[0032] 5G NR system architecture assumes an NG-RAN (Next Generation - Radio Access Network) that comprises gNBs, providing the NG-radio access user plane (SDAP / PDCP / RLC / MAC / PHY) and control plane (RRC) protocol terminations towards the UE. The gNBs are interconnected with each other by means of the Xn interface. The gNBs are also connected by means of the Next Generation (NG) interface to the NGC (Next Generation Core), more specifically to the AMF (Access and Mobility Management Function) (e.g. a particular core entity performing the AMF) by means of the NG-C interface and to the UPF (User Plane Function) (e.g. a particular core entity performing the UPF) by means of the NG- U interface. In 3GPP 5G Release 19, work items for NES have been formulated including the following four features (see e.g. RP-234065, “New WID: Enhancements of network energy savings for NR”, section 4).

It is noted that on-demand SSB transmission can be used by UE for at least SCell time / frequency synchronization, L1 / L3 (layer 1 I Iayer3) measurements and SCell activation, and is supported for FR1 (frequency range 1 , including sub-6 GHz frequency bands) and FR2 (including frequency bands from 24.25 GHz to 71.0 GHz) in non-shared spectrum.

[0069] In view of the above-mentioned points of discussion, the authors have identified the following issues in connection with the SIB1 transmission of an OD-SIB1 capable NES cell upon receiving an UL WUS.

[0070] In particular, the on-demand SIB1 may be transmitted either within a time window, as shown in Fig. 3, or broadcast constantly and periodically without an explicitly configured end, as shown in Fig. 4. In view of this, the authors of this disclosure have identified an issue of how to indicate the gNB operation to the UE regarding whether the OD-SIB1 is transmitted for a limited period or periodic and without end. An additional issue regarding the SIB1 transmission is what the UE behavior and procedure should look like for checking if SIB1 is being broadcast and for acquiring latest SIB1 information.

[0071] Further issues identified by the authors relate to possible operating states for the NES cell, which may be dependent on the gNB implementation, including an active state, an inactive state and a “conditionally active” state.
