Abstract
Description
Standards establishment system and standards establishment monitoring system
[0001] The present invention relates to a standard-setting system and a standard-setting monitoring system.
[0002] In the process of establishing de jure standards such as JIS, ISO, and IEC, a draft standard is prepared and then a committee reaches a consensus on it, with the participation of all stakeholders (see, for example, Non-Patent Documents 1 to 3).
[0003] The general process for establishing standards begins with the collection and analysis of information on technology, existing standards, corporate trends, legal regulations, and social conditions. Next, a draft standard or a proposed revision of the standard is prepared based on this information. A committee then reaches a consensus, and after review and proofreading, the standard is established or revised. The established standard is then used by users, but in fields where technological innovation is rapid, it may be necessary to revise the standard every few years.

[0005] In order to reach a consensus within the committee, it is first necessary to comprehensively identify all stakeholders in the draft standard. This task has traditionally been done manually, which has resulted in a huge workload and a high risk of overlooking stakeholders who may be in unexpected places.
[0006] Furthermore, proposals for standard revisions have traditionally been done manually, resulting in a heavy workload. Furthermore, once a standard draft has been agreed upon by the committee, it is proofread to finalize it as a standard. The main task of proofreading is to ensure that the draft standard conforms to the "standard format," and this is primarily carried out by proofreading professionals belonging to standards organizations or standards-related organizations. As proofreading is both a heavy workload and costly, there was a need to improve the efficiency of this process.
[0007] The present invention has been made in light of these circumstances, and aims to support standardization and improve the efficiency and accuracy of the standardization process by utilizing artificial intelligence models.
[0008] In order to achieve the above-mentioned object, one aspect of the information processing system of the present invention is a standard-setting system having a standard-related information input means, a standard-setting support means, and a standard-related information output means, wherein the standard-setting support means has an information processing device that inputs the draft standard and outputs the name or title of the stakeholder.
[0009] An information processing method and a program corresponding to this information processing device are provided as the information processing method and program of the present invention.
[0010] According to the present invention, it is possible to support standardization and improve the efficiency and accuracy of the standardization process by utilizing an artificial intelligence model.

[0012] Hereinafter, an embodiment of the present invention will be described with reference to the drawings.
[0013] [Outline of Standardization Support Service] First, with reference to FIG. 1, an outline of a standardization support service (hereinafter referred to as "this service") that can be realized by an information processing system according to one embodiment of the present invention will be described.
[0014] FIG. 1 is a diagram showing an overview of a standardization support service according to an embodiment of the present invention.
[0015] As shown in FIG. 1, this service supports a standard-setting process in which multiple parties, such as a standard proposer U1, an interested party U2, a standardization organization U3, and a standard user U4, participate.
[0016] The standard proposer U1 is a person who proposes the establishment of a new standard or the revision of an existing standard, and is, for example, a company, an industry association, a research institute, etc. The standard proposer U1 operates the standard proposer terminal 2 to access the server 1 that provides this service and receives support for creating a draft standard.
[0017] The stakeholders U2 are those who have an interest in the standard to be established, and may include not only colleagues (companies, industry associations, competitors) of the standard proposer U1, but also consumers, consumer associations, academics, universities, etc., as well as the government, independent administrative agencies, investors, etc. The stakeholders U2 operate the stakeholder terminals 3 to participate in the discussions in the committee.
[0018] The standardization body U3 is an organization that manages the standardization process and certifies the final standard, such as the Japanese Industrial Standards Committee (JISC), the International Organization for Standardization (ISO), the International Electrotechnical Commission (IEC), etc. The standardization body U3 operates the standardization body terminal 4 to monitor and certify the standardization process.
[0019] Standard users U4 are those who actually use the established standards, such as manufacturers, testing organizations, certification organizations, etc. The actual usage situation of standard users U4 is collected as feedback and used when revising the standards.
[0020] In this service, Server 1 mediates the exchange of information between these parties and utilizes an AI model to support each stage of the standardization process. In particular, the AI model plays an important role in the comprehensive search of stakeholders, inference of the consensus-building process, and automatic review of the draft standard.
[0021] [Overall Flow of Standardization] Next, the overall flow of standardization will be described with reference to FIG.
[0022] FIG. 2 is a diagram showing the overall flow of standardization.
[0023] As shown in Figure 2, the standardization process can be broadly divided into the following stages: information gathering and analysis, drafting the standard or drafting a standard revision, consensus building by the committee, proofreading and revision, standardization or revision, use of the standard, and survey of actual usage.
[0024] In the information collection and analysis stage, technical information, existing standards information, corporate trends information, legal regulations information, social conditions information, and other information are collected and analyzed. In this embodiment, as will be described later, an artificial intelligence model is used in this collection and analysis work.
[0025] In the standard drafting or standard revision drafting stage, a new standard draft or an amendment to an existing standard draft is created based on the collected and analyzed information. In this embodiment, an artificial intelligence model is also used in this drafting process.
[0026] In the consensus-building stage by the committee, the created draft standard or revised standard is discussed by committee members, including stakeholders, to reach a consensus. In this embodiment, an artificial intelligence model is used to search for stakeholders and to infer the consensus-building process.
[0027] In the proofreading and editing stage, the agreed-upon draft standard is made to conform to the "standard format." In this embodiment, this proofreading work is brought forward to the draft standard creation stage, and an artificial intelligence model is used to improve efficiency.
[0028] In the standard establishment or revision stage, the standard is formally established or revised after being reviewed and proofread. The standard is then used by users, and feedback is collected through usage surveys. This feedback is used in the next revision of the standard.
[0029] [System Configuration] Next, with reference to FIG. 3, the configuration of an information processing system that realizes the provision of the above-described service, that is, an information processing system according to one embodiment of the present invention, will be described.
[0030] FIG. 3 is a diagram showing an example of the configuration of an information processing system according to an embodiment of the present invention.
[0031] 3 is configured to include a server 1, a standard proposer terminal 2, a stakeholder terminal 3, and a standardization organization terminal 4. The server 1, the standard proposer terminal 2, the stakeholder terminal 3, and the standardization organization terminal 4 are connected to each other via a predetermined network NW such as the Internet.
[0032] The server 1 is an information processing device managed by the provider of this service. The server 1 executes various processes to realize this service while appropriately communicating with the standard proposer terminal 2, the stakeholder terminal 3, and the standardization organization terminal 4. The server 1 has multiple artificial intelligence models specialized for supporting standardization, and by combining and utilizing these models, it supports the entire standardization process.
[0033] The standard proposer terminal 2 is an information processing device operated by the standard proposer U1. The standard proposer terminal 2 is configured as a smartphone, a tablet, a personal computer, or the like.
[0034] The stakeholder terminal 3 is an information processing device operated by the stakeholder U2. The stakeholder terminal 3 is configured as a smartphone, tablet, personal computer, etc. It is common for there to be multiple stakeholders, so there may also be multiple stakeholder terminals 3. The memory unit of the stakeholder terminal 3 stores stakeholder-specific information such as in-house standards held by each stakeholder, written opinions on past standardization, technical standard documents, and quality standards. This information is an important source of information that reflects the stakeholder's technical position and quality requirements.
[0035] The standardization organization terminal 4 is an information processing device operated by the standardization organization U3. The standardization organization terminal 4 is mainly composed of a personal computer or the like, and has the functions necessary for monitoring and authenticating the standardization process.
[0036] [Hardware Configuration of Server] FIG. 4 is a block diagram showing an example of the hardware configuration of the server in the information processing system shown in FIG.
[0037] The server 1 includes a CPU (Central Processing Unit) 11, a ROM (Read Only Memory) 12, a RAM (Random Access Memory) 13, a bus 14, an input / output interface 15, an input unit 16, an output unit 17, a memory unit 18, a communication unit 19, and a drive 20.
[0038] The CPU 11 executes various processes according to programs stored in the ROM 12 or programs loaded from the storage unit 18 to the RAM 13. In particular, in this embodiment, the CPU 11 executes processes for operating multiple artificial intelligence models in parallel. The RAM 13 also stores data and the like required for the CPU 11 to execute various processes as appropriate.
[0039] The CPU 11, ROM 12, and RAM 13 are interconnected via a bus 14. An input / output interface 15 is also connected to this bus 14. An input unit 16, an output unit 17, a storage unit 18, a communication unit 19, and a drive 20 are connected to the input / output interface 15.
[0040] The input unit 16 is configured with, for example, a keyboard, and inputs various types of information. The output unit 17 is configured with, for example, a display such as an LCD, a speaker, and the like, and outputs various types of information as images and sounds. The storage unit 18 is configured with, for example, a DRAM (Dynamic Random Access Memory), and stores various types of data. In particular, in this embodiment, the storage unit 18 stores parameters of multiple artificial intelligence models, a database of standards-related information, stakeholder information, and the like. The communication unit 19 communicates with other devices (e.g., the standard proposer terminal 2, stakeholder terminal 3, standardization organization terminal 4, etc. in FIG. 3 ) via a network NW including the Internet.
[0041] Removable media 31, such as a magnetic disk, optical disk, magneto-optical disk, or semiconductor memory, is appropriately attached to the drive 20. Programs read from the removable media 31 by the drive 20 are installed in the storage unit 18 as needed. The removable media 31 can also store various data stored in the storage unit 18 in the same way as the storage unit 18.
[0042] Although not shown, the standard proposer terminal 2, stakeholder terminal 3, and standardization body terminal 4 in Fig. 3 can also have basically the same hardware configuration as that shown in Fig. 4. Therefore, a description of the hardware configuration of the standard proposer terminal 2, stakeholder terminal 3, and standardization body terminal 4 will be omitted.
[0043] The cooperation of the various hardware and software constituting the information processing system of Fig. 3, including the server 1 of Fig. 4, makes it possible to execute various processes for realizing the present service of Fig. 1 and Fig. 2. As a result, the service provider can provide the present service to the user.
[0044] [Functional Configuration of Server] Next, the functional configuration of the server 1 will be described with reference to FIG.
[0045] FIG. 5 is a functional block diagram showing an example of the functional configuration of the server shown in FIG. 4 included in the information processing system shown in FIG.
[0046] 5, during the standardization support process, a standards-related information input unit 51, a standards-establishment support unit 52, and a standards-related information output unit 53 function in the CPU 11 of the server 1. In addition, a stakeholder information processing device 54 also functions in the CPU 11 of the server 1.
[0047] The standardization support unit 52 further includes an overall control unit 61, a standard-related information collection and analysis unit 62, a standard draft creation support unit 63, a proofreading unit 64, a stakeholder research unit 65, a consensus building process research unit 66, a committee member recommendation unit 67, a standard draft feedback unit 68, a committee concierge unit 69, a usage status research unit 70, a standardization monitoring unit 71, a standardization progress management unit 72, and a standard authentication unit 73.
[0048] In addition, in the storage unit 18 of the server 1, a standards-related information DB 81, a stakeholder information DB 82, a standards establishment history DB 83, and an artificial intelligence model DB 84 are stored as one area.
[0049] The standard-related information input unit 51 receives as input various information related to standards from the standard proposer terminal 2, the stakeholder terminal 3, the standardization organization terminal 4, or other external information sources. Specifically, the input information includes the draft standard, information attached to the draft standard, technical information, information on existing standards, information on corporate trends, legal and regulatory information, and social situation information.
[0050] The standards-related information output unit 53 outputs to each terminal the processing results of the standards establishment support unit 52. Specifically, the output includes a stakeholder list, a committee member recommendation list, review results, consensus building process inference results, standards establishment progress information, etc.
[0051] The overall control unit 61 functions as a means for controlling and coordinating each unit included in the standardization support unit 52. The overall control unit 61 may also function as a means for providing a processor, a storage server, an operating system, middleware, an input / output interface, etc.
[0052] The standards-related information collection and analysis unit 62 collects and analyzes information related to standards. In this embodiment, the standards-related information collection and analysis unit 62 is configured by an information processing device having an artificial intelligence model including a large-scale language model (LLM). It is desirable that this artificial intelligence model has comprehensively learned information on technology, existing standards, corporate trends, legal regulations, and social conditions.
[0053] In this embodiment, the artificial intelligence model possessed by the standards-related information collection and analysis unit 62 does not need to be a single large-scale language model (LLM), but can be replaced with a collegial body of multiple small-scale artificial intelligence models (an expert opinion-intensive artificial intelligence model), as described below.
[0054] The standard draft creation support unit 63 supports the creation of a standard draft based on the collected and analyzed information. The standard draft creation support unit 63 may include an information processing device having an artificial intelligence model specialized in defining requirements for standards (hereinafter referred to as "requirements definition AI"). The requirements definition AI is trained to use information including the collected and analyzed information as input data and to output data indicating items to be included in the standard draft and items to be considered when creating the standard draft (hereinafter referred to as "requirements definition information").
[0055] Furthermore, the standard draft creation support unit 63 may include an information processing device having an artificial intelligence model (hereinafter referred to as "standard draft verification AI") for verifying whether the created draft standard is appropriate. The standard draft verification AI is trained to use at least the collected analysis information and the draft standard as input data, and to output as data an evaluation result as to whether the two are consistent with each other.
[0056] The proofreading unit 64 performs proofreading work to make the draft standard conform to the "standard format." In this embodiment, the proofreading unit 64 does not function after consensus has been reached in the committee as in the past, but functions at the stage of creating the draft standard. The proofreading unit 64 is configured by an information processing device having an artificial intelligence model for proofreading (hereinafter referred to as "proofreading AI").
[0057] The proofreading AI may be a combination of rule-based AI and machine learning AI. The proofreading AI may be constructed as an interactive system with the standard proposer (standard draft creator). For example, as shown in FIG. 8 , when the proofreading AI finds an item numbering error, it may display the error and a dialog window asking whether to correct it. The dialog window may also include a checkbox for "correct other items as well," and the checkbox may be set to "check" by default. This significantly reduces the number of times the dialog window is displayed, and allows for thorough checking of items that the standard proposer determines should be checked each time, based on the standard proposer's intention to uncheck the box.
[0058] The stakeholder investigation unit 65 investigates stakeholders based on the draft standard. The stakeholder investigation unit 65 is an information processing device that receives at least the draft standard as input data and outputs at least the names of stakeholders.
[0059] The stakeholder investigation unit 65 may be an information processing device having a large-scale language model (LLM) that has learned about technical information, existing standards information, corporate trend information, legal and regulatory information, and social situation information. Hereinafter, the artificial intelligence model used for investigating stakeholders will be referred to as "stakeholder investigation AI."
[0060] The information processing device having the stakeholder survey AI may take the draft standard (and accompanying information of the draft standard) as input data and output information about the stakeholders. The information about the stakeholders includes at least the names or titles of the stakeholders. The information about the stakeholders may also include the attributes of the stakeholders (companies / industry associations, consumers / consumer groups, academics / universities, etc.), the career history of the stakeholders, etc.
[0061] It is also desirable to include information about the stakeholder's activity record. Activity record information refers to information about the stakeholder's activity record in an organization (e.g., an academic society) or past activity record in a committee for establishing standards. These activity records may be important factors in considering the suitability of a stakeholder as a committee member. Activity record information may be in the form of text, but it may also be accompanied by numerical information as an evaluation score, which makes information processing easier.
[0062] Furthermore, it is desirable for the stakeholder research unit 65 to utilize, as input data, information about committee members involved in similar standardization efforts in the past. For example, by referring to the attributes of committee members involved in similar standardization efforts in the past (companies / industry associations, consumers / consumer organizations, academics / universities, etc.), it is possible to thoroughly extract stakeholders. It is desirable for this information to be recorded in a database by the standardization organization, but it is also possible to obtain the information using an information processing device equipped with stakeholder research AI.
[0063] The consensus building process investigation section 66 infers the consensus building process in the committee for establishing standards. The consensus building process investigation section 66 utilizes the information on stakeholders obtained from the stakeholder investigation section 65.
[0064] For example, the consensus building process investigation unit 66 may utilize an information processing device having an artificial intelligence model (hereinafter referred to as a "stakeholder proxy AI") that has a one-to-one correspondence with a stakeholder. The stakeholder proxy AI is an artificial intelligence model that has been trained with a focus on information about a specific stakeholder and can be understood as an avatar (alter ego) of the stakeholder. By utilizing an information processing device having a stakeholder proxy AI, it is possible to infer how a stakeholder will behave in a committee for establishing standards. For example, it is possible to infer what opinions a stakeholder will express when shown a draft standard. It is also possible to investigate how the content of the opinions expressed by stakeholders changes when the type and content of reference materials provided to stakeholders along with the draft standard are changed. This makes it possible to increase the likelihood of eliciting appropriate opinions (balanced opinions, moderate opinions, constructive opinions) from stakeholders by selecting appropriate reference materials. The stakeholder proxy AI learns the evaluation criteria of the stakeholder, such as the technical viewpoint, quality standards, and safety standards, using as learning data the in-house standard information, past opinions, etc. acquired from the corresponding stakeholder terminal 3. This makes it possible to generate specific comments that reflect the actual position of each stakeholder, rather than simply generating general opinions.
[0065] It is also possible to prepare an information processing device having a stakeholder proxy AI corresponding to each stakeholder, hold a committee on the information processing system, and create a computer program that infers the outcome of the committee.
[0066] The committee member recommendation unit 67 is an information processing device that evaluates each stakeholder from among the stakeholders output from the stakeholder investigation unit 65 based on the activity performance information and / or the output of the consensus building process investigation unit 66, and outputs those who are deemed suitable as committee members.
[0067] The committee member recommendation unit 67 may utilize the activity record information. If the information processing device serving as the committee member recommendation unit 67 includes an artificial intelligence model, text of the activity record information can be utilized as input data. If the activity record information is quantified as an evaluation score, the stakeholders may be sorted in order of the evaluation score.
[0068] The committee member recommendation unit 67 can utilize the output of the consensus building process investigation unit 66. The committee member recommendation unit 67 may assign evaluation scores to stakeholders based on the behavior of the stakeholders in the committee inferred by the consensus building process investigation unit 66, and may recommend committee members based on the results (presenting them via the standard-related information output unit 53).
[0069] Committee members must be selected appropriately, and if they are not selected appropriately (e.g., if organizations that may have opposing opinions are excluded), problems may arise after the standard is established. However, in the past, committee members were sometimes selected through word of mouth (personal connections), which sometimes led to a lack of objectivity in the selection of committee members.
[0070] In this embodiment, it is believed that objectivity must be guaranteed when selecting committee members. Furthermore, it is believed that committee members must be evenly represented across various fields, and that it is also necessary to include those who compete with the standard proposer and those who may express opposing opinions. To this end, it is desirable to utilize an information processing device with an artificial intelligence model (hereinafter referred to as "personnel selection verification AI") to verify whether the lineup of committee members to be selected is appropriate. The information processing device with personnel selection verification AI uses collected analysis information, a draft standard, and the committee members to be selected as input data, and outputs an evaluation result indicating whether the two are consistent (whether appropriate committee members have been selected). However, the information processing device with personnel selection verification AI can also use requirements definition information as input data instead of or in addition to the collected analysis information. Alternatively, the personnel selection verification AI may be a large-scale language model (LLM) that has comprehensively learned information on technical information, existing standards, corporate trends, legal regulations, and social conditions, and that uses the draft standard and the committee members to be appointed as input data to evaluate whether the two are consistent.
[0071] The standard draft feedback unit 68 can acquire revision suggestions submitted by the committee members inferred by the consensus building process investigation unit 66 and present them to the standard proposer via the standard-related information output unit 53. As a result, the standard proposer can revise the standard draft in advance to the minimum extent necessary (without watering down the arguments of the committee members) based on the revision suggestions submitted.
[0072] The standard draft feedback unit 68 can further present to the standard proposer how to modify the standard draft in order to increase the probability that committee members will not submit modification suggestions or that committee members will submit reasonable modification suggestions (consistent with the intentions of the standard proposer) via the standard-related information output unit 53. In other words, the standard draft feedback unit 68 can investigate by trial and error what kind of modification suggestions the consensus building process investigation unit 66 will output when the contents of the standard draft are changed, and present the results to the standard proposer via the standard-related information output unit 53.
[0073] The committee concierge unit 69 may be an information processing device having an artificial intelligence model (hereinafter referred to as "concierge AI") that can answer questions from committee members about the draft standard and present reference materials. The committee concierge unit 69 may also provide a bulletin board where committee members can discuss with each other over the Internet.
[0074] Committee members can ask questions about the draft standard to an information processing device equipped with a concierge AI. The concierge AI has learned about the draft standard and related information, and can provide committee members with answers to their questions and related information. This can deepen the committee members' understanding of the draft standard in advance and guide their thoughts in a more neutral direction.
[0075] The usage status investigation unit 70 is an information processing device that investigates the usage status of standards. The usage status investigation unit 70 may have a database means for storing information on standard users as standard user information, regarding standard acquirers who have acquired standards (documents in which standards are described) as standard users.
[0076] The standard may be recorded as usage status each time it is used. For example, a manufacturing device or a test device that operates based on a standard may record the number of times it has operated (= the number of times the standard has been used) and the person who implemented it as standard usage information, and the usage status survey unit 70 may have a database means for storing this information.
[0077] The standard user information may be weighted by the number of times the standard has been used, and then provided to the stakeholder investigation section 65 when the standard is revised. This allows heavy users of the standard to be considered stakeholders.
[0078] As a means for making the actual usage mandatory, an information processing device that uses the standard may be provided with a standard usage reporting means for periodically reporting the users of the standard, the usage status, etc. to the standardization organization. The standard usage reporting means may have a communication means.
[0079] The usage survey unit 70 may cooperate with an information processing device having a large-scale language model (LLM) that has comprehensively learned technical information, existing standards information, corporate trend information, legal and regulatory information, and social situation information to survey the actual usage of standards and information that is thought to require revision of the standards. For example, the usage survey unit 70 may obtain the actual usage of standards and information that is thought to require revision of the standards by asking the large-scale language model (LLM) questions about the current content of the standards as well as the actual usage and problems, and automatically output a usage survey report. Note that the questions are fixed, so they can be automatically generated by a computer program.
[0080] The automatically outputted usage survey report may be presented to a person involved in the establishment of the current standard via the standard-related information output means.
[0081] The standard establishment monitoring unit 71 monitors whether the standard establishment work is being carried out in accordance with the standard establishment standards. The standard establishment monitoring unit 71 may have an authorization means for monitoring and recording the preparatory work carried out by the standard proposer and for granting authorization for the work carried out by the standard proposer. The standard establishment monitoring unit 71 may exist as a standard establishment monitoring system independent from the standard establishment system.
[0082] The preparation work related to the standard establishment and the operation of the standard establishment monitoring unit 71 may be as shown in FIG. 6, which will be described later, and are as follows.
[0083] The standard proposer accesses the standard establishment system. The access may be accompanied by authentication (login). The preparation work of the standard proposer may be recorded in the standard establishment progress management unit 72.
[0084] The preparatory work for standard establishment may be managed by a standard establishment system, with an identification number (hereinafter referred to as an "established standard identification ID") being assigned to each standard to be established.
[0085] The standard proposer can collect and analyze information related to the standard using an information processing device having the collection and analysis AI of the standard-related information collection and analysis unit 62. The collection and analysis results may be saved together with the established standard identification ID in a storage server managed by the standard establishment system in a state where they can be downloaded via the standard-related information output means. In addition, the standard establishment progress management unit 72 may record that the work of collecting and analyzing information related to the standard has been carried out.
[0086] The standard proposer can acquire requirements definition information using an information processing device having the requirements definition AI of the standard draft creation support unit 63. Here, the standard establishment monitoring unit 71 may permit the standard proposer to use the information processing device having the requirements definition AI, on the condition that the standard establishment progress management unit 72 records that the collection and analysis of information related to the standard has been performed. This can encourage the standard proposer to perform the work in accordance with appropriate procedures. The requirements definition information may be stored together with the established standard identification ID in a storage server managed by the standard establishment system in a state that allows it to be downloaded via a standard-related information output means. Furthermore, the standard establishment progress management unit 72 may record that the acquisition of requirements definition information has been performed.
[0087] The standard proposer can verify the appropriateness of the draft standard by using an information processing device having the draft standard verification AI of the draft standard creation support unit 63. Here, the standard establishment monitoring unit 71 may permit the standard proposer to use the information processing device having the draft standard verification AI, provided that the standard establishment progress management unit 72 records that the requirements definition information acquisition work has been performed. This can encourage the standard proposer to work in accordance with appropriate procedures. The results of the draft standard verification may be stored together with the established standard identification ID in a storage server managed by the standard establishment system, in a state that allows downloading via a standard-related information output means. Furthermore, the standard establishment progress management unit 72 may record that the verification work for determining whether the draft standard is appropriate has been performed.
[0088] The standard proposer can investigate stakeholders using an information processing device having the stakeholder investigation AI of the stakeholder investigation unit 65. Here, the standard establishment monitoring unit 71 may permit the standard proposer to use the information processing device having the stakeholder investigation AI, on the condition that the standard establishment progress management unit 72 records that verification work has been performed to determine whether the draft of the proposed standard is appropriate. This can encourage the standard proposer to work in accordance with appropriate procedures. The stakeholder investigation results may be stored together with the established standard identification ID in a storage server managed by the standard establishment system in a state that allows them to be downloaded via a standard-related information output means. Furthermore, the standard establishment progress management unit 72 may record that the stakeholder investigation work has been performed.
[0089] The standard proposer can infer the consensus building process using an information processing device having a stakeholder proxy AI in the consensus building process investigation unit 66. Here, the standard development monitoring unit 71 may permit the standard proposer to use the information processing device having the stakeholder proxy AI, provided that the standard development progress management unit 72 records that the stakeholder investigation work has been performed. This encourages the standard proposer to work in accordance with appropriate procedures. The results of the consensus building process investigation may be stored together with the established standard identification ID in a storage server managed by the standard development system, in a state that allows them to be downloaded via a standard-related information output means. Furthermore, the standard development progress management unit 72 may record that the consensus building process investigation work has been performed.
[0090] The standard proposer can verify the appropriateness of the committee members to be selected using an information processing device equipped with the personnel selection verification AI of the committee member recommendation unit 67. The standard development monitoring unit 71 may permit the standard proposer to use the information processing device equipped with the personnel selection verification AI, provided that the standard development progress management unit 72 records that an investigation into the consensus building process has been conducted. This encourages the standard proposer to work in accordance with appropriate procedures. The personnel selection verification results may be stored together with the established standard identification ID in a storage server managed by the standard development system, in a state that allows them to be downloaded via a standard-related information output means. Furthermore, the standard development progress management unit 72 may record that a verification of the appropriateness of the committee members to be selected has been conducted.
[0091] The standard proposer can review the draft standard using an information processing device having the draft standard revision AI of the draft standard feedback unit 68. Here, the standard establishment monitoring unit 71 may permit the standard proposer to use the information processing device having the draft standard revision AI, provided that the standard establishment progress management unit 72 records that an investigation into the consensus building process has been conducted or that verification of the appropriateness of the committee members to be appointed has been conducted. This encourages the standard proposer to work in accordance with appropriate procedures. The output results of the information processing device having the draft standard revision AI may be stored together with the established standard identification ID in a storage server managed by the standard establishment system, in a state where they can be downloaded via a standard-related information output means. Furthermore, the standard establishment progress management unit 72 may record that the draft standard has been reviewed.
[0092] A standardization committee meeting may be held only with the permission of the standardization progress management unit 72. The standardization progress management unit 72 may have a means for presenting information indicating whether a standardization committee meeting can be held, indicating whether the standardization committee meeting can be held. Whether a standardization committee meeting can be held may be determined based on whether the standardization progress management unit 72 has recorded a verification process for determining whether the committee members to be selected are appropriate. The preparation work performed by the standard proposer using an artificial intelligence model for standardization is performed by the information processing devices of each unit included in the standardization support unit 52, and therefore can be smoothly carried out at the standard proposer's discretion. In contrast, a standardization committee meeting is held with human participation. If a consensus cannot be reached in the standardization committee meeting, the next committee meeting must be held according to the schedules of the committee members, which may result in delays to the standardization process. Therefore, it is desirable for the standardization progress management unit 72 to thoroughly monitor whether the standardization work is being carried out in accordance with the standardization guidelines.
[0093] As already mentioned, the present invention does not deny the possibility of a proofreading professional carrying out a check after a consensus has been reached by the committee, nor does it deny the possibility of proofreading when creating the final draft of the original. However, this proofreading, proofreading, and creation of the final version of the standard may also be performed under the supervision of the standards establishment monitoring department 71.
[0094] Each file on which work was done under the supervision of the Standards Establishment Monitoring Department 71, the draft standard that was created, the draft standard after being proofread by a proofreading professional, the final draft of the draft standard, and the final finalized version of the standard may be accompanied by an authentication record such as an electronic signature or NFT indicating that it was created under the supervision of the Standards Establishment Monitoring Department 71.
[0095] The standardization monitoring unit 71 is an information processing device that operates according to a computer program.
[0096] The standard establishment progress management unit 72 manages the progress of standard establishment. The standard establishment progress management unit 72 records the history of various tasks related to standard establishment and outputs the history via the standard-related information output means as needed.
[0097] The Standards Certification Department 73 certifies the established standards. The final version of the standard with the certification record by the Standards Development Monitoring Department 71 is understood to have been created through an appropriate work process. Users of the standard can know that the standard was established based on an appropriate work process by the presence or absence of the certification record.
[0098] The standard authentication unit 73 may further evaluate standards that do not have a certification record attached by the standard establishment monitoring unit 71. The standard authentication unit 73 may use the standard itself as input data, determine whether the standard is appropriate, and attach a post-certification record. The standard authentication unit 73 may use records related to the work process leading up to the standard establishment as input data, determine whether the standard is appropriate, and attach a post-certification record. The standard authentication unit 73 may use the standard itself and records related to the work process leading up to the standard establishment as input data, determine whether the standard is appropriate, and attach a post-certification record. The certification record and the post-certification record may be different types of certification. The certification record may be evaluated as being more reliable than the post-certification record.
[0099] The standard authentication unit 73 may create a certification update record based on information from the usage status investigation unit 70. The usage status investigation unit 70 may investigate the actual usage of the standard and information that is thought to require revision regarding the standard. The usage status investigation unit 70 may provide standard compliance information to the standard authentication unit 73 based on whether the standard is being used continuously, whether there is no information that is thought to require revision regarding the standard, or whether the amount of information that is thought to require revision regarding the standard is below a predetermined amount. Upon receiving the standard compliance information, the standard authentication unit 73 may create a certification update record that certifies that the standard remains valid.
[0100] The standard authentication unit 73 is an information processing device that has an artificial intelligence model and operates according to a computer program.
[0101] The stakeholder information processing device 54 is a device that processes information related to stakeholders, and operates in cooperation with the stakeholder investigation unit 65, the consensus building process investigation unit 66, the committee member recommendation unit 67, the standard draft feedback unit 68, etc. In this embodiment, the detailed configuration of the stakeholder information processing device 54 will be described later.
[0102] [Embodiment of Additional Functions] The server 1 of this embodiment can have the following additional functions in addition to the standardization support function described above.
[0103] (1) Standardization Consulting Work Support Function The server 1 may have a function for supporting the creation of a guidebook (manual) to support the standardization consulting work. This function may be implemented as a guidebook creation support unit (not shown) in the standardization support unit 52.
[0104] The Note Creation Support Unit automatically generates a guidebook that systematically summarizes the standardization process, required documents, points to note, etc. Specifically, it inputs conditions such as the field, scale, and whether the standard is an international or domestic standard of the standard to be established, and outputs a customized notebook that matches those conditions.
[0105] The note creation support unit has an artificial intelligence model that has learned from past cases of standardization, and can generate notes containing practical advice by referring to success cases, failure cases, trouble cases, etc.
[0106] (2) Function for explaining the effects of attracting companies The server 1 may have a function for explaining the effects of the standard to encourage companies to participate in the standard establishment. This function may be implemented as a company attraction support unit (not shown) in the standard establishment support unit 52.
[0107] The Business Attraction Support Department will quantitatively and qualitatively analyze the benefits to companies of participating in standardization and automatically generate explanatory materials. Specifically, it will estimate the effects of market expansion, securing a competitive advantage, reducing development costs through technology standardization, and improving access to international markets by industry and company size, and output the results as presentation materials.
[0108] The Business Attraction Support Department has an artificial intelligence model that analyzes market data before and after the establishment of similar standards, as well as changes in the performance of participating companies, and is therefore able to make convincing predictions of the effects.
[0109] (3) Standard Update Notification Function The server 1 may have a function of monitoring and notifying updates to external standards that a company references in its internal standards. This function may be implemented as a standard update monitoring unit (not shown) in the standardization support unit 52.
[0110] The Standards Update Monitoring Department manages the list of reference standards registered by companies and constantly monitors the revision status of each standard. When a standard is revised or a revision schedule is announced, it automatically notifies the technology management department of the registered company.
[0111] The Standards Update Monitoring Department will also summarize the revisions, analyze the scope of impact, and list the necessary responses, and will not only provide notifications but also support information to enable companies' technical management departments to respond quickly.
[0112] With these additional functions, the server 1 of this embodiment can provide a wide range of functions, such as not only direct support for standardization, but also support for peripheral tasks related to standardization and support for companies in utilizing standards.
[0113] [Embodiment of Expert Opinion-Collected Artificial Intelligence Model] Next, with reference to FIG. 7, the configuration of the expert opinion-collected artificial intelligence model used in this embodiment will be described.
[0114] FIG. 7 is a diagram showing an example of the configuration of an expert opinion aggregation type artificial intelligence model.
[0115] As mentioned above, the various artificial intelligence models of this embodiment (stakeholder investigation AI, standards-related information collection and analysis AI, etc.) do not need to be a single large-scale language model (LLM), but can be replaced by a deliberative body of multiple small-scale artificial intelligence models.
[0116] As shown in FIG. 7, the expert opinion aggregation type artificial intelligence model has a hierarchical structure consisting of a plurality of first-stage artificial intelligence models, a plurality of middle-stage artificial intelligence models, and an overall aggregation artificial intelligence model.
[0117] As first-stage artificial intelligence models, for example, a group of models specialized in patent information, such as Patent Office A information-aggregating artificial intelligence model, Patent Office B information-aggregating artificial intelligence model, and Patent Office C information-aggregating artificial intelligence model, and a group of models specialized in academic information, such as Academic Journal Information-aggregating AI model, Academic Journal Information-aggregating AI model, and Academic Journal Information-aggregating AI model, are deployed.
[0118] The outputs of these first-stage AI models are input to middle-stage AI models, which include a patent information aggregation AI model, an academic paper information aggregation AI model, a technical information aggregation AI model, an existing standards information aggregation AI model, a corporate trend information aggregation AI model, a legal regulation information aggregation AI model, and a social situation information aggregation AI model.
[0119] Finally, the output of each intermediate AI model is input into the overall aggregate AI model, and an integrated analysis result is output.
[0120] This hierarchical structure allows for the gradual aggregation of opinions from small-scale models with specialized knowledge in each field, achieving performance equivalent to or better than that of large-scale language models (LLMs), while facilitating the management and maintenance of each model. It also makes it possible to update only models in specific fields, improving the flexibility of the entire system.
[0121] [Detailed Configuration of Stakeholder Information Processing Device] The stakeholder information processing device 54 of this embodiment has a special configuration for efficiently operating the various artificial intelligence models described above.
[0122] The stakeholder information processing device 54 has a first information processing device having a first artificial intelligence model, and a second information processing device having a second artificial intelligence model, and further has a stakeholder information processing device having a storage server.
[0123] The output data of the first information processing device is stored as first data in the storage server of the stakeholder information processing device, and the first data or processed first data obtained by processing the first data is used as input data for the second artificial intelligence model of the second information processing device.
[0124] The output data of the second information processing device is stored as second data in the storage server of the stakeholder information processing device, and the second data or processed second data obtained by processing the second data is used as input data for the first artificial intelligence model of the first information processing device.
[0125] By repeating this operation, the draft standard and committee members are polished up. In this embodiment, the storage server of the stakeholder information processing device 54 is utilized to efficiently realize the information processing unique to this invention. In addition, this embodiment utilizes the identification ID, version ID, draft standard ID, and evaluation value as means for ensuring that the draft standard and committee members are polished up appropriately.
[0126] Furthermore, the stakeholder information processing device 54 may have M or more hardware resources for artificial intelligence models in order to operate M artificial intelligence models in parallel. Each of the M or more hardware resources for artificial intelligence models may have a processor (CPU, GPU). Here, M is a natural number greater than or equal to 5, and is preferably 8, 16, or 32, with 16 or 32 being particularly preferred. 16 or 32 is a power of 2, and there is a very high possibility that the number of expected committee members can be covered.
[0127] The stakeholder information processing device 54 may include input / output hardware for improving the efficiency of the operation of the M artificial intelligence models. For example, it may include input / output hardware that receives output data from a first stakeholder proxy AI and outputs the data as input data for one or more stakeholder proxy AIs other than the first stakeholder proxy AI. Alternatively, it may include input / output hardware that receives output data from the first stakeholder proxy AI and outputs the data as input data for all stakeholder proxy AIs other than the first stakeholder proxy AI. Furthermore, it may include recording means that stores the output data from the stakeholder proxy AIs in a storage server in chronological order, in a state in which the stakeholder proxy AI that output the data can be identified.
[0128] With this configuration, the system of this embodiment has M hardware resources for operating each of the M artificial intelligence models, where M is a natural number greater than or equal to 5, and input / output hardware connected to the M hardware resources, each of the M hardware resources having a processor, the input / output hardware can provide a draft standard as input data to all of the M hardware resources, and when the draft standard is provided as input data, the M hardware resources can output or not output comments on the draft standard, and when a comment on the draft standard is output from a hardware resource, the input / output hardware can provide the comment as input data to all hardware resources other than the hardware resource that output the comment, and when the comment is provided as input data, all hardware resources other than the hardware resource that output the comment can output or not output further comments on the comment.
[0129] For example, an electronics manufacturer's stakeholder proxy AI might output a comment such as "The standard value for vibration testing should be set at XX or higher" based on the manufacturer's quality standards, while a logistics company's stakeholder proxy AI might respond with a specific counterargument based on the manufacturer's transport performance data, such as "At that standard value, transport costs will increase by XX%." Discussions based on real data like this make it possible to find realistic points of agreement.
[0130] [Operation of Standards Establishment Process] Next, the operation of the standards establishment process in this embodiment will be described with reference to FIG.
[0131] FIG. 6 is a flow chart illustrating the operation of the standards development process.
[0132] In step S101, a standard proposer accesses the standard establishment system. This access is accompanied by authentication (login), and the identity of the standard proposer is confirmed.
[0133] In step S102, the standard proposer collects and analyzes information related to the standard using the standard-related information collection and analysis unit 62. The collection and analysis AI comprehensively collects and analyzes technical information, existing standard information, corporate trend information, legal and regulatory information, social situation information, and the like.
[0134] In step S103, the standard proposer acquires requirements definition information using the requirements definition AI of the standard draft creation support unit 63. The standard establishment monitoring unit 71 allows this process after confirming that step S102 has been completed.
[0135] In step S104, the standard proposer creates a draft of the standard and uses the standard draft verification AI to verify whether the draft is appropriate. The standard establishment monitoring unit 71 allows this process after confirming that step S103 has been completed.
[0136] In step S105, the stakeholder investigation AI of the stakeholder investigation unit 65 investigates stakeholders based on the draft standard. The standard establishment monitoring unit 71 allows this process after confirming that step S104 has been completed.
[0137] In step S106, the consensus building process investigation unit 66 uses the stakeholder proxy AI to infer the consensus building process in the committee. The standardization monitoring unit 71 allows this process after confirming that step S105 has been completed.
[0138] In step S107, the personnel selection verification AI of the committee member recommendation unit 67 verifies whether the committee members to be selected are appropriate. The standardization monitoring unit 71 allows this process after confirming that step S106 has been completed.
[0139] In step S108, the draft standard feedback unit 68 supports the review of the draft standard as necessary. The standard establishment monitoring unit 71 allows this process after confirming that step S106 or step S107 has been completed.
[0140] Although not shown in FIG. 6, the proofreading work by the proofreading section 64 is carried out whenever the draft standard is created in step S104 and whenever the draft standard is reviewed in step S108.
[0141] At each step, the standardization monitoring section 71 monitors the progress of the work and leaves records in the standardization progress management section 72. This ensures transparency and traceability of the entire standardization process.
[0142] [Effects of the embodiment] As described above, the present embodiment provides the following effects.
[0143] (1) By utilizing artificial intelligence models, it is possible to streamline tasks that were previously done manually, such as searching for stakeholders, inferring the consensus-building process, and reviewing draft standards.
[0144] (2) The Standards Development Monitoring Department ensures that the standards development process is carried out in accordance with the standards development guidelines, thereby improving the quality and reliability of the standards.
[0145] (3) By adopting an expert opinion-intensive artificial intelligence model, high-quality analysis can be performed by utilizing specialized knowledge in each field, without relying on a single large-scale language model.
[0146] (4) By moving the review process forward to the draft standard preparation stage, committee discussions can focus on more essential content, improving the efficiency of standard formulation.
[0147] (5) The additional functions will also enable support for peripheral tasks related to standardization (consulting support, attracting companies, and notifying them of standard updates), contributing to the revitalization of the entire standardization ecosystem.
[0148] Although one embodiment of the present invention has been described above, the present invention is not limited to the above-described embodiment, and modifications, improvements, etc. within the scope of achieving the object of the present invention are considered to be included in the present invention.
[0149] Furthermore, the system configuration shown in FIG. 3 and the hardware configuration of the server 1 shown in FIG. 4 are merely examples for achieving the object of the present invention, and are not particularly limited.
[0150] Furthermore, the functional block diagram shown in Fig. 5 is merely an example and is not particularly limited. That is, it is sufficient if the information processing system in Fig. 3 is provided with a function that can execute the various processes described above as a whole, and the functional blocks and databases used to realize this function are not particularly limited to the example in Fig. 5.
[0151] Furthermore, the locations of the functional blocks and databases are not limited to those shown in Fig. 5 and may be arbitrary. For example, at least a part of the functional blocks and databases arranged on the server 1 side may be transferred to the standard proposer terminal 2 side or to another information processing device (not shown).
[0152] The above-described series of processes can be executed by hardware or software, and each functional block can be configured by hardware alone, software alone, or a combination of both.
[0153] When a series of processes is executed by software, the programs constituting the software are installed onto a computer or the like from a network or a recording medium. The computer may be a computer incorporated into dedicated hardware. The computer may also be a computer capable of executing various functions by installing various programs, such as a server, a general-purpose smartphone, or a personal computer.
[0154] The recording medium containing such a program may be composed of not only a removable medium (not shown) that is distributed separately from the device main body in order to provide the program to the user, but also a recording medium that is provided to the user in a state that it is pre-installed in the device main body.
[0155] In this specification, the steps describing the program to be recorded on the recording medium include not only processes that are performed chronologically in accordance with the order, but also processes that are not necessarily performed chronologically but are performed in parallel or individually.
[0156] To summarize the above, an information processing system to which the present invention is applied is sufficient as long as it has the following configuration, and various embodiments are possible. That is, an information processing system to which the present invention is applied (e.g., an information processing system including server 1 in FIG. 5) is a standards-setting system having standards-related information input means (e.g., standards-related information input unit 51 in FIG. 5), standards-setting support means (e.g., standards-setting support unit 52 in FIG. 5), and standards-related information output means (e.g., standards-related information output unit 53 in FIG. 5), where the standards-setting support means has an information processing device (e.g., stakeholder survey unit 65 in FIG. 5) that receives the draft standard as input and outputs the names or titles of the stakeholders. This supports standards setting, and by utilizing an artificial intelligence model, it is possible to streamline and optimize the standards-setting process.
[0157] The standardization support means may further include an information processing device (for example, the standard-related information collection and analysis unit 62 in FIG. 5) that collects and analyzes information related to the standard. This makes it possible to comprehensively collect and analyze technical information, existing standard information, corporate trend information, legal and regulatory information, social situation information, etc., and efficiently obtain information that will be the basis for standardization.
[0158] The standard establishment support means may further include an information processing device (for example, standard draft creation support unit 63 in FIG. 5) that supports the creation of the standard draft, thereby enabling an appropriate standard draft to be created efficiently based on the collected and analyzed information.
[0159] The standardization support means may further include an information processing device (for example, the consensus building process investigation unit 66 in FIG. 5) that infers consensus building in the committee for standardization. This makes it possible to predict in advance how discussions will unfold in the committee and realize an efficient consensus building process.
[0160] The standardization support means may further include an information processing device (for example, the committee member recommendation unit 67 in FIG. 5) that recommends committee members for the standardization. This allows appropriate committee members to be selected objectively and efficiently.
[0161] The standardization support means may further include an information processing device (for example, the draft standard feedback unit 68 in FIG. 5) that infers opinions of the committee members regarding the draft standard. This makes it possible to predict the discussions in the committee in advance and to improve the draft standard in advance.
[0162] The standardization support means may further include an information processing device (for example, the committee concierge unit 69 in FIG. 5) that provides information about the draft standard to the committee members, thereby deepening the committee members' understanding of the draft standard and promoting constructive discussion.
[0163] The standard establishment support means may further include an information processing device (for example, the usage status investigation unit 70 in FIG. 5) that investigates the actual usage of the standard. This allows the actual usage status of the established standard to be understood and used in the next revision of the standard.
[0164] The standardization support means may further include an information processing device (for example, the standardization monitoring unit 71 in FIG. 5) that monitors whether the standardization work is being carried out in accordance with the standardization guidelines. This ensures the transparency and traceability of the standardization process, and improves the quality and reliability of the standards.
[0165] The present invention can also be realized as a standards development monitoring system. This standards development monitoring system (e.g., a system including the standards development monitoring unit 71 in FIG. 5) has: a recording means (e.g., the standards development progress management unit 72 in FIG. 5) for recording work performed using the standards development system; and a permission means (e.g., the permission means of the standards development monitoring unit 71 in FIG. 5) for granting permission for work performed using the standards development system based on the details of past work performed using the standards development system that are recorded in the recording means. This makes it possible to ensure that standard development work is performed in accordance with appropriate procedures.
[0166] The standardization system may also include at least a first information processing device having a first artificial intelligence model and a second information processing device having a second artificial intelligence model, and further include a stakeholder information processing device (e.g., stakeholder information processing device 54 of FIG. 5 ) having a storage server, wherein output data of the first information processing device is stored as first data in the storage server of the stakeholder information processing device, and the first data or processed first data obtained by processing the first data is used as input data for the second artificial intelligence model of the second information processing device, and output data of the second information processing device is stored as second data in the storage server of the stakeholder information processing device, and the second data or processed second data obtained by processing the second data is used as input data for the first artificial intelligence model of the first information processing device. This allows for efficient mutual utilization of information among multiple artificial intelligence models, enabling appropriate refinement of the draft standard and committee members.
[0167] In addition, the standardization system may be configured to have a first group of information processing devices (e.g., the first-stage artificial intelligence model group in Figure 7) having a plurality of first-group artificial intelligence models belonging to the first group as expert opinion-aggregating artificial intelligence models, and a second group of information processing devices (e.g., the middle-stage artificial intelligence model group in Figure 7) having a plurality of second-group artificial intelligence models belonging to the second group. each of the first group of artificial intelligence models is a trained artificial intelligence model trained with data sets related to the first group and different from each other, and each of the second group of artificial intelligence models is a trained artificial intelligence model trained with data sets related to the second group and different from each other; the first group of information processing devices outputs at least information related to the draft standard as output data, and the second group of information processing devices outputs at least information related to the draft standard as output data; the standard-setting system further includes at least a third information processing device having a third artificial intelligence model (e.g., a middle-stage artificial intelligence model such as the patent information aggregation artificial intelligence model of Figure 7) and a fourth information processing device having a fourth artificial intelligence model (e.g., a middle-stage artificial intelligence model such as the academic paper information aggregation artificial intelligence model of Figure 7), and the third artificial intelligence model receives output data of the first group of information processing devices as input data, and the fourth artificial intelligence model receives output data of the second group of information processing devices as input data; the third information processing device classifies and outputs the output data of at least the first group of information processing devices, and the fourth information processing device classifies and outputs the output data of at least the second group of information processing devices; The standardization system may further include at least a fifth information processing device (e.g., the holistic aggregate artificial intelligence model of FIG. 7 ) having a fifth artificial intelligence model, wherein the fifth artificial intelligence model receives as input data at least the output data of the third information processing device and the output data of the fourth information processing device, and the fifth information processing device classifies and outputs at least the output data of the third information processing device and the output data of the fourth information processing device. This allows specialized knowledge in each field to be gradually aggregated, enabling high-quality analysis to be achieved without relying on a single large-scale language model.
[0168] Furthermore, the standardization system may be configured to include M hardware resources for running each of the M artificial intelligence models, where M is a natural number greater than or equal to 5, and input / output hardware connected to the M hardware resources (e.g., a configuration in which multiple stakeholder proxy AIs operate in parallel in the consensus building process investigation unit 66 of FIG. 5 ). Each of the M hardware resources may have a processor; the input / output hardware may provide the draft standard as input data to all of the M hardware resources; the M hardware resources may be able to output or not output comments on the draft standard when the draft standard is provided as input data; and the input / output hardware may provide, when a comment on the draft standard is output from a hardware resource, the comment as input data to all hardware resources other than the hardware resource that output the comment; and all hardware resources other than the hardware resource that output the comment may be able to output or not output further comments on the comment when the comment is provided as input data. This allows multiple stakeholder proxy AIs to operate in parallel, efficiently simulating committee discussions.
