[Solution] The anti-reflective film 10 with a surface protective film comprises a transparent film substrate 11, an anti-reflective layer 20, an anti-fouling layer 12, and a surface protective film 13 in this order. The surface protective film 13 has a substrate layer 14 and an adhesive layer 15. The anti-fouling layer 12 and the adhesive layer 15 are in contact. The surface hardness of the main surface 15a of the adhesive layer 15 on the side of the anti-fouling layer 12 is 30 kPa or more and 2000 kPa or less. When light with a wavelength of 450 nm is incident on the main surface 12a of the anti-fouling layer 12 on the side of the adhesive layer 15, the reflectance of the light is 1.00% or less. The water contact angle of the main surface 12a of the anti-fouling layer 12 on the side of the adhesive layer 15 is 115° or more.
