A titanium-silicon catalyst, a preparation method thereof and a method for preparing epoxycyclohexane by using the catalyst, the titanium-silicon catalyst comprising titanium element and modified silica carrier, the modified silica carrier containing aluminum element, the titanium element accounting for 0.5-6.0wt% based on the total weight of the titanium-silicon catalyst, the silicon element accounting for 88-97wt% based on the total weight of the titanium-silicon catalyst, and the aluminum element accounting for 17-31 times of the silicon element based on the oxide of aluminum. The method for preparing epoxycyclohexane by using the catalyst is to perform an epoxidation reaction of cyclohexene and an oxidant under the action of the titanium-silicon catalyst, to obtain a mixture I after the reaction, and to separate epoxycyclohexane from the mixture I. The titanium-silicon catalyst has suitable catalytic activity, can catalyze the reaction of cyclohexene and cumene hydroperoxide under low-temperature and low-pressure reaction conditions, and reduces the generation of byproduct impurities. The method for preparing epoxycyclohexane by using the catalyst has mild conditions, high raw material conversion rate and good product selectivity.
