The embodiment of the present application provides a cutter clamping device, which comprises a cutter supporting plate, a cutter pressing plate and a flat cutter clamped between the cutter supporting plate and the cutter pressing plate, the cutter supporting plate comprises an attaching surface for attaching the flat cutter, the attaching surface is provided with a damping micro groove for forming a buffer gap between the flat cutter and the attaching surface; definition: the depth of the damping micro groove is d, the overhanging length of the flat cutter is L and the thickness of the flat cutter is h, then: 0.01 <= (d*h) / L^2 <= 0.05, by introducing local flexibility which is accurately matched with the rigidity of the cutter at the clamping interface, high-frequency impact kinetic energy is converted into elastic strain energy of the cutter and dissipated, so that the service life of the cutter is greatly prolonged, and the problem of abnormal wear of the cutter under the working condition is solved, and the present application also provides a splitting device applying the cutter clamping device.
