[0006] Today, homeowners face various challenges in the process of urban transformation in buildings. Firstly, due to the uncertainties of the project process, concerns about moving and finding a new living space are experienced. Furthermore, inadequate compensation amounts cause many homeowners to face financial challenges. In addition, since transformation projects usually proceed through collective decisions, overlooking individual demands also stands out as a common problem. In this process, the inability of beneficiaries to access sufficient information and the difficulties in finding legal support put homeowners in an even more challenging situation.
[0007] For this reason, it is understood that there is a need for a system which enables the conditions of the building to be included in the urban transformation to be written into smart contracts through a blockchain network and payment of the amount of the delay to be made to the homeowners by the company carrying out the transformation through the blockchain network in case of delay. The Korean patent document no. KR101330519, an application included in the state of the art, discloses an intelligent program management information system. The said invention relates to an intelligent program management information system and, more specifically, to an intelligent program management information system for urban renewal projects. [0018] The inventive system (1) developed with the aim of enabling the conditions of the building to be included in the urban transformation to be written into smart contracts through a blockchain network and payment of the amount of the delay to be made to the homeowners by the company carrying out the transformation through the blockchain network in case of delay comprises at least one database (2) which is configured to be distributed and decentralized; to enable smart contracts to be managed; and to enable all participants in a network to see and check the validity of transactions in that network; and at least one application (3) which is configured to enable the parties carrying out the transformation to enter the contract details and to monitor the contract; the material selection in the area in progress to be customized if requested; and various recommendations to be presented to the users with artificial intelligence; at least one server (4) which is configured to enable smart contracts to be generated; the said contracts to be recorded on a blockchain network; the persons or companies carrying out the transformation to perform money transfers to the homeowners through the blockchain in the determined amounts when necessary; a blocked amount to be kept in the accounts of the persons or companies carrying out the transformation in the determined amounts in case the said accounts are insufficient; and the parties to comply with the rules required by the smart contracts.

The server (4) is configured to enable the generated contract to be made available on a private and authorized blockchain network. The server (4) is configured to enable the transfer of the amount of the extension period determined in the smart contract from the person / company carrying out the transformation to the homeowners upon all homeowners entering this declaration through the application (3) if the person or company carrying out the transformation does not carry out the transformation within the committed period. The server (4) is configured to enable a blocked amount to be kept in the account up to the amount determined in the contract, in case the person or company carrying out the transformation keeps the account empty. The server (4) is configured to enable completion time of the current building to be estimated by compiling the information on how long it took the person / company carrying out the transformation to complete the past works by using artificial intelligence tools before the contract is signed, taking into account the number of apartments and floors, the current location; and the homeowners to have the right not to participate in the contract, to receive offers from different transformation companies, and to receive compensation from the company carrying out the transformation if this date is exceeded, according to the calculated date. Industrial Application of the Invention

Claims
CLAIMS1. A system (1) which enables the conditions of the building to be included in the urban transformation to be written into smart contracts through a blockchain network and payment of the amount of the delay to be made to the homeowners by the company carrying out the transformation through the blockchain network in case of delay; comprising at least one database (2) which is configured to be distributed and decentralized; to enable smart contracts to be managed; and to enable all participants in a network to see and check the validity of transactions in that network; and characterized by at least one application (3) which is configured to enable the parties carrying out the transformation to enter the contract details and to monitor the contract; the material selection in the area in progress to be customized if requested; and various recommendations to be presented to the users with artificial intelligence; and at least one server (4) which is configured to enable smart contracts to be generated; the said contracts to be recorded on a blockchain network; the persons or companies carrying out the transformation to perform money transfers to the homeowners through the blockchain in the determined amounts when necessary; a blocked amount to be kept in the accounts of the persons or companies carrying out the transformation in the determined amounts in case the said accounts are insufficient; and the parties to comply with the rules required by the smart contracts.
