This system provides a mechanism for efficiently operating multiple autonomous vehicles in an area with multiple autonomous vehicles and multiple storage locations. [Solution] The management device 10 performs an acquisition process, a confirmation process, a selection process, a setting process, and a decision process. The acquisition process is the process of acquiring information on the remaining energy and location from the unmanned vehicle 20 that has completed delivery. The confirmation process is the process of checking the availability of storage locations where the vehicle can be stored. The selection process is the process of selecting a storage location to which the vehicle should return based on the vehicle's location and availability. The setting process is the process of setting a threshold based on the vehicle's location and the location of the selected storage location. The decision process is the process of determining whether to transition the vehicle to a first mode in which it travels to the storage location in a state where delivery is possible, or to a second mode in which it travels to the storage location in a state where delivery is not possible, by comparing the remaining energy with the threshold.
