[0003] Wireless communications systems are widely deployed to provide various types of communication content such as voice, video, packet data, messaging, broadcast, and so on. These systems may be capable of supporting communication with multiple users by sharing the available system resources (e.g., time, frequency, and power) . Examples of such multiple-access systems include fourth generation (4G) systems such as Long Term Evolution (LTE) systems, LTE-Advanced (LTE-A) systems, or LTE-A Pro systems, and fifth generation (5G) systems which may be referred to as New Radio (NR) systems. These systems may employ technologies such as code division multiple access (CDMA) , time division multiple access (TDMA) , frequency division multiple access (FDMA) , orthogonal FDMA (OFDMA) , or discrete Fourier transform spread orthogonal frequency division multiplexing (DFT-S-OFDM) . A wireless multiple-access communications system may include one or more base stations, each supporting wireless communication for communication devices, which may be known as user equipment (UE) .

[0005] The described techniques relate to improved methods, systems, devices, and apparatuses that support configuration of downlink control information (DCI) for  transmit power control. For example, the described techniques provide for a user equipment (UE) that may be configured with one or more DCI blocks of a DCI signal that indicate transmit power (TPC) commands for sounding reference signaling (SRS) over uplink component carriers. For example, the UE may receive radio resource control (RRC) signaling (e.g., dedicated to SRS or used for various types of signaling) that indicates a starting position or an index for a block of multiple blocks of DCI, where each block corresponds to an uplink component carrier. Each block indicates a TPC command, and in some examples, also a closed loop indicator, for the corresponding uplink component carrier. The UE determines a location of a block for a given uplink component carrier based on the RRC signaling, where the index of the given uplink component carrier is configured by the RRC signaling, and then the UE determines the TPC command and / or the closed loop indictor indicated by the block. The UE transmits the SRS using the uplink component carrier according to an uplink power based on the TPC command and / or the closed loop indicator. In some examples, the UE may be configured with one or more DCI blocks that indicate TPC commands for uplink shared channels, such as a physical uplink shared channel (PUSCH) , for uplink component carriers.

[0032] In some wireless communications systems, a network entity (e.g., base station) may send downlink control information (DCI) to a user equipment (UE) indicating an allocation of resources for uplink data or downlink data. The DCI may also indicate information to adjust power (e.g., uplink power) . In some cases, such as wireless communications systems involving sounding reference signaling (SRS) , the network entity (e.g., base station) may send a group common downlink control information, such as DCI format 2_3, to the UE indicating information to adjust power for sounding reference signal. The DCI format 2_3 may indicate power adjustment commands for SRS when certain conditions are met, such as conditions related to an uplink shared channel (e.g., physical uplink shared channel (PUSCH) ) . As an example, the power adjustments for SRS via DCI format 2_3 may be indicated when an SRS  carrier switching parameter (e.g., SRS-CarrierSwitching parameter in radio resource control signaling) is configured with respect to the uplink shared channel. As an example, the SRS carrier switching parameter may be configured for each uplink component carrier in which the uplink shared channel is not configured and / or for each uplink component carrier configured with a power adjustment state for SRS independent from the uplink shared channel. However, to use DCI format 2_3 to indicate a power adjustment (e.g., a transmit power adjustment (TPC) ) for SRS may include the UE being configured with the SRS carrier switching parameter.
