[0002] In Japan, medicines available for purchase by general consumers at drugstores or stores such as supermarkets that handle pharmaceuticals, i.e., OTC (Over-the-Counter) medicines, are broadly categorized into prescription drugs and non-prescription drugs. Non-prescription drugs are further categorized into Category 1, Category 2, and Category 3 drugs. In Japan, the method of purchasing OTC drugs differs depending on the level of risk stipulated by law. When a customer purchases a prescription drug or a Category 1 drug at a store such as a drugstore, the customer must purchase the drug from a pharmacist. Therefore, when the pharmacist is not at the store, such as at night or on holidays, the customer cannot purchase prescription drugs or Category 1 drugs.
