1. A terminal comprising: a control unit that sets an event in a lower layer used to trigger a measurement report based on the terminal altitude, and determines whether the content of the event is met in the lower layer; and a transmission unit that transmits the measurement report to a network when the content of the event is met.

A wireless communication method in a terminal, comprising: a step of setting an event in a lower layer used to trigger a measurement report based on the terminal altitude, and determining in the lower layer whether the content of the event is met; and a step of transmitting the measurement report to a network if the content of the event is met.
