An access network device receives a first message from a terminal, wherein the first message comprises: first indication information and a first request message, and the first indication information indicates service information requested by the terminal; and according to the first indication information, obtains a destination address of the first request message. After receiving the first indication information which is sent together with the first request message and indicates the service information requested by the terminal, the access network device determines, on the basis of the first indication information, to route the first request message to a main network or a subnetwork for processing. On this basis, a routing address of the first request message is determined, thereby improving data processing efficiency.
