1.A method of wireless communication, comprising:receiving, by a wireless device from a network device, a signaling that activates or deactivates one or more settings of a reference signal (RS) ; and(a) performing, by the wireless device, a measurement according to the one or more settings of the RS activated by the signaling; or(b) stopping, by the wireless device, a measurement according to the one or more settings of the RS deactivated by the signaling.2.A method of wireless communication, comprising:transmitting, from a network device to a wireless device, a signaling that activates or deactivates one or more settings of a reference signal (RS) ; wherein the signaling causes the wireless device to:(a) perform a measurement according to the one or more settings of the RS activated by the signaling; or(b) stop a measurement according to the one or more settings of the RS deactivated by the signaling.3.The method of claims 1-2, wherein a setting comprises one or more reference signal (RS) resources or semi-persistent (SP) reference signal (RS) resources.4.The method of claim 3, wherein a setting comprises one or more reference signal (RS) resource sets or semi-persistent (SP) reference signal (RS) resource sets.5.The method of claim 4, wherein the signaling activates or deactivates one or more settings for X operational points, wherein X is a positive integer.6.The method of claim 5, wherein the signaling includes at least one of DCI (Downlink Control Information) , MAC CE (Medium Access Control Element) , or RRC (Radio Resource Control) .7.The method of claim 6, wherein the reference signal comprises channel state information reference signal (CSI-RS) , non-zero power (NZP) CSI-RS, ZP CSI-RS, CSI-interference measurement (M) , or sounding reference signal (SRS) .8.The method of claim 7, wherein an operation point of the X operation points comprises a cell, a transmission reception point (TRP) , a bandwidth part (BWP) , a frequency band, a frequency, a function, a carrier, a list of cells, a list of TRPs, a list of BWPs, a list of bands, a list of frequencies, a list of functions, a list of carriers, or a combination thereof.9.The method of claim 1 or 2, wherein the signaling includes at least one of the following bandwidth part (BWP) information:- a Bj field, which indicates a j-th BWP index, or, whether a j-th BWP index is present, or a j-th BWP group index, or whether a j-th BWP group index is present;- a BWP index field, which indicates a BWP index; or- a BWP group index field, which indicates a BWP group index.10.The method of claim 1 or 2, wherein the signaling includes at least one of the following band information:a BDj field, which indicates a j-th Band index, or, whether a j-th Band index is present, or a j-th Band group index, or whether a j-th Band group index is present;a Band ID field, which indicates a Band index; ora Band group ID field, which indicates a Band group index.11.The method of claim 1 or 2, wherein the signaling includes at least one of the following frequency information:an FFj field, which indicates a j-th Frequency index, or, whether a j-th Frequency index is present, or a j-th Frequency group index, or whether a j-th Frequency group index is present;a Frequency ID field, which indicates a frequency; ora Frequency group ID field; which indicates a frequency group index.12.The method of claim 1 or 2, wherein the signaling includes at least one of the following carrier information:a CCj field, which indicates a j-th Carrier index, or, whether a j-th Carrier index is present, or a j-th Carrier group index, or whether a j-th Carrier group index is present;a Carrier ID field, which indicates a carrier index; ora Carrier group ID field, which indicates a carrier group index.13.The method of claim 1 or 2, wherein the signaling includes at least one of the following cell information:a Cj field, which indicates a j-th cell index, or, whether a j-th cell index is present, or a j-th cell group index, or whether a j-th cell group index is present;a cell ID field, which indicates a cell index; ora cell group ID field, which indicates a cell group index.14.The method of claim 1 or 2, wherein the signaling includes at least one of the following information on activation or deactivation of the RS resource or the RS resource set:an Activation or Deactivation field, which indicates whether to activate or deactivate SP channel state information reference signal (CSI-RS) and
