AI Technical Summary

Technical Problem

User equipment (UE) faces challenges in performing Radio Resource Management (RRM) measurements on neighbor cells that are operating in Network Energy Savings (NES) mode, as these cells mute synchronization signal blocks (SSBs), leading to ambiguities in measurement performance and interpretation.

Method used

The UE is configured with measurement objects (MOs) that exclude SSB-less neighbor cells, utilizing collocation or reference cell information to perform measurements on representative cells, and the network avoids configuring MOs on frequency layers with SSB-less cells, enabling accurate RRM through collocation and reference cell-based measurements.

Benefits of technology

This approach allows the UE to accurately perform RRM measurements on SSB-less neighbor cells by leveraging collocation and reference cell information, ensuring reliable network operations and reducing measurement ambiguities.

[0018] The example embodiments may be further understood with reference to the following description and the related appended drawings, wherein like elements are provided with the same reference numerals. The example embodiments relate to various methods performed by a user equipment (UE) or a network related to Radio Resource Management (RRM) measurements on neighbor cells.

[0019] The example embodiments are described with regard to a user equipment (UE) . However, reference to a UE is merely provided for illustrative purposes. The example embodiments may be utilized with any electronic component that may  establish a connection to a network and is configured with the hardware, software, and / or firmware to exchange information and data with the network. Therefore, the UE as described herein is used to represent any appropriate type of electronic component.

[0020] The example embodiments are also described with regard to a fifth generation (5G) New Radio (NR) network and cells that are next generation node Bs (gNBs) . However, reference to a 5G NR network and gNBs is merely provided for illustrative purposes. The example embodiments may be utilized with any appropriate type of network (e.g., 5G-Advanced, 6G, etc. ) and base station.

[0021] Some example embodiments are also described with reference to carrier aggregation (CA) . In CA, a UE may communicate in the downlink (DL) or uplink (UL) with multiple cells of a network to increase throughput. CA includes the UE associating with a Primary Cell (PCell) and one or more Secondary Cells (SCells) . Different band combinations of CA may be served by the PCell and SCell, e.g., the PCell may serve a first component carrier (CC) of a CA band combination (e.g., CC1) to the UE and the SCell may serve a second CC of the CA band combination (e.g., CC2) to the UE. Thus, in CA, both the PCell and the SCell are considered to be serving cells. However, the example embodiments are not limited to CA scenarios and may be implemented when a UE is not operating in CA mode.

[0022] The UE may perform RRM measurements on one or more neighbor cells using a specific downlink reference signal, e.g., a signal synchronization block (SSB) . The measurement metric may be Layer 1 (L1) -reference signal received power (RSRP) , L1-signal interference-to-noise ratio (SINR) , L1- reference signal received quality (RSRQ) , layer 3 (L3) measurements or any other appropriate type of metric. However, any reference to a specific type of measurement, reference signal or metric is merely provided for illustrative purposes. The example embodiments may apply to any appropriate type of measurement, reference signal or metric.

[0023] The example embodiments describe operations for a user equipment (UE) to be configured with measurement objects (MOs) that include RRM measurements for SSB-less neighbor cells. In some example embodiments, the UE determines that measurement objects (MOs) including SSB-less cells may not be performed but RRM measurements on other cells may be representative of the SSB-less cells.

[0024] In some example embodiments, the network is configured to exclude MOs that include SSB-less neighbor cells from a measurement configuration for the UE.

[0025] In some example embodiments, when a handover with SCell is performed for the UE and the SCell is an SSB-less SCell, the UE may determine timing information for activating the SSB-less SCell based on a reference cell.

[0026] Fig. 1 shows an example network arrangement 100 according to various example embodiments. The example network arrangement 100 includes a UE 110. The UE 110 may be any type of electronic component that is configured to communicate via a network, e.g., mobile phones, tablet computers, desktop computers, smartphones, phablets, embedded devices, wearables, Internet of Things (IoT) devices, etc. An actual network arrangement may include any number of UEs being used by any number of users. Thus, the example of a single UE 110 is merely provided for illustrative purposes.

[0027] The UE 110 may be configured to communicate with one or more networks. In the example of the network arrangement 100, the network with which the UE 110 may wirelessly communicate is a 5G NR radio access network (RAN) 120. However, the UE 110 may also communicate with other types of networks (e.g., sixth generation (6G) RAN, 5G cloud RAN, a next generation RAN (NG-RAN) , a long-term evolution (LTE) RAN, a legacy cellular network, a wireless local area network (WLAN) , etc. ) and the UE 110 may also communicate with networks over a wired connection. With regard to the example embodiments, the UE 110 may establish a connection with the 5G NR RAN 120. Therefore, the UE 110 may have at least a 5G NR chipset to communicate with the 5G NR RAN 120.

[0028] The 5G NR RAN 120 may be a portion of a cellular network that may be deployed by a network carrier (e.g., Verizon, AT&T, T-Mobile, etc. ) . The 5G NR RAN 120 may include base stations or access nodes (Node Bs, eNodeBs, HeNBs, eNBS, gNBs, gNodeBs, macrocells, microcells, small cells, femtocells, etc. ) that are configured to send and receive traffic from UEs that are equipped with the appropriate cellular chip set. In the network arrangement 100, the 5G NR RAN 120 deploys a gNB 120A.

[0029] Any association procedure may be performed for the UE 110 to connect to the 5G NR RAN 120. For example, as discussed above, the 5G NR RAN 120 may be associated with a particular cellular provider where the UE 110 and / or the user thereof has a contract and credential information (e.g., stored on a SIM card) . Upon detecting the presence of the 5G NR RAN 120, the UE 110 may transmit the corresponding credential information to associate with the 5G NR RAN  120. More specifically, the UE 110 may associate with a specific base station, e.g., the gNB 120A.

[0030] The network arrangement 100 also includes a cellular core network 130, the Internet 140, an IP Multimedia Subsystem (IMS) 150, and a network services backbone 160. The cellular core network 130 may refer to an interconnected set of components that manages the operation and traffic of the cellular network. It may include the evolved packet core (EPC) and / or the 5G core (5GC) . The cellular core network 130 also manages the traffic that flows between the cellular network and the Internet 140. The IMS 150 may be generally described as an architecture for delivering multimedia services to the UE 110 using the IP protocol. The IMS 150 may communicate with the cellular core network 130 and the Internet 140 to provide the multimedia services to the UE 110. The network services backbone 160 is in communication either directly or indirectly with the Internet 140 and the cellular core network 130. The network services backbone 160 may be generally described as a set of components (e.g., servers, network storage arrangements, etc. ) that implement a suite of services that may be used to extend the functionalities of the UE 110 in communication with the various networks.

[0031] Fig. 2 shows an example UE 110 according to various example embodiments. The UE 110 will be described with regard to the network arrangement 100 of Fig. 1. The UE 110 may include a processor 205, a memory arrangement 210, a display device 215, an input / output (I / O) device 220, a transceiver 225 and other components 230. The other components 230 may include, for example, an audio input device, an audio output device, a power supply, a data acquisition device, ports to electrically connect the UE 110 to other electronic devices, etc.

[0039] The above noted engine 330 being an application (e.g., a program) executed by the processor 305 is only an example. The functionality associated with the engine 330 may also be represented as a separate incorporated component of the base station 300 or may be a modular component coupled to the base station 300, e.g., an integrated circuit with or without firmware. For example, the integrated circuit may include input circuitry to receive signals and processing circuitry to process the signals and other information. In addition, in some base stations, the functionality described for the processor 305 is split among a plurality of processors (e.g., a baseband processor, an applications processor, etc. ) . The example embodiments may be implemented in any of these or other configurations of a base station.

[0040] The memory arrangement 310 may be a hardware component configured to store data related to operations performed by the base station 300. The I / O device 315 may be a hardware component or ports that enable a user to interact with the base station 300.

[0041] The transceiver 320 may be a hardware component configured to exchange data with the UE 110 and any other UEs in the network arrangement 100. The transceiver 320 may operate on a variety of different frequencies or channels (e.g., set of consecutive frequencies) . Therefore, the transceiver 320 may include one or more components to enable the data exchange with the various networks and UEs. The transceiver 320 includes circuitry configured to transmit and / or receive signals (e.g., control signals, data signals) . Such signals may be encoded with information implementing any one of the methods described herein. The processor 305 may be operably coupled to the transceiver 320 and configured to receive from and / or transmit signals to the transceiver 320. The processor 305 may be configured to encode and / or decode signals (e.g., signaling from a UE) for implementing any one of the methods described herein.

[0042] As previously mentioned, wireless communications, such as cellular wireless communications, involve measurement and reporting of various channel and communication metrics. The relevant wireless standards, such as the 3GPP standard, have introduced network energy savings (NES) functionality, whereby a network may support devices that use NES features, which may provide cost and / or complexity reduction benefits by using less energy and power.

[0043] As described above, NES may include a cell muting SSB transmissions. However, UEs may measure the SSBs for  various purposes including Radio Resource Management (RRM) . When a neighbor cell is operating in NES mode and has SSBs muted, a UE may not understand which measurements should be performed and how to interpret the measurements. The following provides some example scenarios where neighbor cells have SSBs muted and the possible ambiguities for the UE measurements as a result of the muting.

[0044] Figs. 4A and 4B illustrate example scenarios 400 and 450, respectively, where at least one neighbor cell has SSBs muted according to various example embodiments. In the example scenario 400 of Fig. 4A, the UE 405 is currently located in area 401 and is being served a CA combination of CC1 by cell 1 and CC2 by cell 2 at site 402. As shown in Fig. 4A, cell 2 is currently operating in NES (e.g., cell 2 is an SSB-less cell) and cell 1 and cell 2 are collocated. Because cell 1 and cell 2 are current serving cells and the cell 2 is an SSB-less cell, the UE 405 may determine that cell 1 and cell 2 are collocated and the cell 1 RRM or Layer 3 (L3) measurement results may represent the cell 2 quality.

[0045] The UE 405 may be adjacent to area 411 which includes cell 3 that may serve CC1 and cell 4 that may serve CC2 from site 412. As shown in Fig. 4A, cell 4 is currently operating in NES (e.g., cell 4 is an SSB-less cell) and cell 3 and cell 4 are collocated. The UE 405 may be configured to perform RRM, L3 or any other type of neighbor cell measurements on cell 3 and cell 4. The UE 405 may perform the measurements on the SSBs transmitted by the cell 3. However, since cell 4 is an SSB-less cell, the UE 405 cannot perform the measurements. In this scenario 400, because the cell 3 and cell 4 are collocated, similar to the example of collocated cells 1 and 2, the measurements of cell 3 may be used to represent the cell 4 quality. However, the UE 405 may be  unaware that cell 3 and cell 4 are collocated so the UE 405 does not understand this relationship between cell 3 and cell 4.

[0046] In the example scenario 450 of Fig. 4B, the UE 455 is currently located in area 451 and is being served a CA combination of CC1 by cell 1 and CC2 by cell 2 at site 452. As shown in Fig. 4B, cell 2 is currently operating in NES (e.g., cell 2 is an SSB-less cell) and cell 1 and cell 2 are collocated. Because cell 1 and cell 2 are current serving cells and the cell 2 is an SSB-less cell, the UE 405 may determine that cell 1 and cell 2 are collocated and the cell 1 RRM or L3 measurement results may represent the cell 2 quality.

[0047] The UE 405 may be adjacent to areas 461 and 471 which include cell 3 that may serve CC1 from site 462 and cell 4 that may serve CC2 from site 472, respectively. As shown in Fig. 4B, cell 4 is currently operating in NES (e.g., cell 4 is an SSB-less cell) but cell 3 and cell 4 are not collocated, e.g., cell 3 and cell 4 are at different sites. The UE 455 may be configured to perform RRM, L3 or any other type of neighbor cell measurements on cell 3 and cell 4. The UE 455 may perform the measurements on the SSBs transmitted by the cell 3. However, since cell 4 is an SSB-less cell, the UE 455 cannot perform the measurements. In this scenario 450, because the cell 3 and cell 4 are not collocated, the measurements of cell 3 may not be used to represent the cell 4 quality. However, the UE 455 is once again unaware of the relationship between cell 3 and cell 4 (e.g., they are not collocated) .

[0048] As can be seen from these two example scenarios, when the UE is configured to measure an SSB-less cell, the UE may experience ambiguities as to how to perform the  measurements and how to interpret the measurements that are performed. The example embodiments provide various solutions to allow the UE to understand the measurements that are to be performed and how to interpret the measurements.

[0049] In some example embodiments, the UE may not be required to measure a measurement object (MO) on SSB-less carrier for neighbor cells if the UE has collocated information of a neighbor cell. For example, in scenario 400 of Fig 4A, if the UE 405 receives a measurement configuration for a neighbor MO that includes cell 3 and cell 4, the measurement configuration may also include information that cell 3 and cell 4 are collocated. This will indicate to the UE 405 that the cell 3 RRM or L3 measurements may be used to indicate the quality of cell 4 and there is no need to perform measurements on cell 4 reference signals. In the example embodiments, this collocation information may be provided to the UE 405 as part of the measurement configuration but may also be provided as part of separate signaling between the network and the UE 405.

[0050] This collocation information may be indicated to the UE 405 in a various manners including on a frequency level or on a cell level. For example, when the network (e.g., gNB 120A) provides the collocation information on a frequency level, the network may indicate that frequency layer Fx and Fy are collocated for neighbor cell possible CA combination or frequency layer Fx and Fy share the same channel quality for each cell. From this frequency level collocation information, the UE 405 will understand that the UE 405 only needs to measure one of the frequency layers, either Fx or Fy. For example, if cell 3 (CC1) is transmitting SSBs on frequency layer Fx and cell 4 is SSB-less but may serve CC2 on frequency layer Fy, the UE 405 will understand that only the MO  associated with the cell 3 operating on frequency layer Fx may be measured and the measurement results may apply to the cell 4 CC2.

[0051] When the network (e.g., gNB 120A) provides the collocation information on a cell level, the network may indicate neighbor cell x on frequency layer Fx and neighbor cell y on frequency layer Fy are collocated or neighbor cell x on frequency layer Fx and neighbor cell y on frequency layer Fy share the same channel quality for each cell. Again, referring to the scenario 400 of Fig. 4A, the network may provide collocation information indicating that neighbor cell 3 on frequency layer Fx and neighbor cell 4 on frequency layer Fy are collocated. This indicates to the UE 405 that the measurement results for an MO for cell 3 may be applied for any MOs configured for cell 4 and no cell 4 measurements need to be performed.

[0052] In the example embodiments, the UE may see multiple pairs of x&&y (collocated site have cell x and cell y) for each site, and the UE only needs to measure one of cell x or cell y. For example, while site 412 of Fig. 4A includes collocated cells 3 and 4, there may be other cells that are also collocated at site 412 such as cell 5 and cell 6 (not shown) . These cells 5 and 6 may also be paired with the other cells from the same site in the collation information, e.g., cell 5 and cell 6 may be either of cell x or cell y in the collocation information.

[0053] In other example embodiments, the UE may not be required to measure a MO on SSB-less carrier for neighbor cells if the UE has reference cell information for the neighbor cell. A reference cell may be considered a cell that the network has identified as a proxy for another cell, e.g.,  measurements of the reference cell may be applied to a different neighbor cell. Thus, a reference cell is a cell that is currently transmitting SSBs. To provide an example, consider the scenario 450 where the UE 455 is configured to perform neighbor cell measurements for cell 3 and cell 4. As described above, the UE 455 may perform the measurements on the SSBs transmitted by cell 3 but cell 4 is not currently transmitting SSBs and therefore no measurements may be performed. In these example embodiments, the network may provide the UE 455 with reference cell information for the cell 4. For example, the network may indicate that a cell 5 (not shown) that is collocated with cell 4 at the site 472 may be a reference cell and the UE 455 may use measurements on the reference cell as an indication of the quality of cell 4. There is no requirement that the reference cell be collocated with the cell for which the UE has an MO.

[0054] This reference cell information may be indicated to the UE 455 in a various manners including on a frequency level or on a cell level. For example, when the network (e.g., gNB 120A) provides the reference cell information on a frequency level, the network may indicate that frequency layer Fx has reference cell which may represent the cell quality of frequency layer Fy, and the UE only needs to measure the frequency layer Fx because it represents the frequency layer Fy.

[0055] When the network (e.g., gNB 120A) provides the reference cell information on a cell level, the network may indicate neighbor cell x on frequency layer Fx is the reference cell for neighbor cell y on Fy, and the UE only needs to measure the neighbor cell x (i.e., reference cell) . Similar to the example provided above for the collocation information, the reference cell information may include  multiple pairs of x&&y (collocated site have cell x and cell y) for each site.

[0056] Fig. 5 shows an example method 500 for performing neighbor cell RRM measurements according to various example embodiments. The method 500 may be applicable to either of the above example embodiments, e.g., where the UE is provided with measurement information that includes collocation information or reference cell information.

[0057] In 510, the UE receives a measurement configuration from a serving cell. The measurement configuration may include a measurement object (MO) for at least one neighbor cell that is currently operating in NES mode, e.g., the neighbor cell is an SSB-less cell. The measurement configuration may also include measurement information for the neighbor cell such as collocation information or reference cell information.

[0058] In 520, based on the measurement information, the UE may determine that it does not have to perform measurements associated with the MO for the SSB-less neighbor cell. As described above, this determination may be based on the collocation information or reference cell information provided in the measurement configuration.

[0059] In 530, the UE will perform the SSB measurements on the SSB based neighbor cells that are representative of the SSB-less neighbor cell. For example, if the UE receives collocation information, the UE will perform SSB measurements on the collocated cell. In another example, if the UE receives reference cell information, the UE will perform SSB measurements on the reference cell.

[0060] In 540, the UE will report the measurement results  to the serving cell. Based on the configuration information configured by the serving cell, the serving cell will understand that measurement results that are representative of the SSB-less cell. The UE or the network may use these measurement results for various RRM procedures or operations.

[0061] In further example embodiments, the MO on frequency layers that have SSB-less cells are not configured for the UE. In these example embodiments, the network is configured to avoid the scenarios 400 and 450 by not configuring the UE with MOs on frequency layers that have SSB-less cells.

[0062] For example, the network may determine if there is at least one SSB-less cell on the frequency layer of an MO. If there is an SSB-less cell on the frequency layer of an MO, the serving cell may not configure this MO for the UE for RRM measurements.

[0063] In another example, the network may determine if there is at least one SSB-less cell on the frequency layer of an MO and if the cell or cells are near the current serving cell for the UE. This location based determination may be used because only the cells that are near the current serving cell need RRM measurements for future mobility decisions. If both these determinations are positive (e.g., there is an SSB-less cell on the frequency layer of an MO and the cell is near the current serving cell) , then the serving cell may not configure this MO for the UE for RRM measurements. Since the network is aware of the network topography (e.g., the location of each of the cells in the network) , the network may make this nearness decision based on whether the one or more SSB-less cells have adjacent coverage areas with the serving cell which may indicate that a handover to the SSB-less cell is possible.

[0064] Fig. 6 shows an example method 600 for configuring a UE with an RRM measurement configuration according to various example embodiments. The method 600 may be performed by a serving cell of the UE. The method 600 is an example of the above described example embodiments where the network configures the UE with a measurement configuration that excludes the measurement of SSB-less cells.

[0065] In 610, the serving cell determines whether an MO includes at least one SSB-less cell. As described above, in some examples the determination in 610 may also include a determination of whether the at least one SSB-less cell is near the current serving cell for the purposes of mobility. If the MO does not include an SSB-less cell, in 630, the serving cell may configure a measurement configuration for a UE that includes the MO.

[0066] If the MO includes an SSB-less cell, in 620, the serving cell may configure a measurement configuration for a UE that does not include the MO. In 640, the serving cell will transmit the measurement configuration that includes MOs that do not have any SSB-less cells and no MOs that include SSB-less cells. The UE may then perform measurements in accordance with the received measurement configuration.

[0067] In some example embodiments, the network deployment may be such that the network may guarantee that, if a serving CA is collocated between SSB and SSB-less cells (F1+F2) , the neighbor cells may have the same deployment, e.g., F1+F2 may also be collocated. For example, throughout the entire network deployment, F1 + F2 cells are always collocated in a same area. This may result in the F1 cell measurements always be used to decide the F2 cell quality as long as they are in the same coverage area, e.g., they are collocated.

[0068] In some examples, this predefined assumption of the network deployment may allow the UE to perform the RRM measurements based on this relationship, e.g., the UE only needs to do measurements for cells on F1 to represent F2 cell on the same site. In other examples, this information may be indicated to the UE from the network, e.g., the network indicates that measurements on F1 may represent the measurements on F2.

[0069] Some example embodiments are related to handovers (HO) . In some examples, a HO may be referred to as an HO with SCell. This means that the HO will be for both the PCell and the SCell, e.g., at the completion of the HO, the UE will have both a new PCell and a new SCell. In this scenario, the network may indicate to the UE if a target SCell is an SSB-less cell or an SSB based cell.

[0070] When the target SCell is an SSB-less cell, the UE may have to make an assumption about the timing for the target SCell because there are no SSBs to provide the UE with exact SCell timing information. In some example embodiments, the UE may consider that target PCell is the reference cell because the PCell is the first cell to be activated after HO. Thus, in these example embodiments, activation of the SSB-less SCell by the UE may reuse the timing and the automatic gain control (AGC) information from the reference cell, e.g., the target PCell.

[0071] In other example embodiments, the reference cell may be another active SCell, e.g., the target SCell is an SSB-less SCell and the reference cell is an SSB based SCell. In these example embodiments, the SSB-less SCell activation may be in a sequential order after the reference SCell completes the DL  synchronization, i.e., the UE will not use the timing of the reference SCell for the target SSB-less SCell until the reference SCell completes DL synchronization. The network may indicate the reference SCell to the UE in the HO command.

[0072] Completing DL synchronization may include finishing the cell detection and / or L3 measurements, finishing the cell detection and L3 measurements plus fine time tracking, finishing the cell detection and L3 measurement plus fine time tracking plus Transmission Configuration Indicator (TCI) activation or the UE measures valid channel quality index (CQI) or the UE reports valid CQI.

[0073] Fig. 7 shows an example method 700 for activating an SSB-less SCell during handover operations according to various example embodiments. The example method 700 is performed by a UE during HO operations where the HO includes an SSB-less SCell.

[0074] In 710, the UE performs HO operations for HO with SCell. As described above, in this type of HO procedure, the UE is provided with a new PCell and one or more new SCells. In this example, at least one of the SCells is an SSB-less SCell. Thus, after being handed over to the SSB-less SCell, the UE will activate the SSB-less SCell. However, since the SCell is not currently transmitting SSBs, the UE needs to determine the timing for activating the SCell.

[0075] In 720, the UE determines a reference cell to be used for the purposes of timing for the SSB-less SCell. As described above, in some examples, the reference cell may be the target or new PCell and in other examples the reference cell may be another SCell that has already been synchronized in the DL.

[0076] Once the reference cell has been determined, in 730, the UE may activate the SSB-less SCell using the timing and / or other information (e.g., AGC) of the reference cell.

[0077] In some example embodiments, if cells on the same frequency are the same in terms of either SSB or SSB-less, but network configures multiple MOs for the UE including the MOs for frequencies which have SSB-less cells, the network may indicate which MOs may be performed, e.g., the network may indicate that MOs which include SSB-less cells are disabled.

[0078] To provide an example, the network may configure the UE with MO1 for frequency 1, MO2 for frequency 2 and MO3 for frequency 3. In this example, it may be considered that frequency 1 includes SSB-less cells while frequency 2 and 3 are SSB based cells. In this example, the network may disable MO1 for the UE so the UE does not have to perform measurements on SSB-less cells. However, the network may still provide the UE with the MO1 configuration because the network may dynamically implement NES, e.g., switching cells from SSB based to SSB-less and vice versa based on current network conditions. Thus, at a later time, the frequency 1 cells may have their SSBs turned back on and the network may indicate to the UE that MO1 may be performed.

[0079] In some example embodiments, UE behavior for measurements of neighbor cells on a carrier of an active SSB-less SCell may be defined. In these example embodiments, if the neighbor cells on a carrier of an active SSB-less SCell have SSB transmissions, the measurement for those neighbor cells may be treated as inter-frequency measurements without a measurement gap (MG) when the SSBs of the neighbor cells may be contained in the active bandwidth part (BWP) of the SSB- less SCell.

[0080] If the SSBs of the neighbor cells have different center frequencies, even though the neighbor cell SSBs may be contained in the active BWP of the active SSB-less SCell, the neighbor cell SSBs may not be measured simultaneously. In such a case, the UE may measure the neighbor cell SSBs on different frequencies in a sequential order. To provide an example, consider a scenario where the UE has SSB-less SCell, and this SCell active BWP can contain SSBs from neighbor cell (NC) 1, NC 2, and NC 3. NC1 and NC2 have SSBs on the same frequency and / or the same subcarrier spacing (SCS) . NC3 has SSBs on a different frequency or different SCS from NC1 and NC2. The UE may treat the measurement of NC1, NC2 and NC3 as an inter-frequency measurement without MG, but the UE cannot measure NC1, NC2 and NC3 simultaneously. In this example, the UE may measure NC1 / NC2 at the same time but may measure NC3 on different time occasions than NC1 / NC2.

[0081] Fig. 8 shows an example method 800 for performing neighbor cell measurements on cells transmitting SSBs when the current serving SCell is an SSB-less cell according to various example embodiments. The method 800 may be performed by a UE that has an active SSB-less SCell that is serving a CC to the UE.

[0082] In 810, the UE determines if the initial condition of the UE being served a CC by an SSB-less SCell is true. If it is not, the method 800 is inapplicable to the UE and the method ends. If the condition of 810 is true, in 820, the UE determines if configured neighbor cell (s) of the SSB-less SCell are transmitting SSBs. If it is not, the method 800 is inapplicable to the UE and the method ends.

[0083] If the condition of 820 is true, in 830, the UE determines if the SSBs being transmitted by the neighbor cell (s) are contained by the active BWP of the SSB-less SCell. If the SSBs of the neighbor cell (s) are not contained in the active BWP of the SSB-less cell, the method 800 is inapplicable to the UE and the method ends.

[0084] If the condition of 820 is true, the UE may perform the RRM measurements on the neighbor cell (s) as inter-frequency measurements without MG. However, as described above, a further evaluation in 840 may be used to determine whether the center frequency of the SSBs for the neighbor cell (s) is the same. If all the neighbor cells or if there is only a single neighbor cell, then the UE may, in 850, perform simultaneous inter-frequency measurements without MG for the neighbor cell (s) .

[0085] However, if the center frequency of the SSBs for one or more neighbor cells is different, the UE may still, in 860, perform the RRM measurements for the neighbor cells as inter-frequency measurements without MG but the measurements for the neighbor cells that have different center frequencies may be performed at different times, e.g., the RRM measurements are not simultaneous for all neighbor cells.
