This invention enables even an equipment manufacturer that is not a control device manufacturer to easily add a software distribution condition.　This distribution device distributes software to a control device mounted on an apparatus, and comprises: a distribution request reception unit that receives a distribution request which includes distribution destination identification information identifying the apparatus and the control device; an additional distribution condition request unit that transmits the distribution destination identification information to an additional distribution condition provision source that provides information relating to the apparatus and the control device, and acquires, from the additional distribution condition provision source, an additional distribution condition indicating the propriety of distributing software to the control device; and a distribution propriety determination unit that determines the propriety of distributing the software to the control device on the basis of a preset distribution condition for the control device and the additional distribution condition.
