The method comprises: a management function network element acquires IP addresses of one or more first EASs from an EASDF network element, the one or more first EASs corresponding to a first FQDN; the management function network element determines computing power configuration information of the one or more first EASs on the basis of the IP addresses of the one or more first EASs and the correspondence between the IP addresses and computing power configuration information of the plurality of EASs; and the management function network element determines a target EAS on the basis of the computing power configuration information of the one or more first EASs and a QoE delay of a target service corresponding to the first FQDN.
