AI Technical Summary
The existing cell activation processes in wireless communication networks, particularly in 5G New Radio (NR) systems, face significant delays due to the need for synchronization signal block (SSB) -based layer 1 (L1) measurements and pathloss reference signal (PL-RS) measurements, which can be prolonged in cases of unknown target cells.
A terminal device and network device configuration that allows the terminal device to transmit capability information indicating its ability to skip SSB-based L1 measurements, thereby skipping one or more measurements associated with PL-RS during the cell activation procedure. This is achieved by transmitting a transmission configuration indicator (TCI) state from a further network device providing a first cell, which includes information about the PL-RS for uplink message transmission, allowing the terminal device to determine the necessary reference signals for cell activation without these measurements.
This solution significantly reduces the cell activation delay by eliminating unnecessary measurements, thereby enhancing the efficiency of cell activation processes in wireless communication networks, especially in 5G NR systems.

Abstract
Description
CELL ACTIVATIONFIELD
[0001] Various example embodiments relate to the field of communications and in particular, to a terminal device, network devices, methods, apparatuses and a computer readable storage medium for cell activation.BACKGROUND
[0002] In the communications area, there is a constant evolution ongoing in order to provide efficient and reliable solutions for utilizing wireless communication networks. Each new generation has it owns technical challenges for handling the different situations and processes that are needed to connect and serve devices connected to the wireless network. To meet the demand for wireless data traffic having increased since deployment of 4th generation (4G) communication systems, efforts have been made to develop an improved 5th generation (5G) or pre-5G communication system. The new communication systems can support various types of service applications for terminal devices.
[0003] Some communication technologies relate to cell activation. In NR (new radio) , as in LTE, an SCell can be activated or deactivated by network to enable reasonable UE battery consumption when CA is configured. When activating an SCell, it takes time i.e. activation delay to transition from deactivated to activated status which is defined in TS 38.133 clause 8.3. In some conditions e.g. unknown target SCell, the activation delay could become very long due to cell detection, L1-RSRP measurement and channel-state information (CSI) measurement etc.SUMMARY

[0050] Some embodiments relate to 5G New Radio (NR) system and, in particular, the potential of reducing the activation delay requirements for activating a secondary SCell configured with physical uplink control channel (PUCCH SCell) is discussed. However, the proposed solution in the embodiments of the present disclosure is not restricted to PUCCH SCell, but may also be applied to other cell activation with UL Tx e.g. PSCell activation. In addition, the proposed solution is not restricted to NR only, but may also apply to other legacy or future systems, for example, 6G system. Some technologies relate to cell activation will be described first below.
[0051] The R18 WI RP-220866 is approved in RAN#95e wherein one of the objectives is to reduce the SCell activation delay in frequency range 2 (FR2) . As one of the agreements reached, RAN4 has agreed that UE can assist reduction of the activation by sending an L3 measurement to the network. Up to the latest RAN4#107 meeting, the following solutions were agreed for single SCell activation.
[0052] Issue 1-1-1: when to report L3 measurement results for unknown FR2 SCell activation enhancement
[0053] Agreements:
[0054] UE needs to report the L3 measurement result after SCell activation command
[0055] Do not consider additional solution for report L3 measurement results for unknown FR2 SCell activation enhancement in R18 efeRRM (radio resource management) WI.
[0056] The L3 measurement report for unknown FR2 Scell activation after SCell activation command is triggered by SCell activation command.
[0057] It is common understanding in 3GPP that in FR2 the network is likely using DL beam forming and UE have more than one Rx panel and receive using directional Rx spatial setting. Hence, RAN4 assumes that when the UE performs measurements in FR2, such measurements are directional, and UE need to perform measurements applying sweeping to obtain spherical coverage.
[0058] Issue 1-2-2: Beam sweeping factor enhancement in L3 and L1 part of FR2 unknown SCell activation (not related with WI of FR2 multi-Rx chain DL reception)
[0059] Agreement:
[0060] X1= {1, 2, 4, 6}
[0061] X2= {0, 1, 2, 3, 4, 5, 6, 7}
[0062] If X1 is absent, beam sweeping factor for cell detection part is 8
[0063] If X2 is absent, beam sweeping factor for SSB-based L1 measurement is 8
[0064] In RAN4#107, it was further discussed if the above solutions are applicable to other cell activation scenarios. The PUCCH SCell activation was agreed in the scope of this R18 WI.
[0065] Issue 0-1: Whether FR2 SCell activation enhancement in topic #1 / 2 / 3 is applicable for direct SCell activation and PUCCH SCell activation
[0066] Agreement:
[0067] Descope the L3 reporting based FR2 unknown SCell activation enhancement for direct SCell activation in R18.
[0068] The enhancement under discussion except the L3 reporting based enhancement can also apply to direct SCell activation.
[0069] The enhancement under discussion can also apply to other single PUCCH SCell activation
[0070] RAN4 has been discussing the PUCCH SCell activation delay requirement under the Rel17 WI [1] . As PUCCH is configured on PUCCH SCell, and hence has UL, the UE need to additionally prepare for uplink transmissions in addition to and when comparing with activating a downlink only SCell.
[0071] Currently, a valid CSI report needs to be transmitted on PUCCH SCell to indicate to the network the ending point of (PUCCH) SCell activation. To enable the UL transmissions on PUCCH SCell, the UL transmit power needs to be determined based on UE measuring the pathloss reference signal (PL-RS) from the PUCCH SCell being activated.
[0072] There was long debate in RAN4 if the PL-RS measurement would introduce additional delay to PUCCH SCell activation. In RAN4#107, it was eventually agreed 3 samples are allowed for PL-RS measurement to determine the UL Tx power for transmitting the CSI report. The following was endorsed in the CR R4-2307361 and will be captured in the latest spec.
[0073] 8.3.12 SCell Activation Delay Requirement for Deactivated PUCCH SCell The requirements in this clause shall apply for the UE configured with one downlink SCell and when PUCCH is configured for the SCell being activated.
[0074] If the UE has a valid TA for transmitting on an SCell then the UE shall be capable to transmit valid CSI report and apply actions related to the activation command for the SCell being activated on the PUCCH SCell no later than in slot If the UE does not have a valid TA for transmitting on an SCell then the UE shall be capable to perform downlink actions related to the SCell activation command as specified in [7] for the SCell being activated on the PUCCH SCell no later than in slot and shall be capable to perform uplink actions related to the SCell activation command as specified in [7] for the SCell being activated on the PUCCH SCell no later than in slot and shall transmit valid CSI report for the SCell being activated on the PUCCH SCell no later than in slot where: Tdelay_PUCCH_SCell = Tactivation_time + max ( (TFirst_available_CSI + TCSI_processing) , (T1+T2+T3) , 3*Ttarget_PL-RS) + TCSI_reporting_after
[0075] Principle and embodiments of the present disclosure will be described in detail below with reference to the accompanying drawings. Reference is first made to Fig. 1A, which illustrates an example system 100 in which embodiments of the present disclosure may be implemented. The system 100, for example, a communication network, includes at least one terminal device, such as a terminal device 110, and a plurality of network devices, such as a network device 120 and a network device 130. The network devices 120, 130 serve respective areas (also called as cells) . The terminal device 110 are capable of connecting and communicating in an UL and DL with either or both of the network devices 120, 130 as long as the terminal device 110 located within the corresponding cells. In addition to communicating the terminal device 110, the network devices 120, 130 may also communicate with each other. In some embodiments related to PUCCH SCell activation, the network device 120 may provide a primary cell (PCell) for the terminal device 110, and the network device 130 may provide a secondary cell (SCell) for the terminal device 110. The embodiments of the present disclosure may not be limited to the PUCCH SCell activation, and may be applied for other cell activation with uplink transmission, for example, PSCell activation.
[0076] It is to be understood that the number of network devices and terminal devices is only for the purpose of illustration without suggesting any limitations. The system 100 may include any suitable number of network devices and terminal devices adapted for implementing embodiments of the present disclosure.
[0077] Communications in the system 100 may be implemented according to any proper communication protocol (s) , comprising, but not limited to, cellular communication protocols of the first generation (1G) , the second generation (2G) , the third generation (3G) , the fourth generation (4G) and the fifth generation (5G) and on the like, wireless local network communication protocols such as Institute for Electrical and Electronics Engineers (IEEE) 802.11 and the like, and / or any other protocols currently known or to be developed in the future. Moreover, the communication may utilize any proper wireless communication technology, comprising but not limited to: Code Division Multiple Access (CDMA) , Frequency Division Multiple Access (FDMA) , Time Division Multiple Access (TDMA) , Frequency Division Duplex (FDD) , Time Division Duplex (TDD) , Multiple-Input Multiple-Output (MIMO) , Orthogonal Frequency Division Multiple (OFDM) , Discrete Fourier Transform spread OFDM (DFT-s-OFDM) and / or any other technologies currently known or to be developed in the future.
[0078] Fig. 1B shows an example of unknown PUCCH SCell activation based on the endorsed CR. Upon receiving TCI indication, the UE need measure additional 3 samples (e.g. SSBs) using narrow beams for pathloss estimation. Even though the reference CSI-RS for channel measurement has been measured, the UE is not able to determine the UL Tx power and transmit the valid CSI report until PL-RS measurement is completed. This will extend the activation delay for activating a PUCCH SCell. Such additional PL-RS measurement increases the PUCCH SCell activation delay which could have been skipped in some cases e.g. known PUCCH SCell. However, in R17, the UE vendors argued PL-RS need to be measured using narrow beam hence the L3 measurement result on deactivated SCell (using wide beam) cannot be used for pathloss determination. When new enhancement solutions are introduced in R18, the PL-RS measurements needs to be studied considering the new solutions. It is expected to optimize or reduce the PUCCH SCell activation delay by removing unnecessary PL-RS measurement.
[0079] Reference is now made to Fig. 2, which shows a process 200 for cell activation according to some embodiments of the present disclosure. For the purpose of discussion, the process 200 will be described with reference to Fig. 1A. The process 200 may involve the terminal device 110 and the network devices 120, 130 as illustrated in Fig. 1A. It would be appreciated that although the process 200 for cell activation has been described in the system 100 of Fig. 1A, this process may be likewise applied to other communication scenarios with a system different from the system 100. The network device 120 may be referred to as a first network device 120, and the network device 130 may be referred to as a second network device 130. The first network device 120 may provide a first cell for the terminal device 110, and the second network device 130 may provide a second cell for the terminal device 110. In some examples, the cell activation may be PUCCH SCell activation, and in these examples, the first cell may be PCell, and the second cell may be SCell. It should be noted that the embodiments may not be limited to be applied for PUCCH SCell activation, but may also be applied to other cell activation with uplink transmission, e.g. PSCell activation.
[0080] In the process 200, the terminal device 110 may transmit (202) , to the first network device 120, capability information 205 indicating that the terminal device is capable of skipping a synchronization signal block (SSB) -based layer 1 (L1) measurement, on the first network device 120 side, the first network device 120 may receive (204) the capability information 205 from the terminal device 110. In some embodiments, the capability information 205 may comprise an indication that a beam sweeping factor for the SSB-based L1 measurement is zero. For example, the terminal may indicate X2=0.
[0081] In addition, in some examples, the first network device 120 may determine (206) at least one pathloss reference signal (PL-RS) based on a report from the terminal device 110 during a cell activation procedure. In the cell activation procedure, one or more measurements associated with the at least one PL-RS is skipped, specifically, in some examples, the one or more measurements associated with the at least one PL-RS is skipped to determine a pathloss estimation during the cell activation procedure. The report from the terminal device 110 may be a layer 3 (L3) report, or a layer 1 (L1) report. Some details about the L3 report and the L1 report will be further described below. For the terminal device 110, the terminal device 110 need to determine the at least one PL-RS for the pathloss estimation.
[0082] In some examples, the terminal device 110 may determine the at least one PL-RS for the pathloss estimation based on information 215 indicative of the at least one PL-RS, and the information 215 is provided by the first network device 120. For example, the first network device 120 may transmit (208) to the terminal device 110, and the terminal device 110 may receive (210) from the first network device 120, the information 215 indicative of the at least one PL-RS for an uplink (UL) message transmission during the cell activation procedure. As an example, the information 215 indicative of the at least one PL-RS may be at least one identity of the at least one PL-RS. In some embodiments, the first network device 120 may transmit to the terminal device 110, and the terminal device 110 may receive from the network device 120, a transmission configuration indicator (TCI) activation command including the at least one identity (ID) of the at least one PL-RS. Thus, the terminal device 110 may determine, based on the at least one identity, the at least one PL-RS for the pathloss estimation. In some embodiments, the TCI activation command and a cell activation command for the cell activation procedure may be included in a same message.
[0083] In some other embodiments, the first network device 120 does not provide the at least one ID of the at least one PL-RS. For example, the first network device 120 may transmit to the terminal device 110, a TCI activation command indicating the TCI state associated with an SSB, and on the terminal device 110 side, the terminal device 110 receives the TCI activation command from the network device 120, and may determine the at least one PL-RS for the pathloss estimation as an SSB associated with a TCI state indicated by the TCI activation command.
[0084] In a procedure of determining the pathloss estimation, in some examples, the terminal device 110 may determine the pathloss estimation based on a layer 3 (L3) report, or an L1 report, or at least one latest L3 measurement result, or any combination thereof. The L3 report, or the L1 report, or the latest L3 measurement result, or any combination thereof, may be associated with the at least one PL-RS. In some embodiments, the terminal device 110 may, based on determining that there is an L3 report, determine the pathloss estimation based on the L3 report or the at least one latest L3 measurement result. In some examples, the L3 report may be transmitted to the first network device 120 prior to or after receiving a cell activation command from the first network device 120. In some embodiments, the at least one latest L3 measurement result may have been reported to the first network device 120 or may have not been reported to the first network device 120. In some other embodiments, the terminal device 110 may, based on determining that there is no L3 report, determine the pathloss estimation based on the L1 report or the at least one latest L3 measurement result. In some examples, the L1 report may be determined based on at least one measurement during an automatic gain control (AGC) procedure and / or a time or frequency synchronization procedure.
[0085] Based on transmitting the capability information 205 to the first network device 120, the terminal device 110 may skip (212) one or more measurements associated with at least one pathloss reference signal (PL-RS) during the cell activation procedure. In some embodiments, the terminal device 110 may skip, by default, the one or more measurements during the cell activation procedure if the terminal device 110 is capable of skipping the SSB-based L1 measurement. In some other embodiments, the terminal device 110 may transmit to the first network device 120, and the first network device 120 may receive from the terminal device 110, an indication that the terminal device 110 is capable of skipping the one or more measurements during the cell activation procedure if the terminal device 110 is capable of skipping the SSB-based L1 measurement.
[0086] During the cell activation procedure, the first network device 120 may also communicate with the second network device 130. Specifically, the first network device 120 may transmit (212a) to the second network device 130, and the second network device 130 may receive (212b) from the first network device 120, a TCI state 225 indicative of the at least one PL-RS for the UL message transmission during the cell activation procedure, and the cell activation procedure is for activating a cell of the second network device 130 as a second cell for the terminal device 110. In some examples, the TCI state may include the at least one identity of the at least one PL-RS.
[0087] Based on the TCI state, the second network device 130 may transmit (214) to the terminal device 110, at least one reference signal 235 for the cell activation procedure. In some examples, the reference signal 235 may be channel state information reference signal (CSI-RS) . On the terminal device 110 side, the terminal device 110 receives (216) from the second network device 130, the at least one reference signal 235, and perform corresponding channel measurement. In addition, in some examples, the terminal device 110 may transmit (218) an uplink (UL) message 245 based on skipping the one or more measurements associated with the at least one PL-RS) . On the second network device 130 side, the second network device 130 may receive (220) the UL message 245 associated with the reference signal for completing the cell activation procedure. In some examples, the UL message 245 may include a valid channel state information (CSI) report for cell activation.
[0088] As mentioned above, in some examples, the one or more measurements associated with the at least one PL-RS is skipped to determine the pathloss estimation during the cell activation procedure. In these examples, in order to transmit the UL message 245, in some embodiments, the terminal device 110 may, based on skipping the one or more measurements, determine the pathloss estimation during the cell activation procedure, and transmit the UL message 245 based the determined pathloss estimation. In some embodiments, the at least one PL-RS may be at least one SSB.
[0089] In some examples, the terminal device 110 is a UE and the cell activation may be SCell activation. The UE determines the PL-RS measurement considering the UE’s capability of reduced beam sweeping factors. In particular, the UE may skip PL-RS measurements during PUCCH SCell activation when it indicates X2=0 in the UE’s capability. The UE may use the latest L3 measurements (possibly reported) for pathloss estimation and further determine the UL transmit power for CSI reporting on PUCCH SCell (X2 is the beam sweeping factor for SSB-based L1 measurement) . The reason behind is that for the UE capable of X2=0, it implies no difference between the L3 (assumed being performed using wide beam / spatial settings on UE side) and L1 (performed assuming UE is applying narrow / refined beam / spatial settings) measurement result. Hence the available L3 measurements can be directly used for pathloss estimation.
[0090] In some embodiments of the present disclosure, when the UE indicates X2=0, the “latest L3 measurements” used for pathloss estimation may be any type of L3 measurements performed and possibly reported by the UE to the network before or after SCell activation. In some examples, there is a report has been sent from the UE to the network. The pathloss estimation may be based on the latest valid measurement report. For instance, if the PUCCH SCell is known, it refers to the latest valid L3 measurement report before SCell activation command. If the PUCCH SCell is unknown, and the UE supports the R18 feature of sending a L3 report after the SCell activation command, it refers to the L3 report or the L1 reporting which contains the measurement result skipping L1 reference signal received power (L1-RSRP) measurements.
[0091] In some other examples, the report may be sent long time before the SCell activation, or the latest measurement result has change / updated since the last report. The UE may use the latest measurement result (which may or may not be reported) to determine the pathloss estimation. In this way, a more accurate estimation on the pathloss may be realized, and the UL performance may be improved. But the latest measurement result used for pathloss estimation needs to be measured on the beam that has been reported to the network, to make sure the determined PL-RS (which may be configured by the network based on the report) has been measured.
[0092] In some examples, the UE behaviour under X2=0 can be defined as a mandatory or default behavior, that is, the UE may skips, by default, one or more measurements during the cell activation procedure if the UE is capable of skipping the SSB-based L1 measurement. In some other examples, the UE may further indicate in the UE’s capability if the UE is able to skip PL-RS measurements when X2=0. That is, the UE may transmit, to the network device, an indication that the UE is capable of skipping the one or more measurements during the cell activation procedure if the UE is capable of skipping the SSB-based L1 measurement.
[0093] The PL-RS measurement delay needs to be specified considering these conditions. For instance, it shall be zero if X2=0 is indicated for SCell activation. According to some embodiments of the present disclosure, the need for PL-RS measurements is minimized to reduce the PUCCH SCell activation delay.
[0094] Fig. 3 illustrates a flowchart illustrating a process 300 for cell activation according to some other embodiments of the present disclosure. In the example shown in Fig. 3, the PUCCH SCell is known. As shown in Fig. 3, for example, a UE 310, a PCell 320 and a Cell-1 330 are involved in the process 300. At 301, the UE 310 is initially connected with PCell 320. At 303, network (e.g. the PCell 320) sends radio resource control (RRC) reconfiguration to add Cell-1 330 as SCell for CA operation. The network has the latest L3 measurement report from the UE 310 before sending SCell activation command, and Cell-1 330 is known to the network and the UE 310.
[0095] As shown at 303, the UE 310 may receive, from the PCell 320, SCell configuration or addition message, and at 305, the UE 310 may further receive, from the PCell 320, measurement configuration. After the UE 310 getting Scell addition message and measurement configuration, in step 307, the L3 measurement report is send being triggered by some events. The UE 310 sends L3 measurement report of Cell-1 330, hence the Cell-1 330 is known. In step 309, the UE 310 also indicates its capability of reduced beam sweeping factor (X1, X2) for SCell activation where X2 is zero. In the case of X2=0, SSB-based L1 measurement will be skipped. In step 311, network (e.g. the PCell 320) sends an SCell activation command for Cell-1 330 (as mentioned above, Cell-1 330 is known) to activate the PUCCH SCell.
[0096] In step 313, since the L3 result is already reported, the PCell 320 determines the PL-RS based on the latest L3 report. In step 315, the PCell 320 may transmit a TCI activation command to the UE 310. In some embodiments, the TCI activation command may include the PL-RS ID. In some examples, the PL-RS may be SSB, and the PL-RS ID may be SSB index. Alternatively, in some other embodiments, the PCell 320 may not need explicitly indicate the PL-RS ID and the SSB corresponding to the TCI state is implicitly assumed as the PL-RS. In some embodiments, the TCI activation command may be included in the same message of the SCell activation command. That is, the TCI activation command at 315 may be included in a message comprising the SCell activation command at 311.
[0097] Since the UE 310 has indicated X2=0, then at 317, it determines to skip PL-RS measurements, and in some embodiments, the UE 310 may directly use the measurement results in the L3 report for pathloss estimation. Alternatively, in some other embodiments, the UE 310 can determine the pathloss estimation based on the latest (valid) L3 measurement result corresponding to the determined or indicated PL-RS. The latest L3 measurement result reflects the up-to-date channel status hence could provide more accurate PL estimation. A UL transmit power is obtained by the PL estimation. The PCell 320 and the Cell-1 330 also communicate with each other, specifically, shown at 319, the PCell 320 transmits a TCI state to the Cell-1 330. In some examples, the TCI state may include the PL-RS ID.
[0098] At 321, the Cell-1 330 may transmit P / SP-CSI-RS (a SP-CSI-RS is shown in Fig. 3 as an example) activation command to the PCell 320. At 323, the PCell 320 may transmit and the UE 310 may receive a P / SP-CSI-RS (a SP-CSI-RS is shown as an example) activation command. The UE 310 would then perform channel measurement based on the P / SP-CSI-RS transmitted from the network. Specifically, as shown at 325 and 327, the Cell-1 330 transmits a CSI-RS to the UE 310 for channel measuring, and the UE 310 may transmit CSI report on PUCCH SCell using the UL Tx power derived from step 317.
[0099] Fig. 4 illustrates a flowchart illustrating a process for cell activation according to some further embodiments of the present disclosure. In the example shown in Fig. 4, the PUCCH SCell is unknown. As shown in Fig. 4, for example, a UE 410, a PCell 420 and a Cell-1 430 are involved in the process 400. As shown at 401 and 403, the UE 410 is initially connected with PCell and network (e.g. the PCell 420) sends RRC reconfiguration to add Cell1 as SCell for CA operation.
[0100] In step 405, the network configures that L3 report can be triggered after SCell activation. In some examples, the configuration above can be included in a measurement configuration which comes after or together with the SCell addition message. In Step 407, the UE 410 may also indicate its capable of reduced beam sweeping factors (X1, X2) for SCell activation where X2 is zero. In Step 409, the network sends an SCell activation command to activate the PUCCH SCell. In step 411, the UE 410 determines that there is valid L3 measurement result and is ready to send the L3 report in Step 413. When the network receives the L3 report, it will determine the target PL-RS based on the L3 report (step 415) and send a TCI activation command (step 417) to the UE 410. In some examples, an explicit PL-RS may be indicated in the UL TCI activation.
[0101] Since the UE 410 has indicated X2=0, it determines to skip PL-RS measurements, and in some embodiments, the UE 410 directly uses the measurement results in L3 report for pathloss estimation (step 419) . Alternatively, in some other embodiments, the UE 410 can determine the pathloss estimation based on the latest (valid) L3 measurement result corresponding to the determined / indicated PL-RS. The latest L3 measurement result reflects the up-to-date channel status hence could provide more accurate PL estimation. The PCell 420 and the Cell-1 430 also communicate with each other, specifically, shown at 421, the PCell 420 transmits a TCI state to the Cell-1 430.
[0102] In some examples, the TCI state may include the PL-RS ID. At 423, the Cell-1 430 may transmit P / SP-CSI-RS (a SP-CSI-RS is shown in Fig. 4 as an example) activation command to the PCell 420. At 425, the PCell 420 may transmit and the UE 410 may receive a P / SP-CSI-RS (a SP-CSI-RS is shown as an example) activation command. The UE 410 would then perform channel measurement based on the P / SP-CSI-RS transmitted from the network. Specifically, as shown at 427 and 429, the Cell-1 430 transmits a CSI-RS to the UE 410 for channel measuring, and the UE 410 may transmit CSI report on PUCCH SCell using the UL Tx power derived from step 419.
[0103] Fig. 5 illustrates a flowchart illustrating a process for cell activation according to some further embodiments of the present disclosure. In the example shown in Fig. 5, the PUCCH SCell is unknown. As shown in Fig. 5, for example, a UE 510, a PCell 520 and a Cell-1 530 are involved in the process 500. Fig. 5 gives another example of skipping PL-RS measurement when L3 report is not sent. The difference from Fig. 4 is that the UE 510 sends L1 reporting in step 517 following AGC, time / frequency synchronization procedures, etc. Since the UE 510 indicates X2=0, it will skip L1-RSRP measurement hence the L1 report in step 517 contains the L3 measurement results derived from AGC and time / frequency synchronization procedures.
[0104] The network will determine PL-RS based on this L1 reporting and UE 510 will skip PL-RS measurements and directly use the measurement result in L1 report for pathloss estimation. Specifically, steps 501, 503, 505, 507 and 509 may refer to steps 401, 403, 405, 407 and 409, respectively. In step 511, the UE 410 determines that there is no valid L3 measurement result. As show at 513, the UE 410 may receive the SSB from the Cell-1 530. In step 515, during the AGC and time / frequency synchronization procedures, the UE 510 may perform measurements based on the SSB, so as to obtain the L3 measurement results. In step 517, the UE 510 transmit, to the PCell 520 (i.e. the network) , the L1 report contains the L3 measurement results above.
[0105] When the network receives the L1 report, it will determine the target PL-RS based on the L1 report (step 519) and send a TCI activation command (step 521) to the UE 510. In some examples, an explicit PL-RS may be indicated in the UL TCI activation.
[0106] Since the UE 510 has indicated X2=0, it determines to skip PL-RS measurements, and in some embodiments, the UE 510 directly uses the measurement results in L1 report for pathloss estimation (step 523) . Alternatively, in some other embodiments, the UE 510 can determine the pathloss estimation based on the latest (valid) L3 measurement results corresponding to the determined / indicated PL-RS. The latest L3 measurement result reflects the up-to-date channel status hence could provide more accurate PL estimation. The other steps, such as steps 525, 527, 529, 531 and 533 may refer to the steps 421, 423, 425, 427 and 429, respectively.
