[0186] The Network (NW) in the present disclosure can be at least one of a base station (e.g., Next Generation Radio Access Network (NG-RAN) node, gNodeB (gNB) , eNodeB (eNB) ) , Core Network (CN) or a functional entity (e.g., an Operations, Administration and Maintenance (OAM) , an Access &Mobility Management Function (AMF) , a Session Management Function (SMF) , a User Plane Function (UPF) , Cell Broadcast Center (CBC) etc. ) .

[0187] The User Equipment (UE) in the present disclosure can be at least one of a tag, a smart phone, an Internet of Things (IoT) device, a hand held terminal, vehicles, Very Small Aperture Terminal (VSAT) device, an Uncrewed Aerial Vehicle (UAV) etc.

[0188] The above and other aspects and their implementations are described in greater detail in the drawings, the descriptions, and the claims.

[0189] FIG. 1 shows a schematic diagram of a procedure according to an embodiment of the present disclosure.

[0190] FIG. 2 shows an example of a schematic diagram of a wireless communication terminal according to an embodiment of the present disclosure.

[0191] FIG. 3 shows an example of a schematic diagram of a wireless communication node according to an embodiment of the present disclosure.

[0192] FIGs. 4 to 5 show flowcharts of wireless communication methods according to some embodiments of the present disclosure.

[0193] In some embodiments, poor reception condition scenarios can happen when a UE is placed in pockets, backpacks or in vehicles, boats, etc., or in conditions where there are clutter losses. The issue may be more common for some wireless communication deployment. For example, when there is only Non-terrestrial Network (NTN) deployment in distant area, or Shadow fading and clutter loss for suburban and rural scenarios -the Non-Line Of Sight (NLOS) due to clutter loss can be over 18 dB. The Line of Sight (LOS) probability showed that at 30 degrees elevation, about 10%of users in rural and 50%in urban scenarios will experience NLOS.

[0194] The present disclosure is not limited to solve the issue for the NTN deployment. The present disclosure can be applied to multiple types of communication systems. For example, terrestrial communications, air to ground (ATG) networks, etc. In addition, the present disclosure is not limited to be applied in New Radio (NR) communication system but also can be applied in  Long Term Evolution (LTE) or future generations of wireless communication systems (e.g., 6G) .

[0195] In some embodiments, it is proposed to introduce an enhanced notification and / or alert procedure to address the problem of missed message (e.g., paging) from the Network (NW) to a UE (or a group of UEs) in low Signal to Noise Ratio (SNR) conditions (e.g., NLOS) . One of the purposes of the notification is to invite the user to move to a better SNR condition in order to set-up the call. The enhanced procedure should be able to mitigate to the maximum extent of the additional loss compared to the link margin required in LOS conditions. This feature may also be activated for public warning purposes.

[0196] In some embodiments, current downlink messages from the NW to the UE includes paging message and short message. In some embodiments, paging allows the network to reach UEs in Radio Resource Control (RRC) _IDLE and in RRC_INACTIVE state through Paging messages, and to notify UEs in RRC_IDLE, RRC_INACTIVE and RRC_CONNECTED state of system information change and / or ETWS / CMAS indications through Short Messages. In some embodiments, both Paging messages and Short Messages are addressed with P-RNTI on Physical Downlink Control Channel (PDCCH) , but while the paging message is sent on Paging Control Channel (PCCH) , the short message is sent over PDCCH directly.

[0197] ETWS stands for earthquake and tsunami warning system, which can be indicated by short message and transmitted to the UE via system information from the NW (e.g., at least one of a base station (e.g., NG-RAN, eNB) , the CN or a functional entity, e.g., an OAM, an AMF, an SMF, a UPF, etc. ) to UEs (e.g., at least one of a tag, a smart phone, an IoT device, a hand held terminal, vehicles, etc. ) , and CMAS stands for commercial mobile alert system, which can be carried indicated by short message and transmitted to the UE via system information from the NW (e.g., at least one of a base station (e.g., NG-RAN, eNB) , the CN or a functional entity, e.g., an OAM, an AMF, an SMF, a UPF, etc. ) to UEs (e.g., at least one of a tag, a smart phone, an IoT device, a hand held terminal, vehicles, etc. ) . The support of such feature could be under local regulation and laws. A typical use case for CMAS would be amber alert. The applications for the NW and the UEs in the present disclosure are not limited to the ETWS and the CMAS.

[0198] A UE can differentiate whether the received downlink scheduling is for paging message, for short message or for both based on the Downlink Control Information (DCI) content. An example is given as below:

[0199] In some embodiments, when the DCI indicates short message is included, the DCI may further include information to indicate which kind of public warning message is transmitted, based on which UE can based on its interests to receive the corresponding warning message by acquiring the corresponding system information.

[0200] In the paragraphs below, some aspects of the present disclosure are provided, but the present disclosure is not limited thereto. Besides, different aspects described below can be combined unless expressly stated otherwise.

[0201] Aspect 1:

[0202] A notification procedure (e.g., enhanced notification signaling procedure) for the NW to provide downlink message to the UE may be introduced. The notification procedure (e.g., enhanced notification procedure, enhanced notification signaling procedure) is introduced to allow the UE / NW to identify conditions when reception of notification message is in jeopardize. Based on which, the UE / NW can take actions (e.g., enable beam selection, triggering alert, etc. ) to improve the successful rate of receiving notification message (s) . The notification procedure (e.g., enhanced notification procedure, enhanced notification signaling procedure) can provide configuration from the NW to the UE for identifying the conditions (e.g., configuration for critical radio link monitoring, configuration for event based on cell (re) selection outcome, configuration for pre-notification alert detection, etc. ) , configuration for beam selection, etc. The details are discussed in the below section.

[0203] In some embodiments, the UE and / or the NW detects whether the conditions to trigger the notification procedure (e.g., enhanced notification procedure) is fulfilled. In some embodiments, the UE and / or the NW uses an enhanced mode to receive and / or to transmit the notification message, which contains at least one of below steps:

[0204] Step 0: The UE provides information relevant to its capability to the NW. In some  embodiments, the NW can be provided to the base station (e.g., NG-RAN, LTE base station) or to the CN. (optional) In some embodiments, the NW may provide configuration after knowing the UE capability received in this step. In some embodiments, this step is not mandatory, and the NW can provide a configuration without knowing UE’s capability.

[0205] Step 1: The NW provides a configuration to the UE, and the configuration is for the UE to monitor and / or receive the downlink signaling (e.g., paging) .

[0206] Step 2: The UE based on received configuration monitors and receives the downlink signaling.

[0207] Alternative procedure steps are shown below:

[0208] Step 0: The UE provides information relevant to its capability to the NW. In some embodiments, the NW can be provided to the base station (e.g., NG-RAN, LTE base station) or to the CN (optional) . In some embodiments, the NW may provide a configuration after knowing the UE capability received in this step. In some embodiments, this step is not mandatory, and the NW can provide a configuration without knowing the UE’s capability.

[0209] Step 1: The NW provides a configuration to the UE, and the configuration is for the UE to monitor the downlink channel and to evaluate the conditions to trigger the notification procedure (e.g., enhanced notification procedure (e.g., inform higher layer to trigger alert) ) .

[0210] Step 2: The UE monitors the downlink channel conditions and evaluates the triggering conditions based on received configuration.

[0211] Step 3: The UE initiates the notification procedure (e.g., enhanced notification procedure (e.g., inform higher layer to trigger alert) ) when the UE determines that a triggering condition is fulfilled.

[0212] In some embodiments, the notification procedure (e.g., enhanced notification procedure, enhanced notification signaling procedure) can be at least one of an enhanced paging mechanism. In some embodiments, the enhanced paging mechanism is based on the existing paging mechanism or a new notification procedure mechanism to transmit notification messages from the NW to the UE.

[0213] The ‘notification message’ used in the application is a concept to describe signaling or message sent from the NW to the UE. Or in another words, a call / message / signaling terminated at the UE. For example, it can be a paging message, a short message, a notification message, a  broadcast message or other downlink message (s) .

[0214] The ‘notification message’ can be delivered via at least one of the below methods:

[0215] in physical layer signaling, for example in DCI;

[0216] in Media Access Control (MAC) layer signaling, for example MAC Control Elements (CE) ;

[0217] in RRC layer signaling, for example, a Non-Access Stratum (NAS) message, an RRC message, a notification message or other new defined message (s) ;

[0218] in paging message;

[0219] in broadcast signaling (e.g., Master Information Block (MIB) ) or in system information.

[0220] For above signaling options, it can be a UE-dedicated signaling or group signaling.

[0221] In some embodiments, depending on different enhancements discussed in the below section, there could be more steps in the enhanced notification signaling procedure, compared to the steps shown above.

[0222] In the present disclosure, “ / ” can be used in multiple places, which means ‘and / or’ .

[0223] Step 1: The NW provides configuration to UE

[0224] Issue 1: Content of the configuration

[0225] In some embodiments, the configuration relevant to the notification procedure (e.g., enhanced notification procedure) can be at least one of the below information:

[0226] an indication to indicate whether the notification procedure (e.g., enhanced notification procedure) is supported in a current cell;

[0227] a configuration for the event X for the critical radio link monitoring;

[0228] a configuration for the pre-notification alert detection;

[0229] a configuration for the event triggered based on the cell selection / reselection outcome;

[0230] a configuration for the beam selection for monitoring and receiving notification procedure; and / or

[0231] a configuration for the event triggered based on the beam selection outcome.

[0232] In some embodiments, a configuration for a radio link monitoring may be a configuration for the event X for the critical radio link monitoring. In some embodiments, the critical radio link monitoring may indicate one or more radio link conditions for the UE to trigger the notification procedure (e.g., enhanced notification procedure) as discussed in this document. In  some embodiments, the UE can be configured with a configuration in the RRC_CONNECTED mode for radio link monitoring (RLM) or for radio resource monitoring (RRM) , which can be used for the UE to trigger measurement reports or trigger reestablishment. And the critical radio link monitoring can have radio threshold (s) that are stricter to the ones configured for RLM or for RRM, which indicates a more critical radio condition for the UE to trigger the notification procedure (e.g., enhanced notification procedure) as discussed in this document.

[0233] The details of the configuration can refer to the corresponding section as discussed in the below sections.

[0234] For the indication to indicate whether the notification procedure (e.g., enhanced notification procedure) is supported in the current cell:

[0235] in some embodiments, the indication may be a one-bit indication with value zero or 1, in some embodiments, value 1 indicates that the notification procedure (e.g., enhanced notification procedure) is supported in the current cell and value zero indicate that the notification procedure (e.g., enhanced notification procedure) is not supported, or vice versa;

[0236] in some embodiments, the presence of this indication to indicate whether the notification procedure (e.g., enhanced notification procedure) is supported in the current cell can be used as a positive indication that the notification procedure (e.g., enhanced notification procedure) is supported in the current cell, while absence of this indication indicates that the notification procedure (e.g., enhanced notification procedure) is not supported in current cell;

[0237] in some embodiments, the presence of a dis-allowed indication can be used as a negative indication that the notification procedure (e.g., enhanced notification procedure) is not supported in the current cell, while the absence of such indication indicates that the notification procedure (e.g., enhanced notification procedure) is supported in the current cell;

[0238] in some embodiments, the presence of configuration used for the notification procedure (e.g., enhanced notification procedure) can be seen as an implicit indication that this feature is supported.

[0239] For the configuration for the event X for the critical radio link monitoring, the detailed parameters and usage can refer to Aspect 2, Issue 1, option 1 in the triggering condition section below.

[0240] In some embodiments, the configuration for the event X for the critical radio link  monitoring may include at least one of the below parameters:

[0241] an indication to indicate whether the event for the critical radio link monitoring is supported / enabled or not:

[0242] in some embodiments, the indication may be a one-bit indication with value zero or 1; in some embodiments, value 1 indicates that the event for the critical radio link monitoring is supported / enabled and value zero indicate that the event for the critical radio link monitoring is not supported / enabled, or vice versa;

[0243] in some embodiments, the presence of this indication to indicate whether the event for the critical radio link monitoring is supported / enabled can be used as a positive indication that the event for the critical radio link monitoring is supported / enabled, while the absence of this indication indicates that the event for the critical radio link monitoring is not supported / enabled;

[0244] in some embodiments, the presence of a dis-allowed indication can be used as a negative indication that the event for the critical radio link monitoring is not supported / enabled, while the absence of such indication indicates that the event for the critical radio link monitoring is supported / enabled;

[0245] in some embodiments, the presence of the configuration for the event X for the critical radio link monitoring used for the notification procedure (e.g., enhanced notification procedure) can be seen as an implicit indication that this feature is supported; and / or

[0246] one or more thresholds of radio quality, which includes at least one of below:

[0247] one or more thresholds of at least one of the Reference Signal Received Power (RSRP)  / Reference Signal Received Quality (RSRQ)  / Signal to Interference &Noise Ratio (SINR)  / Received power level of a cell for a beam type; and / or

[0248] one or more thresholds of RSRP / RSRQ / SINR / Received power level of a beam type. The beam type can be at least one of the SSB (SS / PBCH block)  / CSI-RS (Channel State Information Reference Signal)  / SRS (Sounding Reference Signal)  / TRS (Tracking Reference Signal) or other reference signal,

[0249] in some embodiments, the above mentioned thresholds the UE considered for evaluation can be absolute value (s) or relative value (s) relevant to the corresponding thresholds configured for radio link monitoring or for radio resource management; and / or

[0250] a time duration for triggering condition determination; and / or

[0251] a maximum tolerant number for triggering condition evaluation; and / or

[0252] a hysteresis parameter for this event, which is used for evaluation of the triggering condition. The main purpose of the hysteresis parameter is to avoid unnecessary triggering of the event due to sudden change of the channel which can be recovered in a very short time.

[0253] In some embodiments, this hysteresis parameter may be used together with UE measurements when evaluating whether the triggering condition is fulfilled. In some embodiments, the triggering condition may relate to the measured measurements and the hysteresis. For example, the UE determines whether the evaluation outcome fulfills the triggered condition or not based on a comparison result of UE measurements results plus hysteresis and a corresponding threshold. In another example, the UE determines whether the evaluation outcome fulfills the triggered condition or not based on a comparison result of UE measurements results minus hysteresis and a corresponding threshold.

[0254] For the configuration for the pre-notification alert detection, the detailed parameters and usage can refer to the example given in Aspect 2, Issue 1, Option 1. In some embodiments, the configuration for the pre-notification alert detection introduces a new reference signal pattern specifically used for the UE to evaluate the radio condition before receiving the downlink notification message from the NW. In some embodiments, the configuration for the pre-notification alert detection can be seen as part of the configuration used for the critical radio link monitoring discussed in this document.

[0255] In some embodiments, the configuration for the pre-notification alert detection can include at least one of below parameters:

[0256] an indication to indicate whether the pre-notification alert is supported / enabled or not:

[0257] in some embodiments, the indication may be a one-bit indication with value zero or 1; in some embodiments, value 1 indicates that the pre-notification alert is supported / enabled and value zero indicate that the pre-notification alert is not supported / enabled, or vice versa;

[0258] in some embodiments, the presence of this indication to indicate whether the pre-notification alert is supported / enabled can be used as a positive indication that the pre-notification alert is supported / enabled, while the absence of this indication indicates that the pre-notification alert is not supported / enabled;

[0259] in some embodiments, the presence of a dis-allowed indication can be used as a  negative indication that the pre-notification alert is not supported / enabled, while the absence of such indication indicates that the pre-notification alert is supported / enabled;

[0260] in some embodiments, the presence of the configuration for the pre-notification alert detection used for the notification procedure (e.g., enhanced notification procedure) can be seen as an implicit indication that this feature is supported; and / or

[0261] the reference signal type, which can be Synchronization Signal and Physical Broadcast Channel (SS / PBCH) Block / Channel State Information Reference Signal (CSI-RS)  / Sounding Reference Signal (SRS)  / Tracking Reference Signal (TRS) or other reference signal defined; and / or

[0262] Location information in time domain of the reference signal:

[0263] In some embodiments the location information in time domain can include at least one of:

[0264] an offset to the start of the paging occasion (PO) ; the offset may be used by the UE to determine the timing to monitor PDCCH for paging. In some embodiments, the UE determined timing equals to the start of paging occasion plus the offset configured by the NW; the offset can be positive / negative values; in some embodiments the offset can be indicated in the number of slots, e.g, , the UE receives offset equals to 4, and the start of PO is at System Frame Number (SFN) 2, then the UE determines the POs used for monitoring / receiving the pre-alert reference signal is at 4 slots after SFN2; but other units can be considered, e.g., in milliseconds, in subframes or in frames etc., and / or

[0265] periodicity, the periodicity UE monitors the POs; in some embodiments, the periodicity can be number of POs; in some embodiments, when the n periodicity is configured, the UE monitors the pre-alert reference signal in every n number of POs; and / or

[0266] one or more thresholds of RSRP / RSRQ / SINR / Received power level of a cell; and / or

[0267] one or more thresholds of RSRP / RSRQ / SINR / Received power level of a beam type, the beam type can be SSB / CSI-RS / SRS / TRS or other reference signal; and / or

[0268] a time duration for triggering condition determination; and / or

[0269] a maximum tolerant number for triggering condition evaluation; and / or

[0270] a hysteresis parameter for this event. When configured, the UE measurements considered for triggering condition evaluation could be UE measurements results plus hysteresis or UE measurements results minus hysteresis.

[0271] FIG. 1 gives a flow chart on example procedure for a pre-notification alert procedure.

[0272] When the UE is configured with pre-notification alert configuration and this feature is enabled, the UE may monitor the reference signal (RS) configured for this procedure in the timing determined based on the location information in time domain of the reference signal (e.g., periodicity and / or offset configured before monitoring / receiving notification message (e.g., paging) ) . Furthermore, the UE may evaluate the triggering condition based on measurement results of the RS configured. In some examples, the detailed evaluation methods can refer to methods discussed in option 1 and / or option 2. When determining the triggering condition is fulfilled UE can perform at least one of actions as discussed in Sub-issue 1 of Aspect 3, e.g., enabling beam selection for receiving notification message (e.g., paging) or triggering notification. When the beam selection is enabled, the UE may perform the beam selection to select a suitable beam for monitoring  / receiving a notification message (e.g., paging) . In some embodiments, the beam selection rules can be as discussed in option 3 of Aspect 2. When determining the triggering condition is not fulfilled, how the UE selects the beam is not specified, which is left to the UE implementation. After beam selection, the UE may monitor and receive the notification message (e.g., paging) in the selected beam. In some embodiments, when the triggering condition is no longer fulfilled or when the UE leaves the triggering event, the UE can refrain from a triggering notification (e.g., cancel the triggered notification) and / or disable beam selection based on threshold / specific rules before monitoring / receiving notification (e.g., paging) . The notification message can be at least one of paging, short message, warning messages (e.g., ETWS, CMAS) of Public Warning Systems (PWS) or other notification message, e.g., alert message (s) defined.

[0273] For the configuration for the event triggered based on the cell selection / reselection outcome, the detailed parameters and usage can refer to option 2 in Aspect 2 (e.g., triggering condition) section below.

[0274] In some embodiments, the configuration for the event triggered based on the cell selection / reselection outcome can include at least one of below parameters:

[0275] an indication to indicate whether the UE considers the cell selection / reselection outcome for the triggering condition:

[0276] in some embodiments, the indication may be a one-bit indication with value zero or 1; in some embodiments, value 1 indicates that the UE considers the cell selection / reselection  outcome for the triggering condition and value zero indicate that the UE does not consider the cell selection / reselection outcome for the triggering condition, or vice versa;

[0277] in some embodiments, the presence of this indication to indicate whether the UE considers the cell selection / reselection outcome for the triggering condition can be used as a positive indication that the UE considers the cell selection / reselection outcome for the triggering condition, while the absence of this indication indicates that the UE does not consider the cell selection / reselection outcome for the triggering condition;

[0278] in some embodiments, the presence of a dis-allowed indication can be used as a negative indication that the UE does not consider the cell selection / reselection outcome for the triggering condition, while the absence of such indication indicates that the UE considers the cell selection / reselection outcome for the triggering condition;

[0279] in some embodiments, the presence of the configuration for the event triggered based on the cell selection / reselection outcome used for the notification procedure (e.g., enhanced notification procedure) can be seen as an implicit indication that this feature is supported; and / or

[0280] a maximum time duration for the UE to stay in Any Cell Selection states before triggering the notification procedure (e.g., enhanced notification procedure) .

[0281] For the configuration for the beam selection for monitoring and receiving the notification procedure (e.g., enhanced notification procedure) and / or the configuration for the event triggered based on the beam selection outcome, the detailed parameters and usage can refer to option 3 discussed in the triggering condition section below.

[0282] For the configuration for the beam selection for monitoring and receiving notification procedure, the configuration includes at least one of below parameters:

[0283] one indication to indicate whether the UE shall perform beam selection to select the beam for receiving the scheduling information / downlink notification message:

[0284] in some embodiments, the indication may be a one-bit indication with value zero or 1; in some embodiments, value 1 indicates that the UE shall perform beam selection to select the beam for receiving the scheduling information / downlink notification message and value zero indicates that the UE shall not perform beam selection to select the beam for receiving the scheduling information / downlink notification message, or vice versa;

[0285] in some embodiments, the presence of this indication to indicate whether the UE shall  perform beam selection to select the beam for receiving the scheduling information / downlink notification message can be used as a positive indication that the UE shall perform beam selection to select the beam for receiving the scheduling information / downlink notification message, while the absence of this indication indicates that the UE shall not perform beam selection to select the beam for receiving the scheduling information / downlink notification message;

[0286] in some embodiments, the presence of a dis-allowed indication can be used as a negative indication that the UE shall not perform beam selection to select the beam for receiving the scheduling information / downlink notification message, while the absence of such indication indicates that the UE shall perform beam selection to select the beam for receiving the scheduling information / downlink notification message;

[0287] in some embodiments, the presence of the configuration for the beam selection for monitoring and receiving notification procedure (e.g., enhanced notification procedure) used for the notification procedure (e.g., enhanced notification procedure) can be seen as an implicit indication that this feature is supported; and / or

[0288] one or more quality thresholds for beam selection:

[0289] in some embodiments, the quality type considered for comparing / evaluation could be at least one of the RSRP / RSRQ / SINR / Received power;

[0290] in some embodiments, the beam type considered for comparing / evaluation could be at least one of the CSI-RS / SSB / SRS / TRS or other reference signal.

[0291] For the configuration for the event triggered based on the beam selection outcome, the configuration includes at least one of below parameters:

[0292] one indication to enable the UE to consider the beam selection outcome as one condition to trigger the notification procedure (e.g., enhanced notification procedure) :

[0293] in some embodiments, the indication may be a one-bit indication with value zero or 1; in some embodiments, value 1 indicates that the UE may consider the beam selection outcome as one condition to trigger notification procedure (e.g., enhanced notification procedure) and value zero indicate that the UE may not consider the beam selection outcome as one condition to trigger the notification procedure (e.g., enhanced notification procedure) , or vice versa;

[0294] in some embodiments, the presence of this indication to indicate whether the UE considers the beam selection outcome as one condition to trigger the notification procedure (e.g.,  enhanced notification procedure) can be used as a positive indication that the UE may consider the beam selection outcome as one condition to trigger the notification procedure (e.g., enhanced notification procedure) , while the absence of this indication indicates that the UE may not consider the beam selection outcome as one condition to trigger the notification procedure (e.g., enhanced notification procedure) ;

[0295] in some embodiments, the presence of a dis-allowed indication can be used as a negative indication that the UE may not consider the beam selection outcome as one condition to trigger the notification procedure (e.g., enhanced notification procedure) , while the absence of such indication indicates that the UE may consider the beam selection outcome as one condition to trigger the notification procedure (e.g., enhanced notification procedure) ;

[0296] in some embodiments, the presence of the event triggered based on beam selection outcome used for the notification procedure (e.g., enhanced notification procedure) can be seen as an implicit indication that this feature is supported; and / or

[0297] configuration for the beam selection for monitoring and receiving the notification procedure, as discussed above.

[0298] Issue 2: Signaling options

[0299] In some embodiments, the signaling options used to provide the configuration may include at least one of system information, broadcast message, multi-cast message, NAS message, paging, short message, RRC signaling or MAC layer signaling or physical layer signaling.

[0300] When system information is used, it can be one or more Master Information Block (MIB) or System Information Block (SIB) 1 message or SIBx information element (IE) , where x is an integer number starting from 1. In some embodiments, the SIBx IE can be one or more existing system information blocks (e.g., SIB1~SIB25) or new SIB introduced (e.g., SIB26) . In some embodiments, a common SIBx can be used to indicate one or more above parameters discussed.

[0301] In some embodiments, combination of above signalling options can be considered. For example, the indication to enable certain event / feature as discussed above can be included in SIB1 while the detailed parameters (e.g., threshold relevant to radio quality) can be included in the RRC message.

[0302] Aspect 2:

[0303] Step 2: the UE receives the downlink message from the NW.

[0304] In some embodiments, the enhanced procedure may put additional requirement for the reception of notification message (e.g., the UE may trigger alter to notify the user it is in a bad coverage area which may jeopardize the successful reception of downlink message) . Such action might consume addition power and extra resource, and therefore triggering conditions may need to be carefully designed to allow the necessary condition to trigger the notification procedure (e.g., enhanced notification procedure) .

[0305] Issue 1: Triggering conditions

[0306] The entity responsible for triggering the corresponding enhancements discussed in this application could be at least one of the UE or the NW. The NW could be at least one of NG-RAN (e.g., gNB or eNB) , CN or other function entity, e.g., OAM, AMF, Cell Broadcast Center (CBC) and / or etc. In some embodiments, at least one of below methods can be considered to improve the robustness of reception of message sent from the NW to the UE.

[0307] For UE triggered solutions, the UE is responsible to evaluate whether the corresponding triggering conditions is fulfilled or not. In some embodiments, the UE decides whether to take actions to improve the successful rate of an incoming message reception at the UE’s side (e.g., to trigger the notification procedure (e.g., enhanced notification procedure) as discussed in this document) based on the outcome of evaluation. For UE triggered solutions, at least one of the below options can be considered for evaluation:

[0308] Option 1: based on evaluation outcome of comparison of UE measurement (s) with configured radio quality threshold (s) ;

[0309] Option 2: based on cell selection / reselection results (e.g., UE enters Any Cell Selection state) ; and / or

[0310] Option 3: based on the beam selection outcome.

[0311] For the option 1, the threshold is introduced for the UE to determine whether the current radio quality is not good enough for successful reception of NW transmits downlink message. In some embodiments, the UE considers the evaluation outcome fulfills the triggering condition when UE measurement (s) is / are lower than configured quality threshold (s) . In some embodiments, the UE considers evaluation outcome fulfills the triggering condition when UE measurement (s) is lower than or equal to configured quality threshold (s) .

[0312] Sub-issue 1: the UE measurement can be at least one of RSRP / RSRQ / SINR / Power level,  which can be achieved at least in one of the methods below.

[0313] In some embodiments, the UE measurement considered for evaluation can be a UE-derived cell measurement, which is computed by the UE based on measurements amongst one or more beams within the cell. In some embodiments, the beam type can be at least one of SSB / CSI-RS / SRS / other reference signal. For example, when the threshold configured for evaluation is for a cell, the UE may consider using the cell measurements derived to evaluate whether the measured result is below the threshold or not. In some embodiments, the measurement used for evaluation can be filtered at least in Layer 1 (e.g., physical layer)  / Layer 3 (e.g., RRC layer) .

[0314] In some embodiments, the UE measurement considered for evaluation can be a UE-measured beam measurement, the beam can be at least one of SSB / CSI-RS / SRS / other reference signal. In some embodiments, the measurement used for evaluation is filtered in at least in Layer 1 (e.g., physical layer)  / Layer 3 (e.g., RRC layer) . For example, when the threshold configured for evaluation is for a cell for a certain beam type, the UE may consider using the corresponding beam level measurements derived to evaluate whether the measured result is below the threshold or not.

[0315] In some embodiments, the UE-received power level can be the actual received power level in dBm.

[0316] In some embodiments, the reference signal considered for measurements as discussed in the above embodiments can be a reference signal specifically used for the UE to evaluate the radio condition for receiving the downlink notification message from the NW. An example for this reference signal is pre-notification alter reference signal or pre-notification reference signal. In some embodiments, the reference signal can be transmitted before each paging occasion, the UE first performs evaluation based on measurements of the received reference signal, and then decides whether to initiate the notification procedure (e.g., enhanced notification procedure) . In some embodiments, the reference signal may be used when the UE detects the radio quality (e.g., the RSRP) of the reference signal being lower than (or alternatively being lower than or equal to) a threshold, and the UE then assumes the radio is bad enough for triggering the notification procedure (e.g., enhanced notification procedure) . In some embodiments, if the UE fails to detect the reference signal or the received signaling with radio quality (e.g., SRRP / RSRQ / SINR) lower  than configured thresholds, the UE will initiate the notification procedure (e.g., enhanced notification procedure) .

[0317] In some embodiments, the configuration for the reference signal used for the UE to evaluate the radio condition for receiving the downlink notification message from the NW can include at least one of below:

[0318] a reference signal type, which can be SSB / CSI-RS / SRS / TRS or other reference signal defined;

[0319] Location information in time domain of the reference signal:

[0320] in some embodiments the location information in time domain of the reference signal can include at least one of:

[0321] an offset to start of the paging occasion, for example, in number of slots; and / or

[0322] a periodicity, in some embodiments, a periodicity can be number of POs.

[0323] Sub-issue 2: the threshold can be configured for at least one of radio quality types listed: RSRP and / or RSRQ and / or SINR and / or power.

[0324] In some embodiments, there is only one threshold being configured for the UE to perform the evaluation. The UE may consider the condition as fulfilled when the evaluation outcome of the configured quality threshold fulfills the triggering condition.

[0325] In some embodiments, there could be more than one threshold configured for the UE. In some embodiments, for the same quality type (e.g., RSRP, RSRQ or SINR or received power) only one threshold is configured. When more than one threshold is provided, methods below can be considered for the UE to decide whether the condition is fulfilled or not:

[0326] the UE considers the conditions being fulfilled when the evaluation outcome of all configured quality thresholds fulfill the triggering condition; or

[0327] the UE considers the condition being fulfilled when at least one of the evaluation outcomes of configured quality thresholds fulfills the triggering condition.

[0328] Sub-issue 3: how to decide whether triggering condition is fulfilled based on evaluation outcomes:

[0329] In some embodiments, the UE can decide whether the triggering condition is fulfilled based on the evaluation outcome as discussed in above-section and / or based on at least the below alternatives:

[0330] Alt1: the UE considers the triggering condition being fulfilled when the evaluation outcome is fulfilled as discussed above (e.g., UE measurement (s) is lower than configured quality threshold (s) ) .

[0331] Alt2: a time duration for triggering condition determination can be introduced.

[0332] In some embodiments, the time duration is the maximum tolerant duration before triggering an enhanced triggering condition. In some embodiments the UE consider the triggering condition as fulfilled when the duration reaches the configured maximum tolerant duration. In some embodiments the UE consider the triggering condition as fulfilled when the duration exceeds the configured maximum tolerant duration. In some embodiments, the UE starts counting the duration when the evaluation outcome fulfills the triggering condition. In some embodiments, the duration can be reset to zero when the evaluation outcome does not fulfill the triggering condition. In some embodiments, a timer can be introduced to implement this feature. In some embodiments, the timer is initially set to zero. In some embodiments, the timer is started when the evaluation outcome is fulfilled the first time since initialization or since reset. In some embodiments, the timer is reset when the evaluation outcome is not fulfilled during the running of timer. In some embodiments, the timer is reset when the relevant configuration for triggering condition evaluation for enhanced notification has changed. In some embodiments, the timer is reset when the UE has received the notification message successfully. Upon expiry of timer, the UE considers the triggering condition is fulfilled.

[0333] Alt3: a maximum tolerant number for triggering condition evaluation can be introduced. In some embodiments, the UE may consider the triggering condition as fulfilled when the number of fulfilled evaluation outcome is larger the configured maximum number. In some embodiments, the UE considers the triggering condition as fulfilled when the number of fulfilled evaluation outcomes is larger or equal to the configured maximum number.

[0334] Alt 3-1: in some embodiments, the maximum tolerant number is the maximum number of evaluation outcomes being fulfilled consecutively before performing the notification procedure (e.g., enhanced notification procedure) . In some embodiments, a counter can be introduced to implement this feature. The counter is initially set to zero. The counter is increased by one each time the evaluation outcome is fulfilled. In some embodiments, the counter is reset to zero when a relevant configuration for triggering condition evaluation for enhanced notification has changed. In  some embodiments, the counter is reset to zero when the UE has received the notification message successfully. In some embodiments, the counter is reset to zero when the counter is not equal to zero and the evaluation outcome is not fulfilled.

[0335] Alt 3-2: in some embodiments, the maximum tolerant number is the maximum number of evaluation outcome being fulfilled before performing the notification procedure (e.g., enhanced notification procedure) . The difference between alt 3-1 and 3-2 is that for alt 3-2, the counter may not reset when the counter is not equal to zero and the evaluation outcome is not fulfilled.

[0336] Alt4: the combination of the time duration and the maximum number of tolerant time solution can be considered.

[0337] In some embodiments, a maximum time duration for the whole evaluation procedure and a maximum allowed number for the fulfilled evaluation outcome can be introduced. In some embodiments, a timer / counter can be introduced to help implementing this feature. In some embodiments, the timer may start when the evaluation outcome is fulfilled the first time since initialization or since reset. During the running of the timer, the UE may increase the counter by one each time the evaluation outcome fulfills the configured condition. In some embodiments, if the counter (used for counting the accumulated number of times of fulfilled evaluation outcome) exceeds or is equal to the configured maximum allowed number when the timer is still running, the UE considers the triggering condition as fulfilled. In some embodiments, if the counter (used for counting the accumulated number of times of fulfilled evaluation outcome) exceeds the configured maximum allowed number when the timer is still running, the UE considers the triggering condition as fulfilled. In some embodiments, the timer continues running regardless of if some evaluation outcome does not fulfill the configured conditions. In some embodiments, the counter and the timer are reset if the relevant configuration is reconfigured.

[0338] In some embodiments, a maximum time duration for an adjacent fulfilled evaluation outcome and a maximum allowed number for a fulfilled evaluation outcome can be introduced. In some embodiments, a timer / counter can be introduced to implement this feature. In some embodiments, the timer is started or restarted each time the evaluation outcome is fulfilled. In some embodiments, the counter may be increased by 1 each time the event is fulfilled and the timer is still running. In some embodiments, the counter may be reset when the timer expires. In some embodiments, the counter may be reset relevant configuration is reconfigured. In some  embodiments, if the counter exceeds (or in some embodiments, exceeds or equal to) the configured maximum allowed number the UE considers the triggering condition as fulfilled.

[0339] For the above mentioned alternatives, the timer / counter can be implemented in at least one of physical layer / MAC / RRC / Application layer.

[0340] In some embodiments, the timer / counter can be maintained in the physical layer. In some embodiments, the UE informs an upper layer that the triggering condition is fulfilled so that the UE higher layer can take necessary action (e.g., triggering the notification procedure (e.g., enhanced notification procedure) as discussed in below section. ) .

[0341] In some embodiments, the timer / counter is maintained in the MAC layer, a lower layer informs the MAC layer whether the evaluation outcome is fulfilled or not, based on which the UE’s MAC layer maintains the timer status. In some embodiments, when the triggering condition is fulfilled UE’s MAC layer informs an upper layer that the triggering condition is fulfilled so that a UE higher layer can take necessary action (e.g., triggering the notification procedure (e.g., enhanced notification procedure) as discussed in below section) .

[0342] In some embodiments, the timer / counter can be maintained in different logical layers. In some embodiments, the counter can be maintained in physical layer and the timer can be maintained in the MAC layer.

[0343] Sub-issue 4: the configuration / signaling format for the threshold (s) configuration

[0344] The ‘configuration for event X for critical radio link monitoring’ is used as an example terminology, and other terminology for the same configuration can be considered. In some embodiments, the configuration for event X for critical radio link monitoring can include one or more parameters and corresponding usage as discussed in option 1 (i.e., UE triggered solutions based on evaluation outcome of comparison of the UE measurement (s) with configured radio quality threshold (s) ) , which can include at least one of below parameters:

[0345] one indication to enable this event / feature. In some embodiments, the indication indicate that when this event is allowed or activated or enable, the UE may start to perform the evaluation. In some embodiments, the presence of other parameters can be used as implicit indication that this event / feature is allowed. In some embodiments, the other parameters include at least one of:

[0346] one or more quality thresholds for RSRP and / or RSRQ and / or SINR and / or power,  where the threshold can be an absolute threshold; or the threshold can be a relative value to another configured threshold (e.g., threshold configured for radio link monitoring) ;

[0347] a maximum time duration for the event X for the critical radio link monitoring; and / or

[0348] a maximum allowed time for the event X for the critical radio link monitoring.

[0349] Sub-issue 5: Applicable states: the solutions discussed in option 1 can be applicable in at least one of idle / RRC_inactive / RRC_connected states.

[0350] In some embodiments, the same configuration as discussed below can be used for all applicable states. In some embodiments, different configurations can be provided to different RRC states. In some embodiments, one configuration can be provided to idle / RRC inactive state while another configuration can be configured separately to RRC connected mode. In some embodiments, this feature of applicable states can be referred as critical radio link detection In some embodiments, the configuration provided to idle / RRC inactive state can be referred as idle inactive radio link monitoring configuration.

[0351] Option 2: based on cell selection / reselection results (e.g., the UE enters Any Cell Selection states)

[0352] In some embodiments, the UE may enter the Any Cell Selection state when the UE cannot find a suitable cell to camp on. In some embodiments, the UE cannot receive downlink message from the NW before the UE find a suitable cell or an acceptable cell to camp on.

[0353] Sub-issue 1: decide whether triggering condition is fulfilled

[0354] In some embodiments, the UE considers the triggering condition is fulfilled when it enters Any Cell Selection state.

[0355] In some embodiments, the UE may find a suitable cell / acceptable cell shortly when it enters the Any Cell Selection state. In this case, if the UE considers the triggering condition is fulfilled upon the UE enters the Any Cell Selection state, but the UE finds a suitable cell shortly after the UE action (e.g., performing the notification procedure) , the unnecessary UE action could lead to wasted power consumption. In some embodiments, an enhancement could be to introduce a maximum allowed time for the UE to stay in Any Cell Selection state before the UE considers the triggering condition is fulfilled. In some embodiments, the UE considers the triggering condition is fulfilled when the staying duration in Any Cell Selection state exceeds (or in some embodiments, exceeds or equal to) the configured maximum allowed time. Furthermore, in some embodiments, a  timer can be introduced to implement this feature. The timer is started upon the UE enters Any Cell Selection states. In some embodiments, the timer continues running if the UE stays in this state. The timer is reset when the UE leaves Any Cell Selection state. Upon expiry of the timer, the UE considers the triggering condition is fulfilled.

[0356] In some embodiments, the cell selection / reselection outcome that the UE considered for triggering the notification procedure (e.g., enhanced notification procedure) can be when the UE enters Camped on Any cell state. And the detailed solution as discussed in the above embodiments for Any Cell Selection state can be applied, the only difference is to change Any Cell Selection state to Camped on Any cell state.

[0357] Sub-issue 2: the configuration / signaling format for condition determination based on Any Cell Selection state

[0358] In some embodiments, the configuration for the option 2 may include at least one of below parameters:

[0359] one indication to enable this event / feature; and / or

[0360] a maximum time duration for the UE to stay in the Any Cell Selection states before triggering the notification procedure (e.g., enhanced notification procedure) .

[0361] In some embodiments, one indication can be introduced to indicate whether the UE shall consider cell selection / reselection outcome (e.g., when the UE enters Any Cell Selection state) as one condition to trigger the notification procedure (e.g., enhanced notification procedure) . In some embodiments, when the indication indicates this event is allowed or activated or enable, the UE may consider the cell selection / reselection outcome (e.g., when the UE enters Any Cell Selection state) as one condition to determine whether to trigger the notification procedure (e.g., enhanced notification procedure) . In some embodiments, one indication to enable the notification procedure (e.g., enhanced notification procedure) can be introduced, and the UE considers using the cell selection / reselection outcome (e.g., when the UE enters Any Cell Selection state) as one condition for triggering the notification procedure (e.g., enhanced notification procedure) as enabled if the notification procedure (e.g., enhanced notification procedure) feature is enabled / configured / allowed. In some embodiments, the presence of a relevant configuration (e.g., maximum time duration for the UE to stay in Any Cell Selection state) can be used as an implicit indication that this feature is enabled.

[0362] In some embodiments, the UE starts to accumulate the staying time each time the UE first enters Any Cell Selection states, the accumulate time is reset when the UE finds a suitable cell (i.e., the UE enters Camped normally (i.e., not Camped on Any Cell Selection State) ) or find an acceptable cell (i.e., the UE camps on any cell) . In some embodiments, when the accumulated time duration for the UE staying in Any Cell Selection state has exceeded (or in some embodiments exceeds and / or is equal to) the configured maximum time, the UE may consider the triggering condition as fulfilled.

[0363] In some embodiments, the maximum time can be implemented based on assistance of a timer. The timer is started when the UE enters Any Cell Selection state and reset when the UE leaves Any Cell Selection state. Upon expiry of the timer the UE considers the triggering condition as fulfilled.

[0364] Option 3: based on the beam selection outcome

[0365] In some embodiments, in the multi-beam system, the UE could perform beam selection to decide which beam is used for monitoring the scheduling information and / or for receiving the corresponding downlink message (e.g., the notification message) from the NW to the UE. In some embodiments, a configuration of beam selection for receiving a notification message (e.g., paging) can be introduced. When this is configured / enabled, the UE performs beam selection according to the received configuration, and then receives the notification message (e.g., paging) on the selected beam.

[0366] Sub-issue 1: the configuration for beam selection and UE beam selection behavior

[0367] In some embodiments, the configuration for the beam selection can include at least one of the below parameters:

[0368] one indication to enable this event / feature; and / or

[0369] one or more thresholds for beam selection.

[0370] In some embodiments, the indication can be introduced to indicate whether beam selection is enabled for the UE to select the beam based on the NW configuration and / or specified rules to select the beam before receiving a downlink message in the notification procedure (e.g., enhanced notification procedure (e.g., paging) ) . In some embodiments, one explicit indication is introduced to indicate the beam selection is enabled for the notification procedure (e.g., enhanced notification procedure) .

[0371] In some embodiments, the UE considers beam selection as enabled for the notification procedure (e.g., enhanced notification procedure) when the relevant configuration is provided (e.g., threshold for beam selection) .

[0372] In some embodiments, the UE considers beam selection as enabled for the notification procedure (e.g., enhanced notification procedure) when the triggering condition as discussed in option 1 / option 2 is fulfilled. For example, when the threshold (s) as discussed in option 1 is / are configured and enabled for the UE supporting this feature in the cell, and the UE considers the triggering condition as fulfilled after evaluation, the UE triggers the notification procedure (e.g., enhanced notification procedure) , which enables the beam selection procedure for the UE to select a suitable beam for monitoring / receiving the downlink message from the NW. In some embodiment, the UE refrains from performing beam selection for the notification procedure (e.g., enhanced notification procedure) when the UE leaves the triggered events for the notification procedure (e.g., enhanced notification procedure) as discussed in this document.

[0373] In some embodiments, one indication to enable the beam selection can be optionally provided. In some embodiments, the indication to enable the beam selection can be absent when the threshold for beam selection presents, in this example presence of the threshold for beam selection is used as implicit indication that beam selection is enabled. In some embodiments, the indication to enable the beam selection can be included even when there is no threshold for beam selection provided but the NW still wants to enable beam selection for enhanced procedure. In some embodiments, the UE may perform beam selection based on pre-defined rules (e.g., the UE selects beam with best quality for monitoring and receiving notification message) , when the indication to enable the beam selection is included but no threshold for the beam selection is provided. In some embodiments, the indication to enable the beam selection can be provided in at least one of physical layer signalling (e.g., by indication in DCI)  / MAC layer signalling (e.g., by MAC CE)  / RRC signalling or system information or paging or short message.

[0374] To facilitate the beam selection, one or more quality type thresholds for the beam selection can be introduced. The beam type can be at least one of SSB / CSI-RS / SRS / other reference signal. The quality type can be at least one of RSRP / RSRQ / SINR / Received power level.

[0375] In some embodiments, if only one quality threshold is provided to the UE, at least one of below alternatives can be considered for the beam selection.

[0376] Alt1: the UE selects the beam with the best quality (e.g., with highest RSRP / RSRQ / SINR / Received power level) among beams with quality above (or in some embodiments, above or equal to) the configured threshold;

[0377] Alt2: the UE randomly selects one beam among the beams with quality above (or in some embodiments, above or equal to) the configured threshold.

[0378] In some embodiments, if more than one quality threshold is provided to the UE, the UE first determines the qualified beams based on configured quality thresholds and then selects among the qualified beams the beam used for notification message monitoring and receiving. One of below alternatives can be considered to determine qualified beams.

[0379] Alt1: the UE considers beams as qualified when the qualities of beams (e.g., RSRP / RSRQ / SINR) are above (or in some embodiments, above or equal to) all configured thresholds.

[0380] Alt2: the UE considers beams as qualified when at least one of the qualities of beams (e.g., RSRP / RSRQ / SINR) is above (or in some embodiments, above or equal to) configured thresholds.

[0381] One of the below alternatives can be considered for selecting the beam among qualified beams.

[0382] Alt1: the UE selects the beam with the best quality among qualified beams

[0383] In some embodiments, the UE determines the beams with best quality based on the below order: firstly RSRP, secondly RSRQ, thirdly SINR and fourthly the received power level. If there are multiple beams with the same quality, the UE can select any of the beams among beams with the same quality.

[0384] Alt2: the UE randomly selects the beam among qualified beams

[0385] In some embodiments, if no threshold is provided to the UE but there are configurations indicating (either implicitly or explicitly) or conditions indicating (e.g., when triggering condition is fulfilled as discussed in this document) that the UE shall perform beam selection, then at least below alternatives can be considered for the UE for beam selection.

[0386] Alt1: the UE selects the beam with the best quality among all detected beams

[0387] In some embodiments, the UE determines the beams with best quality based on the below order: firstly RSRP, secondly RSRQ, thirdly SINR and fourthly the received power level. If  there are multiple beams with the same quality, the UE can select any of the beams among beams with the same quality.

[0388] Alt2: the UE randomly selects the beam among all detected beams

[0389] In some embodiments, if the quality threshold is configured and there is / are no qualified beam (s) available as outcome of the beam selection, the UE can consider the triggering condition as fulfilled.

[0390] Sub-issue 2: the configuration for the event triggered based on the beam selection outcome can include at least one of below:

[0391] one indication to enable this event / feature; and / or

[0392] the configuration for beam selection.

[0393] In some embodiments, one indication can be introduced to indicate whether the UE shall consider the beam selection outcome as one condition to trigger the notification procedure (e.g., enhanced notification procedure) . When the indication indicates this event as allowed or activated or enabled, the UE may consider the beam selection outcome as one condition to determine whether to trigger the notification procedure (e.g., enhanced notification procedure) .

[0394] In some embodiments, one indication to enable the notification procedure (e.g., enhanced notification procedure) can be introduced. In some embodiments, the UE considers the beam selection outcome as one default condition for triggering the notification procedure (e.g., enhanced notification procedure) as enabled if the notification procedure (e.g., enhanced notification procedure) feature is enabled / configured / allowed. In some embodiments, assuming this feature as a default function for the notification procedure (e.g., enhanced notification procedure) , a disable indication can be introduced to disallowed UE to use beam selection outcome as one triggering condition.

[0395] In some embodiments, the presence of a relevant configuration (e.g., the beam selection configuration as discussed above) can be used as an implicit indication that this feature is enabled.

[0396] Aspect 3:

[0397] Step 3: the UE initiates the notification procedure (e.g., enhanced notification procedure (e.g., inform higher layer to trigger alert) ) when the UE determines that the triggering condition is fulfilled

[0398] Issue 1: the UE / NW actions upon fulfilling of triggering condition

[0399] Sub-issue 1: UE actions

[0400] When the UE considers triggering conditions being fulfilled, the UE initiates the notification procedure (e.g., enhanced notification procedure) , which includes at least one of the below actions.

[0401] In some embodiments, the UE may enable beam selection to select a suitable beam for monitoring / receiving a downlink message.

[0402] In some embodiments, the UE may inform the higher layer (e.g., the application layer) that there is need to trigger an alert to notify the UE to move to an area with better reception to prepare for future incoming services (e.g., paging) . In some embodiments, at least one of the below actions can be considered:

[0403] a popup message showed in device’s screen;

[0404] a sound may be triggered; and / or

[0405] a vibration.

[0406] With such notification / alert the UE is informed that the current channel condition is suboptimal for receiving possible incoming calls / messages from the NW. Therefore, the UE can take actions to improve the successful rate of receiving possible incoming calls / messages. In some embodiments, the UE can move to a place with better coverage.

[0407] Sub-issue 2: conditions to cancel the alert

[0408] In some embodiments, at least one of below conditions can be considered to cancel the alert to notify the UE to move to area with better reception:

[0409] the UE proactively cancels the alert;

[0410] the UE successfully receives the downlink message; and / or

[0411] the notification lasts for a certain period and no cancellation is needed; and / or

[0412] the UE leaves the triggering events. The triggering events can be at least one of the events discussed in this document.

[0413] For the notification lasting for a certain period and no cancellation needed, a maximum time duration for cancelling the triggered action can be configured by the NW to the UE. In some embodiments, the time duration may start to accumulate when the alert is triggered and continues to accumulate until it reaches (or in some embodiments, exceeds) a configured maximum duration upon which the alert is automatically cancelled. In some embodiments, a timer can be introduced,  where the timer is started upon triggering of the alert and continues to run. Upon expiry of the timer, the alert is cancelled automatically.

[0414] In some embodiments, the timer for alert cancellation is started upon triggering of the alert and continues to run. In some embodiments, the timer maybe reset to zero or is stopped when the UE successfully received the downlink message. In some embodiments, the timer maybe reset to zero or is stopped when the alert is cancelled by the user. In some embodiments, the timer continues to run until expiration, upon which the alert is automatically cancelled.

[0415] Aspect 4:

[0416] Step 0: UE provides information relevant to its capability to the NW

[0417] In some embodiments, the UE capability report is to inform NW about whether the UE is capable of supporting the function, since different functions may put different requirement on the UE’s capability on processing data in different band combinations, receiving power and etc. In some embodiments, to balance between markets demands, product costs and performance gain, different types of UE may have different UE capabilities. The UE capability may be essential for the NW so that the NW can know how to provide suitable configuration that fits with the UE’s capability.

[0418] At least one of the below alternatives can be considered for the UE capability signaling:

[0419] In some embodiments, there is one UE capability defined for the notification procedure (e.g., enhanced notification procedure) . In some embodiments, the one capability bit may be used to inform the NW whether the UE supports a notification procedure (e.g., enhanced notification procedure) as discussed above.

[0420] In some embodiments, the UE capability to support the notification procedure (e.g., enhanced notification procedure) could be different in different band combinations. In some embodiments, the UE capability bit may be defined for different band combinations to indicate the bands that UE supports this feature.

[0421] In some embodiments, the UE capability may be different for different features included in the notification procedure (e.g., enhanced notification procedure) . In some embodiments, the UE capability to support different features within the enhanced notification can be independent from each other. In some embodiments, the UE capability of some features may be dependent on its capability to support other features.

[0422] In some embodiments, the UE capability could be different for different service types. In some embodiments, the UE capability can be either NAS capability or Access Stratum (AS) capability. For the NAS capability, the UE capability is reported to the CN via NAS signaling (e.g., during the initial attach) . In some embodiments, the CN can further provide the UE capability information to the base station (e.g., NG-RAN) in some cases (e.g., during UE context retrieval) . For the AS capability, the UE capability is provided to base station (e.g., NG-RAN) via capability report procedure using RRC message.

[0423] In some embodiments, conditions relevant to downlink channel states for the UE to trigger the alert are introduced, based on which the UE is notified about bad channel conditions. In some embodiments, the UE can take corresponding actions (e.g., move to a better coverage area) to prepare for the reception of incoming services (e.g., calls / messages and etc. ) .

[0424] In some embodiments, detailed conditions design and methods to signaling the condition to the UE may be introduced. In some embodiments, methods for the UE to evaluate whether condition (s) is satisfied or not may be introduced. In some embodiments, the UE behavior when conditions are satisfied may be introduced. In some embodiments, methods to cancel the triggered alert may be introduced. In some embodiments, considerations on handling the UE capability may be introduced.

[0426] In an embodiment, the storage unit 310 and the program code 312 may be omitted and the processor 300 may include a storage unit with stored program code.

[0427] The processor 300 may implement any one of the steps or operations in exemplified embodiments on the wireless communication terminal 30, e.g., by executing the program code 312.

[0430] FIG. 3 relates to a diagram of a wireless communication node 40 according to an embodiment of the present disclosure. The wireless communication node 40 may be a satellite, a base station (BS) , a gNB, a network entity, a Domain Name System (DNS) server, a Mobility Management Entity (MME) , Serving Gateway (S-GW) , Packet Data Network (PDN) Gateway (P-GW) , a radio access network (RAN) , a next generation RAN (NG-RAN) , a data network, a core network, a communication node in the core network, or a Radio Network Controller (RNC) , and is not limited herein. In addition, the wireless communication node 40 may include (perform) at least one network function such as an access and mobility management function (AMF) , a session management function (SMF) , a user place function (UPF) , a policy control function (PCF) , an application function (AF) , etc. The wireless communication node 40 may be used to implement the RAN, the CN, the OAM system described in this disclosure. The wireless communication node 40 may include a processor 400 such as a microprocessor or ASIC, a storage unit 410 and a communication unit 420. The storage unit 410 may be any data storage device that stores a program code 412, which is accessed and executed by the processor 400. Examples of the storage unit 410 include but are not limited to a SIM, ROM, flash memory, RAM, hard-disk, and optical data storage device. The communication unit 420 may be a transceiver and is used to transmit and receive signals (e.g., messages or packets) according to processing results of the processor 400. In  an embodiment, the communication unit 420 transmits and receives the signals via at least one antenna 422 or via wiring.

[0431] In an embodiment, the storage unit 410 and the program code 412 may be omitted. The processor 400 may include a storage unit with stored program code.

[0432] The processor 400 may implement any steps or operations described in exemplified embodiments on the wireless communication node 40, e.g., via executing the program code 412.

[0433] The communication unit 420 may be a transceiver. The communication unit 420 may as an alternative or in addition be combining a transmitting unit and a receiving unit configured to transmit and to receive, respectively, signals, messages, or information to and from a wireless communication node or a wireless communication terminal.

[0434] In some embodiments, the wireless communication node 40 may be used to perform the operations of the base station (e.g., NG-RAN) or the CN described in this disclosure. In some embodiments, the processor 400 and the communication unit 420 collaboratively perform the operations described in this disclosure. For example, the processor 400 performs operations and transmit or receive signals through the communication unit 420.

[0435] A wireless communication method is also provided according to an embodiment of the present disclosure. In an embodiment, the wireless communication method may be performed by using a wireless communication terminal (e.g., a UE) . In an embodiment, the wireless communication terminal may be implemented by using the wireless communication terminal 30 described in this disclosure, but is not limited thereto.

[0436] Referring to FIG. 4, in an embodiment, the wireless communication method includes receiving, by a wireless communication terminal from a wireless communication node, configuration information; determining, by the wireless communication terminal, whether a triggering condition is fulfilled based on the configuration information; and performing, by the wireless communication terminal, a notification procedure in response to the triggering condition being fulfilled.

[0437] Details in this regard can be ascertained with reference to the paragraphs above, and will not be repeated herein.

[0438] Another wireless communication method is also provided according to an embodiment of the present disclosure. In an embodiment, the wireless communication method may be  performed by using a wireless communication node (e.g., a gNB) . In an embodiment, the wireless communication node may be implemented by using the wireless communication node 40 described in this disclosure, but is not limited thereto.

[0439] Referring to FIG. 5, in an embodiment, the wireless communication method includes transmitting, by a wireless communication node to a wireless communication terminal, configuration information for monitoring a downlink channel condition, to allow the wireless communication terminal to determine whether a triggering condition is fulfilled based on the configuration information and perform a notification procedure in response to the triggering condition being fulfilled.

[0440] Details in this regard can be ascertained with reference to the paragraphs above, and will not be repeated herein.

[0441] In some embodiments, the wireless communication terminal used in the present disclosure may indicate the UE described above.

[0442] In some embodiments, the wireless communication node used in the present disclosure may indicate the node, base station, or CN described above.

[0443] In some embodiments, the configured quality threshold used in the present disclosure may indicate the configured radio quality threshold.

[0444] In some embodiments, Any Cell Selection state triggering in the present disclosure may indicate a cell selection state triggering.

[0445] While various embodiments of the present disclosure have been described above, it should be understood that they have been presented by way of example only, and not by way of limitation. Likewise, the various diagrams may depict an example architectural or configuration, which are provided to enable persons of ordinary skill in the art to understand exemplary features and functions of the present disclosure. Such persons would understand, however, that the present disclosure is not restricted to the illustrated example architectures or configurations, but can be implemented using a variety of alternative architectures and configurations. Additionally, as would be understood by persons of ordinary skill in the art, one or more features of one embodiment can be combined with one or more features of another embodiment described herein. Thus, the breadth and scope of the present disclosure should not be limited by any one of the above-described  exemplary embodiments.

[0446] It is understood that, in the present disclosure, the term “and / or” or symbol “ / ” may include any and all combinations of one or more of the associated listed items. For example, A and / or B and / or C includes any and all combinations of one or more of A, B, and C, including A, B, C, A and B, A and C, B and C, and a combination of A and B and C. Likewise, A / B / C includes any and all combinations of one or more of A, B, and C, including A, B, C, A and B, A and C, B and C, and a combination of A and B and C.

[0447] It is also understood that any reference to an element herein using a designation such as "first, " "second, " and so forth does not generally limit the quantity or order of those elements. Rather, these designations can be used herein as a convenient means of distinguishing between two or more elements or instances of an element. Thus, a reference to first and second elements does not mean that only two elements can be employed, or that the first element must precede the second element in some manner.

[0448] Additionally, a person having ordinary skill in the art would understand that information and signals can be represented using any one of a variety of different technologies and techniques. For example, data, instructions, commands, information, signals, bits and symbols, for example, which may be referenced in the above description can be represented by voltages, currents, electromagnetic waves, magnetic fields or particles, optical fields or particles, or any combination thereof.

[0449] A skilled person would further appreciate that any one of the various illustrative logical blocks, units, processors, means, circuits, methods and functions described in connection with the aspects disclosed herein can be implemented by electronic hardware (e.g., a digital implementation, an analog implementation, or a combination of the two) , firmware, various forms of program or design code incorporating instructions (which can be referred to herein, for convenience, as "software" or a "software unit” ) , or any combination of these techniques.

[0450] To clearly illustrate this interchangeability of hardware, firmware and software, various illustrative components, blocks, units, circuits, operations, and steps have been described above generally in terms of their functionality. Whether such functionality is implemented as hardware, firmware or software, or a combination of these techniques, depends upon the particular application and design constraints imposed on the overall system. Skilled artisans can implement the described  functionality in various ways for each particular application, but such implementation decisions do not cause a departure from the scope of the present disclosure. In accordance with various embodiments, a processor, device, component, circuit, structure, machine, unit, etc. can be configured to perform one or more of the functions described herein. The term “configured to” or “configured for” as used herein with respect to a specified operation or function refers to a processor, device, component, circuit, structure, machine, unit, etc. that is physically constructed, programmed and / or arranged to perform the specified operation or function.

[0451] Furthermore, a skilled person would understand that various illustrative logical blocks, units, devices, components and circuits described herein can be implemented within or performed by an integrated circuit (IC) that can include a general-purpose processor, a digital signal processor (DSP) , an application specific integrated circuit (ASIC) , a field programmable gate array (FPGA) or other programmable logic device, or any combination thereof. The logical blocks, units, and circuits can further include antennas and / or transceivers to communicate with various components within the network or within the device. A general-purpose processor can be a microprocessor, but in the alternative, the processor can be any conventional processor, controller, or state machine. A processor can also be implemented as a combination of computing devices, e.g., a combination of a DSP and a microprocessor, a plurality of microprocessors, one or more microprocessors in conjunction with a DSP core, or any other suitable configuration to perform the functions described herein. If implemented in software, the functions can be stored as one or more instructions or code on a computer-readable medium. Thus, the steps or operations of a method or algorithm disclosed herein can be implemented as software stored on a computer-readable medium.

[0452] Computer-readable media includes both computer storage media and communication media including any medium that can be enabled to transfer a computer program or code from one place to another. A storage media can be any available media that can be accessed by a computer. By way of example, and not limitation, such computer-readable media can include RAM, ROM, EEPROM, CD-ROM or other optical disk storage, magnetic disk storage or other magnetic storage devices, or any other medium that can be used to store desired program code in the form of instructions or data structures and that can be accessed by a computer.

[0454] Additionally, memory or other storage, as well as communication components, may be employed in embodiments of the present disclosure. It will be appreciated that, for clarity purposes, the above description has described embodiments of the present disclosure with reference to different functional units and processors. However, it will be apparent that any suitable distribution of functionality between different functional units, processing logic elements or domains may be used without detracting from the present disclosure. For example, functionality illustrated to be performed by separate processing logic elements, or controllers, may be performed by the same processing logic element, or controller. Hence, references to specific functional units are only references to a suitable means for providing the described functionality, rather than indicative of a strict logical or physical structure or organization.

[0455] Various modifications to the implementations described in this disclosure will be readily apparent to those skilled in the art, and the general principles defined herein can be applied to other implementations without departing from the scope of the claims. Thus, the disclosure is not intended to be limited to the implementations shown herein, but is to be accorded the widest scope consistent with the novel features and principles disclosed herein, as recited in the claims below.
