Abstract

The invention relates to an online birth declaration system (S) comprising an application server (BDAS) and a civil status computer server (DCRS) arranged to receive a request for declaration of a birth (BDR) emanating from said application server (BDAS) and transmitting in return a birth certificate (BC) certified by a competent authority via a notification (BCIN) conveying said certificate (BC) addressed to said application server (BDAS). Said application server (BDAS) acts as a trusted third party for the civil status computer server (DCRS) because said application server relies on strong authentication of the declaring person thanks to the digital identity (DIu) of the latter. Description

Title of the invention: Method and system for online declaration of a birth

[0001] The invention relates to the field of online declaration of the birth of a child, that is to say without the process of said declaration requiring a physical presentation of the declaring person to the administration responsible for carrying out the usual checks and producing a birth certificate granting an identity to the newborn.

[0002] In France, as in many other countries, a birth declaration is mandatory for any child born on national territory. If it is not made within a prescribed time limit, regularization through legal action is necessary. Criminal penalties are incurred for such a failure. Such a declaration requires elements, among which we can cite a birth certificate, a declaration of choice of name that the child will bear, a certificate of recognition if this was established before the birth, proof of address, the parents' identity documents, a family record book to record the child if the parents have one. The birth can be declared by the father, the second mother in a couple of women, a doctor, a midwife, any other person who attended the birth.

[0003] The birth declaration is made at the town hall of the place of birth. A birth certificate is immediately drawn up by a civil registrar and given to the declarant.

[0004] Being registered at birth, having a name, a date of birth and a nationality is a right for every child, as provided for in the Convention on the Rights of the Child and other international treaties.

[0005] However, according to the report published by the United Nations International Children's Emergency Fund, also known by the acronym UNICEF, on the occasion of its 73rd anniversary, the births of nearly 166 million children under the age of 5 have never been registered. Without a birth certificate proving their identity, the child may be deprived of access to their most fundamental rights, including health and education services. Thus, birth registration is a key parameter in the planning and implementation of development programs and policies, particularly in the sectors of health, education, housing, water and sanitation, employment, agriculture and industry.

[0006] The reasons for the non-registration of births are numerous: - the remoteness of registration services: worldwide, 80% of children under five born in urban areas are registered, while only 50% of those born in rural areas have their births declared due to the distances required for those declaring births to reach the authorities; in South Asia, these figures decrease drastically to 53% and 34% respectively; - the parents' limited financial resources: for people living in rural areas, traveling to register a birth from a village where the birth took place to the official civil status office can require several days of travel. Traveling for two days to register your child, find accommodation and food, and then return may be unthinkable for some parents. In addition, as mentioned above, if the child's registration is not completed within the statutory deadline, administrative procedures are necessary and generate additional costs; - a lack of knowledge or awareness among parents: some indigenous peoples or ethnic minorities do not have documents written in their language. Because some are illiterate, parents are not aware of the value and benefits of registering their children's births. In India, for example, when the mother is illiterate, the percentage of children registered is only 27%; on the other hand, if the mother attended school up to the age of 12 and above, this rate reaches 74.2%. - fears and customs: some parents fear having to pay taxes by declaring their children even though this process is free and obligatory; for some peoples, it is forbidden to disclose the name of one's child before the seventh day following birth and sometimes even during the first year; some countries oblige parents from minorities to declare their children under names other than those of the said minorities.

[0007] To try to overcome this situation, there are currently solutions offering a pre-declaration phase via an online service or electronic messages, notably SMS (Short Message Service). Such solutions also aim to simplify the data entry process carried out by civil registrars to register a birth. However, these solutions do not allow for a reliable and trustworthy declaration carried out entirely online. A physical visit by the declaring person to the administration (generally a town hall) is therefore always required to confirm the identity of the parents, the veracity of the birth and ultimately to collect the birth certificate. Such solutions are proving thus unsuitable for responding to the problem raised by low levels of parental resources and their distance from birth registration sites.

[0008] Thus, to date, there are no technical solutions for birth declarations that meet the needs mentioned above.

[0009] The invention makes it possible to resolve the drawbacks previously expressed by proposing a completely online birth declaration system requiring no physical movement of declaring parents to make the declaration and to collect an official birth certificate.

[0010] Among the numerous advantages provided by the implementation of the invention, we can mention that said invention: - encourages the declaration of births by parents remotely, i.e. online, thus encouraging parents to grant legal existence to their children; - allows the implementation of a free birth declaration service; - relies on a traditional technological infrastructure, requiring only wired or wireless internet access (via a communicating electronic device (mobile phone, computer); - complies with the regulations relating to birth declaration; - allows single mothers to declare a birth.

[0011] To this end, the invention provides a method for declaring the birth of a child and collecting a certified birth certificate of the latter issued by a competent authority. Such a method is arranged to be implemented by a processing unit of a computer server for a birth declaration application, called an "application server", of an online birth declaration system further comprising a civil status computer server arranged to receive a request for declaration of a birth from said application server and to transmit in return to the latter a birth certificate certified by said competent authority via a notification conveying said certificate.To avoid the physical movement of the declaring person to a town hall or a suitable place, a method according to the invention comprises three sub-methods respectively of authenticating a person declaring a birth, of preparing a request for declaration of a birth and of managing a notification conveying a birth certificate of the declared child. Said sub-method of authenticating a person declaring a birth comprises: . - a step of triggering the sending of an authentication request based on the digital identity of the declaring person to an electronic object, conveying said digital identity, in response to a remote connection request to the application server originating from said object electronics; - a step of taking into account the result of said authentication request on the basis of the digital identity, said method of declaring the birth of a child and collecting a birth certificate ending if said step of taking into account said result concludes that said authentication has failed.

[0012] A method for declaring the birth of a child and collecting a certified birth certificate of the latter in accordance with the invention is further arranged in that said sub-method for preparing a request for declaration of the birth of a child comprises: - a stage of collecting information characterizing the circumstances of the birth, including the names and first names of at least one of the parents and the child, the date and place of birth; - a step of preparing a request for declaration of a birth including said collected information, arranged to satisfy the constraints imposed by an interface contract determined by the civil status computer server and triggering the sending of said request to said civil status computer server.

[0013] A method for declaring the birth of a child and collecting a certified birth certificate of the latter in accordance with the invention is also arranged so that said sub-method for managing a notification conveying a birth certificate of the declared child comprises: - a step of receiving and decoding said notification to deduce the child's certified birth certificate; - a step of triggering a recording of said certified birth certificate in a storage space whose read access is limited to the child's parents and to any electronic entity having obtained prior consent from the latter to grant them such access.

[0014] According to an advantageous embodiment, it is possible to increase the traceability of the birth declaration process. For this, the online birth declaration system may further comprise an electronic entity arranged to create a digital identity of a citizen in response to a request for the creation of a digital identity. The sub-process for developing a request for the declaration of a birth may therefore further comprise: - a step of receiving and decoding a request for the creation of a digital identity of the child concerned by the request for declaration of birth, said request for the creation of a digital identity coming from the civil status computer server in response to the latter's receipt of the request for declaration of said birth; - a step of developing a request for the creation of a digital identity conveying the necessary and sufficient elements relating to said child to produce such a digital identity, said step further consisting of causing the issue of said creation request to the electronic entity arranged to create a digital identity; - a step of receiving and decoding a delivery notification conveying said digital identity emanating from said electronic entity arranged to create a digital identity; - a step to determine the unique identifier included in said digital identity, developing a data message conveying said unique identifier to the civil status computer server requesting the creation of the digital identity including said unique identifier.

This is based on a known birth register management system, symbolized by a civil status computer server referenced DCRS, an acronym for the English expression "Digital Civil Registration Server". Generally, such systems offer interface contracts called API for "Application Programming Interface". In this way, said DCRS server allows third-party systems to access functionalities and / or content in a standardized manner while respecting the access constraints imposed by an interface contract determined by said DCRS system. Such an API constitutes a standardized set of classes, methods, functions and constants that serves as a facade to said DCRS system or server. The latter can be made available via a software library or a web service, most often accompanied by a description that specifies how "consumer" or "client" programs can use the functionalities of a "provider" program implemented by the DCRS server. Preferably, such an API can be of the RESTful API type, also respecting the constraints of the REST architectural style (acronym for "Representational State Transfer"). Thus, when a client computing entity sends a request via a RESTful API to the DCRS server or system, the latter transfers a representation of the state of a resource to said client computing entity via the http protocol in one of the formats JSON (acronym for the English expression "JavaScript Object Notation"), HTML, XLT, Python, etc.The JSON format is often preferred because it is independent of any particular language.

[0027] To implement the invention, an online birth declaration system S further comprises a dedicated computer server which will be referred to hereinafter as: “birth declaration application computer server” or, for brevity, “application server”. Such an application server is referred to as BDAS, the English acronym for (“Birth Declaration Application Server”).

The invention provides that the memory of such a BDAS application server may comprise a secure storage space dedicated to the declaring person or parent U referenced DSB (an English acronym for “Digital Strong Box”). Alternatively, such a storage space may possibly be hosted within the memory of a computer entity separate from the BDAS application server, the latter acting functionally as an electronic safe. According to this alternative, said BDAS server may address requests for writing UR and / or reading RR of said storage space DSB.

Through digital identities that we could call "sovereign", a state provides its citizens with an easily verifiable identity, which guarantees their rights.

[0041] The sub-process 120 consists of translating a request for a birth declaration into a request formatted to be intelligible by a civil status system (symbolized in [Fig.l] by a DCRS civil status computer server). The latter offers an API defining the constraints to be satisfied by means of an interface contract. When such a DCRS server receives such a declaration request, a civil status agent must take charge of the usual checks to ensure the veracity of the elements transmitted in said request addressed to the DCRS server, in particular the identity of the declaring person. Such a check remains carried out face to face. To overcome this constraint, the invention provides that said BDR request comes from a trusted third party, in this case the BDAS application server. The latter implements a sub-process 110 of strong authentication, by digital identity, in particular of the person U declaring the birth.The said digital identity DIu of the declaring person U having been granted and developed in accordance with the expectations and constraints imposed by the State or the government, the authentication by digital identity is as strong, if not stronger, than an identification of the said person U carried out by a civil status officer or law enforcement by consulting a physical identity document (national identity card, passport, etc.). The BDAS application server being designed to meet very high security requirements, the latter can therefore act as a trusted third party, in the "eyes" of the civil status computer server DCRS when transmitting a BDR request. The elements relating to the declaring person in particular are therefore considered safe and reliable because transmitted by a trusted third party. Thus, the civil status officer does not carry out ha checks. and can calmly proceed with the registration of the child's birth in the absence of the declaring person.

Via a suitable and optimized graphical interface, the declaring person U can record the information necessary for the birth declaration from their home or from the child's place of birth.

Such a sub-method 120 thus firstly comprises a step 121 for collecting said information characterizing the circumstances of the birth, including the surnames and first names of at least one of the parents and of the child, the date and place of birth. Such a collection is symbolized in Figures 1 and 3 by a BDD declaration request (step SI illustrated by [Fig. 1]). Said sub-method 120 therefore comprises a step 122 for preparing a BDR request for birth declaration comprising said information collected according to the constraints dictated or imposed by an interface contract determined by the civil status computer server DCRS.Said step 122 further consists of triggering the transmission of said BDR request to said DCRS civil status computer server (step S2 illustrated by [Fig.l]).

Such a technique called "OAuth" makes it possible to authorize a website, software or application called a consumer to use a secure API of another website qualified as a provider on behalf of a user. This is then referred to as an authorization delegation technique. According to this technique or protocol, an owner of a resource is able to grant access to said resource to a client application. This access authorization is materialized in the form of a token ("access token" in English terminology). In this case, when the client application (the BDAS application server) wishes to send a BDR request to the DCRS civil status computer server, step 122 causes, upstream of the sending of said BDR request, a token request to said DCRS civil status computer server. Said DCRS server authenticates the BDAS application server and transmits said token to the latter. Said BDR request is therefore transmitted using said token and will be authenticated as coming from the application server by the DCRS server. Such a token may also contain an expiry date.

[0046] At the end of the transmission of the BDR request (situation illustrated by step S2 in [Fig.l]), the BDAS application server remains waiting for a BCIN notification from the DCRS server signifying that the registration of the birth declaration is effective and that a BC birth certificate has been validly issued by the competent authority, i.e. the civil status agent.

Indeed, to facilitate the procedure for declaring a birth by avoiding any travel for the declaring person, it is still necessary for the latter to be able to receive the child's birth certificate.For this, said sub-method 130 further comprises a step of triggering a recording of said certified birth certificate BC in a DSB storage space, the read access to which is limited to the parents of the child and to any electronic entity having obtained prior consent from the latter to grant them such access (step S5 illustrated by [Fig.l]). As indicated by [Fig.l], such a storage space may be hosted by an entity separate from the BDAS application server and remote from it. Alternatively, such a DSB space could be contained in the memory of said BDAS application server.

[0048] In the case where said DSB space is remote from said BDAS application server, step 132 consists of developing a write request UR in said space to record the birth certificate BC there. The declaring person, in this case the mother U of the child, will be able to access said DSB space by authenticating themselves in a strong manner, like sub-process 110, using their electronic object UO and their digital identity DIu to read and download said birth certificate BC (step S6 illustrated by [Fig.l]). In the same way as step 122, step 132 can in this case be advantageously carried out in accordance with the standard known by the English expression “authentication client credentials”.

Claims

1. Method (100) for declaring the birth of a child and collecting a certified birth certificate (BC) of the latter issued by a competent authority, said method being implemented by the processing unit (11) of a computer server for birth declaration application (BDAS), called "application server", of an online birth declaration system (S) further comprising a computer server for civil status (DCRS) arranged to receive a request for declaration of a birth (BDR) from said application server (BDAS) and transmit in return to the latter a birth certificate (BC) certified by said competent authority via a notification (BCIN) conveying said certificate (BC), said method (100) comprising three sub-methods respectively of authentication (110) of a person (U) declaring the birth of a newborn,of preparing (120) a request for declaration of a birth (BDR) and of managing (130) a notification (BCIN) conveying a birth certificate (BC) of the newborn whose birth is declared, said declaration method (100) being characterized in that:, - said system comprises an electronic entity (DIBS) arranged to create a digital identity of a citizen in response to a digital identity creation request (DICR), said digital identity consisting of a set of digital attributes and identification information, granted and developed by said electronic entity (DIBS) in line with the expectations and constraints imposed by the State, so that authentication by digital identity of said citizen is as strong as identification of the latter carried out by a civil status officer by consulting a physical identity document; - said sub-method (110) for authenticating a person (U) declaring the birth of a newborn comprises: • a step (111) of triggering the sending of an authentication request based on the digital identity (DIu) of the declaring parent to an electronic object (UO) storing said digital identity (DIu) of said parent, in response to a remote connection request to the application server (BDAS) originating from said electronic object (UO); • a step (112) of taking into account the result of said authentication request, said method (100) of declaring the birth of a child and collecting a birth certificate ending if said taking into account step (112) concludes that said authentication has failed (112-n); said sub-process (120) for preparing a request for declaration of a birth (BDR) comprises: • a step (121) of collecting information characterizing the circumstances of the birth, including the names and first names of at least one of the parents and of the child, the date and place of birth; • a step of developing (122) a request for declaration of a birth (BDR) comprising said collected information arranged to satisfy the constraints imposed by an interface contract defined by the civil status computer server (DCRS) and triggering the transmission of said request (BDR) to said civil status computer server (DCRS); • a step (123) of receiving and decoding a request for the creation of a digital identity (DICD) of the child concerned by the request for declaration of birth, said request for the creation of a digital identity (DICD) coming from the civil status computer server (DCRS) in response to the latter's receipt of the request for declaration (BDR) of said birth; • a step (124) of developing a request (DICR) for the creation of a digital identity (DIb) conveying the necessary and sufficient elements relating to said child to produce such a digital identity (DIb), said step (124) further consisting of causing the sending of said creation request (DICR) to the electronic entity (DIBS) arranged to create a digital identity; • a step (125) of receiving and decoding a delivery notification (DIIN) conveying said digital identity (DIb) emanating from said electronic entity (DIB S) arranged to create a digital identity; • a step (126) for determining the unique identifier (IDb) included in said digital identity (DIb), developing a data message conveying said unique identifier (IDb) to the civil status computer server (DCRS) requesting the creation of the digital identity including said unique identifier (IDb); - said sub-process (130) for managing (130) a notification (BCIN) conveying a birth certificate (BC) of the declared child and originating from the civil status computer server (DCRS), comprises: • a step (131) of receiving and decoding said notification (BCIN) to deduce therefrom the certified birth certificate (BC) of the child; • a step of triggering a recording of said certified birth certificate (BC) in a storage space (DSB) whose read access is limited to the child's parents and to any electronic entity having obtained prior consent from the latter to grant them such access.

Method (100) according to the preceding claim, for which the sub-method (120) for preparing a request for declaration of a birth (BDR) further comprises a step (126) for causing a recording of the digital identity (DIb) deduced from the notification of delivery (DIIN) conveying the latter (DIb) and emanating from the electronic entity (DIBS) arranged to create a digital identity, in the storage space (DSB) whose read access is limited to the parents of the child associated with said digital identity (DIb) and to any electronic entity having obtained prior consent from the latter to grant them such access.

Computer program product (P) comprising one or more ins- program instructions executable by a processing unit (11) of a birth declaration application computer server (BDAS), said program instructions being: - loadable into a memory (M, 13) of said birth declaration application computer server (BDAS); - designed so that their execution by said processing unit (11) causes said application computer server to implement a method (100) for declaring the birth of a child and collecting a certified birth certificate (BC) of the latter according to any one of claims 1 to 2.

4. A computer-readable storage medium comprising the instructions of a computer program product according to the preceding claim.

5. Birth declaration application computer server (BDAS) comprising a processing unit (11), means of communication (14) with the outside world and a memory (M, 13) recording the program instructions of a computer program product according to the preceding claim.

6. Server according to the preceding claim, the memory of which comprises the storage space (DSB) whose read access is limited to the parents of the child and to any electronic entity having obtained prior consent from the latter to grant them such access.

Online birth declaration system (S) comprising: - an application server (BDAS) according to the preceding claim, - an electronic entity (DIBS) arranged to create a digital identity of a citizen in response to a digital identity creation request (DICR), said digital identity consisting of a set of digital attributes and identification information, granted and developed by said electronic entity (DIBS) in line with the expectations and constraints imposed by the State, so that authentication by digital identity of said citizen is as strong as identification of the latter carried out by a civil status officer by consulting a physical identity document, and - a civil status computer server (DCRS) designed to receive a request for declaration of birth (BDR) from said application server (BDAS) and transmit in return a birth certificate (BC) certified by a competent authority via a notification (BCIN) conveying said certificate (BC) addressed to said application server (BDAS).

8. Online birth declaration system (S) comprising an application server (BDAS) according to claim 6, a civil status computer server (DCRS) arranged to receive a request for declaration of a birth (BDR) emanating from said application server (BDAS) and transmitting in return a birth certificate (BC) certified by a competent authority via a notification (BCIN) conveying said certificate (BC) addressed to said application server (BDAS) and an electronic entity hosting the storage space (DSB) whose read access is limited to the parents of the child and to any electronic entity having obtained prior consent from the latter to grant them such access.
