[0003] In the fifth generation (5G) system, a downlink (DL) modulation and coding scheme (MCS) for a given user equipment (UE) is typically selected based on the radio frequency (RF) channel quality that is recommended by the UE through a channel quality indicator (CQI) report. Frequency resources and a power level may be derived based on data of a user in a buffer and the MCS. In a non-full buffer scenario, frequency resources may be left unused, which could be utilized for transmit power reduction and energy saving. Transmission power reduction has the benefit of reducing in-band and adjacent-band interference and improving throughput.SUMMARY

[0025] Due to the increasing demand for data transmission, a vast majority of efforts have been concentrated on improving or optimizing system capacity using the available limited resources. However, most of the time, the system is not overloaded, i.e., “full buffer” . In fact, medium traffic load typically accounts for most of the time in practical systems. This implies that for most of slots, there are remaining frequency domain resources. The remaining frequency domain resources may be traded for the power reduction. In the other words, by utilizing the remaining frequency domain resources, the transmission power can be reduced, while maintaining the same experienced throughput for each user. The minimal transmit power achieved via some multiuser radio resource allocation schemes may result in reduced inter-cell interference, improved throughput, and network energy savings.

[0026] 5G may support full power spectral density (PSD) or reduced PSD in DL data transmissions. The full PSD is used in most high-data-traffic-load contexts to maximize the DL coverage and capacity. The full PSD power may typically be used to measure the channel quality and the CQI reported by the UE would correspond to an MCS that would maximize the spectral efficiency and achieve a target reliability (e.g., target error rate) . The number of transmissible bits, i.e., the transport block size (TBS) , is derived from the  MCS and number of resources which are organized in units of resource blocks (RBs) . Typically, the number of assigned RBs is calculated by the scheduler to transmit all the data-in-buffer bits under a full PSD assumption. When the amount of DL data-in-buffer bits is much smaller compared to the RB allocation, a downgraded MCS can be used, which would permit reduced DL transmit power. Some 5G RAN product supports both full PSD transmission and reduced PSD transmission when the MCS is downgraded.

1.An apparatus comprising:at least one processor; andat least one memory storing instructions that, when executed by the at least one processor, cause the apparatus at least to:determine a respective first number of resources that satisfy the throughput, or delay, or retransmission requirements by each terminal device of a set of terminal devices;assign a respective second number of resources for each terminal device of the set of terminal devices, based on the respective first number of resources of the terminal device, the second number being greater than the first number to reduce total transmis sion power associated with the set of terminal devices;determine at least one of a modulation and coding scheme (MCS) or a multiple-input and multiple-output (MIMO) rank for each terminal device of the set of terminal devices, based on the respective second number of resources of the terminal device such that the assigned second number of resources, together with a current MCS and a current MIMO rank satisfy throughput, or delay, or retransmission requirements of each terminal device; anddetermine transmission power associated with each terminal device of the set of terminal devices, based on the at least one of the determined MCS or the determined MIMO rank of the terminal device.2.The apparatus of claim 1, wherein the at least one memory and the at least one processor further cause the apparatus to:determine a total number of resources required by the set of terminal devices; anddetermine a total number of resources available for the set of terminal devices,wherein the respective first number of resources for each terminal device of the set of terminal devices are determined in response to the total number of available resources being greater than the total number of required resources.3.The apparatus of claim 2, wherein the total number of required resources is determined based on channel quality and number of transmission bits required by each terminal device of the set of terminal devices.4.The apparatus of claim 3, wherein the number of transmission bits required by each terminal device of the set of terminal devices is determined based on at least one requirement of the terminal device, the at least one requirement comprising at least one of: a delay requirement, a throughput requirement or a retransmission requirement.5.The apparatus of any of claims 2 to 4, wherein the total number of available resources is determined in at least one of a frequency domain or a spatial domain or a time domain.6.The apparatus of any of claims 1 to 5, wherein the respective first number of resources required by each terminal device of the set of terminal devices is determined based on the number of transmission bits and at least one of a reference MCS or a reference MIMO rank of the terminal device.7.The apparatus of claim 6, wherein the at least one of the reference MCS or the reference MIMO rank of each terminal device of the set of terminal devices is determined based on channel quality of the terminal device.8.The apparatus of any of claims 1 to 7, whereinthe respective first number of resources required by each terminal device of the set of terminal devices is adjusted using a resource allocation factor.9.The apparatus of any of claims 1 to 8, wherein the at least one memory and the at least one processor cause the apparatus to assign the respective second number of  resources for each terminal device of the set of terminal devices by:in response to presence of unused resources in available resources, selecting a terminal device from the set of terminal devices based on respective metrics of the set of terminal devices;degrading at least one of a current MCS or a current MIMO rank of the selected terminal device; andadjusting current resources assigned to the selected terminal device, based on the at least one of the degraded MCS or the degraded MIMO rank of the selected terminal device.10.The apparatus of any of claims 1 to 8, wherein the at least one memory and the at least one processor cause the apparatus to assign the respective second number of resources for each terminal device of the set of terminal devices by:in response to presence of unused resources in available resources, selecting a terminal device from the set of terminal devices based on respective metrics of the set of terminal devices; andincreasing current resources assigned to the selected terminal device; anddegrading at least one of a current MCS or a current MIMO rank of the selected terminal device based on the increased resources.11.The apparatus of claim 9 or 10, wherein the respective metrics of the set of terminal devices comprises at least one of:a metric related to at least one of spectral efficiency, channel quality or transmission power;a metric related to amount of power reduction using a predetermined number of resources; ora metric related to an MCS.12.The apparatus of any of claims 9 to 11, wherein the degrading is performed to meet at least one of a delay requirement, a throughput requirement or retransmission  requirement after the degrading.13.The apparatus of any of claims 9 to 12, wherein the degrading is performed based on determining that power reduction is to be caused by the degrading.14.The apparatus of any of claims 1 to 7, wherein the at least one memory and the at least one processor cause the apparatus to assign the respective second number of resources for each terminal device of the set of terminal devices by:determining a plurality of resource assignments for the set of terminal devices, based on a constraint that each terminal device of the set of terminal devices is assigned with at least the respective first number of resources required by the terminal device; andselecting a resource assignment from the plurality of resource assignments to reduce the total transmission power associated with the set of terminal devices.15.The apparatus of any of claims 1 to 7, wherein the respective second number of resources for each terminal device of the set of terminal devices are assigned using a machine learning model.16.A method comprising:determining a respective first number of resources required by each terminal device of a set of terminal devices;assigning a respective second number of resources for each terminal device of the set of terminal devices, based on the respective first number of resources of the terminal device, the second number being greater than the first number to reduce total transmission power associated with the set of terminal devices;determining at least one of a modulation and coding scheme (MCS) or a multiple-input and multiple-output (MIMO) rank for each terminal device of the set of terminal devices, based on the respective second number of resources of the terminal device such that the assigned second number of resources, together with a current MCS and a current MIMO rank satisfy throughput, or delay, or retransmission requirements of each terminal device; anddetermining transmission power associated with each terminal device of the set of terminal devices, based on the at least one of the determined MCS or the determined MIMO rank of the terminal device.17.An apparatus comprising:means for determining a respective first number of resources required by each terminal device of a set of terminal devices;means for assigning a respective second number of resources for each terminal device of the set of terminal devices, based on the respective first number of resources of the terminal device, the second number being greater than the first number to reduce total transmission power associated with the set of terminal devices;means for determining at least one of a modulation and coding scheme (MCS) or a multiple-input and multiple-output (MIMO) rank for each terminal device of the set of terminal devices, based on the respective second number of resources of the terminal device such that the assigned second number of resources, together with a current MCS and a current MIMO rank satisfy throughput, or delay, or retransmission requirements of each terminal device; andmeans for determining transmission power associated with each terminal device of the set of terminal devices, based on the at least one of the determined MCS or the determined MIMO rank of the terminal device.18.A computer readable medium comprising instructions stored thereon for causing an apparatus at least to perform the method of claim 16.
