Abstract

The objective is to provide a vehicle lighting device and vehicle luminaire that can achieve higher luminous flux and improved yield. [Solution] The vehicle lighting device according to the embodiment comprises: a socket; a substrate provided on one end side of the socket; a chip-shaped light-emitting element provided on a first surface of the substrate opposite to the socket side; a frame-shaped frame portion surrounding the light-emitting element; and a plate-shaped covering portion located inside the frame portion when viewed from a direction along the central axis of the vehicle lighting device. The reflectance of the frame portion and the covering portion to light emitted from the light-emitting element is higher than the reflectance of the first surface of the substrate. The covering portion has a hole for exposing the light-emitting element.
