Abstract

To provide an earth preservation system capable of drastically reducing the amount of CO2 generated by international conflicts that promote global warming and impoverish people, and by numerous military industries responding to such conflicts, thereby preventing a decrease in the effectiveness of spreading renewable energy facilities such as solar power generation and wind power generation.SOLUTION: A Permanent Earth Conference (PEC) is established on an ICT platform, where all heads of state are required to participate. To realize a world governed by the rule of law, the three powers-legislative, executive, and judicial-are established. A global fund is created by collecting financial resources widely and thinly from all nations to provide relief for victims of natural and human-made disasters. Furthermore, at the PEC, a law is enacted that holds heads of state who issue orders leading to destruction and loss of life through international military actions responsible for compensation. [0001] This invention is a global conservation system that uses ICT (Information and Communication Technology) to prevent acts of aggression that generate large amounts of CO2, maintain world peace, provide relief to all those affected by man-made and natural disasters, and maintain the current global environment for the foreseeable future.
