulate the utilization of particular combination of RATs within a public land mobile network (PLMN) . However, at the time of the present disclosure, UE behavior is undefined regarding the time when the UE is performing an emergency registration on a PLMN which is present in a restricted RAT list. Therefore, there is a need for a solution of handling emergency services while accessing a restricted RAT list in mobile communications.SUMMARY

FIG. 2 ~ FIG. 4 illustrate examples of implementation of various proposed schemes in network environment 100 in accordance with the present disclosure. The following description of various proposed schemes is provided with reference to FIG. 1 ~ FIG. 4.
[0018] Referring to FIG. 1, network environment 100 involves a UE 110 in wireless communication with a wireless network 120 (e.g., a mobile network including a non-terrestrial network (NTN) and a terrestrial network (TN) ) via a terrestrial network node 125 (e.g., an evolved Node-B (eNB) , a Next Generation Node-B (gNB) , or a transmission / reception point (TRP)) and / or a non-terrestrial network node 128 (e.g., a satellite) . For example, the terrestrial network node 125 and / or the non-terrestrial network node 128 may form an NTN serving cell for wireless communication with the UE 110. In some implementations, the UE 110 may be an IoT device such as an NB-IoT UE or an enhanced machine-type communication (eMTC) UE (e.g., a bandwidth reduced low complexity (BL) UE or a coverage enhancement (CE) UE) . 1.A method, comprising:receiving, by a processor of a user equipment (UE) , from a network a list of public land mobile networks (PLMNs) with associated radio access technology (RAT) restrictions; andaccessing, by the processor, a PLMN or a RAT in the list of PLMNs with associated RAT restrictions with respect to emergency services.2.The method of Claim 1, wherein the accessing the PLMN or the RAT comprises accessing the PLMN or the RAT to attach for emergency bearer services.3.The method of Claim 1, wherein the accessing the PLMN or the RAT comprises accessing the PLMN or the RAT to register for emergency services.4.The method of Claim 1, further comprising:keeping, by the processor, any entry from the list of PLMNs with associated RAT restrictions as a result of the accessing.5.The method of Claim 1, further comprising:refraining, by the processor, from indicating to the network a support of a RAT utilization control in a registration or attach or tracking area update (TAU) message.6.The method of Claim 1, further comprising:ignoring, by the processor, RAT utilization control information in a registration accept message, attach accept message, tracking area update (TAU) accept message, service accept message or configuration update command message from the network.7.A method, comprising:transmitting, by a processor of a network node of a network, to a user equipment (UE) a list of public land mobile networks (PLMNs) with associated radio access technology (RAT) restrictions; andallowing, by the processor, the UE to access a PLMN or a RAT in the list of PLMNs with associated RAT restrictions with respect to emergency services.8.The method of Claim 7, wherein the allowing comprises allowing the UE to access the PLMN or the RAT to attach for emergency bearer services.9.The method of Claim 7, wherein the allowing comprises allowing the UE to access the PLMN or the RAT to register for emergency services.10.The method of Claim 7, wherein the UE is attaching or attached for emergency bearer services or is registering or registered for emergency services.11.The method of Claim 7, further comprising:refraining, by the processor, from rejecting a registration request message, attach request message or tracking area update (TAU) request message from the UE due to a respective RAT restriction.12.The method of Claim 7, further comprising:refraining, by the processor, from applying a RAT utilization control.13.The method of Claim 7, further comprising:constructing, by the processor, RAT utilization control information based on emergency services.14.The method of Claim 12, wherein the RAT utilization control information comprises RAT utilization control information where emergency services are not allowed.15.An apparatus implementable in a user equipment (UE) , comprising:a transceiver configured to communicate wirelessly; anda processor coupled to the transceiver and configured to perform operations comprising:receiving, via the transceiver, from a network a list of public land mobile networks (PLMNs) with associated radio access technology (RAT) restrictions; andaccessing, via the transceiver, a PLMN or a RAT in the list of PLMNs with associated RAT restrictions with respect to emergency services.16.The apparatus of Claim 15, wherein the accessing the PLMN or the RAT comprises accessing the PLMN or the RAT to attach for emergency bearer services.17.The apparatus of Claim 15, wherein the accessing the PLMN or the RAT comprises accessing the PLMN or the RAT to register for emergency services.18.The apparatus of Claim 15, wherein the processor is further configured to perform operations comprising:keeping any entry from the list of PLMNs with associated RAT restrictions as a result of the accessing.19.The apparatus of Claim 15, wherein the processor is further configured to perform operations comprising:refraining from indicating to the network a support of a RAT utilization control in a registration or attach or tracking area update (TAU) message.20.The apparatus of Claim 15, wherein the processor is further configured to perform operations comprising:ignoring RAT utilization control information in a registration accept message, attach accept message, tracking area update (TAU) accept message, service accept message or configuration update command message from the network.
