Provided is a polyester elastomer resin composition that is very flexible, exhibits high moisture permeability, has excellent water pressure resistance, abrasion resistance, and low moisture absorptivity, and has thin film formability. A resin composition containing a polyester elastomer in which a hard segment comprising a polyester having an aromatic dicarboxylic acid and an aliphatic and / or alicyclic diol as structural components and at least one soft segment selected from the group consisting of aliphatic polyethers, aliphatic polyesters, and aliphatic polycarbonates are bonded, wherein the soft segment content in the elastomer is 24-70 mass%, the soft segment contains at least one poly(alkylene oxide) selected from poly(ethylene oxide)glycol (PEG) and poly(alkylene oxide)block copolymers including PEG and poly(propylene oxide)glycol, the PEG content of the soft segment is 15-45 mass% of the entire composition, and the melt tension of the composition is 2.5-20 cN.
