Abstract
Description
[Technical Field]
[0001] The present invention relates to a bicycle theft prevention registration system and its program that uses a communication network such as the Internet to manage all bicycle information and bicycle owner information, and in particular to a bicycle theft prevention registration system and its program that can reflect not only new registrations made when a bicycle is purchased, but also change data and deletion data without omission. [Background technology]
[0002] Traditionally, bicycle theft prevention registration has been carried out by organizations designated by prefectural public safety commissions (often bicycle theft prevention associations or bicycle and light motor vehicle trade associations, hereafter referred to as bicycle theft prevention associations), in accordance with the Act on the Promotion of Safe Bicycle Use and Comprehensive Promotion of Bicycle Parking Measures and the Regulations Concerning the Designation of Persons Responsible for Bicycle Theft Prevention Registration.
[0003] However, because each prefectural bicycle crime prevention association uses a different bicycle crime prevention registration system, the systems do not directly cooperate with each other, making it difficult to indirectly reflect data from other prefectures.
[0004] Furthermore, in many conventional bicycle theft prevention registration systems, as shown in Figure 8, the bicycle owner, user 600, fills out the requested new registration, change, or deletion details on a theft prevention registration card at each theft prevention registration office (bicycle sales shop, etc.) 411, 412, 413, and then mails it to the theft prevention registration center 510. The theft prevention registration center 510 then records the entered data on a recording medium 700 and takes it to the prefectural police 310 in its jurisdiction. The prefectural police 310 then registers the data recorded on the brought-in recording medium 700 in database 302.
[0005] As mentioned above, the method of transferring data in the conventional bicycle theft prevention registration system involved sending the theft prevention registration card by mail and transporting the recording medium 700 by personnel, which meant that it took time for the data to be reflected in the bicycle theft prevention registration data.In addition, a method that involves a lot of mail and personnel transport carried the risk of the registration data, including personal information, being leaked.Furthermore, while data applied for at the theft prevention registration office within the jurisdiction could be reflected, there was the problem that data that should have been deleted, such as data on bicycles that had been moved to other prefectures, could not be reflected.
[0006] As a method for resolving some of the above-mentioned problems, Patent Document 1 discloses a system for properly managing registered data held by two or more government agencies for items for which a registration system is established and for which two or more government agencies use the registered data, without causing any discrepancies in the registered data held by those two or more government agencies. [Prior art documents] [Patent documents]
[0007] [Patent Document 1] Japanese Patent Application Laid-Open No. 2002-24482 Summary of the Invention [Problem to be solved by the invention]
[0008] However, the public registration management system and method described in Patent Document 1 are merely methods for preventing discrepancies between two or more government agencies when registering a new bicycle, and are not capable of solving all of the problems of conventional bicycle theft prevention registration systems, such as methods for linking with external data such as transfer and cancellation data to other prefectures, or management data for bicycle theft prevention registration stickers.
[0009] The present invention was made in consideration of the above-mentioned problems, and its specific purpose is to provide a bicycle theft prevention registration system and program that centrally manages new registration, change, and deletion data for bicycle theft prevention registration, including enabling linkage with external data, and allows prefectural police and bicycle theft prevention associations to share the same data, and that allows for a smooth transition from conventional bicycle theft prevention registration systems. [Means for solving the problem]
[0010] The present invention was devised to achieve the above-mentioned object. More specifically, it is a bicycle theft prevention registration system capable of centrally managing new registration, change, and deletion data for bicycle theft prevention registration, and includes a theft prevention registration office terminal connected to a communications network and capable of reading 2D barcodes, which is installed at the theft prevention registration office that performs theft prevention registration at the request of the bicycle owner, a prefectural police terminal installed at a prefectural police station and connected to the communications network, a bicycle theft prevention association terminal installed at a bicycle theft prevention association and connected to the communications network, an application server and data server for running the system, and a cloud platform that stores data, all connected to the communications network, and includes a linking means that, using the prefectural police terminal, can link deletion data for the prefecture in charge from the police database to the bicycle theft prevention registration system.
[0011] The bicycle theft prevention registration system of the present invention has the effect of automatically reflecting the deleted data by selecting data on bicycles that have been transferred to other prefectures outside of the jurisdiction of the prefecture that has jurisdiction over them from a police database containing data from across the country and uploading it to the bicycle theft prevention registration system.
[0012] The present invention includes a configuration in which the bicycle theft prevention registration system has a linking means that enables management data for bicycle theft prevention registration stickers, including the theft prevention registration number of the bicycle theft prevention registration sticker and the theft prevention registration office to which the bicycle theft prevention registration sticker is delivered, to be linked to the bicycle theft prevention registration system from the Bicycle Theft Prevention Association database using the Bicycle Theft Prevention Association terminal.
[0013] Because the bicycle theft prevention registration system of the present invention reflects the management data of the bicycle theft prevention registration sticker, simply by reading the 2D barcode at the theft prevention registration office terminal, the signature of the local police and the theft prevention registration number can be automatically reflected on the theft prevention registration application screen of this bicycle theft prevention registration system. In addition, by comparing the bicycle theft prevention registration sticker information read from the 2D barcode with the management data of the bicycle theft prevention registration sticker, it is possible to confirm that the bicycle theft prevention registration sticker being used is the correct sticker.
[0014] The present invention includes a configuration in which the bicycle theft prevention registration system has a theft prevention registration input center where the theft prevention registration data is entered using a theft prevention registration card mailed from a theft prevention registration center that does not have the theft prevention registration center terminal, and the theft prevention registration input center has a theft prevention registration input center terminal connected to a communications network.
[0015] Since the bicycle theft prevention registration system of the present invention has a theft prevention registration input center, as with conventional bicycle theft prevention registration systems, the theft prevention registration offices can also apply using the theft prevention registration card. This means that rather than having all the theft prevention registration offices switch to using the theft prevention registration office terminals at the same time, they can switch to using the theft prevention registration office terminals at any time. This allows for a smooth transition from the conventional bicycle theft prevention registration system to this bicycle theft prevention registration system. At the same time, while in conventional bicycle theft prevention registration systems the theft prevention registration input center required data to be brought on a recording medium, the bicycle theft prevention registration system of the present invention allows data to be uploaded via the Internet, which reduces the time it takes for the data to be reflected and the risk of registration data being lost.
[0016] This invention includes a configuration in which the bicycle theft prevention registration system has an inquiry means that is used when there is a difference between the transferor's theft prevention registration information when registering a transferred bicycle for the first time and past data such as the previous owner's data when applying to change or cancel the registration.
[0017] The bicycle theft prevention registration system of the present invention has the effect of improving work efficiency because inquiries that previously required fax or email can now be made on the screen of the bicycle theft prevention registration system.
[0018] The present invention includes a configuration in which the bicycle theft prevention registration system has an import means for importing bicycle theft prevention registration data for a required period specified by each prefecture's bicycle theft prevention association before operation begins, and a viewing prohibition means for automatically making bicycle theft prevention registration data that has passed the required period specified by each prefecture's bicycle theft prevention association unavailable for viewing after operation begins.
[0019] The bicycle theft prevention registration system of the present invention can import past data for the required period specified by each prefecture's bicycle theft prevention association before it goes into operation, eliminating the need to use a conventional system in conjunction with it, which has the effect of allowing for a smooth system transition. After operation begins, the system has a date (calendar) function that manages data calculated from the entry date data, and has a viewing prohibition means that automatically makes bicycle theft prevention registration data that has passed the required period unavailable for viewing, eliminating the need to manually delete data that has passed the required period, thereby improving work efficiency.
[0020] In addition, the program of the present invention is a program for executing the bicycle theft prevention registration system described above, and can be used by accessing the cloud platform via the Internet, allowing the processing of the bicycle theft prevention registration system of the present invention to be easily realized using terminals such as personal computers (PCs) and tablets. [Effects of the Invention]
[0021] By using the bicycle theft prevention registration system of this invention, deletion data within the prefecture can be automatically reflected by linking with a police database containing data from all over the country, and new registration, change, and deletion data for bicycle theft prevention registration can be centrally managed, which also has the effect of allowing for a smooth transition from conventional bicycle theft prevention registration systems. [0023] DETAILED DESCRIPTION OF THE PREFERRED EMBODIMENTS An embodiment of the present invention will now be described with reference to the accompanying drawings, in which: Figures 1 and 2 show an overall outline of a bicycle theft prevention registration system according to an embodiment of the present invention, and an example of its configuration.
[0024] In the bicycle theft prevention registration system of this embodiment, a cloud platform 100, a bicycle theft prevention association terminal 200, a prefectural police terminal 300, a theft prevention registration office terminal 400, and a theft prevention registration input center terminal 500 are connected via the Internet.
[0025] The bicycle crime prevention association terminal 200, the prefectural police terminal 300, and the crime prevention registration input center terminal 500 are computer devices such as personal computers (PCs), and are composed of a web browser, a communication interface (communication I / F), an input device, a display device, a control unit, a memory unit, etc.
[0026] The security registration office terminal 400 is a terminal such as a tablet terminal or a mobile information terminal carried by a staff member at the security registration office 411, and is equipped with wireless LAN and short-range wireless communication functions, and is further composed of a web browser, communication I / F, input device, display device, control unit, memory unit, two-dimensional barcode reader, etc.
[0027] The web browser is used to provide a setting page, to display a web-based user interface for image formation, and to request progress in the bicycle theft prevention registration system. The communication interface communicates using the Transmission Control Protocol / Internet Protocol (TCP / IP) and the like.
[0028] The input device is composed of a hard key keyboard or a software key touch panel, and the display device is composed of a liquid crystal display (LCD) or an organic electroluminescence (EL) display device, etc. The control unit is composed of a central processing unit, or CPU (Central Processing Unit), and the storage unit is composed of a ROM (Read Only Memory), RAM (Random Access Memory), etc.
[0029] The web browsers of the Bicycle Crime Prevention Association terminal 200, Prefectural Police terminal 300, Crime Prevention Registration Office terminal 400, and Crime Prevention Registration Input Center terminal 500 are realized by the CPU of the control unit loading and executing a program stored in the memory unit onto RAM.
[0030] In this embodiment, it is assumed that the bicycle theft prevention registration system is provided on a cloud platform such as Google Cloud Platform (registered trademark) as the cloud platform 100. By deploying an application server 101, a database server 102, various master data 103, theft prevention registration data 104, etc., the cloud platform 100 manages everything that needs to be processed by this bicycle theft prevention registration system.
[0031] The cloud platform 100 also stores theft prevention registration data 104 applied for in the bicycle theft prevention registration system, various master data 103 registered by the bicycle theft prevention association 210, which is the system administrator, a bicycle theft prevention registration system execution program for running the bicycle theft prevention registration system, and programs written in languages such as API (Application Programming Interface), JAVA (registered trademark), SQL (Structured Query Language), and PHP.
[0032] Furthermore, the prefectural police terminal 300 is connected to a database 302 that stores nationwide police data, which serves as external linkage data, and the bicycle crime prevention association terminal 200 is connected to a database 203 that stores a crime prevention registration sign management system, which serves as external linkage data.
[0033] FIG. 3 is a flowchart showing the flow of various settings required to start using the bicycle theft prevention registration system shown in FIG.
[0034] In the bicycle theft prevention registration system of this embodiment, master registration is first performed using bicycle theft prevention association terminal 200, as shown in Figure 3. First, the bicycle theft prevention registration system is accessed from bicycle theft prevention association terminal 200 via a web browser, and the administrator's user ID and password are entered on the login screen for the bicycle theft prevention registration system (not shown) to begin use of the bicycle theft prevention registration system (step S001).
[0035] First, the police station code, police signature, administrator ID, administrator password, etc., which are the police master information that will be used in the bicycle theft prevention registration system according to this embodiment, are registered (step S002).
[0036] Prefectural police 310 accesses the system via a web browser on prefectural police terminal 300 and begins using the bicycle theft prevention registration system by entering the administrator's user ID and password on a login screen (not shown) (step S003). Next, they register the user name, user ID, user password, etc. of users (operators) other than the administrator who will use the bicycle theft prevention registration system (step S004).
[0037] Meanwhile, the crime prevention registration office 411 sends a paper-based system usage application to the bicycle crime prevention association 210, and the bicycle crime prevention association 210 gives the crime prevention registration office 411 an administrator user ID and password, and also registers the registration office code, jurisdictional police station code, postal code, address, telephone number, email address, dealer classification, administrator user ID, administrator password, etc. (step S005).
[0038] Next, the security registration office 411 accesses the bicycle security registration system via a web browser from the security registration office terminal 400 and starts using the system by entering the administrator's user ID and password on a login screen (not shown) (step S006).The security registration office 411 then registers the user name, user ID, user password, etc. of users (operators) other than the administrator who will use the bicycle security registration system (step S007).
[0039] Furthermore, the prefectural police 310 incorporates past bicycle theft prevention registration data for the required period before the bicycle theft prevention registration system goes into operation by uploading the data in a CSV format file (API function) (step S008).
[0040] Finally, the Bicycle Theft Prevention Association 210 uploads (using the API function) the theft prevention registration sign management data, consisting of the theft prevention registration number and the name of the theft prevention registration office that sold the two-dimensional barcoded theft prevention registration number stickers sold to the theft prevention registration office 411, in a CSV file to the Bicycle Theft Prevention Registration System, thereby integrating and incorporating external data (step S009). By integrating this data, the theft prevention registration office 411 can later determine whether the theft prevention registration number stickers to be registered are genuine. This completes the initial setup.
[0041] Next, the flow of various operations required to use the bicycle theft prevention registration system at the theft prevention registration office 411 will be explained using the flowchart in Figure 4 and the theft prevention registration screen in Figure 6. The theft prevention registration office 411 accesses the bicycle theft prevention registration system via a web browser on the theft prevention registration office terminal 400, and begins using the bicycle theft prevention registration system by entering a user ID and password on a login screen (not shown) (step S010).
[0042] First, we will explain the application for a new security registration, one of the main operations of the security registration office 411. Select the menu screen from the TOP screen and select the security registration application from the user function selection (step S011). The two-dimensional barcode on the security registration number sticker to be used is read by the security registration office terminal 400 (step S012). If the security registration number sticker is recognized as valid by referring to the security registration sign management data, the jurisdictional police signature 10 and security registration number 11 are automatically displayed on the security registration application screen (step S013). Furthermore, the registered store master information 12 of the security registration office 411, such as the security registration office name, address, telephone number, and fax number, is automatically displayed on the security registration application screen (step S014).
[0043] Next, the operator inputs owner information 13, which includes address, name, email address, etc., and bicycle information 14, which includes frame number, type, manufacturer name, color, wheel diameter, etc. (Step S015). Furthermore, the operator selects or enters an identity verification method 15, such as a driver's license, health insurance card, or student ID, and selects and determines the entry date 16 (Step S016).
[0044] The screen then transitions to a confirmation screen (not shown) for the user (bicycle owner), where the user is asked to enter a handwritten electronic signature, for example, using a tablet device and a touch pen (step S017). Finally, the contents of the theft prevention registration application are printed out by printer 402 located at the theft prevention registration office 411 and handed over to user (bicycle owner) 600. At the same time, a PDF version of the same contents is automatically sent to user (bicycle owner) 600 who has registered an email address (step S018), and the process ends.
[0045] The next step is to explain how to change or delete data. Select the menu screen from the TOP screen and select the list of security registration information from the user function selection (step S019). A list of data registered at the relevant security registration office 411 will be displayed, so if the data to be changed or deleted is displayed, select that data. If the data was registered at another security registration office 410, 411 within the jurisdiction of the bicycle security association 210 using this system and is not displayed, scan the two-dimensional barcode or enter the security registration number (step S020).
[0046] Then, details of the previously registered registration application data to be changed or deleted are displayed (step S021). If making a change, the user selects and presses the change notification button (step S022) to display the change screen. On the change screen, the user changes (corrects) the owner information 13 in the changeable parts and presses the confirm button (step S023). On the other hand, if deleting, the user selects and presses the deletion notification button (step S022) to display the deletion screen, confirms that the contents are correct, and presses the confirm button (step S024).
[0047] The final operation performed at the crime prevention registration office 411 is the request / inquiry operation, which will be explained below. From the top screen, select the menu screen and select request / inquiry from the user function selection (step S025). When an inquiry is received, search for the relevant data from the request / inquiry list and click on the details (step S026). Next, the screen shown in Figure 7 will be displayed, so press the inquiry button 21 to display the data inquiry content 22 and check the content (step S027). After that, create the reply content and press the registration button 23 (step S028) to complete the process.
[0048] Furthermore, the flow of various operations required for prefectural police 310 to use this bicycle theft prevention registration system is explained in the flowchart of Figure 5. Prefectural police 310 accesses this bicycle theft prevention registration system via a web browser on prefectural police terminal 300, and begins using the bicycle theft prevention registration system by entering a user ID and password on a login screen (not shown) (step S030).
[0049] First, we will explain the workflow for editing new registration, change, and deletion data submitted for crime prevention registration into police station data format and outputting it in CSV format. Display the menu screen from the TOP screen and select "Data Inquiry / List" from the user function selection (Step S031). Set the search criteria to "Not Submitted" and press the search button to display a list of the relevant data (Step S032). Press the "CSV Output" button (Step S033) to download the data to the specified location on the local PC (Step S034).
[0050] Next, we will explain the workflow for uploading police data that has been deleted by a prefecture outside of jurisdiction to this bicycle theft prevention registration system, and deleting the corresponding registration application data registered in this bicycle theft prevention registration system. Display the menu screen from the TOP screen and select Data Inquiry / List from the user function selection (Step S031). Press the "Delete Data Upload" button at the bottom (Step S035). Select the file of police data that has been deleted by the prefecture of jurisdiction to be uploaded and press the button (Step S036).
[0051] If, during the upload process described above, there is a discrepancy between the registered registration application data in this bicycle theft prevention registration system and the police data that has undergone the deletion procedure with the relevant prefecture, it will automatically be displayed as a problem. This explains the workflow for obtaining the details of the problem and saving the detailed data when such a problem occurs. Display the menu screen from the TOP screen and select "Data Inquiry / List" under "User Function Selection" (Step S031). Enter the problematic registration number in the search criteria "Theft Prevention Registration Number" field (Step S037), display the details of the data in question (Step S038), and save the displayed screen contents using the screenshot function (Step S039).
[0052] Next, we will explain the workflow for when a defect is found, inquiring about the details, requesting a correction, and receiving a response. From the TOP screen, display the menu screen and select "Requests / Inquiries" from the user function selection (Step S040). Press the "New Registration" button at the top of the request / inquiry list and enter the inquiry details (Step S041). Next, attach the details of the data saved in Step S039 (Step S042). Finally, check the details and press the "Register" button (Step S043).
[0053] To check the response, display the menu screen from the TOP screen and select "Requests / Inquiries" from the user function selection (Step S040). From the list of requests / inquiries, use search criteria such as "Incomplete," "Security registration number," or "Inquiry number" to find the relevant data (Step S044). Once the relevant data is found, click on the details (Step S045). Check the displayed response (Step S046). If the response is insufficient, repeat the same process using the "Create reply" button (Step S047).
[0054] The crime prevention registration input center 510 shown in Figures 1 and 2 uses the crime prevention registration input center terminal 500 to log in to the bicycle crime prevention registration system and perform various registration tasks according to the contents of the crime prevention registration card that is filled out and mailed by the crime prevention registration office 410, which does not have the crime prevention registration office terminal 400. The operation method is the same as the various business processes for using the bicycle crime prevention registration system at the crime prevention registration office 411 described above, so a description will be omitted.
[0055] The Bicycle Crime Prevention Association 210 shown in Figures 1 and 2 logs into the Bicycle Crime Prevention Registration System using the Bicycle Crime Prevention Association terminal 200 to perform various registration procedures in response to data registration deletion and change requests received by mail from users (bicycle owners) outside the prefecture under its jurisdiction. The operation method is the same as the data deletion and change registration procedures (steps S019 to S026) in the flow of various operations for using the Bicycle Crime Prevention Registration System at the Crime Prevention Registration Office 411 described above, so a description thereof will be omitted.
[0056] Furthermore, the Bicycle Crime Prevention Association 210 sends the details of inquiries received from the Prefectural Police 310 to the Crime Prevention Registration Office 411, and uses this Bicycle Crime Prevention Registration System to send replies from the Crime Prevention Registration Office 411 to the Prefectural Police 310. The operation method is the same as the above-mentioned Prefectural Police 310's inquiries and replies (steps S040 to S047) in the flow of various operations for using the Bicycle Crime Prevention Registration System, so explanation will be omitted.
[0057] The inquiries are mainly about discrepancies in information such as the name of the previous owner or the bicycle's frame number. Previously, whenever a discrepancy in information occurred, inquiries had to be made via other means such as email, fax or phone, which made the process very cumbersome. However, the bicycle theft prevention registration system now includes a function for requesting and responding to inquiries, which greatly improves work efficiency.
[0058] In addition to the above, the bicycle theft prevention registration system of this embodiment also has functions to enhance security by restricting access using IP addresses, setting password expiration dates, and limiting the number of times incorrect passwords can be entered, as well as a date management (calendar) function that calculates and manages data based on the entry date data, allowing you to arbitrarily set the period for which past data can be viewed and prohibit viewing.
[0059] In addition, in the above embodiment, it was described that the bicycle theft prevention association 210 uses the bicycle theft prevention association terminal 200 to perform the initial setup work for the bicycle theft prevention registration system, but it is also possible to set up a separate company other than the bicycle theft prevention association 210 to perform maintenance and inspection of the bicycle theft prevention registration system and perform similar work.
[0060] As described above, the best configurations and methods for implementing the present invention have been disclosed in the above description, but the present invention is not limited to these. Other embodiments, additions, modifications, omissions, and other changes may be made within the scope of what one skilled in the art can conceive, and any aspect that achieves the functions and effects of the present invention is within the scope of the present invention. Therefore, the present invention not only provides the above-mentioned terminal devices and methods for executing the bicycle theft prevention registration system, but also computer-readable programs for executing those methods and recording media on which those programs are recorded.
