AI Technical Summary

Technical Problem

Existing wireless communication systems, particularly in the 5G NR system, face challenges in efficiently managing network measurements, especially when a User Equipment (UE) is camping on a Non-Terrestrial Network (NTN) cell and operating in a substate of a Radio Resource Control (RRC) idle state.

Method used

A method and apparatus for managing network measurements, where a UE determines whether to skip measuring a Terrestrial Network (TN) frequency based on conditions such as support for skipping TN frequency measurement, availability of location information, and whether the UE is within any TN coverage area. This method involves obtaining TN coverage area information and frequency information, and using these to decide on TN frequency measurement skipping.

Benefits of technology

The proposed solution enhances the efficiency of network measurement management by optimizing TN frequency measurements, reducing unnecessary measurements, and improving power consumption, thereby supporting better network performance and user experience in 5G NR systems.

Abstract

A method performed by a User Equipment (UE) to manage network measurements is provided. The method obtains Terrestrial Network (TN) coverage area information including one or more TN area Identifiers (IDs), each identifying a TN coverage area. The method obtains frequency information indicating a TN frequency associated with a subset of TN area IDs. The method then determines, when the UE is camping on a Non-Terrestrial Network (NTN) cell and operating in a substate of a Radio Resource Control (RRC) idle state, whether to skip measuring the TN frequency based on multiple conditions, where the substate of the RRC idle state is one of a camped-on-any-cell state, an any-cell-selection state, and a limited service mode.

[0220] The following contains specific information related to implementations of the present disclosure. The drawings and their accompanying detailed disclosure are merely directed to implementations. However, the present disclosure is not limited to these implementations. Other variations and implementations of the present disclosure will be obvious to those skilled in the art.

[0221] Unless noted otherwise, like or corresponding elements among the drawings may be indicated by like or corresponding reference numerals. Moreover, the drawings and illustrations in the present disclosure are generally not to scale and are not intended to correspond to actual relative dimensions.

[0222] For consistency and ease of understanding, like features may be identified (although, in some examples, not illustrated) by the same numerals in the drawings. However, the features in different implementations may be different in other respects and shall not be narrowly confined to what is illustrated in the drawings.

[0223] References to “one implementation, ” “an implementation, ” “example implementation, ” “various implementations, ” “some implementations, ” “implementations of the present application, ” etc., may indicate that the implementation (s) of the present application so described may include a particular feature, structure, or characteristic, but not every possible implementation of the present application necessarily includes the particular feature, structure, or characteristic. Further, repeated use of the phrase “in one implementation, ” or “in an example implementation, ” “an implementation, ” do not necessarily refer to the same implementation, although they may. Moreover, any use of phrases like “implementations” in connection with “the present application” are never meant to characterize that all implementations of the present application must include the particular feature, structure, or characteristic, and should instead be understood to mean “at least some implementations of the present application” includes the stated particular feature, structure, or characteristic.

[0224] The term “coupled” is defined as connected, whether directly or indirectly through intervening components, and is not necessarily limited to physical connections. The term “comprising, ” when utilized, means “including, but not necessarily limited to” ; it specifically indicates open-ended inclusion or membership in the so-described combination, group, series, and the equivalent.

[0225] The expression “at least one of A, B and C” or “at least one of the following: A, B and C” means “only A, or only B, or only C, or any combination of A, B and C. ” The terms “system” and “network” may be used interchangeably. The term “and / or” is only an association relationship for describing associated objects and represents that three relationships may exist such that A and / or B may indicate that A exists alone, A and B exist at the same time, or B exists alone. The character “ / ” generally represents that the associated objects are in an “or” relationship.

[0226] For the purposes of explanation and non-limitation, specific details, such as functional entities, techniques, protocols, and standards, are set forth for providing an understanding of the disclosed technology. In other examples, detailed disclosure of well-known methods, technologies, systems, and architectures are omitted so as not to obscure the present disclosure with unnecessary details.

[0227] Persons skilled in the art will immediately recognize that any network function (s) or algorithm (s) disclosed may be implemented by hardware, software, or a combination of software and hardware. Disclosed functions may correspond to modules which may be software, hardware, firmware, or any combination thereof.

[0228] A software implementation may include computer executable instructions stored on a computer-readable medium, such as memory or other type of storage devices. One or more microprocessors or general-purpose computers with communication processing capability may be programmed with corresponding executable instructions and perform the disclosed network function (s) or algorithm (s) .

[0229] The microprocessors or general-purpose computers may include Application-Specific Integrated Circuits (ASICs) , programmable logic arrays, and / or one or more Digital Signal Processor (DSPs) . Although some of the disclosed implementations are oriented to software installed and executing on computer hardware, alternative implementations implemented as firmware, as hardware, or as a combination of hardware and software are well within the scope of the present disclosure. The computer-readable medium includes but is not limited to Random Access Memory (RAM) , Read Only Memory (ROM) , Erasable Programmable Read-Only Memory (EPROM) , Electrically Erasable Programmable Read-Only Memory (EEPROM) , flash memory, Compact Disc Read-Only Memory (CD-ROM) , magnetic cassettes, magnetic tape, magnetic disk storage, or any other equivalent medium capable of storing computer-readable instructions.

[0230] A radio communication network architecture such as a Long-Term Evolution (LTE) system, an LTE-Advanced (LTE-A) system, an LTE-Advanced Pro system, or a 5G NR Radio Access Network (RAN) typically includes at least one base station (BS) , at least one UE, and one or more optional network elements that provide connection within a network. The UE communicates with the network such as a Core Network (CN) , an Evolved Packet Core (EPC) network, an Evolved Universal Terrestrial RAN (E-UTRAN) , a 5G Core (5GC) , or an internet via a RAN established by one or more BSs.

[0231] A UE may include, but is not limited to, a mobile station, a mobile terminal or device, or a user communication radio terminal. The UE may be a portable radio equipment that includes, but is not limited to, a mobile phone, a tablet, a wearable device, a sensor, a vehicle, or a Personal Digital  Assistant (PDA) with wireless communication capability. The UE is configured to receive and transmit signals over an air interface to one or more cells in a RAN.

[0232] The BS may be configured to provide communication services according to at least a Radio Access Technology (RAT) such as Worldwide Interoperability for Microwave Access (WiMAX) , Global System for Mobile communications (GSM) that is often referred to as 2G, GSM Enhanced Data rates for GSM Evolution (EDGE) RAN (GERAN) , General Packet Radio Service (GPRS) , Universal Mobile Telecommunication System (UMTS) that is often referred to as 3G based on basic wideband-code division multiple access (W-CDMA) , high-speed packet access (HSPA) , LTE, LTE-A, evolved LTE (eLTE) that is LTE connected to 5GC, NR (often referred to as 5G) , and / or LTE-A Pro. However, the scope of the present disclosure is not limited to these protocols.

[0233] The BS may include, but is not limited to, a node B (NB) in the UMTS, an evolved node B (eNB) in LTE or LTE-A, a radio network controller (RNC) in UMTS, a BS controller (BSC) in the GSM / GERAN, an ng-eNB in an Evolved Universal Terrestrial Radio Access (E-UTRA) BS in connection with 5GC, a next generation Node B (gNB) in the 5G-RAN, or any other apparatus capable of controlling radio communication and managing radio resources within a cell. The BS may serve one or more UEs via a radio interface.

[0234] The BS may be operable to provide radio coverage to a specific geographical area using multiple cells forming the RAN. The BS may support the operations of the cells. Each cell may be operable to provide services to at least one UE within its radio coverage.

[0235] Each cell (often referred to as a serving cell) may provide services to serve one or more UEs within its radio coverage, such that each cell schedules the DL (and optionally UL resources) to at least one UE within its radio coverage for DL (and optionally UL packet transmissions from the UE) . The BS may communicate with one or more UEs in the radio communication system via the plurality of cells.

[0236] A cell may allocate sidelink (SL) resources for supporting the Proximity Service (ProSe) or Vehicle to Everything (V2X) service. Each cell may have overlapped coverage areas with other cells.

[0237] In Multi-RAT Dual Connectivity (MR-DC) cases, the primary cell of a Master Cell Group (MCG) or a Secondary Cell Group (SCG) may be referred to as a Special Cell (SpCell) . A Primary Cell (PCell) may include the SpCell of an MCG. A Primary SCG Cell (PSCell) may include the SpCell of an SCG. MCG may include a group of serving cells associated with the Master Node (MN) , including the SpCell and optionally one or more Secondary Cells (SCells) . An SCG may include a group of serving cells associated with the Secondary Node (SN) , including the SpCell and optionally one or more SCells.

[0238] As described above, the frame structure for NR supports flexible configurations for  accommodating various next generation (e.g., 5G) communication requirements, such as Enhanced Mobile Broadband (eMBB) , Massive Machine Type Communication (mMTC) , and Ultra-Reliable and Low-Latency Communication (URLLC) , while fulfilling high reliability, high data rate, and low latency requirements. The Orthogonal Frequency-Division Multiplexing (OFDM) technology in the 3GPP may serve as a baseline for an NR waveform. The scalable OFDM numerology, such as adaptive sub-carrier spacing, channel bandwidth, and Cyclic Prefix (CP) , may also be used.

[0239] Two coding schemes may be considered for NR, specifically Low-Density Parity-Check (LDPC) code and Polar Code. The coding scheme adaption may be configured based on channel conditions and / or service applications.

[0240] At least the DL transmission data, a guard period, and UL transmission data should be included in a transmission time interval (TTI) of a single NR frame. The respective portions of the DL transmission data, the guard period, and the UL transmission data should also be configurable based on, for example, the network dynamics of NR. SL resources may also be provided in an NR frame to support ProSe services or V2X services.

[0241] Any two or more of the following paragraphs, (sub) -bullets, points, actions, behaviors, terms, or claims described in the present disclosure may be combined logically, reasonably, and properly to form a specific method.

[0242] Any sentence, paragraph, (sub) -bullet, point, action, behaviors, terms, or claims described in the present disclosure may be implemented independently and separately to form a specific method.

[0243] Dependency, e.g., “based on” , “more specifically” , “preferably” , “in one embodiment” , “in some implementations” , etc., in the present disclosure is just one possible example which would not restrict the specific method.

[0244] “A and / or B” in the present disclosure may refer to either A or B, both A and B, or at least one of A and B.

[0245] In this disclosure, “X / Y” may encompass the meanings of “X or Y, ” “X and Y, ” and “X and / or Y, ” as indicated by two or more of the sentences, paragraphs, sub-bullets, points, actions, behaviors, terms, alternatives, aspects, examples, embodiments, or claims described in the following invention (s) .

[0246] One aspect of the present disclosure may be applied in various contexts, including communications, communication equipment (such as mobile telephone apparatus, base station apparatus, wireless LAN apparatus, and / or sensor devices) , integrated circuits (such as communication chips) , and software programs, among others.

[0247] The terms “an antenna port” and “antenna ports, ” as discussed in the present disclosure, may refer to “an antenna port used for transmission of PUSCH (s)  / PUCCH (s) ” and “antenna ports used  for transmission of PUSCH (s)  / PUCCH (s) , ” respectively.

[0248] Some of the terms, definitions, and / or abbreviations included in the present disclosure may either be sourced from existing documents (such as those from ETSI, ITU, or other sources) or may be newly created by experts from the 3GPP whenever there was a need for a precise vocabulary.

[0249] Examples of some selected terms in the present disclosure are provided as follows.

[0250] Antenna Panel: A conceptual term for a UE antenna implementation. It may be assumed that a panel may be an operational unit for controlling a transmit spatial filter (beam) . A panel may typically include multiple antenna elements. In some implementations, a beam may be formed by a panel, and in order to form two beams simultaneously, two panels may be needed. Such simultaneous beamforming by multiple panels may be subject to the UE capability. A similar definition for “panel” may be applicable by applying spatial receiving filtering characteristics.

[0251] Beam: A beam may include a spatial (domain) filtering. In one example, the spatial filtering may be applied in the analog domain by adjusting a phase and / or amplitude of the signal before being transmitted by a corresponding antenna element. In another example, the spatial filtering may be applied in the digital domain by the Multi-Input Multi-Output (MIMO) technique in the wireless communication system. For example, “a UE made a PUSCH transmission by using a specific beam” may mean that the UE made the PUSCH transmission by using the specific spatial / digital domain filter. The “beam” may also be, but is not limited to be, represented as an antenna, an antenna port, an antenna element, a group of antennas, a group of antenna ports, or a group of antenna elements. The beam may also be formed by a certain reference signal resource. In short, the beam may be equivalent to a spatial domain filter through which the EM wave is radiated. Beam information may include details about the selected or utilized beam or spatial filter. In some implementations, the individual beams (e.g., spatial filters) may be used to transmit individual reference signals. Consequently, a beam or beam information may be represented by one or more reference signal resource indices.

[0252] DCI: DCI may include downlink control information, and there may be various DCI formats used in a PDCCH. The DCI format may be a predefined format in which the downlink control information may be packed / formed and transmitted in a PDCCH.

[0253] TCI state: a TCI state may include parameters for configuring a QCL relationship between one or more DL reference signals and a target reference signal set. For example, a target reference signal set may be the DMRS ports of a PDSCH or a PDCCH.

[0254] HARQ: A functionality that ensures the delivery between peer entities at Layer 1 (e.g., Physical Layer) . A single HARQ process may support one Transport Block (TB) when the physical layer is not configured for the downlink / uplink spatial multiplexing, and when the physical layer is  configured for downlink / uplink spatial multiplexing, a single HARQ process may support one or more TBs. There may be one HARQ entity per serving cell. Each HARQ entity may support a parallel (number of) DL and UL HARQ process.

[0255] In the present disclosure, although the term “gNB” may have been used throughout the document, it should be understood that the term “gNB” may be replaced by any other type of BS (e.g., an eNB) . Additionally, the terms “TN coverage area information, ” “TN area coverage information, ” “TN coverage area configuration, ” and “TN area coverage configuration” may be used interchangeable.

[0256] The mechanism of TN measurement relaxation (which is also referred to as TN measurement relaxation procedure in the present discloosure) on a target frequency carrier may mean that the UE may temporarily stop, suspend, or pause measurement, detection, or monitoring activities on the target frequency carrier. The purpose of the UE’s measurement, detection, or monitoring on the target frequency carrier may include: 1) finding a suitable or acceptable cell (or any operating cell) on the registered network, selected network, indicated network, or any network. The network may be a PLMN, an SNPN, a CAG, or a network connected with a specific core network such as the 5GC or EPC.

[0257] Once the UE stops the TN measurement relaxation procedure on a target frequency carrier, the UE may resume or restart measurement, detection, or monitoring activities on the target frequency carrier. The TN coverage area information may include any combination of the following information items (a) to (d) :

[0258] (a) TN coverage area information, which may indicate one or more reference points and one or more reference radius values (e.g., to plot one or more reference circles on the ground) to represent the coverage areas of one or more TN cells.

[0259] (b) One or more NR / E-UTRA frequency carrier lists (e.g., via the provision of SIB 4 / SIB 5) to represent the operating frequency carriers of the TN cell (s) .

[0260] (c) A TN coverage area ID, which may be used to identify or associate with a specific TN coverage area.

[0261] (d) A network identity (e.g., a PLMN ID or an SNGN ID) , which may be used to identify the networks supported by the indicated TN coverage areas.

[0262] Figure 1 is a diagram illustrating a possible misalignment between the SIB 4 / SIB 5 and the stored TN area coverage information. The serving RAN (e.g., the serving NTN cell or serving satellite) may update one or more SIBs based on the design of SI modification periods. As illustrated in Figure 1, the serving cell (e.g., TN cell or NTN cell) or the serving base station (e.g., an eNB, gNB, or satellite) may broadcast SI change indicators during an SI modification period (e.g., SI modification period#1 102) to inform one or more UEs (e.g., the UE (s) in the RRC inactive state, the RRC idle state, or the  RRC connected state) that the serving cell may update one or more SIBs in the next SI modification period (e.g., SI modification period#2 104) . For example, one or more SI change / modification indicators may be transmitted by the serving cell via the short message transmission (e.g., on the PDCCH) or via the paging message transmission.

[0263] It should be noted that in the present disclosure, the terms “TN coverage area ID, ” “TN area coverage ID, ” and “TN area ID” may be utilized interchangeably .

[0264] There may be a possibility that the SIB 4 and / or SIB 5 may be updated along with a SIB X update during the same SI modification periods (e.g., SI modification period#1 102 or SI modification period#2 104) . In such a case, the serving cell may first broadcast the SIB 4 / SIB 5 in the SI modification period#2 104. Then, the acquired TN area coverage information may remain valid until the next system information update for the SIB including TN coverage area information.

[0265] The UE may combine the SIB 4 / SIB 5 received during SI modification period#2 104 with the TN coverage area information stored by the UE before receiving the update of the SIB X during the same SI modification period. However, this phenomenon may mislead the UE to update or perform the TN measurement relaxation procedure based on erroneous information. This may occur because the stored TN coverage area information may remain valid until the next system information update of the SIB X. To address this issue, some solutions are provided in the present disclosure to avoid such misalignment. Additionally, mechanisms are provided to address some issues related to the TN coverage area information updates and the TN measurement relaxation procedure.

[0266] In some implementations, the UE may consider the stored SIB 4 and / or SIB 5 to be invalid after the UE reads a broadcasting SIB 1 during SI modification period#2 104 for the SI update (e.g., after the UE reads the value tag associated with the changes to the SIB 4 or SIB 5) . If the UE determines that re-acquiring a new SIB 4 or SIB 5 is required, the UE may stop all inter-frequency measurements, as the UE does not have a valid version of SIB 4 and / or SIB 5. The UE may resume all inter-frequency (e.g., corresponding to a SIB 4 reception) and / or inter-RAT (e.g., corresponding to a SIB 5 reception) measurements only after successfully acquiring the updated SIB 4 and / or SIB 5.

[0267] In some implementations, the UE may consider the stored SIB 4 and / or SIB 5 to become invalid at the beginning of SI modification period#2 104.

[0268] In some implementations, the UE may still consider the stored SIB 4 and / or SIB 5 valid until the UE successfully receives the updated SIB 4 and / or SIB 5 during SI modification period#2 104.

[0269] In some implementations, the stored SIB 4 and / or SIB 5 may remain valid until the UE considers it to be invalid.

[0270] In some implementations, the UE may re-decide, update, change, or modify its decision  on performing the TN measurement relaxation procedure (on one or more target frequency carriers) only after considering all the related TN coverage area information (e.g., any combinations of SIB 4, SIB 5, and / or SIB X) have been updated. As illustrated in Figure 1, the UE may need to update the SIB 4, SIB 5, and SIB X during the SI modification period#2 104. In this condition, the UE may maintain the TN measurement relaxation procedure after the SIB 4 / SIB 5 update, during the gap period where the SIB 4 and / or the SIB 5 is updated successfully, but the SIB X is not. For example, if the UE has already made decision on the TN measurement relaxation procedure on one target frequency carrier#J (e.g., based on the SIB 4 / SIB 5 received and stored by the UE at a timing T0, before SI modification period#1) , the following steps 1 to 3 may be performed.

[0271] Step 1: After the timing T0, the UE may decide not to monitor a TN cell on the frequency carrier after the timing T0.

[0272] Step 2: The UE may maintain this decision after the timing T1 (at which the UE receives the updated SIB 4 / SIB 5) , regardless of whether the updated SIB 4 / SIB 5 provides any updated information related to the target frequency carrier#J. For example, the target frequency carrier#J may be removed by the SIB 4 / SIB 5 received at the timing T1, or the TN coverage area ID (s) associated with frequency carrier#J changes in comparison to the SIB 4 / SIB 5 received at the timing T0. It should be noted that in the present disclosure, the terms “C” and “TN area ID” may be utilized interchangeably.

[0273] Step 3: The UE may then re-evaluate whether to start monitoring the target frequency carrier#J for a TN cell search (or maintain the original decision) after successfully updating the SIB X (on the UE side) at the timing T2.

[0274] In some implementations, at the timing T0, the UE may decide to monitor the frequency carrier#J for a TN cell search and may continue monitoring the frequency carrier#J after the timing T1, regardless of whether the updated SIB 4 / SIB 5 provides updated information related to the frequency carrier#J. Then, the UE may re-evaluate whether to stop monitoring (or maintain the original decision) the frequency carrier#J for a TN cell search after successfully updating the SIB X (on the UE side) at the timing T2.

[0275] The UE may implement the proposed mechanisms by performing an intra-frequency (e.g., on the current operating frequency carrier with the serving NTN cell) , inter-frequency (e.g., based on the reception of a SIB4 on the NR / E-UTRA protocol) , or inter-RAT (e.g., based on the reception of a SIB5 on the NR / E-UTRA protocol) TN measurement relaxation procedure.

[0276] In addition, the UE may trigger the decision, update, change, or modification of the TN measurement relaxation procedure only after the UE has successfully updated the SIB X, while both {SIB 4 / SIB 5} and SIB X are updated during the same SI modification period. This may mean that the UE may not immediately re-decide, update, change, or modify the ongoing TN measurement relaxation  procedure right after the successful SIB 4 / SIB 5 update while the SIB X is not yet updated. The UE may know that both {SIB 4 / SIB 5} and SIB X may be updated during the same SI modification period (e.g., SI modification period#2 104 in Figure 1) . The proposed mechanisms may be implemented by the UE when the UE has already known that both {SIB 4 / SIB 5} and SIB X are going to be updated jointly (e.g., during SI modification period#2 104, as illustrated in Figure 1, or at different SI modification periods) .

[0277] In some implementations, the UE may postpone, suspend, or delay its decision on the TN measurement relaxation procedure after the SI modification period in which the UE re-obtains the latest TN coverage area information and configuration associated with the NR / E-UTRA frequency carriers (e.g., via the SIB4, SIB5, and / or SIBX) . This may mean that the UE may maintain the ongoing TN measurement relaxation procedure without change until the end of the SI modification period (e.g., SI modification period#2 104 in Figure 1) . In some implementations, the UE may update, change, or modify its decision on the TN measurement relaxation procedure right after the end of SI modification period (e.g., SI modification period#2 104 in Figure 1) . It may also mean that the UE may not immediately decide, update, change, or modify the ongoing TN measurement relaxation procedure again right after the successful updates of SIB 4 / SIB 5 (e.g., at the timing T1) and the SIB X (e.g., at the timing T2) . The UE may know that both SIB 4 / SIB 5 and SIB X are going to be updated during the same SI modification period. The UE may make the decision after the end of the SI modification period (e.g., SI modification period#2 104 in Figure 1) .

[0278] In some implementations, the UE may release, give up, stop, postpone, or freeze intra-frequency, inter-frequency, or inter-RAT TN measurement procedures when the TN coverage area information has changed. For example, the UE may stop monitoring a frequency carrier#K (or maintain the TN measurement relaxation on the frequency carrier#K) for inter-frequency measurements while knowing that the SIB 4 and / or SIB X are going to be updated (e.g., at the beginning or during SI modification period#2 104, by checking the value tags associated with the SIB 4 and / or the SIB X) . Then, the UE may decide whether to resume the TN measurement on the frequency carrier#K (or whether to implement the TN measurement relaxation procedure on the frequency carrier#K) after receiving the updated SIB 4 and / or SIB X successfully (e.g., at the timing T1 if only the SIB4 should be updated by the UE, or at the timing T2 if both the SIB4 and the SIBX are updated, or after the end of SI modification period#2 104) .

[0279] Additionally or alternatively, the UE may stop monitoring a frequency carrier#L (or maintain the TN measurement relaxation on the frequency carrier#L) for inter-RAT measurements while knowing that the SIB 5 and / or the SIB X are going to be updated (e.g., at the beginning or during SI modification period#2 104, by checking the value tags associated with the SIB5 or the SIBX) . Then,  the UE may decide whether to resume the TN measurement on the frequency carrier#L (or whether to implement the TN measurement relaxation on the frequency carrier#L) after receiving the updated SIB5 and / or SIBX successfully (e.g., at the timing T1 if only the SIB 5 should be updated, or at the timing T2 if both the SIB 5 and the SIB X are updated, or after the end of SI modification period#2 104.

[0280] Additionally or alternatively, the UE may stop monitoring a frequency carrier#M (or maintain the TN measurement relaxation on the frequency carrier#M) for intra-frequency measurements while knowing that the SIB X and / or SIB 2 are going to be updated (e.g., at the beginning or during the SI modification period#2 104, by checking the value tags associated with the SIB2 and / or the SIBX) . Then, the UE may decide whether to resume the TN measurement on the frequency carrier#M (or whether to implement the TN measurement relaxation on the frequency carrier#M) after receiving the updated SIBX and / or SIB2 successfully (e.g., at the timing T2 if only the SIB X should be updated, or at the timing T3 if both the SIB2 and the SIBX are updated, or after the end of SI modification period#2 104) . The timing T3 may locate on the time interval between T2 and the end of SI modification period#2 104.

[0281] In some implementations, the UE may know that multiple SIBs (e.g., the SIB 4 / SIB 5 and the SIB X) may be updated during the same SI modification period (e.g., SI modification period#1 102 or SI modification period#2 104 in Figure 1) . In some implementations, the UE may know that multiple SIBs (e.g., the SIB 4 / SIB 5 and the SIB X) may be updated during different SI modification periods.

[0282] Figure 2 is a diagram illustrating the timing of different SI modification periods, according to an example implementation of the present disclosure. As illustrated in Figure 2, SI modification period#B 204 and SI modification period#I 206 may be very close in the time domain. In this condition, the UE may maintain the ongoing TN measurement relaxation procedure unless all the SIBs associated with the TN measurement relaxation procedure are updated successfully. In other words, the UE may modify, update, or re-decide / re-evaluate the ongoing TN measurement relaxation procedure only after all the SIBs associated with the TN measurement relaxation procedure are updated by the UE successfully. Additionally, during SI modification period#A202, the UE may receive one or more SI change / modification indicators that may signal the upcoming updates to the SIB 4 / SIB 5 in the following SI modification period#B 204. During SI modification period#J 208, the UE may receive updates to the SIB X after receiving the SI change / modification indicators during SI modification period#I 206.

[0283] The TN measurement relaxation procedure may be divided into three types of procedures: inter-frequency, inter-RAT, and intra-frequency. For the inter-frequency TN measurement relaxation procedure, the SIB 4 broadcasted by the serving NTN cell may include one or more TN coverage area  IDs associated with one or more NR frequency carriers. The association between the TN coverage area ID (s) and the TN coverage area information may be provided via the SIB X. The UE may then decide whether to implement the inter-frequency TN measurement relaxation procedure based on the received (and / or stored) SIB 4 and SIB X.

[0284] For the inter-RAT TN measurement relaxation procedure, the SIB 5 broadcasted by the serving (NR) NTN cell may include one or more TN coverage area IDs associated with one or more E-UTRA frequency carriers. The association between the TN coverage area IDs and the TN coverage area information may be provided via the SIB X. The UE may then decide whether to implement the inter-RAT TN measurement relaxation procedure based on the received (and / or stored) SIB 5 and SIB X.

[0285] For the intra-frequency TN measurement relaxation procedure, the SIB X broadcasted by the serving (NR) NTN cell may include one or more TN coverage area IDs associated with one or more TN coverage area information. The UE may then decide whether to implement the intra-frequency TN measurement relaxation procedure based on the received (and / or stored) SIB X. In some implementations, the UE may decide (or may be enabled to decide) whether to implement the intra-frequency, inter-frequency, and inter-RAT TN measurement relaxation procedures respectively and independently.

[0286] Figure 3 is a diagram illustrating the updates to the SIBs at different timings, according to an example implementation of the present disclosure. As illustrated in Figure 3, during SI modification period#A302, the UE may receive one or more SI change / modification indicators that may signal the upcoming updates to the SIBs in the following SI modification period#B 304. During SI modification period#B 304, the UE may update the SIB X successfully at the timing T1’, update the SIB 4 successfully at the timing T2’, and update the SIB 5 successfully at the timing T3’. Under these conditions, the UE may re-evaluate, update, or modify its decision on the intra-frequency TN measurement relaxation (e.g., for the current operating frequency carrier) immediately after the timing T1’. The ongoing inter-frequency / inter-RAT TN measurement relaxation procedure may be maintained by the UE after the timing T1’.

[0287] Additionally or alternatively, the UE may re-evaluate, update, or modify its decision on the inter-frequency TN measurement relaxation (e.g., for the current operating frequency carrier) immediately after the timing T2’. The ongoing inter-RAT TN measurement relaxation procedure may be maintained by the UE after the timing T2’. The UE may re-evaluate, update, or modify its decision on the inter-frequency TN measurement relaxation procedure only after all of the associated SIBs (e.g., the SIB 4 and the SIB X) have been updated by the UE successfully.

[0288] Additionally or alternatively, the UE may re-decide, update, or modify its decision on inter- RAT TN measurement relaxation (e.g., on the current operating frequency carrier) immediately after the timing T3’. The UE may re-evaluate, update, or modify its decision on the inter-RAT TN measurement relaxation procedure only after all of the associated SIBs (e.g., the SIB 5 and the SIB X) have been updated by the UE successfully.

[0289] The SIBs related to the TN coverage area information, the TN coverage area configuration, the TN coverage area ID, and / or the target (NR-E-UTRA) frequency list (e.g., any combinations of the SIB 4, the SIB 5, and the SIB X) may be updated on the same SI modification periods or on different SI modification periods.

[0290] In some implementations, the UE may jointly decide on any combinations of the intra-frequency TN measurement relaxation, inter-frequency TN measurement relaxation, and inter-RAT TN measurement relaxation only after ensuring the validity of all the SIBs (e.g., the SIB 4, the SIB 5, and the SIB X) .

[0291] In some implementations, the indication of the serving frequency carrier may be implicitly included or considered as part of the TN measurement relaxation procedure while the SIB X is broadcasted by the serving (NTN) cell. The SIB 4 or the SIB 5 may not be associated with any TN coverage area ID. In this condition, the TN coverage area information may be associated only with the frequency carrier which the serving NTN cell occupies.

[0292] The serving NTN cell may transmit an indicator (e.g., Indicator#1 = select {'true' or 'false' } or an IE) to inform the UEs whether the serving frequency carrier (which the serving NTN cell is operating on) is sharing with a TN. In some implementations, the serving NTN cell may transmit another indicator (e.g., Indicator#2 = select {'true' , 'false' } , or an Information Element) to further inform the UEs whether the indication of the serving frequency carrier is included as part of the TN measurement relaxation procedure. The UE may decide whether to implement the TN measurement relaxation procedure on the serving frequency carrier based on the Indicator#1 and / or Indicator#2 and the configuration or instruction from the serving RAN. The Indicator#1 or Indicator#2 may be transmitted via broadcast system information (e.g., the SIB 1 / SIB 2 / SIB 3 / SIB 4 / SIB X) , via an SI on-demanding procedure, via UE-specific control signaling (e.g., RRC signaling) , or via UE-specific or group-based DCI.

[0293] In some implementations, the serving NTN cell may transmit indicators (e.g., Indicator#A / Indicator#B / Indicator#C = select {'true' or 'false' } or an IE to further inform the UEs whether the intra-frequency, inter-frequency, or inter-RAT TN measurement relaxation procedures are enabled, triggered, or allowed. For example, the UE may determine whether the intra-frequency TN measurement relaxation procedure is enabled / triggered / allowed based on the Indicator#A, determine whether the inter-frequency TN measurement relaxation procedure is enabled / triggered / allowed based  on the Indicator#B, and / or determine whether the inter-RAN TN measurement relaxation procedure is enabled / triggered / allowed based on the Indicator#C.

[0294] Whether the intra-frequency / inter-frequency / inter-RAT TN measurement procedure is triggered or allowed may also influence how the UE updates the TN coverage area information and how the UE decides or modifies the TN measurement relaxation procedure. For example, the UE may decide whether to implement the intra-frequency, inter-frequency, or inter-RAT TN measurement relaxation procedure based on the Indicator#A, Indicator#B, or Indicator#C and the configuration or instruction from the serving RAN. The indicators may be transmitted via broadcast system information, an SI on-demanding procedure, UE-specific control signaling, or DCI.

[0295] In some implementations, when both the SIB X and either or both of the SIB 4 and SIB 5 are to be updated within the same SI modification period, the serving RAN may update the SIB X before updating the SIB 4 or the SIB 5.

[0296] In some implementations, the UE may re-evaluate the TN measurement relaxation procedure after obtaining both the SIB X and the SIB 4 / SIB 5 successfully, regardless of whether the SIB 4 / SIB 5 is associated with any TN coverage area ID provided in the SIB X.

[0297] In some implementations, the UE may consider the SIB 4 / SIB 5 as part of TN coverage area information only when the SIB X is provided by the same cell. In other words, the UE may consider the SIB 4 / SIB 5 as part of the TN coverage area information (or TN coverage area configuration) when the SIB X contains the TN coverage area information and the TN coverage area ID, even if the SIB 4 / SIB 5 is not associated with any TN coverage area.

[0298] In some implementations, the UE may consider the SIB 4 / SIB 5 as part of the TN coverage area information not just when the SIB X is provided by the same cell. Additionally, the UE may consider the SIB 4 / SIB 5 as part of the TN coverage area information (or TN coverage area configuration) provided by the SIB X (which contains the TN coverage area information and the TN coverage area ID) only when the SIB 4 / SIB 5 is configured with any TN coverage area ID provided by the SIB X. The SIB 4 / SIB 5 may not be considered as part of the TN coverage area information if the SIB 4 / SIB 5 is not configured with any TN coverage area ID provided by the SIB X.

[0299] In some implementations, the serving RAN may provide another indicator in broadcast system information (e.g., the SIB1 / SIB 4 / SIB 5 / SIB X) to indicate whether the SIB 4 / SIB 5 is part of the TN coverage area information (or part of the TN coverage area configuration) .

[0300] In some implementations, the UE may decide whether to include the SIB 4 / SIB 5 into the TN measurement relaxation procedure based on whether the inter-frequency / inter-RAT TN measurement relaxation procedure may be enabled / configured by the serving (NTN) cell.

[0301] In some implementations, the UE may consider / decide the SIB 4 / SIB 5 as part of the TN  coverage area information / TN coverage area configuration based on multiple proposed designs / indicators (e.g., the designs / indicators proposed in this disclosure) .

[0302] In some implementations, the serving RAN (e.g., serving satellite) may instruct the UE to release the stored TN coverage area information / configuration via a specific instruction or a specific indicator (e.g., Indicator#i via broadcast system information, UE-specific RRC signaling, DCI on a common search space or a UE-specific search space) .

[0303] In some implementations, the serving RAN (e.g., serving satellite) may instruct the UE to release the stored intra-frequency TN coverage area information / configuration via a specific instruction or a specific indicator (e.g., Indicator#j via broadcast system information such as the SIB 1 / SIB 2 / SIB 3, UE-specific RRC signaling, DCI on a common search space or a UE-specific search space) .

[0304] In some implementations, the serving RAN (e.g., serving satellite) may instruct the UE to release the stored inter-frequency TN coverage area information / configuration via a specific instruction or a specific indicator (e.g., Indicator#k via broadcast system information such as the SIB 4, UE-specific RRC signaling, DCI on a common search space or a UE-specific search space) .

[0305] In some implementations, the serving RAN (e.g., serving satellite) may instruct the UE to release the stored inter-RAT TN coverage area information / configuration via a specific instruction or a specific indicator (e.g., Indicator#l via broadcast system information such as the SIB 5, UE-specific RRC signaling, DCI on a common search space or a UE-specific search space) .

[0306] In some implementations, the system information containing TN coverage area information / TN coverage area configuration may not be configured with a value tag (e.g., the valuetag IE) in the broadcast system information to represent the validity / version of the associated SIB X which may be broadcast by the same cell.

[0307] In some implementations, the indicators proposed to enable the intra-frequency / inter-frequency / inter-RAT TN measurement relaxation procedure (e.g., Indicator#A / Indicator#B / Indicator#C) may also enable / trigger / instruct / allow the UE to obtain the information related to the intra-frequency / inter-frequency / inter-RAT TN measurement relaxation procedure.

[0308] In some implementations, the indicators proposed to disable the intra-frequency / inter-frequency / inter-RAT TN measurement relaxation procedure (e.g., Indicator#A / Indicator#B / Indicator#C) may also enable / trigger / instruct / allow the UE to release the information related to the intra-frequency / inter-frequency / inter-RAT TN measurement relaxation procedure.

[0309] In some implementations, three levels of services may be provided while a UE may be in  (E-UTRA / NR) RRC idle state: limited service (e.g., emergency calls, ETWS and CMAS on an acceptable cell) ; normal service (for public use or non-public use on a suitable cell) ; and operator service (for operators only on a reserved cell) .

[0310] The UE may access an NTN cell for limited service, normal service, or operator service.

[0311] In the present disclosure, an acceptable cell may be a cell on which the UE may camp to obtain the limited service (e.g., originate emergency calls and receiving the ETWS and CMAS notifications) . Such a cell may fulfill the following requirements, which may be the minimum set of requirements to initiate an emergency call and to receive ETWS and CMAS notification in an NR network: the cell is not barred, and the cell selection criteria are fulfilled.

[0312] A UE accessing an acceptable cell may be staying in an any-cell-selection state.

[0313] The any-cell-selection state may be applicable for a UE operating in the RRC Idle or the RRC inactive state. In the any-cell-selection state, the UE may perform a cell selection process to find a suitable cell. If the UE fails to find a suitable cell via the cell selection process after a complete scan of all RATs and all frequency bands supported by the UE, the UE not in the SNPN Access Mode may attempt to find an acceptable cell of any PLMN to camp on, trying all RATs that are supported by the UE and searching first for a high-quality cell, as defined in 3GPP TS 38.304 v17.6.0 (or TS 36.304 v17.4.0) . If the UE fails to find a suitable cell via a cell selection process after a complete scan of all frequency bands supported by the UE, the UE in the SNPN access mode may attempt to find an acceptable cell of any SNPN to camp on. The UE, which is not camped on any cell, may stay in the any-cell-selection state.

[0314] In some implementations, the TN coverage area information provided by the SIB X may not be associated with any network information (e.g., PLMN) supported by the UE. Additionally, the serving NTN cell may possibly be just an acceptable cell to the UE and thus the UE may only be able to access the limited services via the NTN cell.

[0315] In some implementations, the TN coverage area information provided by the SIB X may be associated with one or more networks (e.g., based on the PLMN ID list supported by the serving (NTN) cell via the SIB1) . The association between the TN coverage area information and the PLMN IDs may be further configured by the serving (NTN) cell via the SIB 1 / SIB X. In this condition, the UE may decide whether to implement the TN measurement relaxation procedure (or in opposite, the UE may implement the TN measurement) on one target frequency carrier based on whether the registered PLMN of the UE (or a PLMN indicated by the upper layers of the UE) provides the TN coverage area on the UE’s location (e.g., based on the GEO-information obtained by the UE via 3GPP RAT or other RATs, such as GNSS or Wi-Fi) .

[0316] Based on the TN coverage area information and the network information (e.g., provided  in the system information broadcast by the serving RAN) , the UE may not monitor a target TN frequency carrier (e.g., target frequency carrier#N) if the UE considers the registered PLMN (or the NW that the UE’s NAS layer indicates) does not provide a TN coverage area on the area where the UE is located. The UE may (resume to) monitor the target TN frequency carrier#N if the UE considers that the registered PLMN (or the NW that the UE’s NAS layer indicates) provides a TN coverage area on the area where the UE is located.

[0317] The proposed mechanisms in this disclosure may be applicable to a UE operating on the camped-normally state, the camped-on-any-cell state, or the any-cell-selection state.

[0318] In some implementations, the UE under the camped-normally state, the camped-on-any-cell state, or the any-cell-selection state may decide (whether) to implement the proposed mechanisms on the inter-frequency / intra-frequency / inter-RAT TN measurement relaxation procedure (or inter-frequency / inter-frequency / inter-RAT TN measurement procedure) jointly or respectively / independently based on the mechanisms proposed in this disclosure.

[0319] In the present disclosure, the camped-on-any-cell state may only be applicable for the RRC idle state. In the camped-on-any-cell state, the UE may perform several tasks. For example, in the camped-on-any-cell state, the UE may monitor Short Messages transmitted with a P-RNTI over DCI as specified in 3GPP TS 38.331 v17.5.0. The UE may also monitor relevant System Information as specified in 3GPP TS 38.331 v17.5.0. Additionally, the UE may perform necessary measurements for a cell reselection evaluation procedure. The UE may execute the cell reselection evaluation process on certain occasions or triggers. These may include UE internal triggers, to meet performance as specified in 3GPP TS 38.133 v17.5.0, and when information on the BCCH used for the cell reselection evaluation procedure has been modified.

[0320] In the camped-on-any-cell state, the UE may also regularly attempt to find a suitable cell by trying all frequencies of all RATs that are supported by the UE. If a suitable cell is found, the UE may enter the camped normally state. If the UE supports voice services and is not in the SNPN access mode, and the current cell does not support IMS emergency calls as indicated by a particular field, such as ims-EmergencySupport, in the SIB 1 as specified in 3GPP TS 38.331, the UE may perform the cell selection / reselection to an acceptable cell that supports emergency calls in any supported RAT regardless of the priorities provided in the system information received from the current cell, if no suitable cell is found.

[0321] Additionally, in the camped-on-any-cell state, if the UE support voice services and is in the SNPN access mode, and the current cell does not support IMS emergency calls for any SNPN (s) as indicated by the field imsEmergencySupportForSNPN in the SIB 1 as specified in 3GPP TS 38.331 v17.5.0, the UE may perform a cell selection / reselection to an acceptable cell of any available SNPN  that supports emergency calls, if no suitable cell is found.

[0322] In some implementations, a UE staying in the camped-on-any-cell state may need to scan all frequency bands supported by the UE to find a suitable cell. This may be because the TN coverage area information involves the networks (e.g., PLMNs) that are not supported by the UE. For example, the TN coverage area information may only be associated with the PLMNs supported by the serving NTN cell or the TN coverage area information may only be associated with the first PLMN shown in the PLMN ID list supported by the serving cell. The PLMN ID list may be included in the broadcast SIB 1 of the serving NTN cell. Therefore, the UE may not implement the TN measurement relaxation procedure and the UE may not try to obtain the information related to the TN coverage area information / TN measurement relaxation procedure (e.g., the SIB 4 / SIB 5 / SIB X) while the UE is staying in the camped-on-any-cel state.

[0323] In some implementations, a UE staying in the camped-on-any-cell state may still implement the TN measurement relaxation procedure.

[0324] In some implementations, the serving RAN (or serving Core Network) may configure whether a UE staying in the camped-on-any-cell state should implement the TN measurement relaxation procedure via specific control signaling (e.g., broadcast system information) . In some implementations, it may be pre-defined in the technical specification whether a UE staying in the camped-on-any-cell state should implement the TN measurement relaxation procedure.

[0325] In some implementations, a UE staying in the any-cell-selection state may need to scan all frequency bands supported by the UE to find a suitable cell. The PLMN ID list may be included in broadcast SIB 1 of the serving NTN cell. Therefore, the UE may not implement the TN measurement relaxation procedure and the UE may not try to obtain the information related to the TN coverage area information / TN measurement relaxation procedure (e.g., the SIB 4 / SIB 5 / SIB X) while the UE is staying in the Any Cell Selection state.

[0326] In some implementations, a UE staying in the any-cell-selection state may implement the TN measurement relaxation procedure.

[0327] In some implementations, the serving RAN (or serving Core Network) may configure whether a UE staying in the any-cell-selection state should implement the TN measurement relaxation procedure via specific control signaling (e.g., broadcast system information) . In some implementations, it may be pre-defined in the technical specification whether a UE staying in the any-cell-selection state  should implement the TN measurement relaxation procedure.

[0328] In some implementations, the TN coverage area information may only be applicable to a UE that is normally camping on a serving (NTN) cell (e.g., the UE may be staying in a camped-normally state and the NTN cell may be a suitable cell to the UE) .

[0329] In some implementations, the serving RAN (or serving Core Network) may further configure whether a UE staying in the camped-normally state should implement the TN measurement relaxation procedure via specific control signaling (e.g., broadcast system information) . In some implementations, it may be pre-defined in the technical specification whether a UE staying in the camped-normally state should implement the TN measurement relaxation procedure.

[0330] In the 3GPP R-18 standardization discussions, the attendees have reached a consensus on the TN coverage area configuration / TN coverage area information. The discussion may have concurred that both the NR TN coverage and the E-UTRA TN coverage may be provided. To convey the TN coverage area information, a new SIB may be introduced. Each TN coverage area configuration may be associated with a TN coverage Area ID. The frequency information for the TN coverage areas may be indicated by adding the TN coverage area IDs in the SIB 4 and the SIB 5.

[0331] The new SIB (which may be referred to as SIB X in this disclosure) may be provided to convey the TN coverage area information. The TN coverage area information may include the TN coverage area information configuration and / or the TN coverage ID.

[0332] Additionally, several agreements have also been reached regarding the TN coverage signaling. Specifically, the network may provide the corresponding geographical area information via broadcast signaling, potentially using a list of possibly overlapping coverage areas. Each coverage area may be defined using a center location coordinate and a radius, intended to describe a group of cells, not just a single cell. Moreover, the area center location and the corresponding radius for the TN coverage area information may be signaled using an Ellipsoid-Point and a radius separately. In addition, the acquired TN area coverage information may remain valid until the next system information update of the SIB that includes the TN coverage area information. Furthermore, on a frequency band number shared by the TN and NTN (such as n1) systems, if the NTN-specific assistance information is not provided for a neighbor cell configured in the SIB 3 / SIB 4, the UE may assume this is a TN neighbor cell. This understanding may also be applicable for Rel-17 and may not require any specification update.

[0333] Based on the agreements mentioned above, a RAN may configure a UE with the TN coverage area information. The TN coverage area information may include the TN coverage area configuration or be considered equivalent to the TN coverage area configuration. In cases where the TN coverage area information is considered equivalent to the TN coverage area configuration, the  terms “TN coverage area information” and “TN coverage area configuration” may be used interchangeably. In this disclosure, the terms “TN coverage area information, ” “TN area information, ” and “TN coverage information” may be used interchangeably and refer to the same concept, and the terms “TN coverage area configuration, ” “TN area configuration, ” and “TN coverage configuration” may be used interchangeably and refer to the same concept. The NTN coverage area information or the NTN-only coverage area information may be included in a new SIB (which may be referred to as SIB X in this disclosure) . The NTN coverage area information or the NTN-only coverage area information may be associated with the SIB 3, SIB 4, or SIB 5. For the purposes of this disclosure, the term “ (TN / NTN) coverage area information” or “TN / NTN coverage area information” may represent all of the possible combinations of these information types. For example, the TN / NTN coverage area information may include the TN coverage area information and / or the NTN coverage area information.

[0334] The TN coverage area information may be associated with one or more TN area IDs, which may also be included as part of the TN coverage area information or the TN coverage area configuration. In the SIB 4 / SIB 5 broadcast by the serving RAN, one or more target E-UTRA / NR frequency carriers may be further associated with at least one TN area ID list (which may be referred to as TNAreaID_list) . The length or size of the TNAreaID_list may be pre-defined or pre-configured in the technical specification. The TNAreaID_list (e.g., TNAreaID_list#1 or the TNAreaID_list#A) may be provided via the SIB X, SIB 4, and / or SIB 5.

[0335] A UE may decide whether to implement or stop a TN measurement relaxation procedure based on the status of SIB X / SIB 3 / SIB 4 / SIB 5. During a TN measurement relaxation procedure, a UE may selectively cancel or skip measurements of TN frequencies under specific conditions. The decision on whether to implement or stop a TN measurement relaxation procedure may cause a gap period when the serving RAN changes the value tag (e.g., the valuetag IE) of the broadcasting SIB X / SIB 3 / SIB 4 / SIB 5 while updating or modifying the broadcasting system information. Under certain conditions, the UE may be forced to resume the TN measurement procedure on one or more target frequencies after the value tag (s) of one or more involved SIBs are changed or updated. However, after receiving the updated system information (e.g., the SIB 3, SIB 4, SIB 5, and / or SIB X) , the UE may find that resuming the TN measurement procedure is unnecessary. Additionally, after receiving all the updated SIB (s) , the UE may decide to re-start the TN measurement relaxation procedure and thus discard or drop the stored L1 / L3 measurement results. This event may cause unnecessary UE measurement and UE power consumption. To address these issues, further enhancement is proposed in this disclosure.

[0336] The UE may obtain the SIB (s) related to the TN / NTN coverage area information and the TN / NTN measurement relaxation procedure through a SIB on-demand procedure. Under this  condition, the UE may consider the stored SIB (s) related to the TN / NTN coverage area information and the TN / NTN measurement relaxation procedure as still valid before the UE (re) obtains the latest or updated SIB (s) through the SIB on-demand procedure.

[0337] In some implementations, a “partial valid SIB 3 / SIB 4 / SIB 5 design” may be implemented in this disclosure. Based on the partial valid SIB 3 / SIB 4 / SIB 5 design, only the IEs in the SIB 3 / SIB 4 / SIB 5 which are related to the TN / NTN coverage area information provision and / or the TN / NTN measurement relaxation procedure (e.g., the E-UTRA / NR frequency list provided in the SIB 4 / SIB 5) may be considered. The other parts of the SIB 3 / SIB 4 / SIB 5 (the IEs not related to the TN / NTN coverage area information provision and / or the TN / NTN measurement relaxation procedure) may be stored, released, or updated based on the conventional approaches (e.g., the conventional approaches in the 3GPP Rel-17 technical specifications) .

[0338] The partial valid SIB 3 / SIB 4 / SIB 5 design may be implemented during an idle mode mobility event (e.g., the cell (re) selection procedure while the UE is staying in an RRC inactive state or an RRC idle state) . Thus, during the cell (re) selection procedure, the UE may still keep / retain the stored SIB 3 / SIB 4 / SIB 5 / SIB X (or a part of the stored SIB 3 / SIB 4 / SIB 5 / SIB X) for the TN / NTN coverage area information configuration and the TN / NTN measurement relaxation procedure.

[0339] In some implementations, the serving cell that delivers the SIB X / SIB 3 / SIB 4 / SIB 5 may be associated with a particular parameter, t-service. The serving cell may stop the RAN service after or upon the indicated t-service. In such cases, part or all of the SIBs related to the TN / NTN coverage area information stored by the UE, which the UE may receive from the serving cell, may still be valid after the t-service. Additionally, the TN coverage area information may remain valid to the UE after the t-service. For example, the TN coverage area information may remain valid until the UE (re) selects another TN / NTN cell, which may or may not provide the TN / NTN coverage area information via system information broadcasting.

[0340] The UE may also be configured with a t-gap, which indicates a gap time period for a hard NTN (satellite / cell) switch, such as a hard satellite switch from a source cell / satellite to a target cell / satellite. During the t-gap configured by the serving RAN, which may be considered as an NTN coverage hole to the UE, the UE may still keep the stored NTN / TN coverage area information / configuration received from the serving NTN cell before the t-gap for the TN measurement relaxation procedure. The UE may decide to keep the stored TN / NTN coverage area information without being impacted by the mechanism also proposed in this disclosure to release the stored TN / NTN coverage area information.

[0341] In some implementations, the UE may keep the stored NTN / TN coverage area information / configuration received from the serving NTN cell before the t-gap for the TN  measurement relaxation procedure during the t-gap. This may continue unless the UE decides to drop or release the stored TN / NTN coverage area information (e.g., based on the mechanism also proposed in this disclosure to release the stored TN / NTN coverage area information) .

[0342] In some implementations, the UE may be configured with a specific parameter, t-start, which may indicate an overlap time period for a soft NTN (satellite / cell) switch, such as a soft satellite switch from a source cell / satellite to a target cell / satellite. Based on the t-start configured by the serving RAN (which may be considered as an NTN coverage hole to the UE) , the UE may keep / retain the stored NTN / TN coverage area information / configuration received from the source cell / satellite for the TN measurement relaxation procedure. During the soft NTN satellite switch procedure, which may occur before the time period indicated by t-start, the UE may use part or all of the system information (e.g., SIB 3 / SIB 4 / SIB 5 / SIB X) associated with the target cell to generate the latest TN / NTN coverage area information. During the soft NTN satellite switch procedure, the UE may use the stored TN / NTN coverage area information and may maintain the TN measurement relaxation procedure based on the TN / NTN coverage area information received from the source cell / satellite. After the time period indicated by t-start, the UE may update the TN / NTN coverage area information based on the SIB (s) (e.g., SIB 3 / SIB 4 / SIB 5 / SIB X) associated with the target cell, or by jointly considering the stored TN / NTN coverage area information received from the source cell / satellite and from the target cell / satellite. Subsequently, the UE may decide to modify the TN frequency measurement relaxation procedure based on the latest TN / NTN coverage area information.

[0343] Tables 1 to 3 show examples of content from SIB X, SIB 4, and SIB 5, respectively, represented in the ASN. 1 format. It should be noted that the TNArealD_list#1 and / or TNArealD_list#Ashown in the tables may be associated with the TN Area IDs configured in the SIB X.

[0344] Table 1

[0345] Table 2

[0346] Table 3

[0347] In some implementations, a given frequency carrier may be configured to be associated with a TN area ID. For example, in SIB 4 / SIB 5, an NR or E-UTRA Frequency#1 may correspond to an TN area ID#1, while an NR or E-UTRA Frequency#M may correspond to an TN Area ID#K. A  given TN area ID may be associated with the corresponding TN coverage area information, which may define, present, or indicate the geometric area information of a corresponding TN coverage area.

[0348] In some implementations, the TN coverage area information and the TN area ID may be provided via the same SIB. In some implementations, the TN coverage area information and the TN area ID may be provided via another SIB X.

[0349] A TN area ID may identify a corresponding TN coverage area. For example, the TN area ID may be associated with a set of particular parameters / IEs contained in the TN coverage area information, such as the TNCellReferencePoint IE and the TNCellDistanceRadius IE. The set of particular parameters / IEs may be used to determine a TN coverage area associated with the TN area ID.

[0350] Figure 4 is a schematic diagram illustrating a TN coverage area, according to an example implementation of the present disclosure. As illustrated in Figure 4, TN coverage area 402 may be defined by two IEs: TNCellReferencePoint and TNCellDistanceRadius. TNCellReferencePoint may indicate the center / reference point of TN coverage area 402, and TNCellDistanceRadius may indicate the extent of the coverage from the reference point indicated by TNCellReferencePoint. TNCellReferencePoint and TNCellDistanceRadius may together determine the extent of TN coverage area 402.

[0351] The TN coverage area information may serve as a mechanism to associate the TN area ID with the TNCellReferencePoint and the TNCellDistanceRadius. For example, the TN coverage area information may include the TN area ID, the TNCellReferencePoint, and the TNCellDistanceRadius, thereby establishing the association between the TN area ID and these IEs. Table 4 shows an example of associating the TN area ID (e.g., TN_areaID) with the set of IEs (e.g., TNCellReferencePoint and TNCellDistanceRadius) that determines the TN coverage area. As shown in Table 4, the TN coverage area information may contain a SEQUENCE structure that includes TN_areaID, TNCellReferencePoint, and TNCellDistanceRadius at the same hierarchy level within the structure.

[0352] Table 4

[0353] To support NTN / TN coverage enhancements, an enhancement mechanism for the TN coverage area information may be proposed. Additionally, the UE may decide to implement a TN measurement relaxation procedure based on the received / stored TN coverage area information and mechanisms proposed in this disclosure. The proposed mechanisms in this disclosure may also be applicable to the NTN coverage area information / configuration and the NTN measurement relaxation procedure.

[0354] The TN coverage area information or TN area configuration may be provided by a LEO / MEO / GEO. The TN coverage area information may be provided by a quasi-earth-fixed cell, an earth-moving cell, and / or an earth-fixed cell.

[0355] In some implementations, at least part of the serving cells of a UE may be implemented on a LEO / MEO / GEO via E-UTRA protocols or NR protocols. The serving cell of the UE may be implemented on an E-UTRA RAT or an NR RAT.

[0356] Figure 5 is a diagram illustrating a satellite-assisted communication system, according to an example implementation of the present disclosure. As illustrated in Figure 5, the system may include an NTN cell (e.g., NTN cell 502, which may be provided by a satellite) and a UE (e.g., UE 504) on the Earth’s surface. When the UE is in the coverage area of the NTN cell (e.g., NTN coverage area 506) , the UE may receive TN coverage area information from the NTN cell. The TN coverage area information may enable the UE to identify or determine a TN coverage area (e.g., TN coverage area 508) for a specific frequency, such as TN frequency i. Additionally, as described in Figure 4, the TN coverage area may be defined by two IEs: TNCellReferencePoint and TNCellDistanceRadius, where the TNCellReferencePoint may indicate the center or reference point of the TN coverage area, while the TNCellDistanceRadius may specify the extent of the coverage from this reference point. It should be noted that the TN coverage area may encompass the coverage area (s) of one or more terrestrial cells. In some implementations, a TN coverage area may be presented by a combination of one or more TNCellReferencePoint IEs and one or more TNCellDistanceRadius IEs. Additionally or alternatively, for the TN area information that includes a {TNCellReferencePoint and TNCellDistanceRadius} set, it may be reused among different TN frequencies to indicate the TN coverage areas among different TN frequencies respectively.

[0357] A new SIB (e.g., SIB X) may be configured to carry the TN / NTN coverage area information for the UE. Additionally or alternatively, the TN coverage area information may be provided via any combinations of the SIB 3 / SIB 4 / SIB 5 / SIB19 in the 3GPP NR / E-UTRA protocol. For example, a TN area list may be configured in the SIB 3 / SIB 4 / SIB 5, while the TN / NTN coverage area information may be provided in the SIB X.

[0358] In the present disclosure, the SIB 3 / SIB 4 / SIB 5 / SIB X may be implemented on the NR protocols or the E-UTRA protocols.

[0359] In some implementations, the TNCellReferencePoint may be configured based on the same format as the ReferenceLocation-r17 IE provided in the 3GPP Rel-17 NR protocols. The value of TNCellDistanceRadius may be configured as an integer between 0 and 65525 (e.g., meter (s) , kilometer (s) ) . The UE may store the associated information related to the SIB X, including at least one of the following items (a) to (e) :

[0360] a) the associated area scope (e.g., represented by the areaScope IE) ,

[0361] b) the first PLMN ID (e.g., represented by the PLMN-Identity IE) in the PLMN ID information list (e.g., represented by the PLMN-IdentityInfoList IE) for the non-NPN-only cells, or the first NPN ID (e.g., the SNPN ID in case of SNPN, or the PNI-NPN ID in case of PNI-NPN) in the NPN ID information list (e.g., represented by the NPN-IdentityInfoList IE) for the NPN-only cells, or the PLMN ID, SNPN ID, or the PNI-NPN ID,

[0362] c) the cell ID (e.g., represented by the cellIdentity IE) ,

[0363] d) the system information area ID (e.g., represented by the systemInformationAreaID IE) , and

[0364] e) the value tag (e.g., the valueTag IE) indicated in the si-SchedulingInfo IE for the system information that includes the TN coverage area information (e.g., SIB 4 / SIB 5 / SIB X) .

[0365] In some implementations, the stored TN / NTN coverage area information associated with one or more target frequency carriers may be valid only while the UE is located within a given area, such as the area associated with the systemInformationAreaID IE, or another valid TN / NTN coverage area defined in the SIB X (e.g., based on the ReferenceLocation-r17 and the TNCellDistanceRadius provided in 3GPP Rel-17 protocols) .

[0366] SIB 4 or SIB 5 may change its {areascope state} , {valuetag} , or {systemInformationAreaID} , which may or may not influence the valuetag associated with the SIB 4 / SIB 5. In such a condition, the SIB X, which may be configured with a frequency list provided in the SIB 4 / SIB 5, may still be considered valid. The UE may still consider the TN / NTN coverage area information associated with the combination of SIB 4 / SIB 5 / SIB X valid before re-obtaining the latest SIB 4 / SIB 5.

[0367] The UE may still refer to the {areascope state} and {systemInformationAreaID} of the SIB 4 / SIB 5 / SIB X when deciding on the TN coverage area information provided by the SIB X. While these parameters / IEs (e.g., the areascope state, the valuetag, and / or the systemInformationAreaID) may change, the UE may still consider the stored TN / NTN coverage area information valid before re- obtaining the latest SIB 4 / SIB 5. The UE may continue to implement the TN measurement relaxation procedure based on the stored TN coverage area information until successfully updating the SIB 4 / SIB 5 / SIB X. After a successful update, the UE may re-evaluate whether to perform / implement, drop, maintain, or update the TN measurement relaxation procedure based on the latest SIB 4 / SIB 5 / SIB X.

[0368] In some implementations, the SIB X may not be configured with the areascope state or the systemInformationAreaID. The SIB X, which may include the TN coverage area information, may be valid in the TN / NTN coverage area indicated by the SIB X. In such a condition, the UE may not attempt to re-obtain the SIB X while staying in the area indicated by the SIB X.

[0369] The SIB X may indicate the TN coverage area and / or the NTN coverage area. The NTN coverage area may include the area not covered by the TN cell (s) but supported or covered by the NTN cell (s) . In such a condition, the SIB X may not be configured with the areascope state in the SIB1. The valid area of the SIB X may be included within itself (e.g., by reusing the TNCellReferencePoint and / or the TNCellDistanceRadius to define the valid area of the SIB X or using new IEs different from the TNCellReferencePoint and / or the TNCellDistanceRadius) . For example, the new IEs may include the SIB X_CRReferencePoint IE and / or the SIB X_CRDistanceRadius IE, which may have a larger value range compared to the value range of the TNCellDistanceRadius. In some implementations, the valid area of the SIB X may also be defined in the SIB1.

[0370] The UE may consider the SIB X still valid while staying in the TN / NTN coverage area indicated by the SIB X (e.g., indicated by the TN / NTN coverage area information in the SIB X) . When moving out of the valid TN / NTN coverage area (which may be also referred to as valid area) , the UE may attempt to re-obtain the latest SIB X from its serving RAN. The UE may retain the stored TN / NTN coverage area information after moving out of the valid area indicated by the SIB X, so the UE may maintain the TN measurement relaxation procedure before re-obtaining the latest SIB X.

[0371] In some implementations, the valid area of the SIB X may include the union of the TN coverage area, the NTN coverage area, and the NTN-only coverage area. The SIB X may provide a boundary (e.g., the valid area of the SIB X) of the valid area. The valid area may be associated with a system information area ID of a network ID (e.g., PLMN ID / SNPN ID) . The UE may implement an NTN measurement relaxation procedure if the UE moves out of the NTN-only coverage information (e.g., provided by the SIB X) .

[0372] The UE may drop or release the stored SIB X (which may also be labelled as SIB X_1 in this disclosure) if the UE moves out of the area (e.g., the TN coverage area or the NTN-only coverage area specified by the SIB X_1) . Additionally, the UE may or may not try to re-obtain the latest SIB X (which may also be labelled as SIB X_2 in this disclosure) provided by the serving RAN after the UE moves out of the area specified by the stored SIB X_1.

[0373] In some implementations, the SIB X may be valid with the serving / selected NW (e.g., selected PLMN) of the UE. The UE may consider the SIB X valid if the SIB X is associated with the selected / serving PLMN of the UE. The UE may keep the TN / NTN coverage area information while the UE has the same selected / serving PLMN. The UE may drop or release the stored TN / NTN coverage area information while the UE re-selects another network (e.g., PLMN / SNPN / CSG) .

[0374] In some implementations, the UE may delete any stored version of a SIB (e.g., SIB 4 / SIB 5 / SIB X) after N hours (e.g., N=3) from the moment the SIB was successfully confirmed as valid. While the stored SIB 4 / SIB 5 may be deleted by the UE because of the N hours life cycle above, the UE may still retain (or keep) the stored TN / NTN coverage area information. In this disclosure, “retain” and “keep” may be used interchangeably. Furthermore, the UE may still keep or maintain the TN / NTN measurement relaxation procedure before the UE re-obtains the latest SIB 4 / SIB 5.

[0375] In some implementations, the stored SIB X, which may include the TN / NTN coverage area information, may also be released after N hours from the moment the SIB X was successfully confirmed as valid. In another example, the stored SIB X may be configured to be released after m hours from the moment the SIB X was successfully confirmed as valid. The value of m (e.g., 1, 2, 3..... infinite) may be pre-defined in the technical specifications and / or may be pre-configured by the serving RAN via Access Stratum (AS) or Non-Access Stratum (NAS) control signaling. The stored TN / NTN coverage area information may be retained by the UE unless the UE receives an instruction (e.g., from the serving RAN via DL broadcast / group-cast / unicast control signaling) to delete the stored TN / NTN coverage area information.

[0376] In some implementations, the SIB X may be further configured with a specific parameter / IE, such as the expirationTime IE.

[0377] Table 5 presents an example of a particular IE, such as the AssistanceDataSIBelement, in an ASN. 1 format, which may include the expirationTime IE.

[0378] Table 5

[0379] The expirationTime (denoted as expirationTime-r15 in Table 5) may be used to determine how long the broadcast assistance data content (e.g., any combination of the SIB 4 / SIB 5 / SIB X for the TN coverage area configuration and the TN / NTN measurement relaxation procedure) may be valid.  The expirationTime may be specified as UTC time and may indicate when the broadcast assistance data content will expire.

[0380] The UE may keep the SIB X before the expirationTime. The UE may drop the stored SIB X after the expirationTime. In some implementations, the UE may receive the expirationTime from the DL broadcast / group-cast / unicast control signaling, such as a broadcasting SIB reception procedure, a on-demand SIB procedure, or via DL RRC signaling.

[0381] In some implementations, the stored TN / NTN coverage area information (associated with one or more target frequency carriers) may be valid only when the satellite (or cell / BS / gNB / eNB) is located within a certain trajectory (or a given area in the constellation) . The UE may release or drop the stored TN / NTN coverage area information if the satellite leaves the trajectory (or given area in the constellation) . The UE may be configured with the (valid) trajectory information by receiving the SIB X / SIB19. The UE may retain the stored TN / NTN coverage area information while the serving satellite leaves the valid trajectory indicated by the SIB X until the UE re-obtains the latest valid SIB X from the serving RAN. The UE may maintain the TN / NTN measurement relaxation procedure before the UE re-obtains the latest valid SIB X.

[0382] In some implementations, the UE may decide the validity of the stored TN / NTN coverage area information only based on the target / concerned frequency that the UE is configured to implement the TN / NTN measurement or the frequency in which the UE may have an interest (or for which the UE may have the capability) to implement measurement on the target frequency carrier.

[0383] In some implementations, if the UE may have no interest in all of the frequency carriers associated with the TN coverage area information (e.g., the UE may have no interest in the frequency carriers associated with the SIB X) , the UE may not try to obtain the SIB X. In other words, the UE may decide whether to receive / obtain / update the SIB X based on whether the UE is configured (or whether the UE has an interest / whether the UE has the capability) to implement the TN measurement on the concerned / target frequency carrier. Additionally or alternatively, the UE may decide whether to receive / obtain / update the SIB X based on whether the UE supports TN frequency measurement skipping mechanism and / or whether the UE is capable of obtaining the GNSS / location information. In contrast, the UE may not try to obtain / receive / update the SIB X if the UE has no interest (or the UE is not be configured or the UE does not has the capability) to implement the measurement on (all or part of) the frequency carriers indicated by the SIB X and the associated the TN area ID list (e.g., the TN_Area_ID_list IE) .

[0384] In some implementations, the UE may be triggered to receive / update the SIB X only while the UE is configured / enabled / allowed to implement the TN / NTN measurement relaxation / skipping procedure and the UE is also capable of obtaining the GNSS / location information. In other words, the  UE may not be triggered to receive / update the SIB X while the UE is not configured / enabled / allowed to implement the TN / NTN measurement relaxation procedure.

[0385] TN / NTN measurement relaxation procedure in the RRC inactive / idle state

[0386] In some implementations, the UE may decide whether to implement the TN measurement relaxation procedure based on the valid TN area configuration on a target frequency carrier. The UE may obtain a target (E-UTRA / NR) frequency carrier by receiving the SIB 3 / SIB 4 / SIB 5. The UE may then obtain the TN coverage area information or the TN coverage area configuration from a received new SIB X. The UE may identify or decide whether to start, initiate, implement, stop, or postpone the TN measurement relaxation procedure based on the received or stored TN / NTN coverage area information or the TN coverage area configuration.

[0387] For example, the UE may decide to implement the TN / NTN measurement relaxation on a target frequency carrier while or after the UE identifies it is out of the TN coverage area on the target carrier (e.g., based on the SIB 4 / SIB 5 / SIB X for the TN coverage area information and / or the TN coverage area configuration) . The UE may decide to resume the TN measurement on the target frequency carrier while or after the UE identifies itself moving into the TN coverage area on the target carrier (e.g., based on the SIB 4 / SIB 5 / SIB X for the TN coverage area information and / or the TN coverage area configuration) . Additionally or alternatively, the UE may decide to implement the NTN measurement on a target frequency carrier (only) while or after the UE identifies it is moving into the NTN-only coverage area on the target carrier (e.g., based on the SIB 4 / SIB 5 / SIB X for the NTN-only coverage area information and / or the TN coverage area configuration) . Additionally or alternatively, the UE may decide to implement the TN measurement relaxation procedure on a target frequency carrier while or after the UE identifies (only) while the UE moves to an NTN-only coverage area on the target carrier (e.g., based on the SIB 4 / SIB 5 / SIB X for the TN / NTN coverage area information and / or the TN / NTN coverage area configuration) .

[0388] In some implementations, the UE may also (jointly) access or apply other supporting information for the measurement relaxation procedure decision. The proposed measurement relaxation procedure may be applicable to at least one of the following mechanisms (a) to (d) :

[0389] (a) The cell (re) selection procedure for an RRC idle / inactive mode mobility event.

[0390] (b) The Radio Link Management procedure for an RRC connected mode mobility event.

[0391] (c) The Logged measurement implementations in the 3GPP technical specifications. In some implementations, the logged measurement implementations in the 3GPP technical specification  may not be impacted by the reception of the TN coverage area configuration or the TN coverage area information (e.g., the SIB 4 / SIB 5 / SIB19 reception) .

[0392] (d) The idle / inactive measurement implementations in the 3GPP technical specifications. In some implementations, the idle / inactive measurement implementations in the 3GPP technical specification may not be impacted by the reception of the TN coverage area configuration or the TN coverage area information (e.g., the SIB 4 / SIB 5 / SIB19 reception) .

[0393] In some implementations, the UE may identify whether the UE is located in a given TN coverage area based on the GNSS information obtained outside the 3GPP RAT. Additionally or alternatively, the UE may identify whether its location is within the given TN coverage area based on the 3GPP NR positioning techniques. In some implementations, the UE may not implement (or may drop) the proposed TN / NTN measurement relaxation procedure if the UE becomes incapable of deciding whether it is located in the TN coverage area without additional access information (e.g., the GNSS information or the 3GPP indoor positioning technique) .

[0394] In some implementations, the UE may not try to (re) obtain the TN coverage area information if the UE is not capable of implementing the measurement relaxation procedure based on the TN coverage area information (with or without the UE positioning capability) . The UE may release the stored TN coverage area information (if there is any) if the UE becomes incapable of implementing the measurement relaxation procedure based on the TN coverage area information (with or without the UE positioning capability) .

[0395] In some implementations, the UE may not receive (or may release) the stored TN coverage area information if the UE is configured on the NTN access (or the NTN access mode) . Additionally or alternatively, the UE may receive (or update) the TN coverage area information only while the UE is not configured on the NTN access (mode) or while the UE is configured on the TN access (or the TN access mode) . The UE may drop or release the stored TN / NTN coverage area information while the UE is instructed or configured to perform the NTN access (or leave the TN access) by the serving RAN or by the upper layers at the UE side.

[0396] The UE may give up, abandon, or release the TN / NTN measurement relaxation procedures / implementations (or the UE may resume the inter-frequency / intra-frequency measurements) for the TN network searching on a target frequency carrier if the UE is instructed by the serving RAN to perform the TN / NTN measurement on the target frequency carrier.

[0397] In some implementations, the UE may give up or abandon the TN measurement relaxation procedures, or may resume the inter-frequency or intra-frequency measurements for the TN search, after receiving the UE-specific dedicated control signaling of the E-UTRA protocols or the NR protocols, which may instruct the UE to measure the target frequency carrier. For example, the  instructions may include (or received via) an RRC release (or RRCRelease) message of the 3GPP NR protocols or an RRC (Connected) release message in the 3GPP E-UTRA protocols, which may instruct the UE to move to an LTE or NR RRC idle state. The RRCRelease message may include a suspend configuration for the UE, instructing the UE to move to an NR / LTE RRC inactive state. Additionally or alternatively, the UE may receive a particular IE, such as redirectedCarrierInfo, via an (E-UTRA / NR) RRCRelease message, where the RRCRelease message may instruct the UE to move to one or more E-UTRA or NR frequency carriers. The redirectedCarrierInfo may indicate one or more target frequency carriers, which may also be included in the SIB 4 / SIB 5 / SIB X that provides the TN coverage area information. In such a condition, the UE may give up or abandon the TN measurement relaxation procedure and may resume the Radio Resource Management measurements or the Radio Link Management measurements on the indicated frequency carrier for the cell (re) selection procedures, even if the frequency carrier is included in the SIB 4 / SIB 5 / SIB X and the UE determines that it is out of the TN coverage area based on the TN coverage area information.

[0398] Additionally or alternatively, the UE may be configured with a particular IE, such as cellReselectionPriorities, via the RRCRelease message received from the serving NR / E-UTRA cell. The cellReselectionPriorities may indicate one or more target NR / E-UTRA frequency carriers, which may also be provided by the SIB 4 / SIB 5 / SIB X for the TN measurement relaxation procedure. In such a condition, the UE may resume the TN measurement on the target NR / E-UTRA frequency carrier for the cell (re) selection procedures. Additionally or alternatively, a timer value (e.g., t320) may also be configured for the UE to prioritize the given target NR / E-UTRA frequency carrier while the UE is counting a configured running timer, T320. For example, the UE may start to count the timer T320 down to zero after receiving the value t320 in the same cellReselectionPriorities IE. In such a condition, the UE may resume the TN measurement on the target NR or E-UTRA frequency carrier for the cell (re) selection procedures only while the timer T320 is counting. After the running timer T320 expires, the UE may perform / implement the TN measurement relaxation procedure on the target NR / E-UTRA frequency carrier again. In some implementations, the UE may keep the TN frequency carrier relaxation procedure based on the TN / NTN coverage area information received via the SIB 4 / SIB 5 / SIB X, without being impacted by the received cellReselectionPriorities, even if a target frequency carrier is indicated by both instructions. Additionally or alternatively, the UE may resume the TN frequency carrier measurement for the TN / NTN search based on the received cellReselectionPriorities without being impacted by the TN / NTN coverage area information, even if the target frequency carrier is indicated by both instructions.

[0399] Table 6 shows an example of the cellReselectionPriorities IE in an ASN. 1 format.

[0400] Table 6

[0401] Additionally or alternatively, the UE may be configured with a particular IE, such as deprioritisationReq via the RRCRelease message received from the serving NR / E-UTRA cell. The deprioritisationReq may indicate one or more target NR / E-UTRA frequency carriers also provided by the SIB 4 / SIB 5 / SIB X for the TN measurement relaxation procedure. In such a condition, the UE may resume the TN measurement on the target NR / E-UTRA frequency carrier for the cell reselection procedure. Additionally or alternatively, a particular value, deprioritisationTimer, may be configured for the UE to deprioritize the target NR / E-UTRA frequency carrier while the UE is counting a configured running timer (e.g., T325) . The UE may start counting the T325 down to zero after receiving the deprioritisationTimer value in the same deprioritisationReq IE. In such a condition, the UE may resume the TN measurement on the target NR / E-UTRA frequency carrier for the cell (re) selection procedure only while T325 is counting. After the running T325 expires, the UE may implement / perform the TN measurement relaxation procedure on the target NR / E-UTRA frequency carrier again. In some implementations, the UE may keep the TN frequency carrier relaxation based on the received TN / NTN coverage area information (e.g., received via the SIB 4 / SIB 5 / SIB X) without being impacted by the received deprioritisationReq, even if the target frequency carrier is indicated by both instructions. Additionally or alternatively, the UE may resume the TN frequency carrier measurement for the TN / NTN search based on the received deprioritisationReq without being impacted by the TN / NTN coverage area information received via the SIB 4 / SIB 5 / SIB X, even if the target frequency carrier is indicated by both instructions.

[0402] In some implementations, the UE may give up or abandon the TN measurement relaxation procedures, or may resume inter-frequency or intra-frequency measurements for the TN search after receiving broadcast system information.

[0403] In some implementations, the stored system information (e.g., the SIB 3 / SIB 4 / SIB 5 / SIB X) may become invalid. Additionally, the UE may start or resume measurements on one or more  frequency carriers (e.g., for a TN network search) because the UE may consider the stored TN coverage area information to be invalid. However, in certain cases, while the stored system information may become invalid, the information related to the TN coverage area information and the concerned target frequency carrier list may still be valid for the UE, though the UE may not be aware of this until receiving the updated system information, such as the SIB 3 / SIB 4 / SIB 5 / SIB X. This situation may cause the UE to implement / perform unnecessary TN network search measurements before successfully updating the TN coverage area information.

[0404] Table 7 shows an example of the RRCRelease message / IE in an ASN. 1 format.

[0405] Table 7

[0406] The acquired TN area coverage information may remain valid until the next system information update of the SIB the including TN coverage area information. To eliminate unnecessary measurements caused by frequency information updates, the following approaches may be suggested:

[0407] For the measurement relaxation procedure, the UE may consider the acquired TN / NTN area coverage information and the associated frequency carrier information still valid until the next system information update of the SIB including the TN coverage area information (e.g., the update of the SIB X) and the next system information update of the SIB including the frequency carrier information (e.g., the update of the SIB 3 / SIB 4 / SIB 5) . Additionally or alternatively, when the valuetag (or areascope) of the SIB 4 or SIB 5 changes, the UE may need to receive the latest SIB 4 / SIB 5 (which may be broadcast by the serving cell later) for the system information update procedure. However, to prevent unnecessary measurement relaxation procedures, the UE may still keep / maintain the measurement relaxation procedure before the UE (re) obtains the latest SIB 4 / SIB 5 successfully.  In such a condition, the target (NR / E-UTRA) frequency carrier information or parameters in the stored SIB 4 / SIB 5 may be considered invalid to the UE. Even so, the UE may still maintain the measurement relaxation procedure before the UE finishes the system information update procedure successfully (e.g., for the latest SIB 4 / SIB 5 reception) .

[0408] In some other implementations, the UE may still consider the information or parameters related to the measurement relaxation procedure to be valid before successfully completing the system information update procedure (e.g., for the latest SIB 4 or SIB 5 reception) . In other words, other information or parameters in the originally stored SIB 4 or SIB 5 may become invalid to the UE, and this condition may be considered a “partially valid” condition on the UE side or in the serving RAN.

[0409] In some implementations, the UE may still consider other information or parameters in the SIB 4 or SIB 5 (e.g., the parts not related to the SIB X and the measurement relaxation procedure / mechanism on the UE side) to be valid even after noticing that the stored SIB 4 or SIB 5 has become invalid. In such cases, the UE may keep the SIB 4 or SIB 5 (if associated with the SIB X for the measurement relaxation procedure) and consider both to be still valid before successfully obtaining the latest SIB 4 or SIB 5.

[0410] In some implementations, the UE may consider the configuration related to the SIB X (e.g., the TN_AreaID_list) to be valid after identifying that the valuetag of the SIB 4 or SIB 5 has changed. In this condition, the UE may only drop or release the IEs in the SIB 4 or SIB 5 that are not related to the SIB X, allowing the UE to still keep the IEs related to the SIB X, such as the TN_AreaID_list.

[0411] In some implementations, when the SIB X is configured and the valuetag or areascope of the SIB 4 or SIB 5 changes (or when the UE needs to update the SIB 4 or SIB 5 after a cell (re) selection procedure) , the UE may still keep all or part of the stored SIB 4 or SIB 5 as part of the valid TN / NTN coverage area information for the TN measurement relaxation procedure until successfully updating the SIB 4 or SIB 5.

[0412] The SIB X may be valid during or after the cell selection procedure, cell reselection procedure, Tracking Area Update (TAU) procedure, and / or RAN notification area update procedure unless the serving RAN configures the SIB X or TN / NTN coverage area information within the RNAU response message, such as an RRCRelease message or a TAU response message.

[0413] In some implementations, when the SIB 4 / SIB 5 becomes invalid, the UE may decide to invalidate the stored SIB X based on whether the stored SIB X is associated with the SIB 4 / SIB 5 (e.g., whether the stored SIB X is associated with the frequency carrier indicated in the SIB 4 / SIB 5) . For example, if the stored SIB X is associated with the stored SIB 4 / SIB 5, the UE may consider the stored SIB X to be invalid along with the invalidity of SIB 4 / SIB 5. Conversely, if the stored SIB X is not associated with the stored SIB 4 / SIB 5, the UE may consider the stored SIB X to still be valid. In some  implementations, the validity of the SIB 4 / SIB 5 may not influence the validity of the SIB X, regardless of whether the stored SIB X is associated with or refers to the NR / E-UTRA frequency carrier provided in the stored SIB 4 / SIB 5. In such a condition, the UE may maintain the measurement relaxation mechanism / procedure for the TN search even if the SIB 4 / SIB 5 becomes invalid.

[0414] In some implementations, such as when the stored SIB X is associated with or refers to the frequency carrier or frequency carrier ID of the SIB 4 and / or SIB 5, the UE may decide whether to resume the TN measurement implementations only after the UE re-obtains the latest or valid SIB 4 / SIB 5.Before receiving the SIB 4 / SIB 5, the UE may still consider the stored TN information (e.g., part or all parameters in the stored SIB 4 / SIB 5 / SIB X on the UE side) to be valid and may maintain the measurement relaxation procedure / mechanism / implementation. Therefore, in the condition where the SIB X is further associated with the SIB 4 / SIB 5, the UE may decide whether to resume the TN measurement implementations only after re-obtaining the latest or valid SIB 4 and SIB 5. The UE may decide to resume the TN measurement implementations only when all associated or involved system information blocks (e.g., SIB 4 / SIB 5 / SIB X) have been successfully updated. In other words, the UE may maintain the TN measurement relaxation procedure while all or part of the associated or involved system information blocks are still valid. In some implementations, the UE may make this decision (e.g., whether to resume the TN measurement relaxation procedure) by only considering the parameters related to the TN measurement relaxation procedure. In some implementations, the UE may consider all parameters in the SIB 4 / SIB 5 / SIB X when making the decision.

[0415] In some implementations, the UE may implement partial validity for the concerned system information, such as the SIB X. For example, in the concerned SIB X, the TN coverage area information (e.g., the information provided by the SIB X) may or may not be further associated with the frequency carrier or frequency carrier ID indicated in the SIB 4 / SIB 5 or other system information. Thus, while the stored SIB 4 / SIB 5 on the UE side becomes invalid, the UE may consider the SIB X to still be valid, and the frequency carrier or frequency carrier ID associated with the SIB 4 / SIB 5 may still be valid before the UE receives or updates the latest SIB 4 / SIB 5. In some implementations, the UE may still consider other parts (e.g., those not related to the SIB X and the measurement relaxation mechanism / procedure on the UE side) to be valid even after noticing that the stored SIB 4 / SIB 5 has become invalid.

[0416] In some implementations, the UE may decide whether the TN coverage area information associated with one or more target frequency carriers is still valid only based on the validity of the SIB X. In other words, even if the SIB X is associated with the frequency carrier or frequency carrier ID in the SIB 4 / SIB 5, the validity of the SIB X may not be influenced by the validity of the associated SIB 4 / SIB 5, and the TN measurement relaxation procedure may continue until the UE re-obtains the latest  valid SIB X.

[0417] In some implementations, the SIB X transmitted by the cell / BS / gNB / eNB may be associated with the SIB 3 only. In some implementations, the SIB X transmitted by the cell / BS / gNB / eNB may be associated with the SIB 4 only. In additional implementations, the SIB X transmitted by the cell / BS / gNB / eNB may be associated with the SIB 5 only. In such implementations, only the SIB X and the joint or involved SIB 3 / SIB 4 / SIB 5 may be considered in the proposed mechanism, such as determining whether to stop the measurement relaxation procedure, start or resume the TN / NTN measurement, and / or determine the validity of the TN / NTN coverage area information or SIB X.

[0418] In some implementations, the SIB X transmitted by the cell / BS / gNB / eNB may be jointly referred to or associated with {SIB 3 and SIB 4} , {SIB 3 and SIB 5} , {SIB 4 and SIB 5} , or {SIB 3, SIB 4, and SIB 5} . In such conditions, only the SIB X and the joint or involved {SIB 3 and SIB 4} , {SIB 3 and SIB 5} , {SIB 4 and SIB 5} , or {SIB 3, SIB 4, and SIB 5} may be considered in the proposed mechanism, such as determining whether to stop the measurement relaxation procedure, start or resume the TN / NTN measurement, and / or determine the validity of the TN / NTN coverage area information or SIB X.

[0419] In some implementations, when the cell / BS / gNB / eNB determines that a SIB 4 / SIB 5 has become invalid, the serving cell may instruct the UE to release the stored TN / NTN coverage area information (e.g., received from broadcast SIB X) through DL control signaling (e.g., broadcasting system information or UE-specific DL RRC signaling) .

[0420] In some implementations, the serving cell may indicate that it supports the TN coverage area by configuring an empty SIB X. The empty SIB X may be configured with {valuetag}  /  {areascope}  /  {systeminformareaID} and the scheduling information in the SIB1. Additionally, the serving cell may transmit or configure the SIB 4 / SIB 5 with the TN_AreaID_list / TN_Area_ID (s) for the TN measurement relaxation procedure. In this condition, the UE may already have a version of stored valid SIB X obtained from a previous serving TN / NTN cell.

[0421] In some implementations, the serving RAN may instruct the UE to resume the TN measurement (or drop the TN measurement relaxation procedure) by transmitting an empty SIB X. In some implementations, the serving RAN may instruct the UE to resume the TN measurement (or drop the TN measurement relaxation procedure) by not transmitting any SIB X. The UE may resume the TN measurement relaxation procedure after receiving the empty SIB X or after discovering that the serving cell does not broadcast a SIB X.

[0422] In some implementations, the serving RAN may instruct the UE to resume the TN measurement (or drop the TN measurement relaxation procedure) on one or more target frequency  carriers by updating the SIB 4 / SIB 5. For example, the TN / NTN coverage area information associated with the target frequency carriers may be removed.

[0423] In some implementations, additional explicit instructions or indicators may be transmitted or broadcast by the serving cell (e.g., via system information transmission or UE-specific DL control signaling, such as RRC signaling) . In some implementations, the explicit instructions may be provided in the SIB1 / SIB 4 / SIB 5.

[0424] In some implementations, the UE may keep the stored TN coverage area information (which may have been obtained via the SIB 4 / SIB 5 / SIB X received from a previous serving cell) if the serving cell does not broadcast a SIB X or broadcasts an empty SIB X in the system information delivery procedure. Additionally, the UE may still maintain the TN measurement relaxation procedure based on the stored TN coverage area information.

[0425] In some implementations, the UE may find that a target E-UTRA / NR frequency is associated with no TN_AreaID_list or is associated with an empty TN_AreaID_list in the SIB 4 / SIB 5. Based on this observation, the UE may resume the TN measurement on the target E-UTRA / NR frequency accordingly.

[0426] The serving cell of the UE may receive the TN / NTN coverage area information via the broadcasting of system information. Additionally or alternatively, the serving cell of the UE may receive the TN / NTN coverage area information via a System Information (SI) on-demand procedure. Additionally or alternatively, the UE may receive the TN / NTN coverage area information via UE-specific control signaling. For example, the serving cell may transmit the SIB 4 / SIB 5 / SIB X to the UE via DL RRC signaling.

[0427] In some implementations, the UE may receive the SIB X from a non-serving cell (e.g., while the UE is performing the inter-frequency TN measurement) . In some implementations, the non-serving cell may also need to fulfill the S-criteria based on the UE measurement results. Additionally or alternatively, the non-serving cell may be one of the UE’s previous serving cells (e.g., based on the UE’s mobility record) .

[0428] Consideration of PLMN / NAS layer / manual mode

[0429] In some implementations, the TN / NTN coverage area information of one or more frequency carriers may be further associated with one or more network identities (e.g., PLMN ID) , which may be broadcast by the serving cell or satellite in the SIB1. A sequence, bitmap, or list of PLMNs, SNPNs, Closed Subscriber Groups (CSGs) , or PNI-NPNs may be further associated with the TN / NTN coverage area information, TN coverage area configuration, and the one or more frequency carriers provided in the SIB 4 / SIB 5 / SIB X.

[0430] In some implementations, the length of the bitmap may match the PLMN list broadcast or  provided by the serving cell (e.g., via SIB1 transmission) . In some implementations, the first bit in the bitmap (e.g., the left-most bit or right-most bit of the bitmap) may be mapped to or associated with the first PLMN ID presented in the PLMN list, the second bit in the bitmap may be mapped to the second PLMN ID presented in the PLMN list, and the following bits in the bitmap may also directly / one-to-one map to the subsequent sequence of PLMNs. Additionally, the bit associated with a specific PLMN_A may be set to ‘1’ if the PLMN_A is associated with the TN coverage area indicated by the SIB X. Otherwise, the bit associated with the PLMN_A may be set to ‘0’ if the PLMN_A is not associated with the TN coverage area indicated by the SIB X.

[0431] In some implementations, the network ID (e.g., PLMN ID, SNPN ID, or PNI-NPN ID) may be explicitly configured in the TN / NTN coverage area information or in the frequency list provided in the SIB 4 / SIB 5. For example, the network ID may be associated with, or mapping one-to-one to, a target TN area information element, a TN_Area_ID, or a TN_AreaID_list.

[0432] The proposed mapping mechanisms may also be applicable to the SNPN, the CSG, and the PNI-NPN. The TN / NTN coverage area information received by the UE may only be valid with one or more networks (e.g., a PLMN / SNPN / PNI-NPN) indicated by the serving RAN. Therefore, when the UE selects another network (e.g., a PLMN / SNPN) , the UE may determine whether the stored TN / NTN coverage area information is still valid. The UE may drop the invalid TN / NTN coverage area information and resume the TN / NTN coverage area information after network selection.

[0433] In such a condition, the SIB1 may also be considered as part of the TN coverage area information if the network and the associated network ID (e.g., PLMN ID, SNPN ID) are included. However, when the information related to the TN / NTN coverage area information broadcast in the SIB1 changes, the UE may still retain the stored TN / NTN coverage area information and maintain the TN measurement relaxation procedure accordingly until the UE successfully updates the latest TN / NTN coverage area information.

[0434] In some implementations, the network identity list may be provided as part of a particular IE, such as CellAccessRelatedInfo, broadcast in the SIB1. Table 8 shows an example of the CellAccessRelatedInfo IE in an ASN. 1 format. The CellAccessRelatedInfo IE may indicate the cell access-related information for the cell.

[0435] Table 8

[0436] In some implementations, the TN coverage area information may only configure or indicate the cells or areas that support a specific core network (e.g., the EPC or 5GC network) . In some implementations, the TN coverage area information may configure or indicate the cells or areas that support more than one core network type (e.g., EPC and 5GC) .

[0437] In some implementations, the TN coverage area information may further explicitly indicate the core network (e.g., 5GC / EPC) supported by the specific TNAreaID_list, TNArea_ID, or TN coverage area information.

[0438] In some implementations, the UE may be configured or instructed by the upper layers to implement a network switch (e.g., move to the SNPN access mode or move out of the SNPN access mode) or to implement the PLMN selection or the SNPN selection. In such a condition, the UE may still maintain the stored TN / NTN coverage area information without being impacted by the PLMN selection, SNPN selection, or network selection instruction received from the upper layers (e.g., non-access-stratum layer) .

[0439] In some implementations, the UE may release or drop the stored TN / NTN coverage area information if the UE is configured with a specific network (e.g., via the PLMN selection, SNPN selection, or network selection procedure) that is not associated with the stored TN / NTN coverage area information.

[0440] In some implementations, at least one of the given TN area IDs or TN area ID lists (or the TNAeraID_list IE) provided in the SIB X may be implicitly associated with a target network (e.g., a PLMN whose PLMN identity is mapped to the first PLMN ID in the PLMN ID list provided by the serving cell in the broadcast SIB1, such as the plmn-IdentityInfoList IE in the CellAccessRelatedInfo IE) .

[0441] In some implementations, all or part of the given TN / NTN area IDs or TN area ID lists provided in the SIB X may be implicitly related to the networks (e.g., PLMNs or SNPNs) . Thus, the UE may still keep the stored TN coverage area information if the selected network (e.g., the selected PLMN or SNPN) changes.

[0442] In some implementations, the stored TN / NTN coverage area information may remain valid if the UE moves to the SNPN access mode (e.g., the UE obtains the TN / NTN coverage area information while not in the SNPN access mode) . In some implementations, the UE may query, receive, or store the TN / NTN coverage area information (e.g., via the received SIB 4 / SIB 5 / SIB X) even if the UE is in the SNPN access mode.

[0443] In some implementations, the UE may not query, receive, or store the SIB X for the TN / NTN coverage area information if the UE is in the SNPN access mode (or if the UE is not in the  non-SNPN access mode) . In other words, the UE may query, receive, or store the SIB X only when it is not in the SNPN access mode.

[0444] In some implementations, the UE may be configured by the serving RAN (or by the upper layers on the UE side) to implement the NTN access mode. In some implementations, the UE may be configured by the serving RAN to implement the TN access mode.

[0445] In some implementations, the UE may be triggered to receive the SIB X only while in the NTN access mode.

[0446] In some implementations, the UE may be triggered to not receive (or to drop) the SIB X only while in the TN access mode or while not in the NTN access mode.

[0447] In some implementations, the user of the concerned UE in this disclosure may implement the manual mode for the network selection (e.g., the PLMN selection or the SNPN selection) . In the manual mode, the user may also be able to remove or delete part of the stored TN / NTN coverage area information directly (e.g., the user may delete one or more TN area IDs or TN area ID lists in the stored TN coverage area information) . In some implementations, the UE may receive the TN / NTN coverage area information in response to receiving instructions from the upper layers.

[0448] In some implementations, the UE may present, show, or plot the TN coverage area specified in the TN coverage area information to the user (e.g., via a screen or a display module) , allowing the user to implement a partial TN area information removal or deletion during the manual mode.

[0449] As described in the present disclosure, the UE may obtain all or part of the TN coverage area information (e.g., the information included in the SIB1, SIB 3, SIB 4, SIB 5, or the SIB X) from broadcast control signaling (e.g., via the SI delivery procedure) .

[0450] In some implementations, the UE may obtain all or part of the TN coverage area information (e.g., the information included in the SIB1 / SIB 3 / SIB 4 / SIB 5 / SIB X) from the UE-specific control signaling (e.g., RRC signaling, such as an RRC reconfiguration (or RRCReconfiguration) message or an RRCRelease message) .

[0451] In some implementations, the UE may obtain all or part of the TN coverage area information (e.g., the information included in the SIB1 / SIB 3 / SIB 4 / SIB 5 / SIB X) from the same serving E-UTRA / NR cell.

[0452] In some implementations, the UE may obtain all or part of the TN coverage area information (e.g., the information included in SIB1 / SIB 3 / SIB 4 / SIB 5 / SIB X) from different serving E-UTRA / NR cells. For example, the UE may obtain the SIB X from serving cell #1, and the SIB X may still be valid after the UE reselects to another cell, such as serving cell #2. Therefore, the UE may determine the TN coverage area based on the information obtained from serving cell #1 and the E- UTRA / NR frequency list obtained from serving cell #2.

[0453] In some implementations, the stored TN coverage area information may still be valid after the UE moves to another RAT (e.g., when the serving RAN of the UE changes from an E-UTRAN to an NR-RAN or vice versa) . For example, the UE may obtain all or part of the TN coverage area information (e.g., the information included in SIB1 / SIB 3 / SIB 4 / SIB 5 / SIB X) from different serving E-UTRA / NR cells of different RATs. For example, the UE may obtain the SIB X from serving NR cell #a, and the SIB X may still be valid after the UE reselects to another RAT, such as serving E-UTRA cell #b. In this case, the UE may determine the TN coverage area based on the information obtained from cell #a and the E-UTRA / NR frequency list obtained from cell #b.

[0454] In some implementations, cell #1 / 2 and cell #a / b may belong to the same network (e.g., associated with the same PLMN ID or SNPN ID) . Alternatively, cell #1 / 2 and cell #a / b may belong to different networks (e.g., associated with different PLMN IDs or SNPN IDs) . The stored SIB X may still be valid after the network reselection (e.g., the PLMN selection or the SNPN selection instructed by the serving RAN or by the NAS layer on the UE side) .

[0455] Usage of TN coverage area information for UE in the RRC connected state

[0456] In some implementations, the UE may decide whether to implement the TN neighbor measurement based on the received TN / NTN / NTN-only coverage area information while the UE is in an (NR / E-UTRA) RRC connected state, RRC inactive state, or RRC idle state.

[0457] In some implementations, it may be up to the UE to decide whether to implement the TN neighbor cell measurement based on the received TN coverage area information.

[0458] In some implementations, the UE may be configured by the serving RAN (e.g., via broadcast / multicast control signaling or UE-specific dedicated control signaling from the serving E-UTRA / NR cell) on whether to implement the measurement relaxation procedure during the E-UTRA / NR RRC connected state.

[0459] Overhead reduction

[0460] The coverage area specified by the TN coverage area information associated with an NR frequency carrier (e.g., NR frequency#1 associated with an NR-ARFCN) may be, or may almost be, the same as the TN coverage area information associated with an E-UTRA frequency carrier (e.g., LTE frequency#1 associated with an E-UTRA-ARFCN) . In such a condition, it may create additional overhead to provide the same TN_AreaID_list on both NR frequency#1 (e.g., via the SIB 4) and LTE frequency#1 (e.g., the SIB 5) respectively. To address this isssue, the following approaches (1) and (2) may be provided.

[0461] (1) The TN_AreaID_list defined in the SIB X may be reused in the SIB 4 and / or the SIB 5.

[0462] In some implementations, a particular TN area ID list, denoted as TN_Area_ID_list#K, may be (optionally) configured in the SIB X (which may be configured by the serving RAN / NTN / TN NR cell) . Then, the serving cell may reuse the TN_AreaID_list#K with a target NR-ARFCN (in the SIB 4 broadcast by an NR cell) and / or the E-UTRA-ARFCN (in SIB 5 broadcast by an NR cell) . In some implementations, the TN_AreaID_list (e.g., TN_Area_ID_list#K) may be optionally configured in the SIB X (which may be configured by the serving RAN / NTN / TN E-UTRA cell) . Then, the serving cell may reuse the TN_AreaID_list#K with a target E-UTRA-ARFCN (in the SIB 4 broadcast by the E-UTRA cell) and / or an NR-ARFCN (in the SIB 5 broadcast by the E-UTRA cell) .

[0463] (2) A cross-reference between the SIB 4 and the SIB 5 may allow the reuse of a target TN_AreaID_list.

[0464] In some implementations, the TN_AreaID_list may be provided in the SIB 4 (e.g., a TN_AreaID_list#K may be configured with the associated NR frequency carrier#I) . Then, the TN_AreaID_list#K may be reused by the serving RAN to be associated with another target NR frequency carrier#J. In some implementations, the TN_AreaID_list#K (e.g., indicated by the serving RAN in the SIB 4) may be reused to be associated with another target E-UTRA frequency carrier#J (e.g., indicated by the serving RAN in the SIB 5) . In some implementations, TN_AreaID_list#L (e.g., indicated by the serving RAN in the SIB 5 associated with a target NR / E-UTRA frequency carrier) may be reused to be associated with another target NR / E-UTRA frequency carrier#J (e.g., indicated by the serving RAN in the SIB 5) .

[0465] Based on the cross-reference mechanism, the UE may still retain TN_AreaID_list#K (configured in the SIB X) as part of the TN / NTN coverage area information while the particular parameters / IEs in the SIB X (e.g., the valuetag, the areascope, and / or the systeminformationareaID) is modified or before the UE re-obtains the latest SIB X. In some implementations, the modification of a particular TA area ID list (e.g., TN_AreaID_list#K) may trigger the SIB modification procedure for the SIB 4 / SIB 5 (e.g., the valuetag of the SIB 4 / SIB 5 may also be updated by the serving cell when the combination of the TN_AreaID_list changes) . In some implementations, the modification of TN_AreaID_list#K may not trigger the SIB modification procedure for the SIB 4 / SIB 5 (e.g., the valuetag of SIB 4 / SIB 5 may not be updated by the serving cell even if the combination of the TN_AreaID_list changes) .

[0466] The cross-reference mechanism (e.g., one or more parameters in the SIB 4 / SIB 5 being configured based on one or more parameters in the SIB X) may not be limited to the TN area ID list (TN_AreaID_list) but may also apply to other parameters provided in the SIB X.

[0467] SIB X / SIB 25 segmentation

[0468] In some implementations, the size (e.g., in bits or bytes) of the SIB X may be too large for  the serving cell to broadcast within one SI, SI window, or SIB. In this condition, the serving cell may segment the SIB X into one or more SIB X segments. While segmentation may be implemented by the serving cell or serving RAN, the UE may still retain, maintain, or store the originally stored SIB X (and the TN coverage area information within the SIB X) before the UE is able to obtain a fully updated SIB X (e.g., before the UE assembles or collects all the SIB X segments successfully) . In addition, the UE may still consider the original SIB X as valid before it can assemble the updated SIB X (e.g., by collecting all related SIB X segments) successfully, and the UE may maintain (or keep performing) the measurement relaxation procedure until the UE assembles the latest TN coverage area information via the SIB X segment assembly. Therefore, in some implementations, the UE may retain the TN measurement relaxation procedure before successfully assembling the latest SIB X and may modify, update, drop, release, or maintain the TN measurement relaxation procedure after successfully assembling the latest SIB X. It should be noted that in the present disclosure, all or part of the proposed designs for the SIB X may be implemented / realized / conveyed by the SIB 25 in R-18 New Radio Protocols. In such cases, the terms “SIB X” and “SIB 25” may be interchangeable.

[0469] An NTN may include a network or at least one network segment that uses a spaceborne vehicle for transmission, e.g., LEO or GEO satellites. Figure 6 is a diagram illustrating an NTN with an LEO satellite of a transparent payload architecture, according to an example implementation of the present disclosure. As illustrated in Figure 6, the NTN may be with LEO satellite 602 of a transparent payload architecture at orbit 600 kilometers (km) . An NTN typically may include at least one of the following elements: 1) a GW 2) a gNB 3) a satellite, and 4) a UE. An NTN may also include a ground or earth station including a Sat-gateway and a Telemetry, Tracking, Command, and Monitoring unit (TTC) . One or several Sat-gateways are attached to a BS Base Band Unit (BBU) or a gNB (e.g., gNB 610) that connects the NTN to a Core Network / Application Server. Node BBUs may be close to the Sat-gateways either co-located or at a few kilometers. Antenna diversity may be required depending on geographical location and feeder-link frequency band. A satellite may be GEO or Non-GEO and may be part of a Satellite Constellation to ensure service continuity. A satellite may be served successively by one or more Sat-gateways. A Satellite Constellation Controller may provide each BS with satellite system data (ephemeris, satellite position, and velocity, etc. ) .

[0470] A feeder link (e.g., feeder link 604) may include a radio link conveying information for a satellite mobile service between the Sat-gateway and the satellite. The UE (e.g., UE 606) and the satellite (e.g., LEO satellite 602) may be connected via a service link (e.g., service link 608) or a radio link. Additionally, the satellite may implement a transparent payload architecture. The transparent payload architecture may perform radio frequency filtering, frequency conversion, and amplification. As a result, the waveform signal that the payload repeats may remain unchanged, except for frequency  translation and transmit power. The satellite may generate multiple spot-beams that cover a given service area, which may be bounded by its Field of View (FoV) or footprint. The footprints of these spot-beams may usually have an elliptical shape. However, it should be noted that the proposed mechanism is not limited by the transparent payload architecture and may be applicable to the NTN satellites of a regenerative payload architecture.

[0471] Figure 7 is a flowchart illustrating method / process 700 for managing network measurements, according to an example implementation of the present disclosure. Although actions 702, 704 and 708 are illustrated, as separate actions, represented as independent blocks in Figure 7, these separately illustrated actions should not be construed as to be necessarily order-dependent. The order in which the actions are performed in Figure 7 is not intended to be construed as a limitation, and any number of the disclosed blocks may be combined in any order to implement the method, or an alternative method. Each of actions 702, 704, and 706 may be performed independent of the other actions, and may be omitted in some implementations of the present disclosure. Moreover, method / process 700 may be combined with other procedures / methods described in the present disclosure. Process 700 may be performed by a UE, with each action of process 700 corresponding to an operation executed by the UE.

[0472] In action 702, process 700 may start by obtaining TN coverage area information including one or more TN area IDs. Each TN area ID of the one or more TN area IDs may identify a corresponding TN coverage area. For example, a TN area ID may be associated with a specific set of {TNCellReferencePoint, TNCellDistanceRadius} . Such an association may allow the TN area ID to identify the TN coverage area determined by the specific set of {TNCellReferencePoint, TNCellDistanceRadius} (e.g., TN coverage area 402 illustrated in Figure 4) .

[0473] In action 704, process 700 may obtain frequency information indicating a TN frequency associated with a subset of TN area IDs in the one or more TN area IDs. It should be noted that in the present disclosure, the term “subset” may include any number of elements from the original set, including all elements of the original set. For example, the total number of TN area IDs included in the subset may be less than, or equal to, the total number of TN area IDs of the one or more TN area IDs included in the TN coverage area information.

[0474] In action 706, process 700 may determine, when the UE is camping on an NTN cell and operating in a substate of an RRC idle state, whether to skip measuring the TN frequency based on multiple conditions. Process 700 may then end. The substate of the RRC idle state may be one of a camped-on-any-cell state, an any-cell-selection state, and a limited service mode. The conditions may include: a) whether the UE supports a mechanism of skipping a TN frequency measurement, b) whether the UE has obtained location information of the UE, and c) whether the UE is within any TN  coverage area identified by any TN area ID in the subset of TN area IDs. The limited service mode may refer to a specific state or mode where the UE is in the camped-on-any-cell state but can only access limited services. Examples of the UE’s operations and state transitions between the substates of the RRC idle state will be described with reference to Figures 8A and 8B.

[0475] In some implementations, when the UE is operating in the camped-on-any-cell state or the limited service mode, process 700 may receive a SIB 25 from an acceptable cell to obtain the TN coverage area information and receive one of a SIB 4 and a SIB 5 from the acceptable cell to obtain the frequency information. The acceptable cell may include the NTN cell.

[0476] In some implementations, the SIB 4, the SIB 5, or the SIB 25 may be received by the UE from the NTN cell or another TN / NTN cell.

[0477] In some implementations, the SIB 4, the SIB 5, or the SIB 25 may be received and stored by the UE prior to entering one of the camped-on-any-cell state, the any-cell-selection state, and the limited service mode.

[0478] In some implementations, the SIB 4, the SIB 5, or the SIB 25 may be received by the UE via broadcast system information, an on-demand SIB request procedure, group-based control signaling, or UE-specific control signaling.

[0479] In some implementations, when the UE is operating in the any-cell-selection state or the limited service mode, process 700 may obtain the TN coverage area information and the frequency information from information pre-stored in the UE prior to entering the any-cell-selection state.

[0480] In some implementations, process 700 may retain the TN coverage area information after the UE enters or exits an SNPN access mode.

[0481] In some implementations, in response to determining that UE supports the mechanism of skipping the TN frequency measurement, the UE has obtained the location information of the UE, and the UE is not within any TN coverage area identified by any TN area ID in the subset of TN area IDs, process 700 may skip measuring the TN frequency, irrespective of a frequency priority value of the TN frequency.

[0482] In some implementations, the frequency priority value of the TN frequency may indicate a priority level or a sub-priority level for the UE to search for a suitable cell on the TN frequency during a cell selection procedure or a cell reselection procedure.

[0483] In some implementations, process 700 may receive activation signaling from the NTN cell after skipping measuring the TN frequency and resume measuring the TN frequency in response to receiving activation signaling from the NTN cell. The activation signaling may include a SIB 25 in which the TN coverage area information is not present (e.g., an empty SIB 25 as described in the disclosure) . The SIB 25 may convey / include all or any subsets of the information elements of the  proposed SIB X.

[0484] It should be noted that in the present disclosure, the term “skip” may be used interchangeably with the terms such as “cancel” or “forgo” when referring to measurement operations. For example, the phrase “process 700 may skip measuring the TN frequency” may be equivalently expressed as “process 700 (or UE) may cancel or forgo measuring the TN frequency. ” Additionally, “skipping measuring the TN frequency” may be considered as at least part of the (TN / NTN) measurement relaxation procedure described in the present disclosure. Consequently, in some implementations, the UE may determine whether to implement or perform the measurement relaxation procedure based on the abovementioned conditions a) to c) . When the conditions a) to c) are met, the UE, while camping on the NTN cell and operating in a specific substate of an RRC idle state, may implement or perform the measurement relaxation procedure.

[0485] Process 700 may enhance the efficiency of UEs in the RRC idle state by clarifying when the UEs may implement the TN measurement relaxation procedure. Process 700 may allow the UEs to skip frequency measurements when certain conditions are met. This approach may optimize the battery life and the network resource usage without compromising the connectivity. Additionally, process 700 may be flexible, allowing the measurement resumption when needed, and may apply across the various RRC Idle substates. By intelligently managing the measurements, process 700 may improve the UE performance in the NTN / TN hybrid networks, potentially enhancing the overall network efficiency and the user experience.

[0486] It should be noted that the BS may perform methods / actions corresponding to those performed by the UE. For example, the receiving actions performed by the UE may correspond to the transmitting / configuring actions of the BS; the transmitting actions performed by the UE may correspond to the receiving actions of the BS. That is, the BS and the UE may have reciprocally aligned roles in transmission and reception.

[0487] Figures 8A and 8B are diagrams illustrating states, state transitions, and procedures for a UE, according to an example implementation of the present disclosure. As shown in Figure 8A, whenever a new PLMN selection or a new SNPN selection is performed by a UE, it may cause an exit to Node 1. When the UE (e.g., in SNPN Access Mode) selects an SNPN or when the UE (e.g., in non-SNPN Access Mode) selects a PLMN, the UE may perform initial cell selection 802 if the UE has no cell information stored for the selected SNPN or PLMN, respectively. When the UE (e.g., in SNPN Access Mode) selects an SNPN or when the UE (e.g., in non-SNPN Access Mode) selects a PLMN, the UE may perform stored information cell selection 804 if the UE has stored cell information for the selected SNPN or PLMN, respectively. If the UE does not find any suitable cell during stored information cell selection 804, the UE may return to perform initial cell selection 802. If the UE finds  at least one suitable cell during initial cell selection 802 or stored information cell selection 804, the UE may enter camped-normally state 806. If the UE does not find any suitable cell during initial cell selection 802, the UE may enter any-cell-selection state 814.

[0488] On the other hand, if the UE operating in connected mode 810 returns to the idle mode or the inactive mode, the UE may perform cell selection 812 upon leaving connected mode 810. If the UE finds at least one suitable cell in the cell selection 812, the UE may enter camped-normally state 806. If the UE does not find any suitable cell in the cell selection 812, the UE may perform stored information cell selection 804.

[0489] When the UE is in camped-normally state 806, the UE may trigger cell reselection evaluation process 808 to search for the suitable cell (s) . The UE may enter (or stay in) camped normally state 806 if the UE finds at least one suitable cell during cell reselection evaluation process 808. If the UE does not find any suitable cell during the cell reselection evaluation process 808, the UE may enter any-cell-selection state 814. When the UE is in camped-normally state 806 and the Non-Access Stratum (NAS) layer of the UE indicates that the registration on selected PLMN / SNPN is rejected, the UE may enter any-cell-selection state 814.

[0490] Referring to Figure 8B, state transitions and procedures after the UE enters any-cell-selection state 814 are shown. As illustrated in Figure 8B, when no Universal Subscriber Identity Module (USIM) is inserted to the UE and no subscription for an SNPN, the UE may enter any-cell-selection state 814. The UE may leave any-cell-selection state 814 and enter Node 2 (which connects to camped-normally state 806 in Figure 8A) if the UE finds at least one suitable cell in any-cell-selection state 814. If the UE does not find any suitable cell but finds at least one acceptable cell (and / or moves to the idle mode) in any-cell-selection state 814, the UE may enter camped-on-any-cell state 816. When the UE is in camped-on-any-cell state 816, the UE may trigger cell reselection evaluation process 818. If the UE finds at least one acceptable cell during cell reselection evaluation process 818, the UE may enter (or stay in) camped-on-any-cell state 816. If the UE does not find any acceptable cell during cell reselection evaluation process 818, the UE may return to any-cell-selection state 814. If the UE finds at least one suitable cell in camped-on-any-cell state 816, the UE may enter Node 2 to return to camped-normally state 806 in Figure 8A.

[0491] If the UE operating in connected mode 820 (which provides services for emergency calls only) returns to the idle mode, the UE may perform cell selection 822 upon leaving connected mode 820. If the UE finds at least one acceptable cell during cell selection 822, the UE may enter camped-on-any-cell state 816. If the UE does not find any acceptable cell in cell selection 822, the UE may enter any-cell-selection state 814.

[0492] In Figures 8A and 8B, the UE may need to perform cell reselection evaluation process  while staying in the camped-normally state (e.g., camped-normally state 806) and the camped-on-any-cell state (e.g., camped-on-any-cell state 816) . For a moving UE, whether it can find an acceptable cell or a suitable cell may also influence the UE’s transition between the camped-normally state, the camped-on-any-cell state, and the any-cell-selection state. Additionally, camped-on-any-cell state 816 and any-cell-selection state 814 in Figures 8A and 8B may be considered as substates of the RRC idle state (e.g., as described in Figure 7) . The proposed mechanisms in the present disclosure may be applied to the cell reselection evaluation process. For example, the UE’s operations in the substates of the RRC idle state, as described in process 700 of Figure 7, may be integrated with the UE’s operations in camped-on-any-cell state 816 and any-cell-selection state 814 shown in Figures 8A and 8B.

[0493] In some implementations, the stored TN coverage area information may be applied to the cell selection after a new PLMN / SNPN is selected (e.g., stored information cell selection 804) .
