Then, a cam section 711 turns in a cam receiving opening 54 of an arm fixing member 5, and the arm fixing member 5 moves against an energizing member 6 to a not engaged position, so that engagement of an inner tooth row 53 and an outer tooth row 34 is released. In this state, an arm member 3 and a supporting member 110 are turned together around a pivoting axis 4 by a desired angle, and a turning operation lever 72 is return-turned, then the arm fixing member 3 returns to an engaging position and is fixed.
