Claims

1. A terminal comprising: a transmitting unit that transmits data of a first logical channel having a first priority and data of a second logical channel having a second priority; and a control unit that, when the data of the second logical channel includes data with a short allowable time for delay, applies a priority higher than the second priority to data units including the data with a short allowable time for delay.

2. The terminal according to claim 1, wherein the control unit applies a priority higher than the second priority and lower than the first priority to a data unit including data with a short tolerance time for delay when the first priority is the highest priority.

3. The terminal according to claim 1, wherein the control unit identifies a data unit including data with a short tolerance for delay based on at least one of an additional prioritized bit rate and an additional bucket size period.

4. A base station comprising: a receiving unit that receives data of a first logical channel having a first priority and data of a second logical channel having a second priority; and a control unit that, when the data of the second logical channel includes data with a short allowable time for delay, sets a priority higher than the second priority for data units including the data with a short allowable time for delay.
