[Solution] The present disclosure includes a synergistic combination of pendant alkylsiloxane and PEG-modified castor oil that can form microemulsions and foams in low surface tension solutions. The foaming composition can form foam in water, alcohol / water, and hydrocarbon condensates. The foaming composition can replace surfactants in other compositions and form stable emulsions or microemulsions with oils containing non-trans fat proteins and fatty acids. The disclosure also includes sanitizing alcohol compositions and cleaning compositions, such as hard surface cleaners, dishwashing detergents, and rinse aids, that incorporate it.
