A through hole 45 is provided in the bottom 41 of the cover 40. The through hole 45 is located coaxially with the bundle of wires. With the cover 40 attached to the connection end 173 of the igniter wiring 170, the through hole 45 guides the connecting needle 31 into the wire arrangement area.
