A control device (4) controls a work machine (1) having: a work unit (33) that performs prescribed work; an engine (30); and an actual machine operation unit (17) that can be operated by an operator. The control device (4): is capable of communicating with a remote operation apparatus (8) provided outside the work machine (1), and with a portable terminal (90) which is separate from the remote operation apparatus (8); is capable of acquiring operation signals for operating the work unit (33) from the actual machine operation unit (17) and the remote operation apparatus (8) and also acquiring, from the portable terminal (90), a stop instruction signal for stopping the engine (30); and invalidates the stoppage of the engine (30) based on the stop instruction signal acquired from the portable terminal (90) in an external operation state where the work unit (33) is being controlled on the basis of the operation signal acquired from the remote operation apparatus (8).
