To provide: a biodegradable resin composition with which it is possible to provide a biodegradable film that can be obtained by melt molding and has improved mechanical strength (tear strength); and a biodegradable film using the biodegradable resin composition.SOLUTION: A biodegradable resin composition contains a biodegradable polyester resin (A) and a lactone-modified polyvinyl alcohol resin (B) in which a content percentage of nyl ester unit is 15-40 mol%.
